SG Lycal had called the election summit for the up coming Election so far two parties had confirmed their nomination for SG Lycal being the defender of the seat and the Pord delegation. Those were the only to so far but, that can change very soon. The Pords announced their claim for the seat not that long ago. But the Summit was to finish the runners for whatever position they had a thirst for and then to commence the vote for the seat and what ever other seat there is. But this was also a way to gathering all the members into a single room to work on the revision to the charter as well as changes to the organization themselves. The summit was being held in the Oldest Strarus government building in history, it was secluded in a nature reserve that acted as a museum of a past town long since nothing has changed. He hoped this would at least allow some calming of the nerves and get away from the heated GA assembly building which many such debates took place.

"High Ambassador Lycal, the final preparations are complete we have sent word to the other nations of GESO as well of the summit in the hopes that they will attend. We have the old Imperial guard in charge of security, the Archon believed sending some of her personal guard would help the situation and she said she will arrive at the summit at some point," the civil servant concluded as he was almost out of breath.

He replied, "Good inform the Archon we are pleased to have such a group protecting the summit, the guard is a beacon to our people and a hopefully will show the other nations that this is a serious summit and we plan to get things done. now if you will excuse me I must finish my preparations before the rest arrive." Lycal walked through the garden of the just outside the hall the whole area was practically a forest, no one knew of the town when it was rediscovered centuries ago. Thankfully the old Strarus Imperium wanted to preserve it as a place of history, so that's what they did the whole town and the first government building was put under protection and it became a well visted place. Many animals walked along the streets that were crowded with tourist and schools visiting the area. Stigma Hall had been secured by the Imperial guard earlier in the week in which they checked the building and the civil defenders were also in force around the building for the duration of the summit. He had ensured every safety precaution had been enacted that he could think of, he couldn't afford a death at the summit.

A silhouette of arching lightning formed far above before a Bålgeting class Valfisk popped into existence. It carried the High Lord Admiral Niel Nielson, who had been appointed to lead the Broderskap reformist party of GESO by the king himself. Voidmaster had taken him and his ship to the summit via whitespace. It was good timing seeing as the spying operations he was overseeing in prole space were coming to an end.

Den vise mannen öga

The craft wan known as "den vise mannen öga" was painted in the colours of the knights order. It was a proud vessel that had seen much usage in the conquest of the Zerjon just two years ago.

The 99 meter craft came to grown level and levitated before the main entrance. A large drawbridge opened from the stern of the ship ,under it's tail, allowing the High Lord Admiral, Voidmaster, and their guards to dissembark. Stepping through it's arcane barrier as though it wasn't even there the men proceed to the front entrance of the building.

Haegore was a Bjornkin. A towering bear with remarkably human posture, a large golden staff, and a snazzy purple robe. He was the most powerful mage in Belgiosweden and he knew it. He brought them this craft here at great haste despite the slowing effects of the K.U.C field of the main sector. It was amazing he could even be conscious after pulling such a feat. There is a reason he's the voidmaster and not Shi Long.

Niel Nielson was a Norseman through and through. His beard was long and braided, his eyes were as blue as ice His hair was blond like sand, or at least his beard was. He shaved his head bald to hide his graying hair, Being in his 60's and all. He stood Tall like the fjords as he and his party headed to the summit. All suited up in their gold and navy uniforms with the guards carrying mythril swords, and mirror shields to ward off potential attackers. They also wore mythril helms and arm braces along with armour plates under their uniforms. All members of the party had mind blocker charms to prevent mind reading as well as ward saves to prevent sniping, not to mention the myriad of spells hidden up sleeve.

The following summit would be the first attended by the Belgioswedes, and would set the stage for the first two political parties in GESO history to go head to head in deciding the fate of the galaxy. Weather it be a victory for the Establismentarians, the Broderskap reformists or an independent candidat, nobody could say for cirtain. The only thing to do was to wait and see.

The Ellian delegation took their time to reach O-type star the Strarus homeworld orbited around. A journey of this distance would have normally taken years using standard Ellian warp drives. GESO's warp gate network had reduced this to a matter of a few hours, a fact Normar appreciated most sincerely.

The ESS Incomparable Methods was one of the few rivet-class light cruisers in the Royal Starfleet with a namesake excusable enough to perform diplomatic intrigues such as delivering representatives to foreign shores. She was flanked by a pair of marine patrol boats, their small but heavily armed and armoured hulls were well suited to fighting off pirates and would-be attackers on cargo shipping lanes. They were now tasked with escorting the Ellian delegation to Esternia for the GESO summit. The flotilla now placed itself in high orbit above Esternia.

A trio of small craft were launched from the vessel's tiny shuttlebay: a dropship escorted by two small, atmospheric-oriented starfighters. The fighter craft broke off as the troopship landed in a large clearing by the front gate. Normar stepped off the craft along with the rest of her delegation; her advisor and most senior of the diplomats under her wing in GESO, Matt Freeman, and her aide, Emily Fox, both of which formed her small, most trusted circle. For Ellian political practitioners, having such a loyal core of friends was essential to prevent the cutthroat nature of Ellian politics from turning civil officers into another casualty of the perpetual political war.

A section of imperial guards also stepped off of the dropship before the craft took off again. The fighters which had held a holding pattern in the local airspace rejoined the formation and departed for orbit. Normar watched them go with mild curiosity before making her way down the garden path to Stigma Hall proper. Her two friends and co-workers fell into step on either side of her and the guards followed in two columns, one on either side of the path.

The imperial guards of the UAR were notably different than the soldiers present in the Rastho Prime theatre. Unlike their Dominion counterparts, the clones of the UAR were not as experienced in the ways of war. Their golden-striped armours were neater and cleaner, polished to a gleam whereas Dominion soldiers would not care for such detail, even if, say, they were escorting a politically important figure to a high-profile summit between nations.

Stigma Hall certainly carried that old, earthbound vibe of the ancients. The building was solid and formidable, built of greying bricks. The pillars and statues mounted on its top added to that feeling of yore. Certainly, it was nothing like the buildings back home. The great concrete structures which served the Ellian parliaments were all hidden behind walls of highly reflective glass and plastic, typically embedded with electronics to hide its ugly interior. Somehow, the plainness of the material used in Stigma Hall added to a sense of transparency and integrity.

Normar met Lycal at the foot of the great pillars by the front door. "Well met, High Ambassador," she greeted with a smile and a bow, "I hope that today's affairs would be progressive."

