Wanting to prevent the extinction of many species of plants by preservation and nurturing.
Advancing science to preserve different species of plants for future use.
Promoting protection and preservation of exotic plants not only by nations, but by the civilian population and businesses.
Preventing the mass extinction of exotic plant species from climate change and natural disasters caused by it.
Establishing a Global Seed Vault (GSV).

Establishment of the GSV is to:
I. Preserve exotic plant species by keeping seeds and growing plants in the vault.
II. Advance science by studying and conducting experiments on extra seeds.

Whereas nations shall donate seeds of plant species distinct to their nation or region to the vault.
Whereas nations shall collaborate in the research of the exotic plant species'.

Define "exotic". Usually that translates to "foreign, not from around here". So why should nations be donating flower/other seeds that do not come from their nation?

And what about the myriad variants of garden flowers and other ornamental species? Most of the variants are artificially bred ones, not found in nature (unless they've escaped into the wild from gardens), should they be preserved too?

Also, category and strength/area of effect? (Some categories have strengths, others have areas of effect.)
