2017. A new year, a new Congress, a new President-and new opportunity. The rise of Ellen Walton's Progressives has shaken the American two-party system deeply. The fall of President Winston has left the Democratic party desperately scrabbling to keep hold on the power they once wielded. Within the nation's capital dwells the repercussions of such-a Republican government, Presidency, Congress, and a Supreme Court majority awaiting an appointee.

But even with opportunity, a long stretch of even road rolling out on the path before, pitfalls line the way. The opposition promises to seize the chances given with every special election, while the Republicans, united while in campaign, now must face the stresses of power: stresses on their leaders, and on their unity.

Fortunes will be made, fortunes will be lost, and the fate of the nation will be changed. New starts will rise, to replace the old-or tear them down from their heights. The fields are fertile for harvest-and each will reap what they so.

Join, as Senator or Representative, as Governor, or Mayor, as pundit, or secretary, all are welcome who are willing to play the game. Fight for your ideals against corruption, fight for party against all opposition-or fight for your own power before all, in the endless game of Washington.

The application lies below, to write yourself into the tangled webs in the halls of power-and to write yourself into history. You can be remembered-or forgotten, drowned in the currents of time. The only one who can decide which...is you.

History awaits. It is time to write it.





Rules


1- OP is Lord and the Co-OP's are the princes. Their word is law. Follow it.
2- No RL characters Or at least no celebrities. There is no Donald Trump here. On this note, RL politicians post-Reagan do not exist, or have been replaced with generic stand-ins: those spots are yours to fill. Records and history are the same, including statistics, save in the places where player-characters have brought about a change.
3- Post when you can-warn us if you can't.. A post per week is a good minimum standard, but we understand that real-life gets in the way. If you plan to leave, or you will be offline for some time, especially if you are interacting with someone, please try to let us know.
4-Make some IC effortWe are more lenient than most, here, but do try to put some effort into your IC posts. Try to keep one-liners to a minimum, though they are fine if in a conversation.
5- Respect your fellow players. Play nice. If you don't have friends, you won't have fun.
6- No Sue/flawless/perfect characters Give them some flaws. No one has fun when everyone is perfect. Everyone wants to be a young, tall, strong, charismatic superman. We'd like a little more depth than that.
7-No cheat-edits Once you've made an IC post, leave it. Tweaks to formatting are all right, but don't try to change what you've already put down, especially if it has already been responded to.
8- If you are not sure if something is legal, ask OOC first. Always better to check-and there is limited leniency for things that are obviously bad.
9-No assassination attempts. You can probably look for a loophole there-don't. In essence, no use of extreme physical force against another player, or anything like poison. If you and another both agree, contact an OP, and it will be discussed-unilateral action is strictly forbidden.
10-No research in closed situations-For the short version-no Googling in debates. You can do all the research you like in preparation, but while a debate is going on, no citing of outside resources is permitted. This is on the honor system-but if you start spouting off statistics to the fifth decimal place, we'll probably catch on. In short, when you're in a situation where your character can't be looking things up, you can't either. If you're not sure-ask an OP.
11-No spite characters. You may hate Democrats, and want to make a Senator who will have scandals on them-don't. Complex characters are fine, but having your character actively sabotage their own party/demographic out-of-character is forbidden.
12-No metagaming. This takes two forms-first, using OOC knowledge that you have but your character could not in the IC, and second, attempting to "engineer" a character specifically to do something in relation to specific aspects of another character or a situation. Hiccups aside, keep OOC and IC separate. Similarly
13-Keep OOC comments out of the IC. We have a whole thread set aside just for that reason. Putting and leaving OOC comments in parenthesis degrades the quality of the RP, wholly OOC posts in the IC are right out. Bring up any issues in the OOC, or TG the OP.
14-PG-13. The site has a PG-13 rule, and we follow it. Swearing is acceptable in-character, but do your best not to make a habit of it, and censor the harder language if you can. Explicit sexual reference are prohibited-if that ever becomes necessary, use euphemisms. The same holds true for gore.
14- Have fun! Misery is illegal.