President Snake Hortarii, head of state for the Co-Prosperity Sphere of Auman, stood atop the airstair of his transport. To his side, as always, was his lovely wife, Linda. They smiled and waved for the ravenous press, drones were live streaming his arrival from all angles as the Galactic Economic and Security Organization prepared to begin a series of debates on the future of the alliance. Snake posed, preened and waxed presidential, showing no more to the public than that of the façade of a serious statesman. When the time came, he took his first monumental step down the staircase, then a second and ultimately slipped on the third, tumbling down to the ground in a painfully awkward display of comedic embarrassment. Hortarii made it back to his feet quickly enough, a testament to the days spent as a professional athlete. The powerfully built former professional football player was no worse for wear, aside from a cut over his right eyebrow that was now bleeding freely. Linda doted him, smoothing the wrinkles in his jacket. His bodyguards formed a circle around him, his doctor tried to look him over and he was waved off. Snake took a small square kerchief from the breast pocket of his navy blue suit and dabbed the cut above his eye and went back to smiling and waving.

When he was safely squared away in his limousine, away from the prying eyes of the media, the president sighed deeply and gently swore to himself.

"Don't worry too much about it, the public will forget about it in a week." said the president's aide-de-camp, Reynaldo Reyes, playing cool and acting like rolling down a flight of steps live in front of the entire galaxy was no big deal.

"What did Caesar say to Cleopatra, Rey?" asked President Hortarii.

Reynaldo looked confused and simply shrugged.

"Toga-ther we can rule the world!" the president answered his own question. Reynaldo squinted his eyes at Hortarii, expecting an explanation.

"We're still cracking jokes about Julius god damn Caesar nearly three thousand years after Brutus pushed his shit in. I don't think they'll forget this. The god damn internet won't let them."

Linda smiled at them both and tried to distract her husband with idle chit chat about the scene unfolding outside. The architecture of the city was a wonder, there was no doubt about it. Rydalean was an old, impressive and dignified city and the president was told that this summit was to take place in the most ancient governmental structure in the entire Galactic Republic. An honor, so it was seemed to imply, that the Co-Prosperity Sphere and her allies would be allowed to sit amongst her imperially appointed halls and discuss the finer intricacies of mundane electoral politics. Hortarii was, himself, secure in his third and final term as the head of state of his own country and now free to look on at the proceedings with the confident interest of an elder statesman. No longer would he have to worry about the stress and hardship of electoral politics. This time, he'd sit idle, watch keenly and continue on with the knowledge that, no matter how far he may fall, he will always have his legacy.

"The Strarus Galactic Republic says they have security for the summit stowed away and I have no reason not to trust them, Mr. President... But you know how these things get. Extrasolars can't handle their politics." said Captain Poul Luschmann, of the Aumanii military diplomatic corps. "Stay on your toes, keep your eyes peeled and listen to your guys and we should be alright."

"Oh boy, I don't think it'll be one of those kinds of things." Hortarii brushed off Luschmann's concerns.

"Regardless, Mr. President, someone was shot at the last one." Luschmann's words stabbed the air like a knife.

"People get shot at these things all the time." countered Reynaldo.

Linda just looked at them both, mouth agape.

"Maybe it's about time we put an end to all that?" Hortarii's words were smooth like silk and utterly, uncompromisingly, genuine.

Minister Ki, had taken the long commuter flight to the conference, he was somewhat exhausted from the events of the past two weeks , after all having to keep explaining to allied sources why the Terrans had pulled back their forces or had been reshuffling them was not exactly the simplest of task especially when it was to keep the truth of the plans surrounding such re-deployments a secret from their enemies.

The only power besides the Pords that would know their true aims against the Franks would be the Aumanii, as some time before his arrival certain details of the Terran offensive were sent through secure communique.

The Terrans had much explaining to do, to say the least not just for current affairs but past ones as well, and it fell to Minister Ki to do this all. The black furred wolvian stepped in to the conference room having passed by the gateway with little delay through security.

It wasn’t as if he was carrying anything objectionable or had any lethal augments. He paid little mind to the architecture around him with opting to glance over it to commit it to memory and to analyze it so he chose at a later date.



He smiled to any of the arrivals and to their hosts, the wolven folded his hands behind him and stepped toward any arranged seats, He had many a thing to smooth over with their Ellian allies, and that wouldn’t be easy. Yet he still had a noticeable and professional confident aura about him.

”It is an honour to meet some of the esteemed GESO representative I’m minster Ki of the Terran Department of interstellar relations. I’ve heard there has been quite the clamor in the general assembly I guess that's we’re temporarily out here. You guys sure like giving us headaches.

He laughed casually attempting to set a tone of relaxation. Ki donned a well fitting two piece suit and the usual and archaic by most Terran standards accessory known as a tie. This style of dress was still popular and not just in government circles many have speculated it was something engrained centuries ago as an anchor against the rapid changes technology and multi system industrialization had brought to the Alliance and her people. But then what society didn’t have its hold overs? When the alliance had first began as independent planetary republics and systems, no one could have imagined them miniaturization of power cores to the level currently seen throughout society, nor the establishment of gates and instant transmission through two points of space.

The Terrans where a people forced to innovate forced to strive against a challenge as hard as it would be. And now they faced a challenge on a scale so unimaginable large that the culmination of all the factors that had made the UTA strong was now going to be put to the test.

Now here they were surrounded by age old allies, and former adversaries turned allies.. To reaffirm and reestablish one such strength, the ability to compromise and to work together with others. The basis for the Terran Alliance as a republic will more than ever serve them well forever being the pillar of strength of which all other strengths were derived.

Kazhel's list of things to do has a nasty habit of only growing larger. It seems that he was filled in only at the last minute about these elections (or perhaps he was told previously but has been so busy they slipped his mind? Either way...), and now, without even a fortnight of deliberation, Tnem-Fragg has thrown her hat into the ring and is running for Secretary General? These things should be discussed at length, not decided on a whim. But then again - on the other hand - it is probably a nice respite from the all-too-familiar halls and chambers of the Pordic Milky Way Headquarters. The change in scenery is appreciated. Yes, the change in scenery is appreciated.

I might need to thank them later, Kazhel considers to himself.

We are about ready to disembark, the long-haired Pokyshak says. She has a bundle of scrolls that are neatly bound; she secures them firmly to the inside of her flowing azure robes.

Tasi, she replies, he did.

Kazhel-nam Koch nods and cues his communicator. On the other end his aid - Batyev - can be heard rummaging around. nam-Batyev? Zhüsh Hol-strarusskaya.

Tasi, tasi, ihn velokna, Batyev replies.

