International Meeting Thread

OOC: This thread is for the IC meetings between heads of state, foreign dignitaries, and other foreigners whom have plans to speak with Dormill-Stiuraians officials inside of Dormill and Stiura that do not require the creation of individual threads.

All world leaders that are invited to New Avillon for a meeting are given clearance to land at Avillon International Airport or can enter through Dormill and Stiura by any means convenient to them. Their room, board and food are paid for by the Ministry of State. World leaders are invited to stay in a residency or in their local embassy wherever it may be located on Sonnae Boulevard. Aids and other personnel will also be given room and a warm welcome to the Federal Republic. They are invited to tour the city itself or the historic Îlle-de-Avillon in the Estate of Avillon. They will be given passes that will allow them through the security fence of the Presidential Chateau if their embassy is not located within its walls.

All world leaders invited to Dormill and Stiura will receive an invitation by the President, the Minister of State, or the Diplomatic Manager of their region. All meetings will, for the most part, take place in the Presidential Chateau, though suggestions for other locations may be posed to the President prior to the meeting officially starting.

The Presidential Chateau has been home to many meetings. In the years before with the United Republics, its Presidents once sat at the head of the hall, leading the Dormill-Stiuraian nation for centuries now. Presidential Chateau still remains an active place of governing for Dormill and Stiura even if it is not the original in Ile-de-Avillon. Leaders from around the world were welcomed into its halls, which are decorated with the history of Dormill and Stiura. The lavish white walls of the Chateau's exterior gives way to lush green parfs and pathways nearby. Luxurious buildings housed every major government branch and embassies of countries from around the world. The Presidential Chateau has been used to house meetings of state since its construction was completed in 1704 under the rule of the Dutch to house the ruling Governor of New Friesland. The room embodies the growth of the Dormill-Stiuraian nation, before and after the Revolution, and the Civil War. The room has large windows opening up to the nearby Argean Sea and the white-gold walls of the remainder of the Palace. Paintings of Dormill-Stiuraian achievements line the walls of the room, along with great mirrors that reflect the light coming in from the south. The conference table has been set up, it too is an original from the palace. Its darf wood comes from Quebec, imported by one of the Chateau's first owners. Its legs and accompanying set of chairs were crafted by the best French engineers, they are decorated with the designs of foreign foliage and wild animals. The rest of the room is highlighted in gold and marble statues of the muses, at the end of the long hall a throne sits. The stark contrast fancy blue rope with golden highlights marks it off from the rest of the hall. It has remained empty since the Revolution as a sign that no single person shall have the privilege to hold uncontested rule over all Dormill-Stiuraians.

Though the tradition of his immediate predecessors would be to receive their first foreign visits from the likes of Ostehaar, Noronica, Ainslie, or even Michigonia, the latter of which had actually happened. Regardless, it was not exactly tradition to invite a Mesederian nation, let alone the publicly distrusted Union of Covonant. Some news stations have ridiculed the meteoric rise of the Cooperative Union over the last two years and their posturing with the expansion of military installations. Regardless of those claims, there was an opinion in the young Dyson Chateau that believed that the two states can work together, especially with Dyson's own plans to establish a "counter-CU" as he called it in the Southern Sea.

That, however, would be the last thing on his mind today as he waited on the cold and windy tarmac of New Avillon International, awaiting his Covonantian visitor to arrive.

It had been weeks in advance since the Prime Minister Office had been notified of the invitation for the Covonantian Prime Minister to visit Dormill and Stiura. The day had finally arrived for Prime Minister Crassus Gais to depart Coventry for New Avillon. The motorcade to the military airfield that had the Sparrow (the Prime Minister's airplane) waiting on the tarmac, was smooth but speedy. On looking bystanders waved as the motorcade passed while others sought to take pictures and video the event.

As the motorcade came to a stop at the red carpet leading to the stairs of the craft, the Prime minister stepped out of the stallion (Prime Minister's vehicle) and waved to the media as he ascended up the stairs to the plane.

The Prime Minister was not one too fond of flying. He however felt safe flying in the Sparrow as he knew it was well equipped and properly defended and it's state of the art technology made the turbulence a unfelt occurrence.

Back to the east again, Crassus thought to himself as he looked over the itinerary for the visit ahead. In fact it was just a few months ago he had embarked on a tour to the east and now to go back again..he couldn't help but feel honoured that Covonant influence around the region made states look forward to hosting him. These were the high moments he lived for, not trying to push a scandal under the rug or having to deal with political backlashes.

The Sparrow was now in the Dormill and Stiura airspace with landing to commence in the next 15 minutes. The flight was fairly long but the Prime Minister dealt with it by reading and catching up with local and regional affairs. The Prime Minister however always conducted a last minute routine before the plane landed which was to thank the individual crew members on the craft for their service. In fact it was a tradition which all Covonantian Prime Ministers did following the inception of the Government Airservice in 1952.

