Gotham: Tempest Rising

Gotham, a sprawling city of ill-repute, a city that needed a hero. Ever since it's founding it has been rocked with violence. Vigilantism was supposed to the solution. That was what the paper's sold. That was what the Batman promised. But this vision has fallen away as a colorful collection of rogues and miscreants have arisen and proven themselves to be the criminal underworld's answer to the masked vigilante. In response the city has increased it's police presence and tensions are at an all time high.

Rules

1. This is an rp that allows you use an existing character of the DC universe, a character of your own creation, or a character from outside of DC comics if you can justify it.
2. Courtesy rules are in effect. You are expected to lose some fights and you are not invisible.
3. Be civil in the OOC.
4. Keep the OCC out of the IC.
5. All Nationstates rules are in effect. Keep it PG-13... well err... Just don't do anything the mods would find objectionable.
6. The OP and any Co-Ops are the word of God.
7. If you are creating your own character, try not to create characters that would feel out of place among those Batman usually combats. In Batman's Gotham the actual superpower is rare with many criminals just being incredibly crafty.

Louis Ferryman is obsessed with collecting items of extraordinary beauty and extraordinary prices. This put him into conflict with Catwoman, who stole a good deal from him and once tried to see him killed. Since this incident not only has he been obsessed with and responsible for the theft of art and other valuable items, but also with getting revenge on Catwoman.
Abilities and Weapons:
Talented Marksman - While not at the superhuman level of marksmanship of Deathstroke or Deadshot, Bone is a good shot.
Intimidating Appearance - Bone's appearance is shocking. Though not supernatural, it gives him a certain edge in getting what he wants.
Mob Connections - Bone is a mid-tier mobster with a number of henchmen that serve under him and a large number of
Weakness(es): Bone is a human with no physical combat training and thus would be no match for a trained fighter in melee combat. He relies much on henchmen to do his fighting for him. He also is quite emotion in his obsessions, this may lead him to rash moves.
Biography: Louis Ferryman had a very traumatic childhood. His parent's were abusive and he was sent to live with his aunt. His aunt, in turn, was even more abusive. Soon he was sent to a group home where he suffered the indignities of both having his possessions stolen and being regularly beaten. As a result, Louis became obsessed with having material possessions, specifically those that made him feel "cultured". Joining the mob helped him achieve this, and he achieved a mind-tier level of success. His collection, which was growing to be quite extensive, suffered a variety of thefts by Catwoman which lead to a conflict where she nearly had him killed twice by her. Batman's interference allowed him to live, but now he has a particular obsession with Catwoman.

• Sub-Zero Living: Due to the cascade effect of the incident at GothCorp Fries can only survive in subzero temperatures. His suit counter's this weakness.

Biography:
People talk of destiny, perhaps mine was determined long ago. Even in my youth I was fascinated by cryogenics- reviving the dead, curing the incurable, traveling the stars. I invested a portion of my allowance in scientific magazines, and began to work from home in my own experiments but my parents caught on to what I was up to and did not take it very well. I was sent off the a boarding school to 'work off my troubled habits' and it was at this school I met her- Nora. I explained my fascination and she came to share my interest. We became close friends, and with time married shortly after graduation. The boarding school provided me the fundamentals for a doctorate which I obtained. Nora and I acquired a welcomed home near to Gotham's centers of science, and with my degree it was easy to acquire a position at GothCorp. Nora and I, we shared many moments in our home till she collapsed. Destiny it seems had brought us together for Nora had an illness for which their is no cure. Being a specialist, NO, the fore most specialist in the field I knew what I must do. I'm not a pathologist, but I knew she had little time left. She began to slip. I approached my superiors with connections I made for a cure, promising them that their company would be the first to freeze, revive, and cure a human being. My presentation was sound, approval given. I did not tell them of my wife, emotions have ways of making even the most brilliant of science seem unwise. When the company found out about Nora, and what their funds where going towards I attempted to reason with them- they saw my promise as an abuse of resources, they said I was not of sound mind- they pulled the plug on my wife! The system was not properly shut down, the cascade left me as this- this ice man but saved my wife. For a time we where presumed dead, such seemed like the best. But with out the company, those heartless cretins, I needed a new source of funds- the chamber must be powered, I need to invest in research for the cure, I need to keep Nora stable. The suit took time, those I could trust attempted to have me go to a doctor but I AM a DOCTOR! I am Mr. Freeze. With this suit I survive, but am outcast. No one seems to understand. I began by appropriating funds due to me by GothCorp but the raids have become easier, more varied. One day, when Nora walks again, and we are together they will see- they will thank me. What I will have brought to the world is greater in value then meager coin. I will bring to it everlasting life.