Above the meeting-place the familiar lines and smokestacks of a Pordish diplomatic cruiser hang majestically. Vast torrents of green waste pour forth from her funnels and out into the surrounding air; a small shuttle emerges from these clouds of putrid particulates and makes its way down to the solid ground below. There is little fanfare about its arrival - only three Pords emerge: High Hunter Kazhel-nam Koch (who emerges first), Pokyshak Kalna - scribe of the High Hunter Council and director of the Imperial Archives in Tnem-Fragg - and Kazhel's aid Batyev.

Their eyes are soon drawn to the architecture and build of the structure before them - it is grand and not unlike the Pords' own. Kazhel can appreciate well-laid masonry when he sees it, and here this appears to be stonemanship among stonemanship. He grins subtly to himself as they walk; the environment is good - it is rare for Milky Way-types to have an appreciation for nature and the finer things. Far too often polities become "advanced" and adopt facades of civility and culture that are nothing more than cheap plastic and gaudy heraldry... They forget where they came from, and in doing so equate floating chairs, towering skyscrapers, and myriad screens with true civilization... When in reality they are nothing more than the trappings of a people desperately attempting to be far more than they really are.

They do not have all the time in the world, though, to savor the craftsmanship that has gone into the masonry. They are soon upon the gathered. With a graceful bow Kazhel introduces himself:

Chadengrazhni, namen GESOskaya, he says. I am High Hunter Kazhel-nam Koch, overseer of the Pordic Milky Way territories and official liaison with this organization.

Behind him the long-haired Pokyshak introduces herself as well: Namengrazhniskaya. Pokyshak Kalna - official Scribe of the High Hunter Council and Director of the Imperial Archives in Tnem-Fragg.

Sovereignty Celestial Naval Flagship Akagi, Approaching Esternia

Space ripples, and distorts, and swells before collapsing and causing a massive gaping hole to appear, spiraling like a whirlpool as a huge cylindrical object slightly less than 2 kilometers long, sections of it turning and spinning as it vents coolant, emerges, followed by, all in formation, the First Fleet of the Divine Sovereignty of Houseidou's Celestial Navy. Given a fresh coat of paint on their hulls, they gleamed in the crimson and gold of their nation, shining in the sun of the new system as the Hiraishin Experimental Gravitic Accelerator, essentially a very large version of the Alcubierre-based Drill Drives the Celestial Navy uses, drifts in space. As the tight formation of First Fleet expands out to create a protective bubble around its flagship, frigates are dispatched to recover the Hiraishin to see if it is still usable for the return trip. Meanwhile, the Akagi-class Supercarrier Akagi, the largest ship in the entire Celestial Navy, deployed her escort fleet of defense frigates and support tenders, the smaller parasite ships forming into their own special defensive formation. Finally, a small ship painted entirely in gold launched from one of the ship berths on the Akagi, which the escort frigates enveloped as they made their way towards the planet, the rest of Fire Fleet, maneuvering in a parade of steel and fusion plumes to not only protect that golden ship, but show off their splendor to the rest of the assembled fleets.

The cluster of frigates and their charge descended into the atmosphere, maneuvering as wings of fighters twisted and twirled in an elegant dance of plasma and armor. Each of these frigates, at 250 meters in length, was larger than the old sea-based Nimitz-class supercarriers of the early 21st century, and they floated above the city, the fighters zipping by around them, until the golden ship, a beautiful, elegant yacht, touched down outside of the summit hall. The ramp descended, allowing for two different groups to emerge: the first being ceremonial guards wearing powered armor given both lamellar accents and extensive finishing work to detail in intricate designs, the second being red-haired priestesses in gold and red ceremonial kimonos, spreading rose petals and censures of incense as they guided a red carpet up the steps to the summit. Finally, more attending priestesses raised out their hands to cause motes of light to extend from their fingers, and music began to play, a ceremonial Japanese drum procession. The guards turned into formation as the woman they had been sworn to protect finally appeared.

Her long crimson hair tied into a long braid decorated with a rainbow of ribbons, each inscribed with holy writ from the seven sacred Virtues of the Path of the Celestial Phoenix, her body clad in a special kimono that trailed behind her, the smart fibers dancing as she moved to tell, in visuals, the history of her people. It had started with the initial colonization phases, the kimono itself night-blue at the moment as Nakabean ships slid across its wearer's body towards their future home. Her face a white mask of makeup with silver eyeshadow and designs accenting her golden eyes, which faintly glowed with the energy of her nanites. As the procession continued slowly but steadily, the kimono showed the initial settlement of what would be called Irori, the colors shifting to red to signify the conflicts and hardships to come. She reached the top of the stairs in time for her kimono to strobe into gold, a depiction of her ascension in progress for onlookers to see. And as she entered the chambers themselves, her kimono changed back to night-blue as the Sovereignty's first spaceship, the Houou-Ichi, launched from Irori's surface on its fateful rendezvous with the former Nakabean ship, the Bentaizen.

As she made her way to her seat, the first, last, and only mission of the Houou-Ichi visible on her kimono, one of her guards switched to her external speakers, the motes' music reaching a crescendo. "Announcing the delegate from the Divine Sovereignty of Houseidou, Her Divinity Izumi Fudo, Sovereign Mother of the Path of the Celestial Phoenix!" With help from her retainers, she settled into her seat, the music climaxing to signify her importance before fading. She gazed out over the collection of other delegates, and gave a soft, warm smile to them. "It is a pleasure to be here. Thank you for inviting me to take part in this momentous occasion." Her voice was ethereal and melodic, with a tone that felt wonderful to listen to, and she was even projecting it out as if speaking from a microphone. She peacefully waited for the conference to begin while her kimono continued without her, elegantly displaying her people's history for those keen on watching it.

In the skies above Rydalean, perhaps a sizable chunk of steel and lights could be seen.

It hurled for one of the landing areas, and made a sharp turn before finally descending.

The transport touched the ground, and quickly began to open. A ramp fell, striking the ground and revealing a cavernous interior.

From those depths, beings began to emerge.

A rather strange looking man, with dark blue skin and a pair of stalks on his head emerged, calmly strolling down the ramp. He was followed by a pair of more human-looking men with armor and helmets, each holding a rifle that was pointed at the ground. The blue man bowed upon encountering expectant hosts, and spoke: "I am Ambassador Sheb Th'shyreth of the Brotherhood of Planets. It is an honor to serve as my nation's liaison for this Organization."

For a number of minutes, a point in space outside the system would emit low levels of exotic radiation, eventually sheering open as a small fissure in space, and from inside a single vessel emerged. Absent much of the fanfare present from other nations, the Ran Navigii Kergerin arrived without escort. The vessel slid gracefully from a rippling deep purple rift in space. The fissure sealing behind the vessel that reflected the starlight with perfect accuracy. As the vessel slid silently closer, coms handshakes were established and three objects slid from the stern of the Ran Navigii Kergerin with flight path approval arriving seconds later. They maintained a perfect delta formation, igniting torch drives while orienting for a landing trajectory. Two Shryyk gunships holding pace with a light transport painted stem to stern in brilliant and shifting patterns of deep matte purples, shades of crimson red, and chalk white.

