OOC: You need more than that. The object here isn't merely to submit something that's legal. The object is to submit (1) something that's legal, (2) something that the delegates would approve, (3) something that the WA as a whole would pass. So far, you're having so much trouble with step (1), you're not looking beyond that. You're in such a rush to put something in the queue, you're not taking the time to make this into something passable. When I wrote my first successful resolution, it took six weeks to draft, and that was for something that was relatively uncontroversial, banning child pornography. You need to take your time, listen to input from those who have been here a long time, accept criticism, and wait until it's ready before you submit it again.
