WELCOME TO THE YULE CONVENTION

The press and other lower-ranking officials were waiting anxiously in the main hall of the parliament building. Inside the actual parliament building were plenty of representatives from all the smaller states attending, but mostly the three main states: Norðuríkið, the GSE, and of course, Le Côte D'Indigo. Currently, members of each respective governments were going up on the podium and giving propositions to the treaty. After every proposition or counter proposition, there is a vote. Indigo officials will count and announce the vote. Minor states have the ability to make propositions but cannot vote. Each of the major countries has one vote. If the proposition gets the majority of votes, it is passed. If it doesn't then it is not. The country's respective leaders can veto their negative votes, but cannot vote positively on something their reps don't support.