Abilities and Weapons: Simply put he is better than the best human. He is stronger faster, smarter, etc than any normal human.
Weakness: While better than normal humans, Metahumans can still overpower him, additionally, he still has most human weaknesses and vices.
Biography: Jerry, was born and raised in Gotham, has lived here his entire life. His family was not rich, but not exactly poor either. Unfortunately this was not to last, his father took a loan from the Falcones, and wasn't able to pay, the rest as they say is history. The events afterwards inspired Jerry to become a police officer, so he could protect others from the corruption ever present within Gotham. After many years, and lots of work, he was finally able to become an Officer with the GCPD.

It was during a robbery by one of Batmans many enemies that Jerry's abilities came to light. The particular rogue, of Batman's expansive gallery, was Bane. He made short work of the guards and many of those that would offer resistance. The Bat was otherwise occupied with things at the time, but Jerry responded to the call, and while not able to defeat the other man, he was able to hold his own, giving time for others to finally arrest the man. At the time the department kept him for the good publicity, but it wasn't to last.

Around a year ago, he was let go from the GCPD due to the rising issue of vigilantes and such in the City. Since then he had been patrolling his neighborhood keeping it safe. He ahd been keeping within the law however. Recently he had been approached by the GCPD once more, they wanted to hire him back. It was only so that the GCPD would have some insurance against the Heroes and others should it come to that. Regardless, Jerry agreed, so he returned to the Force and will be starting again soon.

Abilities and Weapons: Plant manipulation: He can control living plants, though to a lesser degree than many others related to the Green.

Rebirth: As part of the curses adn processes that made him what he is, Grundy comes back to life after he is killed, though how he is changes from incarnation to incarnation.

Undead Physiology: Due to the voodoo curses placed upon him by his killer, Grundy is no longer an entirely living being. He is undead and needs not sleep or food, for the most part.

Plant Physiology: He is part plant, due to the magics that made him into what he is. He is vulnerable to fire, but doesn not bleed like normal beings do. He can also heal by absorbing plants, though the damage may require excessive amounts of plant life. He also regenerates slowly when in the presence of the sun and ground.

Empathy: he can sense emotions of beings of a more animal nature as well as part plant beings.
Weakness(es): While certainly cabaple of being powerful, his power is fickle, sometimes when he resurrects he is mindless, others a weakling that normal humans can beat, others he is smarter than the Riddler or stronger than superman. Fire can hurt him easier than most, but can be ineffective if of magical origins or if he is in the sun, as he heals faster or almost as fast as it can damage him. Diseae and decay can affect him more than they would others much like fire.
Biography:
Grundy is an anomaly, to say the least. When he was alive he was a ruthless and greedy gangster, that would make most of the criminals in Gotham fearful. He was also rather ambitious and that is what got him killed, and dumped in a swamp. From that swamp arose Solomon Grundy, a rather unique being, even in this world of Aliens and monsters. It is believed magic had some part in making him what he is, He is an unstable being, and a nearly unkillable one at that.

It is hard enough to kill Grundy as he regenerates and can absorb plants to heal, but when he resurrects from death, which happens on a monday, nearly always, he is not the same as he was before. He came to Gotham dying, after fighting with the Justice league and superman, he beat them, but at a cost. IT was as he lay dying in Gothams sewers taht somethign changed. He resurected, but this time he was rather different. He was much smarter than norma, even capable of strategy. He also had gained powers he hadnt had before, and most of all, he possessed the memories of every single one of his ressurections, which has never happened before. Now he stays in the udnerground, as a penance for his sins.

A self-centered pragmatist whose core desire is to live a quite life free from all kinds of stress, while holding himself in higher regard than others. His hobbies include burglary and murder, both of which are in conflict with his aforementioned objective but bring out in him the greatest sense of gratification. He wants no trouble from others and lives to satisfy his own material desires.

Abilities and Weapons:

Native American talisman: All sounds occurring within a 7 meter radius width and 7 meter height from his base (body) are nullified.