The three small craft made their way down, slowing to a stop and hovering in an impossibly low stationary orbit. The light transport began to descend in a straight line, the two gunships holding position behind in their parking orbit. The transport landing on one of the pads outside. The patterns on the hull shifted slower as the vessel decelerated silently, eventually ceasing movement when the ship came to rest centimeters from the ground. The forward doors of the transport sliding open to reveal an opaque darkness. A single figure stepped from the inky black, the doors sliding closed behind him as silently as they had opened. The individual wore no armor, nor did he carry a weapon. White and black hair was woven in a single braid that disappeared into the flowing white fabric of his toga like robes. Wearing no shoes, or a skin-suit, his only garment was a multi-layered set of white robes laced with spun gold. The outer layer clasped over his right shoulder with a gold accented gankyil bearing the same tricolor pattern as the transport. Wearing a number of jewelry pieces, including gold arm bands and anklets, a necklace of gold beads held together without string, and two small gold rings clasped near the outer base of his left ear. On his left wrist a trio of small spheres orbited slowly over a solid crystal bracelet, each marble swirled with a kaleidoscope of inner rainbow light. Once inside the building, he made his way to the summit chambers, and to his seat. Glancing around the room, his gaze lingered for a moment on Izumi. One of his striped ears twitched slightly before his gaze moved on and he began to speak. His soft voice projecting clearly through the room. "Greetings fellow sophonts, I am Luminary Roze, here on behalf of The Resplendent Technocracy. It is a pleasure to meet you, and I thank our hosts for a superb location. I hope that more arrive before we begin, but none the less I look forward to a new brighter future." With that, he took his seat, the drone floating just over his left shoulder. His gaze once again lingered on the elaborately dressed female, particularly her animated robe.

Back in orbit aboard Ran Navigii Kergerin, the live feed was being relayed back to Fleet Command. Every detail being picked apart and screened with a micron tooth comb. The vessel sliding into a stationary solar orbit far above the planet.

Lycal sat at the Stararus table that had been set up and the other delegations sat at tables, "I would like to welcome you all to Stigma hall the first place where an organized government came to be centuries ago. Now I would like to officially say the Alaruni Summit is about to commence, I would like to thank all the delegations that are here thus far and I imagine more will be arriving as we go along. First things first as the government of GESO is a top priority, we shall start with proposals pertaining to the government. My proposal for the new government has been copied and is on each of your desks via the datapad, any other proposals for the government may be brought up now and we shall have a time to discuss any other proposals as well as the one I have brought up," he concluded.

Article I- Abolishing of Offices

Due to recent events and understanding within the alliance, the offices of Secretary General, Vice Secretary General and Supreme allied commander are abolished. Also, no one shall hold a permanent position on the council due to being a founder or any such reason. They are to be elected solely on their platform and their peers. These offices have been seen as stagnant and a hindrance to the prosperity and advancement of the alliance. Secretary General position has had very little influence within the alliance matters and is generally around to keep the peace. Therefore abolishing this position and adding the office’s power to the Executive Council as well of that as the Vice Secretary General. The Powers of the Supreme Allied Commander is also abolished and will be replaced with a new office that will be overseen by the Executive Council.

Article II- Empowerment of the Executive Council

The Executive Council has the power of the Secretary General’s office and all offices above that have been abolished until new offices have been formed and approved by vote. These powers are not limited to declaring war, embargos, Alliance wide trade deals, the Interstellar Courts, Establishment of new offices ,and running of GESO’s day to day operations. These powers may be delegated by the Executive Council should they deem necessary. The Executive Council is hereby established the highest elected Office within GESO. Counselors shall hold their position for a standard Sol year and no longer, there shall be no term limits set at this time. But, should the need arise a vote will be taken and a amendment proposed.

Article III- Voting Procedure in Executive Council

A bill that is introduced no matter the topic shall be up for debate for 7 days, once those seven days are up the council will vote on the bill. Should the council reach a decision before then, they may vote at any time so long as it is within the time frame allotted. Time can be added in case of holidays or emergencies but, should be brought up to the council ASAP.

Article IV-Establishment of The GRF Admiralty

The GRF Admiralty is hereby established as an office post during times of war or imminent crisis. This office will be overseen by the Executive Council who shall elect two High Admirals. The office shall include two High Admirals who shall oversee all GESO wartime operations and lead GRF forces during campaigns. Upon the completion of the war the High Admirals will be stripped of office and shall return to their normal duties. Should the Executive Council or the General Assembly lose faith in the High Admirals a vote may take place to remove and replace a High Admiral or both should the occasion arise. The Executive Council may remove the High Admirals with just cause. The General Assembly in order to remove a High Admiral must petition the Executive Council and provide sufficient evidence for the removal of their post.

Article V-Strategic Intelligence Unit (SIU)

The SIU hereby has the power to launch internal investigation into any of the leadership positions providing there is evidence to suggest a breach to the GESO Charter. These breaches are not limited to: breaching the mutual defense pact, selling GESO secrets to other, and plotting the overthrow of the rightful elected government of the alliance.

Article VI- The Interstellar Court

Sub Article I Court System and Authority

The GESO court system is comprised of five Magisters; they shall oversee the court and ensure that trials and cases move along smoothly. The Magisters shall serve for a term of 6 solar years and will do so unless health or they are found to be in violation of laws. The Magisters may call a court session if they have evidence to support a trial. They are also tasked ensuring the new laws passed do not violate the past amendments or laws in GESO. The court has the authority to hold trials over international civil disputes, war crimes, impeachments if the GA decides send it to the courts, and crimes against sentient species.

Sub Article II Election of Magistrates, Judges, and Powers

Magisters are elected by a vote in the GA; each magister shall then have the power to elect four judges. These judges shall not come from the same species or nation that the Magister was born in. These judges shall be in times of heated debates or if it is clear that a magister will not be impartial in a case. They may replace him for that case if a majority of the magisters agree with this action.

The Magisters have the final ruling on a case within GESO; only another Magister may question the decision of another Magister or by a petition to the Magisters. The petition must consist of at least ten signatures to petition the Magisters. The Magisters shall serve for a term of 6 solar years and will do so unless health or they are found to be in violation of laws. The Magisters may call a court session if they have evidence to support a trial. Each case will be filed and kept in a database that shall be open to the public at any time.

