The Congress of the Association of Luso-Hispanic Nations

Congresso de Associação de Nações Luso-Hispânicas ● El Congreso de Associación de Naciones Lusas-Hispánicas




The Association of Luso-Hispanic Nations is an international organization composed of lusophone- and hispanic- heritage countries in the Western Isles.
Its main objectives pertain to political and cultural cooperation and development among countries with Iberian ancestry.

The Congress is composed of one delegate from each member nation. Each delegate has one vote. Resolutions must pass with majority consent.

The role of the Congress is:

● Defining and orienting political strategies of the Association.
● Creating and implementing sub-organizations and programs.
● Formalizing the entrance of other countries in the Association.

"Delegates, the League of The Western Isles is primed to renew its investment and construction programs and incentives, it might behoove us to engage in a similar program of our own or send a non-voting sub-regional representative to the League to better represent our collective interests, to take a page from the African Union's relationship with the United Nations."

Mariana nodded in agreement in response to Francisca. "Good relations with the League could be very beneficial to the Luso-Hispanic Association. It's much more preferable to associate with peace-keeping organizations such as the League, so we can maintain a healthy status in The Western Isles."

Thomas Kine, a tall, light complected young man, previously in San Jimenez considered a champion of state's rights, spoke with a smile saying “In my opinion, the league is indeed a significant asset to the ALHN. I would also like to add that I see it fit that Gran Teran is the headquarters of this organization, the love of the Jimenean people to the ALHN will be critical when showing the organizations approval throughout the Western Isles. On behalf of San Jimenez I would like to welcome Illa Isle and the Creek Islands, it is an honor to have you both in our proud halls." He nodded towards the representatives and fixed the plaque in front of his desk which read "The Confederative Republic of San Jimenez".

After reading a memo and whispering to an aid, Catalina turned back toward her mic, "Our government agrees, however, because Michigonia does not have a delegate to the League, I have been instructed to abstain from voting on this issue. We will leave the nomination up to you, colleagues."

"Corindia is willing to send a delegate from its diplomatic corps as well. Delegate Montevideo, it might not be best for us to send a delegate from your nation. While this organization is tolerant of your nation's... unusual circumstances, we can't be sure that it would not lead to an outcry in the League, which could lead to our delegation being ejected, putting us back at square one. As a member of this organization, I think your nation should still be represented among our delegation to the ID, and indeed, I suspect that you will be able to find more support for your cause in private meetings between diplomats than in the main chambers regardless."

The small Totzkan delegation entered, headed by Tirto César Coelho, a stocky middle-aged balding man. He strutted across to the Secretary-General and produced a letter marked with the seal of the Totzkan Bureau of Foreign Affairs. Handing the letter over, Coelho proclaimed "On behalf of the Totzkan Union, the Bureau of Foreign Affairs hereby extends the warm hand of co operation and intends for the New Totzkan Union to join Association of Luso-Hispanic Nations. As partially a former overseas province of Portugal, the influence of the old empire is seen through the south Totzkan provinces and the Ilhas de Ouro with Portuguese being the dominent language of over a third of the Totzkan population. We would like the thank the Association in advance for their consideration."

The doors of the meeting room suddenly opened. "Olá, fellow delegates" said a tall man with white skin, brown hair and glasses, using a black suit, while entering in the room. "My name is Carlos de Andrade, i'm in charge to represent Dragão do Mar here in the Congress of the Association of Luso-Hispanic Nations during this semester and the next year". He bowed to everyone and headed to a chair with a small Marian flag in the desk in front of it. Andrade nodded and smiled to the Illa Isle's and the Totzkan Union delegates, as he was aware that both of them had joined recently. "I look forward to cooperate with the representatives in this room in order to achieve the cooperation between the member-nations in the multiple aspects that this organization allows". He sat.

"Could we turn our attention to the state of Illa Isle?" César began. "I'm sure all the delegate's present here will agree that safeguarding a nation's right to self-determination and sovereignty is an important one and, as our countries are to a varying extent the product of European settlement and colonisation, one that we are in a unique position to defend. I'm sure delegate Montevideo will agree that Vancouvia's use of hard power to try and force her country to submit is deeply troubling. The association should focus on drafting a resolution that we can be presenting to the League as a united front that will end the blockade of the Isle and allow for Illa to choose either independence or submission via democratic means."

"Despite us not being directly invaded as of yet, we fear that that move is a natural step when the Vancouvian Congress realizes they can not starve us out of our freedom."

César smiled as an aid brought in a document. "Here is a draft of the resolution we intend to present to the league. We'd be happy to hear any proposals for amending the resolution along with affirmations of our fellow league-members support for the final draft in the assembly of the League. After all it is united that we can resist the imperialists and colonialists of our region."

League Resolution to promote International Peace

Necessity of safeguarding the Self-Determination of Illa Isles

Noting that the residents of Illa Isle have taken direct action to assert their independence from Vancouvia,
Concerned at Vancouvia’s refusal to negotiate with separatist leadership of Illa Isle and its use of military force to blockade Illa Isle and attack civilian populations,
Acknowledging that the League’s purpose is to ensure peace in the Western Isles.
The League hereby resolves to:
  1. CONDEMN the Congress of the Free Lands of Vancouvia for it’s military operations in Illa Isle.
  2. DEMAND Vanvouvia’s Blockade of Illa Isle is lifted, its armed forces withdrawn and compensation be supplied to the leadership of Illa Isle for the damage done to the infrastructure and people of Illa Isle
  3. DEPLOY agents of the League to assess the damage done to Illa Isle and report on the compensation owed by the Free Lands of Vancouvia to the people of Illa Isle.
  4. DEPLOY agents to oversee the conduction of a fair, open and democratic plebiscite which will allow the people of Illa Isle to choose to be a sovereign nation free from foreign government.

After a copy of the document was given to Carlos de Andrade, he read the League Resolution proposed by the Totzkan delegate several times. He displayed a surprised expression, and after some minutes he looked back to the other representatives. "The Marian delegation is in complete favor of presenting this document to Assembly of the League of TWI. I consider that it addresses the most important subjects related to the situation in Illa Isle." He signed his name on a field in the bottom of the paper to authenticate the official vote of Dragão do Mar.

After a laborious conference call with the Ministry of Foreign Affairs in her office, Catalina returned to the Congress floor and took her seat.

"While we fully support the right of self-determination for Illa Isle, the Michigonian delegation have not condemned the government of Vancouvia, as this is an ongoing and sensitive matter. Therefore, we cannot support the resolution as written. I motion to eliminate 'Line 1' from the resolutions section (CONDEMNS the Congress of the Free Lands of Vancouvia for it’s military operations in Illa Isle)."

"We have an opportunity here to set a precedent that shows the league is not a tool to be used against the pariahs of the Isles but also against those who have pursued a path of destructive imperialism comfortable in knowledge that the league will turn a blind eye to their jingoism." "We certainly condemn airstrikes against civilians, ambassador. But we are working through other diplomatic channels on this issue, so I cannot vote yes on this resolution as written. If a majority of this body wishes to approve it, I will not stand in the way of my colleagues. If no changes are made to the document, Michigonia votes 'present.'"

Thank you, fixed.

Query so I avoid looking stupid: Doesn't the propasal have majority support already (Myself, Dragao, Illa and Corindia). IDK if it's correct to wait for Creek Islands (who seems fairly inactive) or San San Jimenez to respond.
