Presidente General Alberto Velentia paced furiously around his office, something troubled him, and it troubled him badly. For months, Drug cartels, Gangs, and Communist and Fascist Militia that went rogue after Valentia's decree banning Communist and Fascist Parties had effectively ruled the city of Rio Blanco, having pretty much forced the local Police to ignore their actions. Gunfights between gang members or Fascists and Communists were commonplace, devastating much of the city. Valentia's thought train was interrupted by one of his aides, Colonel Diego Velazquez, barging into the office. The Colonel told him "Senior Presidente, I have a proposition." the Presidente told him "Go ahead, state your proposition." Velazquez said "I propose that we quench the violence in Rio Blanco by sending Fuerza Especial and Policía Nacional Elite troops in there to kill or capture the gang and cartel members, and the Militiamen." Valentia smiled and told him "Colonel, I like this, ready the troops, they move out within 24 hours."

The Fuerza Especial and Polcia Nacional Elite troops were on trucks bound for Rio Blanco, hidden by the dark of night. There were 100 Fuerza Especial and 5000 Policia Nacional Elite forces that were committed to this operation. Five M35 trucks that were commandeered by Fuerza soldiers as part of the operation approached a small village on the outskirts of town that was occupied by the Leones Dorados Cartel and was being used as a checkpoint by Cartel gunmen. The trucks were stopped by Cartel gunmen, about 25 or so of them. The driver of the lead vehicle told the gunman commander, a short and stubby man with dark brown skin wearing a baseball cap, sunglasses, and a bullet proof vest who was armed with an UMP (The Leones Dorados cartel was one of the wealthier drug cartels, thus, it could afford newer weapons for its troops to use), that they were transporting men from Capital, and that a large convoy was on the way from the capital stock full of Coca from farms surrounding the city.

What the gunmen did not know was that this "Large convoy" was actually transporting Policia Nacional Elite and Fuerza troops designated for Rio Blanco. The gunmen inspected the trucks, and sure enough, the trucks were holding men, armed with weapons. The driver again explained "They're new recruits from Capital." One gunman looked at the back of the lead truck, one of the men, armed with a Glock, stared at him and noticed he was armed with an F2000, a bullpup assault rifle in service with the Policia Nacional. The gunman was wearing a bandanna and night vision goggles, but no bullet proof vest. When he turned around, the man raised his Glock and was about to fire when a man next to him silently grabbed his right arm, motioning him not to do so. Unfortunately, another gunman noticed the man's movement, and signaled (in Spanish) "¡Oye, ése trató de disparar Juan! ¡Ellos son tropas de Gobierno!" The Fuerza commander swore in Spanish and stood up, firing his G36C at the second gunman and four others, knocking them to the ground. The first man killed the first gunman with his Glock, and the driver muttered to his passenger "So it begins." and he fires off a burst with his MP5k at the men next to the vehicle, killing most of them including the gunman leader. The troops on the trucks got off and began slugging it out with the remaining gunmen, wiping them out within seconds.

However, every gunman in the village were alerted and began rushing the Fuerza troops. The leader of the Fuerza troops, Captain Eduardo Martinas, reported to the convoy over the radio "This is Captain Martinas, we've been compromised, and are slugging it out with cartel gunmen in a small village near Rio Blanco!" a deep male voice replied "Roger, we have Tiger attack choppers on the way, they'll provide covering fire for your troops, stay put."

The Fuerza troops took cover behind the trucks as more gunmen rushed them, and they prayed to God that they will make it through the night.

"Hmm," Vlasov spoke to himself while reading the intelligence report.

Sergei Vlasov leaned back in his leather chair grasping a crimson folder with his left hand and a glass of Kauffman in his right. A knock pierced the hard wooden door of his office as the person on the outside tapped their knuckles firmly on the doorframe, startling Vlasov a bit. He spent many years in service with the Federal Security Bureau and had grown paranoid, even when in the safety of his office.

"Come in," he announced to the person knocking as he let his chair spring forward. The middle aged figure of Aleksandr Osipov entered the office and closed the door behind him; in his right hand he carried another crimson folder and on his face, he wore a look of disgust.

"Alek! What brings you to the Bureau in person? What couldn't be handled over the phone?" Vlasov asked laying his own folder down and standing from his chair. The men never shook hands; their friendship was far beyond that now. Instead Vlasov moved to the small bar in his office and poured his friend a glass of vodka.

"We have some things to discuss, Sergei," Osipov spoke, taking the glass and falling back into one of the chairs opposite Vlasov's desk.

"Like what?" Vlasov asked, returning to his own seat.

Osipov tossed the crimson folder onto the desk. It slid for a moment across the polished wood surface before catching on several papers already cluttering it. Vlasov opened it and scanned the document quickly before looking back up to his friend.

"Where did you get this?"

"I present you with something so damning and that's all you have to say?" Osipov said taking a sip from the vodka. His anger was apparent in his voice.

"Where did you get this report, Alek?"