If the judges of that Magister are called upon, a name shall be drawn out of the four. That name drawn shall take the place of the magister for that trial and has all the powers of a magister for that trial. Once the trial has concluded, they will step down, and the Magister shall then retake their place among the other magisters. Judges only have authority if called upon and their name has been drawn. Besides this, if a Magister is impeached for crimes that Magister's judges shall be investigated and the new Magister shall be picked from that list if one or all of them is clean of crimes. The Magisters will them gather and discuss each of the judges. After having 94 hours of time to debate, they must elect a new Magister.

Sub Article III Procedure of The Court

Once both sides have had time to build their case and the trial may commence, once all evidence is brought forth and debated among the magisters and listening to the accused statement. There is no set time limit on a trial, as the more serious the crime committed, the longer it will take to build the case. While it will be a public hearing, the public will not have a vote on the matter. The magisters will make the final decision and will give the punish according to the crime. The magisters will retire for a period no longer than 72 hours. Upon returning, they shall give their verdict.

Sub Article IV Rights of the Accused

The Violator has the right at any time request a lawyer of their choosing to represent them. But the Magisters have the obligation to provide a lawyer for the accused if he will not choose one himself. Each lawyer is certified in interspecies law to be eligible. The Accused shall not incriminate himself if called to the stand. Health questions shall not be asked unless it has been stated that a health concern lead up to this act.

For the states unfamiliar with the United Holy Realms of Dyelli Beybi (usually referred to as the UHR), they were a collection of independent States who all nominally acknowledged the Tzarina as their Head of State... without necessarily giving her any actual power. Getting the UHR as a whole to act on anything involved balancing the, often competing, agendas of the 38 current states. Usually dealings with GESO would be handled by an Imperial representative, although this time they had sent a 'Special Envoy of Union Parliament'.

It was no secret that Dyelli Beybi was considering withdrawing from GESO. Resentment had been simmering since the imposition of the GESO Funding Act which was widely seen as unjust taxation on the Rimworlds. Things had only gone downhill when GESO had refused to act following a declaration of war on the UHR by a bellicose neighbour. GESO was seen as a chocolate teapot and a very expensive one at that. The envoy was here, with signed documents confirming the withdrawal of the UHR from GESO but had been given the discretion to observe events and to recommend Parliament further consider the issue if anything material changed at the conference.

The Dyellian delegation arrived onboard the HMBSS Gazuron, a 'Saturn' Class Cruiser of the Barilecki Armada which, for anyone interested in such things, was a disc shaped craft, 260 metres in diameter which looked a lot like a flying saucer from classic sci-fi films.

They sent down a shuttle, which landed with the Parliamentarian Envoy, Karravar (equivalent to a Commodore) Baylar Dacon, also of the Barilecki Armada. He was a 6 foot tall male, stick thin, with a dusting of grey in his otherwise dark hair. He was fairly pale and would have looked quite human were it not for the red eyes. He was escorted by half a dozen troopers in full, black body armour that covered them from head to toe. The only thing visible were the eyes, staring out suspiciously from behind a slightly red-tinted visor.

Dacon made his way inside immediately after landing and did not attempt to make pleasantries with the other delegates. The other peoples of GESO were, in his opinion, mostly decadent, honourless, legalistic cowards who were quite happy to take the UHR's money to fund their fleets but completely unwilling to use it when it was needed. He was open to the organisation having changed into something that might be of continued value to the UHR but did not hold out any great hope for it.

Minister Ki looked over the proposal carefully, the Deyllians weren’t the only ones who were dissatisfied with the state of affairs concerning the GESO. Indeed it had been the Terrans who had responded to their call for aid with a fleet, It had always been the Terran's who had responded to crisis after crisis and who have as far as he knew had the lion's share of its burden. And once more His nation was in the midst of a war, the GESO could not afford to sit out.


He stood up and looked around the room after Lycal had finished, he had a calm look upon his furry face though one that hid a grim determination and a grim truth. He began first with a nod toward Lycal.



” I must applaud the plan laid out before us, after a read through I am willing to throw the weight of the entire Terran government behind these reforms. For far too long the upper echelons of GESO affairs have remained Non functional, for far too long there was and have been little reply to the plight of our allies by more than a handful of powers


-he glanced to UHR representative.- And when there has been any reply the UTA herself had been one of those only nations to take on the mantle to assist allies in needs. For many years now the time to reform has been coming upon us, for many years now our people have taken on the burden of providing our ships our crew and our technology to the GRF as a majority contributor but we do this willingly however.

We believe this burden needs to be more equalized, we believe the GESO needs to be more responsive to its allies needs in a much more timely manner we believe that those who cannot and will not share the burden of collective defense should ask themselves why they are here.

Yet even the Terran;s aren’t Immune to their own mistakes and their own follies, and the complexities of situations such as Rhasto prime and the convoluted nature of that fiasco has shaken confidence in our ability to hold up to our commitments. Commitments we will say without a doubt we still hold sacrosanct, and that is why we will redouble our effort to ALL allied lines to prove that at least our own belief in the GESO will not be destroyed and to prove to those who might have shaken faith that not all is lost, and that those powers like the Ellaians can once again trust the UTA and GESO, and can look past the decisions of a few commanders to see that the GRF never left their side and will stand with them no matter the cost..

Many powers here do not realize that at this very moment we are facing a power and a crisis beyond what most of us have ever could have imagined.

There are reasons why my government and my people have been mute for the past few months, of such scale is this crisis that we could not even tell the press or some of our own allies until our mobilization and deployment was well underway.

The Frankish empire bares down upon our walls, they have mercilessly swept most before it and threaten to sweep GESO off the galaxy as well. This is a time of peril but I know in times past we have always come together to preserve the ideal of what the GESO stood for and we must do it again less our division and dissolution lets the dam of solidarity brake and millions of Frankish warships pour in to known space.

Therefore, The Terran Alliance must side with its allies and for the good of the GESO must accept these changes to the charter. We cannot again let our allies our brethren fall to the wayside with no help, we’re the most powerful alliance in galactic history it is utterly shameful we should fail to live up to any of our obligations let along attain a functioning body of democratic representation.

The old order must go , the new must thrive.. This is the only way we’ll be able to stave off these extra galactic invaders and make up for the many faults of the previous charter.

Time and time again we have failed our allies, this can no longer be tolerated as time and time again they continue to give us the benefit of the doubt to continue to trust in the ideals we set forth. Shall we again fail them? Shall we again prove our organization is nothing but a paper tiger? Only for the benefit of a few grater powers?

My people think not, my people think we can correct these institutional problems so any more abhorrent neglect to the needs of our member states will no longer be tolerated and will be addressed.