As the plane descended unto the tarmac, Prime Minister Gais looking through the tinted window of the Sparrow could see scores of media houses (Covonantians among them he was sure of), police and other security apparatus, diplomats, the motorcade with the Covonantian flag perched on the decoy stallion brought over from Covonant two days before his arrival as well as the Covonantian flag and Dormill and Stiuran flag hoisted up at the airport.

With the plane coming to a final stop, the stairs brought to the door of the craft and the red carpet laid out, two minutes after Crassus appeared waving towards the media and the crowd. He knew that Covonant's influence and presence around the region are not all too favourable in Dormill and Stiura but he knew he could strike a commonality between both states and for that he felt assured that the visit must be a success. As he descended from the stairs he extended his hand out to greet the President of the Federal Republic.

"President Dyson it is surely a pleasure to visit your country and to meet you and your government" Prime Minister Gais expressed as the two leaders shook hands.

"And it is a pleasure to meet you, Mr. Prime Minister. I hope the weather isn't too much of an issue for you." Dyson responds, taking the Covonantian into the motorcade. "Dormill and Stiura is sure to be open to working with Covonant. We might not share much, but what we do share should be cherished."

The pair enter one of the two Stallions that served in the motorcade, before it went back towards the center of New Avillon, and the Chateau. "Is there anything you would like to discuss before we have the media on our heads again?"

As the two walked towards the vehicle smiling shoulder to shoulder, Prime Minister Gais again turned towards the crowd and waved. As the two entered the vehicle waiting for the motorcade to start, both leaders made attempts at conversing.

"Well Mr. Dyson I have been going over the itinerary produced by the Protocols Department in Covonant that my administration is woefully concerned with a rising increase with socialist states wanting to openly showcase their ideologies which Covonant firmly believes is detrimental to the sustainability of the status quo Covonant and many of our allies have worked hard to put in place. It is also Covonant's interest to establish economic cooperation with Dormill and Stiura to cement our relations firmly with the G4 having strong trade and investment relations with countries in the G4 such as Noronica, Ainslie, and Ostehaar.

I was made aware that your country is seeking to enter the CU. I believe between you and I that Covonant could support that move and gather others in the organisation to look favourable on your membership. But I should express my means for this visit is to show Covonant's concern with nob-democratic elements specially the conference taking place and that with your assistance and hopefully your influence in the Gael area could make such purpose for the socialist fail" Prime Minister Gais stated after which he took a snack from the snack bar to munch on as the motorcade makes it way to the Presidential Chateau.

Dyson sat there, considering Prime Minister Gais interpretation of their shared itinerary, the idea of Dormill and Stiura, with the ever-growing Kaelectian Manufacturing sector, falling under Covonantian clout would put the nation in a strange position of subservience. Alternatively, if he could push an agreement that favored Dormill-Stiuraian industry, it would expand its markets to the rest of the Cooperative Union. Which brought up to the idea of joining the Union. The Richelieu Administration had attempted to join the Union last year, before the Kaelectians intervened by withdrawing their Councilors to prevent a vote. Since then, the idea of Dormill and Stiura joining has faded, reinforced recently by its membership to the Gael Four.

"As for the Socialists, Mr. Gais, we will deal with that among our allies in due time. I've heard rumblings from the Bureau that they have something on the situation in Orsandia that should be sent in a few days time."

Presidential Chateau

President Dyson was the first to step out of the Stallion, waving to the crowd as Prime Minister Gais followed him through the entrance of the Cheateau, the glass ceiling betraying the breaking clouds of the early morning. The first thing on their list to do was to have a quick tour of the Chateau before heading to the Altegene Room, where the pair would discuss more public matters with the press before heading to the press room for brief speeches before wrapping up the meeting.

"I would like to apologize about the absence of Ms. Aalders, she had wanted to meet you but a vote on the Arun Valley Protocol and the Mandara Accords in the Council have taken her attention."

Prime Minister Gais wondered if he overstepped with asking for the support of the Dormill and Stiuran government against non democratic element. He needed to gain their support for the interest of Covonant.

"I assure you President Dyson, Covonant and Dormill and Stiura would be in a better position united against the socialist. You in particular, noting their closeness to your state. Covonant is well equipped of keeping such elements out of the Mesder, but we fear the east lacks in that area and Covonant stands ready to provide great support. I believe you can see Covonant as meaningful ally that hopes to see a safer east" expressed Gais with a daring smile as if to imply that President Dyson could not miss such opportunity.

Following the arrival at the Presidential Chateau, Prime Minister Gais was very diplomatic to respond well to the cheers and greetings by the crowd at which he followed alongside President Dyson inside the Chateau. Crassus was pleased with the decor of the Chateau and felt surrounded by rich historical masterpiece. He looked in somewhat astonishment to the portraits on display as they made their way to a more private area for bilateral talks.