Applications


On "Hotshots" or "Movie Stars"

In this roleplay there has been a tendency for players, especially newcomers, to gravitate towards a certain kind of character, dubbed "hotshots", with several traits always in common: An extremely young, often fiery, successful, tall and attractive politician, with excellent charisma and skills, often winning in a district or state that their party typically loses in, and possessing an inspiring backstory, with their 'weaknesses' being stubbornness, unwillingness to follow the rules, and generally being an anti-establishment rebel type. Oftentimes as well, their views may be a self-insert of your own.

While such a character makes an excellent movie star, less so in a roleplay based off of the realities of Washington. Few thirty-year old Senators built like football players and models are running about, and only so many anti-establishment characters can exist before the 'establishment' becomes a minority.

The recommendation is for new players to consider expanding their horizons instead of looking for a "movie star" "hotshot" character type, consider making a character who holds different views than you, who has definite weaknesses, older, establishment-perhaps more skilled in experience, or other ways.

Everyone wants to be the young prodigy, but it is a better roleplay experience for all, including yourself, to seek some diversity.

1. Women's Alternative Choices Act
Introduced by Democratic Senator and Vice-Presidential Nominee Gianna Carrollton. Strips federal funding from, and bars federal funding of, any organization providing abortions. Places safety regulations on abortion clinics. Authorizes increased subsidies to non-abortive healthcare. Passed over filibuster with support of Carrollton Democrats, Independents, and Republicans. Vetoed, amended, then signed into law.


2. Safely Neutering Illegal Persons Act
Introduced by Republican Senator and now-Majority Whip María Antonieta Arroyo Villanueva de Peña. Authorizes use of chemical castration of convicted rapists in federal jurisdictions. Strong opposition and conflict from Democratic factions, including out-of-Congress debates and attacks. Passed with largely Republican, some Democratic support. Signed into law.


3. Second Amendment Originality Defense Act
Introduced by Republican Senator and now-Majority Whip María Antonieta Arroyo Villanueva de Peña. Clarifies and modifies various rules pertaining to regulation on antique firearms. Passed Congress with nigh-unanimous support, signed into law.


4. Restoring Local Authority to Services Act
Introduced by Republican Speaker Robert Eberhardt, on the request of Democratic Governor, and Presidentical candidate Robert Danders. Grants authority over taxation, revenue, and qualifications for mandatory government entitlement programs, such as Social Security, Medicare, etc., to the individual states, for benefits/revenue/taxation accrued within that state. Passed with general bipartisan support.


5. American's Safety Act
Introduced by Republican Senator Jack Scalise. Amended extensively by the Senate, and more extensively by the House, changed significantly from its original wording. Recommends that refugees only be allowed into the United States after extensive vetting, and recommends the creation of safe havens in Syria for displaced persons. Passed with general bipartisan support.


6. Dignifying and Edifying Female Accomplishments in Currency for Extended Duration
Introduced by Republican Majority Whip María Antonieta Arroyo Villanueva de Peña. Replaces Franklin Roosevelt with Susan B. Anthony on the ten-cent coin, and replaces Andrew Jackson with Harriett Tubman on the $20 bill. Resulted in significant opposition in the Senate, including a physical attack on Senator Villanueva de Peña. Passed with Republican support over Democratic opposition, Independents split. Passed the House under Republican support more smoothly. Signed into law after pressure.


7. Taylor Force Act
Introduced by Senator Alexander Breckenridge, Independent of Republican caucus, written to deny foreign aid to Palestinian territories if certain conditions regarding violence against Israeli citizens were not met. Amended significantly to create a series of criteria imposing certain requirements on foreign aid from the United States to any country. Passed both House and Senate with significant majorities, some objections. Signed into law without comment.


8. Budget Act of 2017
Introduced by Representative Brandon Kiser, first-term Republican from Ohio, after being negotiating outside of the chamber by leading party members. Imposed an across-the-board 5% cut to discretionary funding, and created two executive funds of $250 billion dollars in total each for the construction of infrastructure, and the carrying out of combat operations against the Islamic State. Faced opposition in the House, though passed with significant majorities, faced disorganized opposition in the Senate, similarly passed. Signed into law without comment.