-he let out a soft sigh and his lips curled into an intense and passionate expression.-


So I say, yes once again to the reforms, I say yes to the united front we have presented the galaxy I say yes to maintaining that front and I say it is time that all powers who are truly committed to our organization share responsibilities for the safety and the aid of our brethren across the stars. As divided we will fall, we will come back in to the galactic dark ages and we will very surely be speaking frankish. The Alliance asks for all to consider these facts and to once more put aside their differences and heavy doubts because in our hearts and in our souls we know we can reform and fix this we know this is the right thing to do and we KNOW why we are here and why we are under the banner of the GESO.

So we implore all of our allies present here to please consider the proposal laid before you consider the alternatives and consider collectively contributing to the improvement of the GESO and its rebirth based off of previous concerns and affairs. That is the only way we will come back better than before stronger than before with a continued leadership of the free galaxy.

Ki sat down exhausted from his speech , the aged wolvian had put such a fiery tone in to it that his form trembled as he spoke and as that voice of his echoed. He looked around the chamber glancing at every representative in the eye anyone he could see that is, and calmly folded his hands in front of him.

To facilitate the Terran support for any changes Commander Silver had accepted a promotion in to the Terran Alliance joint chiefs of staff therefore vacating the role of supreme allied commander, Branov had tendered his resignation as vice secretary general returning to a mere council member and the Alliance had given up its permanent seating on the executive council. This was all in writing and presented along with A truer picture of the great crisis facing the GESO and the vast bloodbath the Terran's where about to unleash themselves in too once again for the sake of allied defense.

The Tellurian ambassador to the GESO was, as most Tellurian officials, a Reenii, an oblong creature about six to seven feet long and about two feet high that were distantly related to polecats. The species originated on a planet called Thani and the state there; the Reeniish Republic was the foremost power within the Tellurian Hegemony that was not Tellas. As well, for the average inhabitant of the galaxy, Reeniish and Tellurian were synonymous; as the other peoples of the Hegemony, most especially the ones it was named after, did not venture very far out of their own star systems, it had been some time, even for immortals and the like, since a true Tellan had been seen by anyone living. Lucilla Aeliana, said ambassador, was itself some five feet in length and a foot and a half tall when running on all four of its legs.

The lightly furred creature was not however doing such at the moment and instead sat in rapt attention as the various representatives had arrived, spoken their pieces etc, the most recent having been the Terran ambassador. Regarding the ongoing debate, it merely sat and listened. The Hegemony did not particularly give a care to how the alliance was run so much as that it remained intact; while they themselves did not require its vast communal resources etc. they were aware that many of the lesser races that made up the membership roster did. A streamlined and efficient government with a strong executive was what they, the Tellurians, favored, while the proposal in front of them was in fact the exact opposite, with the delegation of powers, the abolition of the executive offices and the empowerment of squabbling councils.

The Hegemony itself was councilor in nature at its upper levels and part of the reason each race within the polity was so independently minded was because their engimatic masters never stopped arguing in the halls of the Senate to decide on anything in a span of time that most of the lesser species, the Reenii included, lived during. They would begin an argument on something contemporary, finish the argument some millions of years later and not only had the crisis abided but whole new peoples would've risen and fallen in the breadth of their conversation.

The politicization of the military was annoying, but understandable, there was nothing overly objectional in that itself. The establishment of courts outright confused the ambassador, having been under the impression that a court apparatus had already existed for some time. Apparently that fine print wasn't as clear as the ambassador had originally ordained. The establishment of what were essentially secret police amused the creature immensely; entertaining idle thoughts about how exactly the alliance intended this proposed unit to enforce its will against anyone in a position of legitimate power and influence. The rest, pertaining mostly to elections and the rights of peoples were quickly glossed over as they were bog standard as democratic institutions went in many places in the cosmos.

Finally, Lucilla looked up from reading and spoke; the voice was synthesized via technology of course, as the Reenii had no vocal cords; but spoke via a series of clicks and chuckles normally. "The representative of the Tellurian Hegemony hereby inquires as to why this proposal is dedicated to the weakening of the alliance, rather than strengthening it; as the purpose of governmental reform usually is?" It then went silent, staring around the chamber awaiting an acceptable answer.

High Lord Admiral Niel Nielson began to read the data pad. It resembled the Grassian invaders of times past that had fallen to their own peoples whims and collapsed part way through their invasion of Midgard.

He run his hand back and forth across his shaven scalp as he read. Sitting back in his chair for a moment before turning his head and being confronted by a scroll and inch off his face. On the other end of that scroll was a large robed bear. Haegore.

"What is this?" He quietly asked as he looked up at the towering figure stood next to his seat.

"Your counter proposal" Stated the bear as Wolvian stood up to give a speech.

Niel's head turned to face the Terran representative as his hand grasped the rolled paper. Switching between reading the scroll and listening to the speech. The moment there was mention of a war with some Frankia, he knew what he needed to do. The reforms being proposed were only going to lead GESO down the wrong path. A path the Belgioswedes could not afford to go down.

As the Terran ended his speech, Niel half shot up form his seat as some other creature went to speak. He subtly sat back down as it posed a question. As it finished, he imminently rose and blurted forth as he went to stand toward the gathering.

"I object to these reforms!" He called out before turning to his dear friend in purple. "Haegore, if you please"

Heagore nodded and lifted his staff off the ground, mentally activating a mass illusion spell on the scroll as he channeled his mana into the staff. As the power focused, the scroll seemed to spawn many copies of itself that flew across the hall and settled before each representative. Each illusion's text was translated into the native write of the representative.

"I have a counter offer" he said confidently, whilst adjusting his scalf.
"Before you all is a proposal for a government system we have named, the GESO Triumvirate."
He began to read the scroll aloud:

This is a proposal to switch the current GESO governing body has been stagnant for too long.

This proposed system will put an end to the stagnation that is brought buy a council system whilst eliminating the fears of tyranny that come from single ruler systems.

The Three Men

The system will rely on three government officials alone. Advisory councils may setup but they may not hold any power of their own.

All these positions are elected democratically by the standard terms that are already in place.

The three positions will be as follows:

Secretary General
This man will hold the power to push bills and call meeting with the other 2 figures. He stands at the head of the three and oversees all major operations.

Tribune
This man will hold the concerns of the people. They will perform censuses, count votes and handle the general issues of the people until a major issue is brought to the SG. The Tribune will keep the SG and SAC in line with the people and prevent corruption.

Supreme Allied Commander
This man will command the forces of the GRF. They will oversee peacekeeping initiatives and in times of war will be responsible for coordinating the war effort as they see fit. The SAC will keep the SG and Tribune in line with the defencive and wartime needs of the GESO.


