First Minister Owen Hamilton was waking up on the new day. The Leader of the Scottish National Party led a majority coalition government, alongside the Scottish Greens. They shared the same goals- an clean Scotland, an independent Scotland. There was a Labour Government in London, of course, and Owen Hamilton wanted to be the guy to bring a free Scotland to his people. While the chances of a Labour Government allowing a referendum were slim, he wasn't going to ask for one just yet.

A Labour Government would support reforms. A Labour Government would support further devolution to Holyrood, which would show that devolution was, indeed, very possible and very attainable. He decided to pick up the phone and call the Prime Minister from Edinburgh. He wanted to set up a meeting, preferably in Edinburgh but he would concede that he would probably have to travel to London, to get him to agree to a devo-max package for the Scottish Government. Where the people could gain further and further sovereignty, and eventually, take themselves out of the Act of Union.

With that, he gave #10 Downing Street a ring, and waited to see if he picked up.

Prime Minister Bluestein rubbed his eyes. He was lamenting how tiring last night had been, when suddenly, the phone rang. He really wasn’t willing to pick up, but hey, he was the PM. That was his job.

Pleasantries are exchanged.

Let's get down to business. You're a busy man, and so am I. I wish to organize a conference on Scottish devolution, with myself, yourself, and representatives of all the parties in Parliament. I thoroughly believe that the people in Scotland want devolution, and I believe that devo-max is the right way to go. My proposal would concern obtaining Full Fiscal Autonomy for Scotland. The Scottish Parliament and the Scottish Government would be responsible for the administration of and the collection of all taxes within Scotland.

This would end the system of receiving an annual block grant from the Chancellor for the Scottish Government to conduct business. Instead, the Scottish Parliament would then appropriate money back to London every year, on a fixed basis, that would cover Scotland's share of UK services. Like National Defence, and Foreign Relations, for example. This will be more democratic because it will be bringing government closer to the people, and if we have a conference, which I am more than willing to host right here in Edinburgh, though I understand if you want to have it in London, I believe that we can find an agreement and that we can easily find popular support for this move in Scotland.

Prime Minister Bluestein stroked his chin as he thought painfully about how he should reply. His heart told him to say yes to Hamilton's proposal - he knew that Scotland had some extremely different views from the mainstream UK, but wasn’t getting heard in government. On the other hand, he didn’t want a UK in disunity. Bluestein wasn’t stupid. He knew that Scottish devolution would lead to another independence referendum - which he didn’t want. An independent Scotland would mean a lost election for him the next time around.

“Well, to be honest, Mr. Hamilton... well, you know that Scotland has always been substantially more left-wing than the rest of Britain. They never really could get a government that represented their views. But now, they have the most left-Wing PM in their history - me. I think I can reasonably convey their views to the national front. However, I do think it would be reasonable to provide Scotland with more fiscal autonomy than they have now. I’ll say yes to your proposal, for now, although we should confer more about it here in London. Thanks for calling, mate. Good chat!”

With that off his plate, the harrowed PM wiped his brow, and walked down the corridor to attend to some more business...

The First Minister said goodbye to the Prime Minister, and decided to hang up the phone. The most left-wing PM in their history? Because that's a reason to oppose devo-max? What happened the next time the Tories gained power? It isn't just left vs. right politics that drove the independence movement, though the conservative austerity politics that the people of Scotland despised and never voted for certainly were a factor. He felt that Scotland was a nation-state, an independent people, with a distinct culture from the rest of the British Isles. The English and Welsh were their friends, and close allies, but they had no business being one country. But, of course, here he was, and the man was the Prime Minister.

He decided to clear the space on his schedule, and schedule his flight to London. He would send a letter to the Leader of the Opposition and the Leader of the Liberal Democrats to meet him in London as well for this devolution talk. They'd need all the votes that they could get in the House of Commons - he didn't know how tight of a vote this was gonna be. Labour always talked about devo-max, and Gordon Brown even promised it in the indy-ref campaign in 2014. The First Minister was certainly going to hold Labour's feet to the fire on this issue. This was a win-win for the UK. If they opposed it, of course, they would be crushing the opinions of the people of Scotland, and taking their sovereignty. But if it passed, they would show that they were indeed capable of self-government, even in such a limited form.

He grinned as he went about his day in the Bute House. He grinned, knowing that he had Westminster right where he wanted them- at his mercy.

Prime Minister Bluestein was exhausted. What a day!

His first Parliamentary session as PM had been disastrous. That Owen Hamilton had made such a fool out of him in front of the whole House! He had fumbled in his statements about devo-max, he had flip-flopped on solutions to the West Lothian Question, and, in short, had looked like an ineffective, confused, moronic dimwit, opposed to the intelligent, charming and eloquent man voters had admired on the campaign trail.

And that Hamilton? He was just excellent. Composed, yet passionate; clear, yet emotional. He had been the star of the House today; Bluestein had been the fool. The irritated Prime Minister swore to never let it happen again.

He had to pass a solution to this Scottish situation, and fast, or his first year in office would look like a mess. On his immediate agenda was:

1. Solve the Scottish problem.
2. Pass NES

If he could achieve number 2, his opinion polls would be fine. If he managed number 1 properly...they’d skyrocket...

He needed to confer with someone. An ally, but an influential ally. Someone who could reach out to others. Someone who knew Hamilton. A Labour Scotsman like...Arran McIntyre. The Labour Bulldog of the north. The PM smiled, took a sip of his whisky, and rang up McIntyre.


“Arran! How'd you do? No, not calling up about defense. It’s actually a political issue. Yeah, that’s right. About your chum, Hamilton. Yeah. He’s a great guy. But, erm...what do you believe is the right response to the Scottish issue?”