"I'm the Minister of Defense, Sergei. Don't you think reports of gun running would cross my desk?"

Vlasov closed the folder and rubbed his forehead slowly, "Alek..." he began. His voice trailed off and he stalled for a moment by straightening the nameplate on the edge of his desk. It has his name engraved in gold on a black background and underneath, his title, Minister of Information, was displayed.

"Alek, you know the FSB does things that the general public wouldn't approve of," he spoke, staring into his friend's eyes. Vlasov could see the anger, and now distrust, that Osipov felt toward him.

"You've been my closest friend for twenty-five years, Sergei, and you didn't have the decency to inform me of this? What were you going to do if it went wrong? Who's funding this? And when, in God's name, did The Republic start aiding terrorists?!"

"We're not aiding them, Alek. Calm down. Everything we're doing in Rio Blanco is sanctioned. We're not harboring criminals. We're not giving terrorists weapons. We're not fighting against the San Sacion government. We're not doing anything illegal. I sent in agents in to monitor the situation. They have orders not to aide any group directly and--" Vlasov was cut off.

"Directly? So indirectly you're giving the Communist factions assault rifles and T-90s!"

Vlasov sighed and leaned back a little in his chair. "Alek, please. You know me better than that. I would never risk the security of The Republic."

"Then just what are your agents doing over there?"

"Like I said, they're monitoring the situation. If, in the rare event, the Communist groups in San Sacion manage to gain significant government power... well that would be beneficial to us."

"Did you read that report? The government has started killing of the drug cartels. What happens when they move to the Communists; to the FSB agents?"

"They wouldn't be around if things got that bad. And they certainly wouldn't allow the government to arrest them."

Osipov stood up and loosened his necktie. "You're playing a very dangerous game, Sergei. You're risking war with a country we know nothing about. Where's the intelligence analysis of the government or their leader profile?"

"It won't come to war, Alek. Like I said, the FSB won't be there if things take a turn for the worst."

The slugfest continued, as the Fuerza Special Forces troops fended off wave after wave of Cartel gunmen. Then, midway through the fight, a soldier called out "Tangos to the East, carrying RPKs!" The Fuerza troops opened fire on the gunmen, cutting them down.

Finally, after some 45 minutes of non-stop shooting, the Tiger attack helicopters finally arrived, firing their cannon and rockets into the cartel troops. However, a team of RPGs started launching rockets at the helicopters, prompting them to mow them down with the cannons. Several technicals started firing on the Fuerza troops, which the Tigers quickly destroyed with their cannons (why waste a rocket?).

Finally, 12 minutes after the Tigers showed up, the gunmen fled out of the village and into the jungle, ending the skirmish. It was then that the rest of the convoy showed up, one Polcia soldier moaning "Damn, we're too late!" The commander of the forces in the convoy, Colonel Manuel Lopez, told his men "Okay, we cleared out this village, now get back into the trucks, we're continuing our way to Rio Blanco! We should arrive there at 0430 hours approximately, we'll leave some men behind to guard the village and to make sure those cartel troops don't come back." The soldiers got back into their vehicles, and continued their way to the city.

Meanwhile, the Government troops began to encircle the city, engaging cartel gunmen and gang members occupying points around the city (the Communists and Fascists were within the city itself), and had managed to overrun them. Now, they were pressing on towards Rio Blanco itself.

The convoy finally arrived in Rio Blanco, but the vehicles started taking heavy small arms fire from cartel gunmen in the buildings surrounding the street. The soldiers got off the vehicles and began slugging it out with the gunmen, while the armored cars and tanks fired at the surrounding buildings, and Tiger helicopters attacked the buildings where the gunmen were hiding in.

Meanwhile, the chaos really began as the Drug Cartels, Gangs, and Political Militias received word of Government forces assaulting the city, and they prepared themselves to fight the Government forces in any way they could.

"Eisak! Come quickly!" the man shouted.

Eisak Markov jumped up from his seat in front of a laptop and joined the other man looking out into the city from the doorway of the small ground floor apartment in Rio Blanco. From this position they could hear gunfire in the distance and the roar of rotor blades as they cut into the air from the approaching helicopters.

Markov pulled the other man back inside and closed the door behind him. He exited the small foyer back into the living room of the apartment and began closing the blinds. "Time to go, Avel."

Avel Aksyonov disappeared briefly into the few remaining rooms, closing the blinds and curtains. When he reappeared in the living room, he carried two ballistic vests over one arm and grasped two AK-101s by their shoulder straps with the other. Markov had already sat back down at the cheap wooden desk and had began typing furiously on the keyboard.

"What are you doing?" asked Aksyonov, throwing a ballistic vest and an assault rifle onto the coffee table for Markov before chambering a round in his own weapon.

"I'm telling the FSB that we're evacuating."

Markov began transmitting the message on the secure wireless card the Federal Security Bureau had provided the two agents. It was short and to the point, simply letting them know that they would be evacuating Rio Blanco and would make contact as soon as possible. As soon as the confirmation dialog box appeared that confirmed the message was successfully sent, Markov slammed the top down on the laptop and threw it into a plain black leather satchel.