These three men would govern the GESO in place of the already existing council. This will prevent gridlocking and make any corrupt politicians a temporary matter as the actions of the politicians will be far more transparent due to them constantly checking on eachother. This system will not allow for the constant bickering that councils have been known for, along with also resisting the corrupt tyranny of an elected monarch.

This system will bring a balance of power between the two. Giving a strong and efficient leadership whilst also holding corruption and tyranny at bay.


Niel Cleared his through once he finished reading.
"Representatives, National leaders, Divinities, Cats. I address you at this moment to say that we are at war, We have been stagnant for far too long, and we do not need for that to go on any longer. These reforms will only make things worse. We Belgioswedes, have witnessed first hand what happens to peoples under the systems alike the one your... uh..." He stutters as he quickly looks over to Haegore for the name of the screens upon which the original reforms are being displayed.

"Data pads"

"Yes these... data... pads" He stated as Haegore sighed.
"Not to long ago, our home was invaded by a land by the name of Grassus. These people sought to invade our land to grow their empire. They failed. Not because we were strong enough to fight them at the time. Back then, ships of flight were stuff of the gods" He paused for a moment to emphasis his point.

"They failed because they could not make decisions effectively as their governors bickered amongst eachother. They had a system much like the one the Terrans just agreed to. One that landed them square in the head with an axe of gold.

We cannot afford for this to happen to us. I must urge you to consider my proposal as it will end the stagnation that has plagued this alliance once and for all.

With this in place you will have your needs met and never have to fight alone, when the lives of your citizens are on the line, ever again!

Thank you."


He sat back down in his seat before speecking to his furry robed pal.

"We are going to be in a heap of skit if this doesn't work"

The pair looked at eachother for a moment before turning back to proceedings.
"Hallå, I am King Robert I the Conqueror of Belgiosweden, Denmark, the Netherlands, Norway, the collective feudal states of the wandering world, and the collective feudal states of the outer colonies.

Representative Th'shyreth began to clap once High Lord Admiral Nielson yielded the floor.

"A fine proposal, one that surely expresses how inefficiency ruins even the most well-intentioned of Governments. And yet those regimes that concentrate power into the hands of a few risk allowing corrupt successors to undo their work. Without any external regulatory bodies, any stated means to pressure this Triumvirate to maintain transparency, we risk forfeiting our democracy to those who would serenade the people with false promises and cement their thrones with piles of currency.

With introductions out of the way, Kazhel takes his place at the Nalydya Table. A few more delegates make their way in after him - including a rather extravagant display by another one of the more culturally gifted of these Milky Way polities - to further flesh out the roster of those present. All things considered, the collection of nation-states here is decent. As the hosts begin the summit officially, he turns to Batyev:

No, Batyev says. Nothing.

Kazhel nods and turns his attention to the Stararus delegate and their proposal.

Abolishing the position of Secretary General will preclude us from needing to run for it, Pokyshak chuckles. She scans the document once more from top to bottom. Most of what's here is rather decent.

Kazhel finds himself in agreement. The leadership hasn't been very effective with the position currently, he agrees.

But then again, is shuffling around these same ineffective leaders to a council truly a solution to this problem?

The High Hunter shrugs. Looking away from Pokyshak he sees the tail end of a speech being given by Minister Ki before a rude outburst by the Belgioswedish delegation directs his attention to another proposal.

This presentation is poor, Pokyshak says.

Kazhel can only nod. He stands to address the gathered:

We cannot accept either one of these proposals as they currently stand, he says. With a swift movement he reaches for the scroll; his hand phases through it - disgustingly - and he recoils. Admiral Nielson, GESO is not an empire and should not be structured as such. The current issues within GESO's leadership are those of inaction, not gridlock. Giving absolute power to the Secretary General will not alleviate this reality.

He stops briefly to look over the first proposal once more; across the table Batyev can be seen copying down the contents of the proposal onto a physical scroll.

With that said - our concerns regarding the initial legislation proposed can be found in the very opening of the document; the abolition of specialized positions within the government in favour of a generalist approach is not acceptable.

Ki furrowed an eye ridge and rose to speak noting the differences in documents and changes. He looked across the aisles he considered either side carefully and calmly said.

“ I can understand my fellow colleagues points of view . This triumvirate system can be seen as too much concentration of power within so few hands But on the other hand we do need a flexible executive post or two in order to react quickly to situations.


The Terran Alliance would like to propose a possible bridge between the two systems."


-he cleared his throat-

The Executive council shall maintain the right to call referendums and or propose legislation.

The Executive Council Shall have the authority to by majority vote of no more than 2/3rds may veto any policy by the triumvirate wherein the policy in question will be returned to the general assembly.

The Executive Council shall have by majority consideration the ability to remove any triumvirate member or the secretary general from their positions if they are found to have lost confidence.


The Executive Council shall in times when deemed necessary appoint a head magistrate to investigate the triumvirate decisions and conduct when it finds itself at a conflict of interest.

Members may not hold positions in two institutional offices, a triumvirate member may not hold an executive council seat and vice versa.



-Ki picked up his glass of water and sipped at before continuing-

“The non triumvirate system proposed can meet its needs but as I aforementioned our government believes it may require a flexible head executive to respond quickly by delegated responsibilities on behalf of the executive council and general assembly . The same checks can easily be implemented upon the secretary as it would within the triumvirate system.

In essence the Secretary general would be a representative of the chosen executive collective to act on its behalf and the council may veto his actions if deemed necessary.



Ki folded his hands behind himself , thinking quite thoroughly. He continued to speak thoughtfully after a few seconds of pause.

" However, we must ask ourselves, is the current system truly the problem? The Terran Alliance has noted that there has been such a lack of participation in the governance of the GESO that the system has not had a chance to operate effectively. If our members do not pay heed to meetings or one another or voting in elections than the systems we have put in place do not function. If council members do not vote things do not change.. So are we suggesting to kill or abolish a system that due to member nonparticipating has not had a chance to function?

What sense does that make? Wheels only turn if there are those to turn it. So we can either "reform" a system that has not had an iota of attention , or actually begin to use our rights as members and uphold our responsibilities as allies to participate and turn those wheels...We cannot afford to succumb disunity over non issues, we cannot stand idle and then blame the charter for that idleness.. With the challenge we are facing upon us, we cannot be divided. We should give it a chance, and host elections for the council and other positions"


-Ki sat down and let out a sigh sipping at his water again, he looked somewhat worn down.

Legistlation and decision get 8 standard sol days to discuss and vote on anything brought to the council. Meanwhile, we do believe strengthening the SG position and mind myself this is coming from the current SG. I believe strengthening my positions power is a mistake as it could lead to too much power being vested in the office," he argued.