"I understand Ms. Aalders is a busy woman and must work towards enhancing the interest of your government, President Dyson. I am sure you can officiate these talks well" Prime Minister Gais stated almost sarcastically, but diplomatic in tone.

As they walked into the Altegene Room, the main place where foreign dignitaries meet with the President or the Minister of State, President Dyson sat at his chair and gestured to Gais to sit beside him. "I'm totally capable, Mr. Prime Minister, it's just that she had made it a point to meet you before the Council convened for the vote. Anyways, you mentioned before we stepped in that it would be in my best national interest to align Dormill and Stiura with Covonant, same as the rest of the G4 has done up to this point. Now I am all for working with your administration, it would be stupidly short-sighted for me to simply say no to the prospect, but you are probably well aware of the, how should I say, shaky relationship your administration has in Dormill-Stiuraian media. An alliance with Covonant would be shown as a sign of submission on my part, which would inflame my coalition members and put my administration at risk."

He paused for a second, pondering a new concept, he could have an alliance under the table, one where he would see further assistance against Atnaia in exchange for allowing Gais the privilege to bring security to Dormill and Stiura. "I do have an idea though, Mr. Gais. We had already seen in the League that we can work together on another mutual project, so I have a proposal for you, and just you for now. I will work with the National Congress to begin more cooperation between our governments, the extent of which is a matter of debate, in exchange, I would like for you and your security officials to work with the Bureau in our operations in the Mesder Sea, the details of which will be granted to the relevant officials as soon as our governments come to something concrete. Oh, and one last thing ..." He leans in, trying to make his point very clear to the Covonantian, "The East is safe with Dormill and Stiura."

Gais was taken aback with the tone of the Dormill-Stiuran President. He was also shocked to hear of a rival contention between both states. Trying to be diplomatic he expressed.

"I was not aware that your country believe its relation with Covonant being malignant. I assure Covonant prides itself on diplomacy and I promise to deliver the best of Covonant here. Though the east may be safe with Dormill-Stiura, it can be even safer with cooperation and support from Covonant" Gais expressed.

He was wholly concerned at the idea of Dormill-Stiura engaging in unknown operations in Covonant's sphere of influence, he nonetheless entertained the thought hoping that it would secure Covonant's interest more in Gael and particularly the east.

"Covonant anxiously waits to hear the plans of your administration concerning the Mesder, and would hope it stands in line with Covonant's own mandates concerning the Mesder." Gais responding with a daring smirk.

Already Gais could feel a tension between the two as they sat down to hold bilateral talks. PM Gais already could tell that he and President Dyson would not be the best of friends but he hoped that diplomacy and tact would see the visit beneficial in Covonant's favour.

"What do you have on the agenda for these talks on the side of your administration Mr. Dyson" Gais asked

"My main goal is to see a mutually beneficial relationship be forged between our governments, in matters of trade, policy, and defense. I would like nothing more than to see us as close allies and partners between these seas." Dyson began, his bluff against his counterpart seemingly worked in his favor, getting Gais to agree to Dyson's terms in exchange for giving Covonant the privilege to say it secured peace for the East with Dormill and Stiura.

Tensions were rising, and Dyson ultimately needed to show to Gais that he is willing to cooperate, even against the interest of his coalition, he spoke up again, "I noticed we've drifted a good ways into defense without really talking about trade. How would Covonant, and you, feel about loosening current tariffs and restrictions with us? Dormill-Stiuraian Industry is on the verge of a boom and we can provide a lot of those benefits to the people of Covonant, especially cheaper products, with a reduction in trade barriers. Covonantian industry would have an equal ability to do the same in Dormill-Stiuraian markets."

Gais listened intently to the objectives President Dyson had for the meeting. He noticed some similarities.

"Covonant too hopes to extend greater collaboration and cooperation with Dormill-Stiura President Dyson, particularly in the area of diplomacy, trade and primarily investment opportunities. I will respond to your request for trade with Covonant first and then raise Covonant's proposals for investment. Currently as you know Covonant is a member of the Cooperative Union, and being the largest member, Covonant could serve as Dormill-Stiura gateway to the greater CU members concerning trade. Covonant prides itself on a free market enterprise and would greatly approve for a reduce tariff and open access to our markets and with your assurance of mutual gains, this agreement could work." Gais paused to recollect his thoughts.

"I believe the Ministry of Commerce along with the Ministry of International Trade and International Development could work closely with your equivalent Ministry or Department to draft an agreement or possibly yet a Memorandum of Understanding to have the initial stages and process in working order and the technocrats flesh out the more detailed workings at a later date. While on trade. What are the major industries of Dormill-Stiura and also any investment opportunities Covonant may explore in the country. My administration has embarked on a new initiative concerning increasing Covonant's financial presence as well as exporting Covonantian construction capabilities, media, and airline services." Gais expressed eagerly.
