Ahoy! We be leaders of Kedri, a country, or what's left of it, that be in a state o' chaos. I be Bartholomew Harrison, President of the Council, the provisional governmen' of our jewel known as Kedri.

The Council is made up of former pirates who would give their hand and foot to see Kedri turn from her pirating ways and into a modern nation. We want to talk with ye 'bout setting' up a new government fer us. We want suggestions for creating a democratic government that will help modernize Kedri and improve our infrastructure well as standard of living.

We had a Pirate King, but the position has been abolished since our civil war due to some embarrassing blunders he made. Since we have abandoned piracy, he wouldn't really be a "Pirate" King now would he? Aside from that Kedri, doesn't really have a strong monarchical tradition, and the King was elected.

'Hoy thar. It'd be wise o' ye to run th' government like one runs yer crew, in a semi-presedential oligarchic dictatorship! What Oi means is this:

Ye got yer cap'n, see? An' 'e's a right stubborn fellow, good at fightin' an' gettin' th' crew motivated. 'E should be th' master 'o parties an' th' wager o' wars, an' be th' voice of th' crew ta other ships/nations. Tha'll be yer President-Fer-Loife or Consul o' king, o' wha'ever fits yer fancy.

Then ye got yerself yer Quartermaster: 'E's tha brains behind th' operations, makes sure the crew runs like a greased wheel. 'E be your Prime Minister an' the voice of the gubment to yer people, an' someone yer Cap'n trusts. He's got ta be firm, tough, an' knows 'is numbers. Most of all, he's got to be loyal, an ta' make sure that there be no backhanded dealin' an' plots 'o mutiny about ya, by thunder!

Thirdly, ya got yerself a First Mate, who works kinda like yer Cap'n, 'cept 'is number one priority is ta' get the voices o' the crew an their concerns ta' the quartermaster, th' council, o' the cap'n.

Lastly: there be a bicameral council. Tha' means, there's an upper " 'ouse o' Mates", Mates from th' other regions an their cap'n's bring wi' em their worries an concerns. Th' lower 'ouse is based off o' proportional representation, an' is the common bloke ta make sure the Mates are bein' right honest.

This system can be replicated, as a means of checks an' balances against itself, an ta make sure every man is 'is master, as is the Law o' the Pirates first an' foremost!

A good government must be effective in responding to needs and demands, yet it can't be in chaos. We would recommend involving a liberal corporativistic system for mediation of interests in your society. Corporativism is effective, quick and kinda universal, it can be used by almost any type of government plus it really speeds up and stimulates those groups of interests and sectors that you want. For example my nation is based on free market so I would be probably prioritizing realization of interests of corporations and unions of heavy industry and services over the other sectors.

We recommend an elective monarchy with the Pirate King in charge of four pirate states; overseeing local government authorities organised as the 'island'. The legislature must be unicameral in practice, for the purpose of budget streamlining. A bicameral legislature may be adopted in the future to replace the unicameral legislature - a House of Representative; a House of Pirates - to meet population growth forecast.

We recommend a unitary judicature to avoid some of the common pitfalls in a state-to-federal judicature. Just take a peek at the United States of America versus Litigation. Oh boy, do we really wanna go there matey'?
