As far as we know, it is physically impossible to tattoo metal in the true sense of the word. However, we do have other methods of making permanent body markings on ourselves, with melting them in being the most permanent and stamping them in being next. This would be more akin to scarification in humans than tattooing, but since the plain versions don't stand out very well, we often do "ink them in" by adding contrastingly-colored paint. Another permanent variation is to have a metal inlay installed. These inlays are typically made of metals or alloys that naturally stand out from the bearer's background color.

With those caveats in mind...

Is there a minimum age before one can legally get a tattoo? No
Is there any kind of regulation of tattoo shops or artists? No, but if someone doesn't like the results, he is likely to blast the offender. Such blasting is often done in a way to etch bad designs all over the metal of the substandard artist rather than to kill him. This way, everyone knows that he sucks, or at least that he sucked in a fight against at least one customer, until he forks out for an entire new set of outer panels.
If yes, what is the penalty for operating an unlicensed tattoo business? We don't have any licensing restrictions for any private businesses whatsoever. Caveat emptor!
