Repeal: Freedom to Seek Medical Care
Category: Repeal | Strength: Over 9000!

Crediting GAR#414 with intending to provide access to medical care to millions by allowing what is known as "medical tourism", where individuals seek medical care abroad; -- INDIVIDUALS HAVE A RIGHT TO SEEK ANY SERVICES, INCLUDING HEALTHCARE, ANYWHERE THEY WANT. NO GOVERNMENT HAS AUTHORITY TO DENY THIS RIGHT.

Believing this goal to be, on the whole, an admirable one;

Dismayed that the resolution, which allows member states to pass the cost of treatment onto medical tourists under Clause 5, fails to account for GAR#97, Quality in Health Services, which requires member states provide a certain level of health coverage for those who cannot afford it, free of cost; - AT THE EXPENSE OF SOMEONE ELSE WHO DID NOT CHOOSE IT? NOT ACCEPTABLE.

Distressed that the resolution makes no accommodation or provision for nations engaged in conflict with the home nation of the medical tourists, opening the home nation to threats of espionage and sabotage; - IF YOU DON'T GET INTO WAR, THEN YOU WON'T HAVE THIS PROBLEM. GOVERNMENTS HAVE NO AUTHORITY TO ENGAGE IN WAR.

Horrified that the resolution, under Clause 1, makes it impossible for member nations to prevent criminals, minors, military deserters, or those under current investigation from traveling abroad if they are seeking medical attention, and makes no provisions allowing member states to retrieve such individuals after they have received medical attention; - CONSIDERING THAT (1) MOST CRIMINALS ARE PUNISHED FOR NONVIOLENT ACTS, (2) MINORS HAVE A RIGHT TO SEEK HEALTHCARE, (3) MILITARY DESERTERS ARE HEROES AND CERTAINLY DESERVE TO BE ABLE TO SEEK HEALTHCARE, (4) "UNDER CURRENT INVESTIGATION" IS A RIDICULOUS EXCUSE TO KEEP SOMEONE FROM GETTING NEEDED HEALTHCARE SERVICES!

Appalled that the resolution makes no attempt to reduce risks imposed by epidemics, threatening well-intended nations with the risk of being overwhelmed by infected nonresidents and being unable to appropriately quarantine them; - QUARANTINES ARE A DIRECT THREAT TO CIVIL RIGHTS AND CIVIL LIBERTIES. THEY ARE USED TO OPEN THE DOOR FOR MARTIAL LAW. NO GOVERNMENT HAS THE AUTHORITY TO ENACT QUARANTINES.

Shocked at the blatant efforts to hamstring national jurisdiction under Clause 4 by making it illegal for a member state to subject medical tourists to penalties, even where such treatment is clearly illegal under the home nation's laws; - SUBJECTING A PERSON TO A FINE BECAUSE THEY NEED SURGERY?????? IF YOU ARE SERIOUS THEN YOU ARE A THREAT TO HUMANITY.

Concerned at the blatant scrivner's error at the end of the first and fifth clause, which demonstrates a lack of attention and care by the author, in blatant disregard for the high standard of quality demanded by this Assembly; - UTTERLY IRRELEVANT

Believing that the members of the World Assembly deserve a resolution which protects their domestic interests instead of prioritizing those of nonresidents; - YOU WANNA PROTECT YOUR DOMESTIC INTERESTS? HAVE A HEALTHY POPULACE WITH EASY ACCESS TO IMMUNIZATIONS. THAT IS FINE, BUT YOU HAVE NO AUTHORITY TO TELL ANYONE THEY'RE NOT ALLOWED TO BUY SERVICES PARTICULARLY ONES THAT MEAN LIFE AND DEATH!!!!!!!

Hereby repeals GAR#413, Freedom to Seek Medical Care, with the appropriate amount of prejudice. - PREJUDICE IS CERTAINLY AN APPROPRIATE WORD HERE!

OOC: The Separatist People's delegation has made good arguments to support a repeal. Plus, the Clean Land delegation is against the repeal, which is another reason to support repeal. But the Clean Land delegation floated their own repeal proposal. Which means the Clean Land delegation also wants GAR # 414 repealed, which means we should vote against repeal. I feel like the poor androids in ST:TOS's I, Mudd episode.

OOC: I find it ironic that the Scrivener's Error Preambulatory clause is in itself a typo in response to a clause that is a typo. The correct spelling is Scrivener, not Scrivner.

Clauses 5 and 6

As both clauses 5 and 6 of the bill require patients to pay for the care, I cannot support it as some members of member nations are unable to pay for care, and forcing them to pay is cruel. I would be able to vote for this bill if someone would promise to amend it, and voting for its repeal may seem like throwing out the baby with the bathwater, but I believe that I must vote against it as the con it has is too great despite all of the pros.
