Protocol on Peaceful Nuclear Explosions

The General Assembly:
Aware of the numerous potential benefits of Peaceful Nuclear Explosions (PNEs), in roles including space propulsion, earth moving and fusion energy production,
Noting that nuclear explosions, especially those with a fission component, release large amounts of high-level radioactive wastes, which can lead to long lasting contamination of biospheres,
Defines, for the purposes of this resolution, "Peaceful Nuclear Explosions" as any nuclear detonations conducted for non-military purposes,
Requires nations that conduct Peaceful Nuclear Explosions to conduct them in a manner which prevents the release of any radiological material into a biosphere if it is possible to do so.
Further Requires Nations to minimize the amount of radiation released per ton of explosive yield as much as is economically feasible if radioactive release into a biosphere is unavoidable.
Establishes the following rules for the conduction of all PNEs:Expands the role of the Nuclear Testing Oversight Agency (NTOA) to:
- All PNEs must be thoroughly and fully supervised to ensure compliance with WA regulations
- All PNEs be conducted so that the aftereffects of such tests do not directly affect other nations without their previous and explicit permission
- All WA nations be able to quickly and efficiently clean up fallout from PNEs
- All WA nations take as many precautions as necessary to ensure the absence of unnecessary death or injury due to PNEs;
Clarifies that the policy laid out in this resolution does not apply to the use of nuclear weapons in a military role.
- Ensure the compliance of member states with WA regulations
- To create guidelines for the cleanup of areas following nuclear tests - Until such time as the NTOA shall establish such guidelines pertaining to environmental cleanup, all nations that conduct PNEs must perform adequate cleanup so that background radiation is returned to within 25% of levels present before the PNE