1. Sexual Assault Categorization Act
Introduced by Republican Speaker of the House Robert Eberhardt. Recategorizes sexual assault crimes into a four-tier system of rape for criminal and sentencing purposes based on attributes of the crime. Passed with general bipartisan support. Ten days without signature from the President while Congress was in session resulted in it passing without his signature.


2. Declaration of War against the Islamic State
Introduced by then-Representative Robert Eberhardt. Passed the House of Representatives early, was delayed repeatedly in the Senate for several months until passage with primarily Republican, but present bipartisan support, immediately following the General Election.

With Bell's Lieutenant Governor presumably a leading candidate on the Republican side, I can create a character and then hand them off, or simply approve another's application for the spot.

I have a conception in mind for a Democratic candidate, but I believe I will hold them back for a different race.

Biography: Carlos Sandoza Jr. was born to Patricia and Carlos Sandoza, the latter of which was a power-player in the world of Agriculture. The couple were the owners and proprietors of a massive national farming and ranching corporation by the name of Sandoza Farms, with the net worth of the couple combined nearing 1 billion dollars. As a result, young Carlos was showered with extensive attention in the form of presents and aides. As the young man grew older however, he began to detest his inborn wealth, noting in his private journals a distinct feeling of uselessness and a lack of accomplishment. Carlos intended to rectify this depression through sports, participating in Baseball throughout his adolescence and playing well enough to be considered for the minor leagues, despite a lack of attention from his parents and a familial ambivalence towards the sport.

At 18, though, his father's abrupt death from a stress-related aynerusm left Carlos Jr. in control of the company, his mother having divorced Carlos Sr. just 7 months before to run off with a movie star whose career ended in a automobile accident that killed them both.
Carlos was out of his depth, struggling to manage something he had little to no interest in while abandoning his dreams of playing baseball professionally. As the years passed, under guidance from his Godfather, a member of the controversial Malvena Family, he managed to get the hang of the business, and by the age of 30 he had become a cutthroat businessman, despised by many but respected by all. Dealings with organized crime became more common, and though he never became beholden to it, he certainly didn't resist their efforts to use certain locations as fronts for certain "operations"

In 1990, Sandoza entered the political arena. Having become a huge business player worth billions, it was only natural that the next step was to influence the people in control of the rules and regulations that were governing his business practice. Pouring money into Congressional Races across the country, Sandoza's efforts helped increased the Democratic Majority in the house by 2 more house seats than IRL. Upon the launch of the Tom Pallot Presidential campaign, Sandoza immediately began pumping large sums of money into Pallot and his associates, hoping to be rewarded with legislation that was beneficial to his business interests in the event of an unlikely Victory. Pallot won, and subsequently approached Sandoza to accept a job as the Deputy Secretary of the Interior, a position Sandoza had no interest in. Always acting as an executive, being made to work underneath someone else in a foreign department was out of the Question at the time, and he made such concerns apparent.

Keeping a close relationship with the President and his Wife, Sandoza visited the White House often, and donated a disgusting amount of money to the reelection campaign in '96. Ultimately, the offer of Secretary of Agriculture was put forth, and Sandoza accepted. Allegations of conflicts of interest were overshadowed by the (Lewinsky) Scandal, and the Secretary performed well enough and was visible enough to be put on the bottom of Blood's short list for VP in 2000, though he did not make the final 5.

