They have no content to speak of. "Requires that member nations offer the chance for their escorts to apply for financial aid for the furtherance of higher education" and "Requires that all escort equipment is of quality manufacturing for safer protection and undergoes stringent testing" are the only lines in both proposals that actually do anything ... and they don't really do anything.

OOC: I am wondering what the status of this is? There has been no reaction so far from either of the authors since both proposals were deemed illegal, so is this dead? Based on the reason they were deemed illegal, I don't see how they can be edited in a way to make them legal...

OOC: Last time they tried to challenge the ruling, but redrafted their proposal entirely and silently on their own forum. I don't think you can use the silence of the authors for much; whether they're redrafting offsite or dropping the issue, both could be suggested with their current behaviour.

OOC: Looking at some of the comments by members of GenSec, I think that both of these proposals are at the stage of being irredeemable. I might be surprised, somehow these two proposals might be salvageable, but it just seems like they have both been holed below the waterline...