"I will give one thing to the Irish," Arran McIntyre said to the small group of people assembled. "They know how to make a damn fine whiskey. It may make me a poor Scotsman, but some days I couldn't tell you rightly if I preferred theirs or ours, and that is surely the highest praise a Scotsman can give to another country." The people around him laughed at the joke and raised their glasses.

"Pardon me, Mister Secretary," one of Arran's aids said as she walked up and proffered a cell phone. "The Prime Minister for you, sir."

"If you will all excuse me," Arran apologized, then took the phone. "McIntyre."

“Arran! How'd you do?"

"Quite alright, sir. Has something happened I should be aware of?"

"No, not calling up about defense. It’s actually a political issue."

"God, if you're calling me about political advice you must be desperate. And it would have to be about Scotland."

"Yeah, that’s right. About your chum, Hamilton. Yeah. He’s a great guy. But, erm...what do you believe is the right response to the Scottish issue?”

"That's a bit of tricky question, now isn't it? If you want to know what I think would be best for Scotland and Kingdom, It'd be for me to go punch Owen in his mouth and tell him to shut it, that we're part of the United Kingdom, that as such we are over all among the wealthiest and free-est people in all the world, and that an independent Scotland would have higher taxes or lower services or both. But that's not really what you're asking, now is it.

"I will say this: there are 650 seats in the Commons of which 59 are elected in Scotland, 40 in Wales, 19 in North Ireland, including those idiots in Sinn Fein who can't be bothered to take their seats and actually try to advance their damned fool agenda in the Commons or, at the very least, give us some aid in balancing the psychotic Orangemen we do seat, and 533 are elected in England. That's just over eighty percent of all constituencies. There are precious few issues that would ever effect England solely and not have some impact on all the constituent countries. If you want to talk about regional assemblies, I'd direct your attention to the mess the Yanks have and warn you against trying to import it to our country. English Votes for English Laws may be the best compromise, though I still think all of these nationalist movements will ultimately bring our Union to dissolution.

"Listen, I'll call on Owen a little later tonight and talk with him about it. I can't guarantee we won't get drunk and wind up punching each other out, but I'll give it a shot. Maybe we can hammer something out between hammering each other." After getting off the phone, he handed it back to his aid. "I'm going to need to talk to Owen Hamilton tonight. Talk to his secretary, arrange it for me. Whatever time we can grab him."

Chief Minister Alexander leaves Gibraltar, headed for London, where he will sit in as an observer on Parliament sessions, and discuss with the Prime Minister, and the Foreign Office, matters of importance to the Gibraltarian people. His top priorities include reassurance of protection from the immediate threat of Spanish claims to Gibraltar, budget increases and further defence agreements.

As Alex's jet swiftly takes off, Prime Minister Jordan Bluestein is informed via his Secretary that he is on his way, and would like to meet the PM as soon as he arrives.

Prime Minister Bluestein groaned. It was 9 am in the morning, and he was standing at the lobby of Number 10 Downing Street. Another day in office, another day in hell.

Today was a meeting with an offshores-politician. The Gibraltarian Chief Minister was here to talk; he didn’t seem hostile, so Bluestein had some hope for a pleasant chat. He didn’t really see why Chief Minister Roderio was here - Gibraltar had no beef with the government of the Brits, for the territory was virtually autonomous. It elected its own leaders, it held its own democratic process. It was very pro-Europe, but Brexit hadn’t passed anyway. Why was he here?

And then there was the fact that he was a Lib-Dem. Ooh. Jordan Bluestein had serious beef with Liberal Democrat establishment. They were liberal, socially, but for some reason most of them seemed seriously opposed Labour's agenda. They were taking a hardline against the current government almost as much as the Tories were!

Prime Minister Bluestein greeted Alexander Roderio at the front door very cordially. He seemed like an amiable man. Formalities were exchanged as they sat down in Number 10's White State Drawing Room.


“So, Mr. Chief Minister...I’m terribly sorry I can’t spare too much time this morning, as I have a busy schedule with foreign phone calls and House Meetings and all, so this will have to be brief. My apologies. What brings you away from the beauty of Gibraltar to London?”

First Minister Owen Hamilton was quite pleased with himself when he arrived back in Edinburgh. He felt as if he had a fairly successful PMQ session- he spoke to his base, and he was working towards a solution to the never solved West Lothian Question. With that solution, of course, meant devo-max was coming to Scotland.

When he arrived at Bute House, he had a message for him from Arran McIntyre. Why did he have a message from Arran? They had been the best of friends and major political allies in Edinburgh for many years, serving as Old Labour constituents in Edinburgh. When New Labour took charge of the party and country though, Owen Hamilton made a decisive break with the party. He knew that if he wanted true socialism, he needed to move to the SNP. Arran McIntyre, though, betrayed him when he stayed as a backbencher in Tony Blair's government. The men didn't make up for 7 years, but there was absolutely still resentment.

At the Bute House, he pondered what to do. Maybe he should invite his old pal to the Bute House? The Labour bulldog hadn't visited his new digs yet. Then again, it wasn't like Owen Hamilton had visited his old pal's house on Downing Street, where he served as the Secretary of State for Defense.

His secretary talked to his people to meet the next night, at 7 PM, in the Bute House. A call was sent out, and Owen Hamilton was there. Just like old times, he had a bottle of scotch waiting on his desk for when Arran McIntyre arrived. He wasn't sure how this meeting would turn out, or even what the topic was. But he knew one thing- he knew that he had his hands more than full when the Labour bulldog was coming to town. Owen sat there, waiting for Arran's arrival.
