The name is not final. But have fun tearing this apart anyway.

Eligibility: Having large government size, have moderate to high political freedoms, not have high corruption, has democracy, does not have a system to quickly dismiss lawsuits
Description: Anti-government advocates have been working to slow down your administration by filing frivolous lawsuits, forcing bureaucrats to work overtime with the resulting paperwork, and distracting officials by being carefully watched by investigators. The matter was brought to your mind after complaints against you caused auditors to constantly stare over your shoulder the previous day.

[option]"Clearly it's these advocates at fault," declares Sheriff @@RANDOMNAME@@, who has had 10 lawsuits filed against @@HIM@@. "They have shown their intent to damage the government. Do you know how frustrating and distracting it is to have investigators breathing down your neck all the time? We should have these people tailed by our agents, and we can have them arrested when we have enough evidence."

Sure, some people will complain about their 'rights,' but this ability has wasted a lot of time for the government. Ban it.

Of note here, and on the other end of the spectrum, is this draft by Aussie Republic on the same subject:

That draft made it into the yes-pool, but went untouched till it reached the bottom (oldest end) of the pool, and nobody was interested in claiming it so it was moved to the discarded submissions. One of those ideas that looked fun on paper, but which none of us felt a connection to.

In many ways though, that draft had a lot of things this one lacks, most notably a central story to hang the dilemma around.

Most nations have some procedure for speedily dismissing frivolous lawsuits.

This runs a risk of corruption if it gets misused to dismiss lawsuits that aren't obviously frivolous, but there are safeguards against that, and in any case it doesn't require you to go overboard against jokers who are all bark and no bite.
