Three weeks in September shook this nation to its core, but the seeds of this chaos were sown many years ago by those who gasp in horror today. For three weeks fighting was furious after the Regional Police Force of Kāruryōiki declared themselves the National Army of Karlukistan. This following weeks of political positioning and rhetoric after the Karluk people declared themselves a sovereign people. What followed were weeks of intense combat between the Mazujotese Armed Forces and the NAK.
But let's take it a k to the start. Kāruryōiki Is the official name for the Karluk Autonomous Region, a region established by the 1959 constitution of Mazujotai. The region is signifigent because it is a region of a ethnic, religious, and Linguistic minority within the state. The Karluks are an Islamic people who have lived in the arid hills east of the Aogawa River. They are of Wast Asian and Turkic heritage, an admixture that is a testimony to their previously nomadic lifestyle, and people who engaged with other people groups weather through trade or war and soon carved out a unique ethnic identity. They speak Sarti a Turkic language known for its vowel harmonizations, Agglutination, and it's lack of noun classes.
The Karluks became part of the Mazujotese state in 1278 after an Imperial expeditionary force was able to beat back the Karluk forces in the Battle of Qaleh-ye Panj. The Karluks were subjugated and made incapable of creating a military force through imperial programs meant to stripe away the Karluk identity. However these programs were never consistently implemented and were on several occasions met with attempts at cultural revival, in 1769 a man named Zafarullah Zulfiqar Ahmed Magsi played a key role in the Islamization of the Karluk people, who had until that time been forced to practice Shinto as their native shamanistic faith had been outlawed years prior. By 1855 most of the populace had been effectively converted with the help of a native Karluk and early follower of Magai named Sogdian Uljin-Yuz who also became a leading figure in the First Wave of Karluk Nationalism.
This period was short lived however as Uljin-Yuz's views of religious nationalism caught the eye of the state, he was executed and all Seperetist were killed after an event known as Akairofuyu where the Imperial came in and strong armed control over to the state. Karluk asperiation for autonomy were never a subject of issue until the end of the Mazujotese Civil War in 1947 were Karluk militias fought Imperial and communist forces in exchange for the promos of Minorities rights from the Republicans. After the Republicans consolidated power they left the Karluks out of any constitutional provisions, this started what was known as the Silent Revolution. The Silent Revolution was a period of near constant protests and in some cases violence from 1948-1959 with the ultimate goal being minority rights granted to the Karluk people. In 1959 a new constitution was drafted by the Republican Diet and then Prime Minister Masaaki Kitashirakawa invited leading Karluk political figure Imam Azim Dojar to aid in the drafting of the 4th section of the constitution regarding the rights of men and women within the republic and section 8 the status of autonomous regions.
Kitashirakawa and Dojar came to an agreement. The Karluks would be allowed immense liberties in regards to self rule, they'd be allowed to teach, have media, and have the official language be Sarti and have their own autonomous Legislature. However the region of Karlukistan would not be allowed to unilaterally declare its independence and the central government would have the right to rescind autonomy is the Constitutiomal Court deemed it appropriate.
This agreement seemed to have worked out fine, until a financial crash hit the region in 2012, several high profile urban development deals had been funded through the use of credit by large corporations utilizing illegal collusion and tax avoidance strategies to divvy out the profit from the development soured on by the recent oil and mining boom in the region. These groups were prosecuted by the government and found guilty where by they were ordered to disband into smaller companies and then forced to pay three trillion Yen in fines and damages. This effectively crushed the economic fortunes of milions of people in the region causing the unemployment rate to go up to nearly 37% almost overnight. The subsequent economic fallout caused the Regional Parliament to enact harsh cost reduction measures and reduced spending for public funds while hiking taxes across the board. I'm 2014 the minority party Karluk Xalq Harakati shot up in the polls for the next regional election. The party is a secular, Socially democratic, Karluk nationalist party and in the 2014 elections won 51.43% of the vote and entered Parliament with a slight majority.
After 3 years in power the regional markets have stabilized but prospects remain low, the Mazujotese government attributes it to legislations passed by the KXH that is hostile towards investment and growth while the KXH attributes it to what they call intentional economic sabotage on the part of the Mazujotese government. January 1st of 2017 marked the start of the future conflict, in a speech given by the current Regional Chief Minister Almazbek Sakhtiiyan where he called for complete and total opposition to a "Corrupt and hate driven politics." This kicked off the Scarlet Revolution a political event in Karlukistan marked by near daily marches and labour union strikes that crippled the economies of both Karlukistan and Mazujotai in a bid to force the hand of the central government into favorable political concessions.
After 8 months of negotiations Chief Minister Sakhiiyan declared that his party would pass legislation on Independence saying "the Mazujotese government has proven itself incapable and unwilling to relieve the economic stresses on the Karluk people, if we cannot find help from those who we plow to rule over us we must strike out on our own and craft our own future independent of Mazujotai."
The vote was held on September 6th, with a voter turnout of 81% and a result of 56.34% in favor of Secession as opposed to 43.66% favoring the status quo. The vote was immediately deemed illegal within hours of the official results being presented on the 8th. On the 11th Sakhiiyan reconstituted the Regional Police Force of Kāruryōiki into the National Army of Karlukistan and started to secure important structures within the region. The Prime Minister of Mazujotai Yoshijirō Tōseiha sent in a request to Rescind Karluk Autonomy which was granted within minutes of its arrival. On the 12th the first military unites from the Mazujotese Military and NAK clashed, this created the so called Kāruryōiki Crisis, however it's gone by many names within the international media.
By September 29th the Mazujotese military had made signifigent gains in the regions taking nearly 30% of separatist territory, just 39 kilometers from the Regional Capital of Qizilqum and encircling the city of Tosh'devor. However after negotiations between the two waring parties a Ceasefire was reached, the goal of this ceasefire has been to allow humanitarian aid to enter the areas effected by the conflict, however it's also allowed both sides to reorganize their forces. The Mazujotese military was not ready for armed conflict of this nature and logistical lines reflected this, Karlukistan didn't have the man power to properly combat the Mazujotese military. After the Ceasefire was signed the whole of the executive branch of the government minus President Masafumi Tarō resigned and parliament quickly elected a new Prime Minister and quickly approved new Cabinet Ministers. Jinzaburō Jinzai was elected the next Prime Minister of Mazujotai and quickly went to work reorganizing the militaries logistics and combat structure. Chief Minister of Karlukidtan Almazbek Sakhiiyan however has been opening channels for weapons and foreign fighters in enter the country, and during this pause a group calling itself Islom Qonunchiligining Jangchilaridir had splintered off from the main NAK aligned militias. The group claims to be militia fighting on behalf of Muslims in Karlukistan but it is also understood to be a Salafist Jihadist group which has siphoned off both experienced police and military personnel as well as foreign combatants and local militia men. It's leader known by the nom de guerre Abu Nigmatilla al-Awyaghur is known to be operating deep in the Hilly terrain north-east of Qizilqum.
With the timeline of the ceasefire ticking away both the Democratic Republic of Karlukistan and the Republic of Mazujotai are appealing to the international community for help in the conflict hoping to gain legitimacy and or make the conflict end sooner then would otherwise be possible. But with the defenders digging in the up coming battles will be bloodily and catastrophic.