He sat back down and thought on the proposal the terrans brought up, "The strarus will agree with the terran bridge on 2 conditions, one the Executive Council is the highest office over the triumverant meaning they would hold more power. The second term is the SAC position is removed and replaced by the GRF Admiralty. Those are our terms but, we do not believe a simple election will solve the matter so we will have to decline the idea of fresh elections," he informed as he took his seat.

Niel was temporarily distracted by the pure unbridled disgust appearing on the pordish representatives face. before being drawn to the mans arguments, and then the Terrans, and then Strarans.

He opened his mouth again.
"I can only agree with the sentiments made in favour of the current system. The sole purpose of the reforms we proposed was to provide an alternative the sheer madness being shown of prior.

If the system is to change, the change must reflect the needs of the alliance.

We cannot accept a change to a system that is inherently stagnant, that will make it more so. We either change to increase the efficiency or we do not change at all"

Hortarii listened intently to the back and forth between the delegations, honestly interested in the opinions being shared. The Strarus proposal was good as it stood and while he understood the passionate appeals of the Belgioswedish, simply couldn't agree. It was always the first instinct to install a strongman in times of crisis. To allow an opportunity for the same governments that created this emergency through the veracity of their incompetence to seize power, or to remain in their permanent positions, was unallowable. For now, the president was willing to hear the arguments put forward by the others, but he wouldn't hold his tongue for much longer.

At this point, Her Divinity stood up to give her own input in her entrancing soprano. "I have to agree with High Admiral Nielson. We need to streamline GESO's processes and leadership, and while the Executive Council concept is sound, it seems to bring us back to square one." She turns to look to the Pordish representative. "It is my belief that the two issues of inaction and gridlock are one in the same. GESO has been bleeding members since we joined, and from the records, before that as well." Izumi then looks out across all of the delegates, knowing that the roster from before the Divine Sovereignty even made contact was several times the size of the current paltry attendees. "It is time for us to stop denying the fact that times are changing, and we need to change with them. By having a more centralized leadership, it will give us a better capability to act, instead of just react. And from the Triumvirate, we can expand onto that as we gather new members." She gave the other delegates a curt bow and returned to her seat, hands folded in her lap to continue monitoring the current situation. Above the chambers, an ever-so-slight tremor could be felt across the city as her yacht's escorts fired up their gravitic impellers and achieved escape velocity to break away from the world they had descended towards, and flew to rejoin First Fleet as the mass of crimson and gold ships pulled away from the world to reduce how much of a perceived threat they might be.

Ambassador Yao Fuqi, representative of the Yang Dynasty Minroz and woman of respectable credentials in the Imperial Court, was chosen on behalf of the Minrozian Empire. Her appearance is of East Asian human features, typical of her people in the multispecies civilization, donned in her Chinese robes meant for her stature as an Imperial official. And she has just arrived in the meetings just like everyone else in the room. She already exchanged pleasantries with others, giving the image of civility. After all, Minrozians pride themselves on being ‘civilized’. Although, the Minrozian Empire has seldom engaged in GESO directly, mainly the Middle Kingdom has domestic matters to attend to than paying attention to Intergalactic affairs. Yet, the Minrozian Emperor has saw fit to continue the membership in GESO.

Despite Yao Fuqi’s reservations about the alliance, she has a duty to uphold. In the room, full of colourful folks from Heaven’s knows where, she thought of them as odd outsiders with the culture of their own. Yao Fuqi is unsure if any of them are reliable to the Middle Kingdom in the future. Regardless, she could only observed the proceedings for now being in the quiet corner. Like most international meetings she’s been through, this diplomatic bickering is no different in her mind.

Kazhel nods slowly as the divine words descend upon him. A rather quick glance towards Pokyshak reveals his intention. She nods in return to him and takes the floor.

If I may. As director of the Imperial Archives in Tnem-Fragg, I have taken the time to gather some rather relevant material, she says. She motions to Batyev.

The aid stands and reaches into his robes. He pulls out a tightly-bound scroll and undoes the caps holding it in place and the string tied around its center; perhaps half a dozen different documents flow out and onto the floor.

These are the various amendments and resolutions that we have passed, Pokyshak says. Kazhel is correct - we have an issue of inaction, not gridlock. Pokyshak sits; Kazhel takes her place.

And this is why we are of our current opinion, the High Hunter states, somewhat continuing the previous line of logic, because the current system works when it is used. You cannot blame the system and claim that it does not work when the participates do not bother themselves with actually utilizing it. A system with a single leader can fall just as easily to inaction as one with a council, he says. This inaction is pervasive within our organization, he continues, and will continue to be so unless we address it and not simply a scapegoat.

He stops for a moment. He breathes in, and then continues:

Gridlock is a failure of the system. Inaction is a failure of the people.

Luminary Roze considered speaking, but instead listened. Picking up the datapad and reading through the proposal while he listened. When the scroll was presented bearing the contents of the second proposal his ears twitched to lay flat for a moment and dropping the datapad. As the scroll unfurled before him his eyes widened slightly as he looked over the scroll, reaching out and taking the parchment to examine closer. Murmuring quietly as he read it, "Fascinating."

His ears twitched as Niel spoke of their struggle, the words ringing solidly with his own experiences. Listening further, he rolled up the scroll and tucked it into a fold of his robe. "The proposed reforms are, interesting. This alliance, as it orbits, functions in theory, yet in practice it has fallen short. While much has been accomplished, it is a lightcycle from what it is capable of. That being said, I do appreciate the simplicity of the proposal presented by High Lord Admiral Niel, The Resplendent Technocracy has faced similar struggles in our early history. I would like to also point out that a tool,"

Roze picked up the data pad again. "Is simply a means to an end, no different than any other tool."

He gestured to the optic drone hovering over his shoulder. "I believe that we should find a middle ground between the proposals. It is obvious that this alliance does not have a functioning polity as large as it once was and I do believe that the current charter does need alterations. I rather like Niel's proposal, though I also feel it lacks a system of accountability for those outside the leadership. As an organization, we need to be able to act, and hesitant delegation will always get you killed when your life is on the line. Cultures move at a different pace than people, words take time to be passed along. In this regard, a simplistic method of governance should be preferred for our mutual survival. It should also not be without equality. If it is too simple then tyranny will take root eventually. I do not wish to see this alliance become a tool for malicious ends, any more than I want us to fall under Frankish fire while we argue about how we should work together. I have seen a galaxy burning from the raging fires of war, and I'd like to hope I won't see another, but if I do, I'd prefer it not be the one I live in." He tucked the datapad into the robe before folding his hands on the table.