Adept street fighter.

Carries a cane shaped metal pipe, a Bowie knife and pocket pistol.

Weakness(es):

Otherwise still Human and prone to overconfidence due to perception of being hard to detect.

His own power makes him deaf, he is also unable to use verbal communication since he cannot effectively speak.

Average build despite old age along with average height, his otherwise inconspicuous appearance is complemented by a makeshift mask made of white cloth, ornate with ink lettering literally describing itself ('Mask'). Similarly each individual part of his tailor made suit is also embroidered with its name or function spelled out, including his white gloves respectively labelled 'Left' and 'Right'. His accent seems to be an amalgamation of British, Indian and American although he is often able to select a specific type.

Abilities and Weapons:

Hyperlingualism - Fluent in over 300 languages, including around 100 considered endangered or extinct.

Intuitive Aptitude - able to learn and understand the complexity and exactness of organisms, objects, etc through sheer observation via deductive reasoning.

Psychological Intuition - possesses an incredible and innate understanding of psychology and can use it for various purposes, often by changing the perception or behavior of others through underhanded, deceptive, or even abusive tactics.

Master duelist - Carries a cane-sword concealed as a walking stick. Fight style relying on precision and efficiency, while placing a heavy focus on avoiding disarmament. For safety wears a Kevlar vest underneath suit.

Weakness(es):

- Human, past physical prime. Minimalist fight style employed to preserve his low stamina, but can overextend himself against skilled opponent and lose strength.

- Intentionally inscribes clues to his crime scenes, often in some obscure language to taunt his superior intelligence and the GCPD's lack of proficiency.

Biography:

As his chosen name implies the Linguist is a man possessed with a strong predilection towards the power of language and its relations to communication and perception. This was a congenital trait first manifested during childhood, where as the son of a Swiss watchmaker he demonstrated exceptional literary intelligence, having memorized Shakespeare in German and Italian by the age of nine. His parents encouraged his talent and a year later he had become fluent in all the Swiss national languages and quickly gaining foothold with English.

Weakness(es): Furnstein is very risk-averse. He always takes the safest route to protect himself and his clients, and while that means that he and his assets are very well protected, it does make him vulnerable to rapid changes within situations.

Their foresight saved their lives and their wealth from Nazi destruction.

Amram and Yoram would found the Furnstein Bank in 1941 and would spend the next 15 years growing their business. All the while, as a young boy, Moses was progressively included in the running of the family business. In 1956, Moses's Uncle Yoram sold his share of the business to Amram and departed to Israel to serve in the fledgling nation's Intelligence Agency: Mossad. Amram was getting older by this time and he began to accelerate Moses's inclusion in the Bank's administration. In 1961, Amram retired as Chairman of the Furnstein Bank and Moses was selected to succeed him.

Through caution, good deal-making and effective business practices, Moses spent the next 20 years further strengthening the Furnstein Bank. By 1981, it was the second largest bank in Gotham City. In 1982, Amram was shot by Mob hitmen as he was out walking in the park. As of that point in his life, Moses vowed never to leave himself vulnerable to attack ever again. He began to increase the security presence around his house and his office, and he travelled to Israel to learn Krav Maga from his Uncle Yoram.

In 1984, Moses created Gugenheim Asset Management, a Real Estate investment firm. During this time, Moses began to use Gugenheim Asset Management to purchase expensive real estate in downtown Gotham and build massive office buildings. The rent from these buildings generated vast revenue for the already wealthy Moses Furnstein. Moses's real estate ventures brought him into the realms of politics and Organized Crime. Furnstein began by aligning with some powerful Mob families to track down and take out those responsible for murdering his father. With that done, he began to occasionally contract the Mob to destroy some of his real estate ventures, so that he could make millions from insurance claims, all the while operating through several layers of agents so that all this dirty business could never be traced back to him. Furnstein also funded the political careers of several mayors and other prominent Gotham government officials at this time.

The rise of Batman and other vigilantes threatened to undo his under-the-table pact with the Criminal Underworld. For this reason, Furnstein backed the political career of the current incumbent Mayor of Gotham, influencing him to take a hard-core stance on vigilantism and cracking down hard on it. Furnstein hopes to secretly use the coming crisis to further line his already bulging pockets, all the while pulling in money from his legitimate sources.
