Example: If Warglorian has the Broomhandle Mauser pistol, then they can't have repeating shotguns.
If Ruskland -Prueben has repeating shotguns, then they can't have Nordenfelt machineguns.
If Tekno-Republika has Hotchkiss revolving cannon, they can't have pump action shotguns.

A Rule of Balance[ROB]prevents one side from getting too powerful. And to sweeten the pot all repeating rifle types and all revolver types are exempt from ROB.

How is it ridiculous? You do know that some revolvers use full moon clips to reload rapidly, don't you? Therefore I'd let the Mauser c96 in the game earlier than in history, too. But for every advantage, there is a weakness. Balanced gameplay prevents God-moding, too. It's why Roman gladiatorial games would not pit a net man versus a classical hoplite or a classical legionary. The latter would demolish the former. But a net man versus a secutor or thracian swordsman? Yes, because the you can't as possible many from sports betting on your fighters , too.

Actually I am one to speak. The idea of balance by preventing people from accessing certain items is ridiculous and doesn't provide any balance at all.