Following experience in Washington, Sandoza decided that politics was a good fit for him, and he ran for Mayor of Reno as a test run as an Independent. No candidate could beat him due to spending alone, and he secured the position in a non-partisan election with 71% of the Vote.
He was subsequently re-elected every two years, with the margins of Victory staying about the same each cycle. As Mayor he was best known for the massive infrastructure effort he lobbied for in 2003 which eventually payed off, resulting in revitalized roads, bridges, buildings, and a massive increase in tourist traffic. Other achievements include the successful introduction of anti-discrimination ordinances regarding the LGBT community and the successful effort to increase the power of Reno's mayor, who is now allowed to Veto City Council resolutions.
With his name becoming well known in Democratic Circles, Sandoza was approached by lobbyists and Nevada party officials regarding a run for the Governorship. Sandoza surprised them by letting them know that he intended to run as an Independent, something they eventually agreed would be a bad idea. Accepting the mantle as the favorite of party officials, Sandoza entered the race for Governor in a crowed field of maverick candidates, including a Porn star and a Well-Funded 85 year old woman. Following the debates, which were admittedly tough for the man who was used to being surrounded by yesmen, Sandoza began to drop in the polls, hovering at around 28%, just 10 points ahead of the ironically named Chastity Love. When push came to shove, Sandoza benefited from a high hispanic turnout, earning 33% of the vote and ending up in a run off with Miss. Love. Sandoza gained national attention for his single debate success, against Miss. Love, in which he suggested that her constituents would be just a few of the many people she would be screwing over if she was elected. Sandoza won the primary 65-35.

The General Election was the closest in United States History. Sandoza faced off against State Attorney General Camille Yarkand, who, while not as well funded, was extremely popular and the favorite to win the contest. One Gubernatorial Debate was held, and it was declared a draw, with Sandoza taking serious flak over his ambitious proposal to Legalize Prostitution statewide and Yarkand suggesting that President Winston was born in Australia, thus making him ineligible for the Presidency. Chastity Love ran an independent campaign that continuously polled at around 4% destroying Sandoza's chance at a majority of the popular vote. Sandoza's victory was a colossal upset, with Yarkand being the projected winner by 3 points. The final vote tally after recounts placed Sandoza at 48.846% of the vote, and Yarkand at 48.844%, a margin of around 14 votes. Depressed turnout of Republican Moderates on Yarkand's side has been pointed to as the cause of her disruptive loss, and though Sandoza's initial 38 vote lead was diminished, he managed to hang on to his slim plurality.

Sandoza gained mostly undue credit as a political genius for his winning campaign, and his ensuing political capital was quickly cashed in for a huge campaign promise fulfillment. In 2012, during his second year as Governor, Sandoza strong armed and traded in favors to narrowly allow for the Legalization of Prostitution statewide, creating a national firestorm that alienated Social Conservatives permanently and energized a previously dormant class of Left-Leaning and Moderate Libertarians. Conservative Radio Host Chuck Sajack was forced to backtrack after suggesting Sandoza was the "Illegal Mexican Antichrist", and more than one Fox News host's reputation was wounded over remarks that were considered racist or inappropriate. Anticipating a backlash, Sandoza shoved through Marijuana legalization as well, sending state Republicans into a frenzy and killing all chances of reelection in the face of a mad as hell red electorate. Legislative Pickups on the state level for Republicans were surprisingly low, but the margin was narrowed enough for Sandoza to reconsider his style. While his personal approval rating violently fluctuated, polling showed that the majority of state residents, 62%, agreed with his recent policy changes, wiping away any hesitation Sandoza had about his direct style of Governance. Nevada's revenue increased significantly, with Tourism, Prostitution, and Marijuana Sales bolstering Sandoza's budget and making Nevada one of the most economically booming states in the union. Abstinence only was ditched in favor of Comprehensive Sexual Education, and a Sandoza supported bill that would have removed references to God from State Buildings was defeated by 5 votes from his own party. The state prospered under Sandoza, and at the end of his relatively impressive term, his approval sat at an unfortunate 42%.

Facing an overwhelming conservative backlash, Sandoza recognized that he had little to no chance of reelection, so he declined to run for a second term, leaving State Assemblyman Mark Johnson, cousin of the famous Donald, to take up the State Party's Mantle. Johnson lost the general, and Sandoza returned as the Chairman of Sandoza Farms, his last action as Governor being a failed attempt to legalize Same-Sex Marriage in his state.

Given his gigantic and controversial political personality, Sandoza was mentioned as a possible Candidate for the 2016 Presidential Race, though he vehemently denied interest. Sandoza endorsed Anthony Conti during the Democratic primaries and endorsed nobody in the General election due to Gianna Carrollton's presence on the Democratic ticket.

Sandoza has decided to renter politics with a run for Senate, and is currently the frontrunner in the race.