The sounds of the gunfire and helicopters was getting louder and more intense. Neither men felt guilty for what they were about to do because it had to be done. If they were killed, everything they'd worked for in the city would be for nothing and worse, if they were captured and their identity was revealed, the security and integrity of Monahtan could be compromised.

As Markov slipped on his ballistic vest, a tank shell impacted a building nearby, sending a deafening howl through the streets.

"Damn it!" Aksyonov shouted.

"They had to have heard that," Markov responded, referring to the other members of the Communist sect in Rio Blanco. "But we can't risk taking them with us. Let's go."

Markov chambered a round in his AK-101 and inserted his FSB issued MP-445 pistol into his thigh holster. The men wore plain clothes, and although their equipment had no FSB or Monahtan markings, a well informed government could probably deduce who they were.

Markov grabbed the leather satchel containing the computer and put his arm through the shoulder strap of the AK-101. Aksyonov led the way out the door, closing it behind him. Outside, several members of their "group" were walking around, investigating the sudden attack when they noticed the FSB agents appear from their apartment apparently ready for war.

"What...?" one of the other members asked.

"We have to get out of town. The government is trying to weed all of us out. Gather everyone, and head west, immediately. We're going to go on ahead and secure the area. We'll contact you once we get settled. But go now! Get everyone!" Markov ordered.

Markov and Aksyonov felt little guilt for the lie they had just told the men that were their only friends in Rio Blanco. Nevertheless, it had to be done, and it wasn't a complete lie. If things calmed down, they would return and continue to oversee the Communist uprising.

The agents ran through the city quickly, listening to the echo of rounds as they erupted from the weapons of the police, the military, the gangs, the drug runners, and who ever else had tried to make it big in Rio Blanco's criminal underground.

"Let's hope we don't have to fight them," Markov began. "That's all we need to add to this situation is an international incident."

As more and more Government troops poured into the city, it became clear of the drug war between the Leones Dorados and the Planche Dragones cartels taking place within the city. Whereas the Dorados cartel had a small but very well armed, well equipped, and well trained force of gunmen, the Dragones had a large and poorly armed army, mainly armed with Soviet weapons and old small arms retired from regular army service. In addition, the Fascist militia, the El Ejército de águila, and the Communist militia, the Milicia Campesina de personas, had been fighting with each other for days. Now, however, the gangs, cartels, and political militias were now engaging with Fuerza and Policia Elite troops, who were devastating their much more poorly organized foes. The Communist Militia were already retreating deeper into the city, heading towards the City Hall where they planned to make a last stand, while the Fascists dug into the buildings, their better knowledge of the city's layout would give them an edge over the better equipped enemies.

The Government forces pressed onward into the city, fighting their way through the enemy Militias and Gangs trying to stop them. A squad of 6 Policia troops moved into a small open market, where they soon became surrounded by Communist militiamen. The squad set up positions around several food carts and held off wave after wave of Communists until the Militiamen were driven off by two Blackhawks carrying more Policia troops. Meanwhile, Tiger attack helicopters and Blackhawks bursting with troops continued to harass the Militia forces as they retreated deeper into the city.

The battle between the Dorados, the Dragones, and the Policia Elite grew heated as two Policia soldiers, separated from their squad, battled their way through a chaotic clash between the heavily armed and armored Dorados and the more numerous and civilian-looking Dragones, both men noted that while the Dragones employed pickup truck technicals outfitted with DShK 12.7 mm machine guns, the Dorados used armored SUVs equipped with miniguns, Panhard 124 armored cars, UAZ-469s, and even several Sherman tanks. One of the men, Private Roberto Rodriguez, opened fire with his F2000 as he took cover behind an old car, cutting down 3 Dragones gunmen, but the shots were lost amidst the chaos taking place. He then threw a grenade, which landed next to an oil barrel and exploded, destroying a nearby Dragones Toyota technical. Unfortunately, this caught the attention of several dozen Dragones gunmen, who charged the young soldier, but, coolly and quickly, he raised his F2000 and fired a long burst, cutting most of the gunmen down, but then a gunman that was behind him roared, his FAL pointing at the gut of Rodriguez, but he promptly shot the enemy in the groin, causing him to drop the FAL.

Then, three Dorados gunmen approached Rodriguez, two armed with F2000s of their own, and the third with FN Minimi, but the other soldier, Captain Frederico Horez, shot at the enemies with his FN SCAR, cutting all three of them down, Horez then told the young private "We've gotta get outta here, follow me if you want to stay alive!"

The cartels, gangs, and militias were getting pushed back further into the city, with the Communists surrounded and facing annihilation, attempting to make a last stand at city hall. The Fascists were fighting more doggedly, holding onto every square inch of ground to the last man, while the cartels were on the run, still fighting with each other. Finally, the gangs were totally and completely destroyed, with all surviving gang members taken into custody, ready to face imprisonment or worse execution.
