Covonantian State Visit

The Union of Covonant prides itself on its diplomatic success and prowess in The Western Isles. Throughout the centuries from gaining its independence in 1740, Covonant has hosted regional leaders. Today this practice of hosting state visits and diplomatic visits continues and remains at the centre of Covonantian foreign policy to be able to host allies and regional leaders where mutual friendship can grow and issues discussed bilaterally.

Schedule of events for State Visit to Covonant

• Arrival to the Union of Covonant
• Arrival at Palatine Manor for State Ceremony

• Arrival at Presidential Palace for meeting with the President of Covonant. The Presidential Palace will serve as residence for visiting dignitary
• Bilateral meeting held at Palatine Manor with media present. This meeting will include key government officials in both Covonant and visiting country holding bilateral talks in the Cabinet Room of the Palatine Manor
• Press Conference at the Office of the Prime Minister. This is done to brief our respective countries of progress of state visit and matters discussed and agreed on.
• Treaty signing and Declarations. This occurs only in the event there are any agreements needed to be declaed.
• Address to the Consul (Parliament of Covonant). This is only done if visiting dignitary has been invited by the Speaker of the House to address the Members of the Consul.
• State Banquet ceremony held for visiting dignitary.
• Departure of foreign dignitary

Covonant, William thought to himself, who would've seen it coming. It hadn't even been but a year and a couple months, and one nation had managed to make itself a regional power. And it had done it in a way, that honestly, was eye opening to him. Diplomacy. How many people had tried that before? William had always thought of diplomacy as precursor to the real arbitrator of things, war. But one nation had proven him wrong. And so was the reasoning he was so eager to visit.

As the wheels made their recessed thump on the ground, William's disconnect to the world was ended. He was now here, and he mustn't waste his time. He'd presumed that Gais would win, he was a man of William's type, nationalistic, rather fiery, a dash of cunning. But whereas other people say the Gais victory as the beginning of a new incompetent administration, William made no such presumption. After all, his presumptions had already been denied by this nation once. The wheels now began to spin with lower intensity, and William could feel a slight lurch forward as the plane came to a complete stop.

"Sir," a bodyguard asserted, "We have landed in the Union of Covonant. We will disembark on your command."

"Well then let's do it, shall we?"

William got up from his seat, initiated a slow walk to the exit of the plane, and took a breath. Use time wisely William, he thought. With that, he gave a slight nod to door tender, and the hinges swung open and revealed what William could only see as opportunity. And camera flashes, which reminded him to wave. With that he raised his arm, and began the first of many waves.

The day had finally arrived for the first state visit for Prime Minister Gais. The Palatine Manor had been prepared with the flags, colours and heraldry of both Covonant and Eutriston. The red carpet was ironed and laid out and chairs for the important guests and delegates were placed out on the west lawn which traditionally hosts state visit ceremony. Prime Minister Gais was in his private quarters getting prepared fro the arrival of the King of Eutriston.

"Sir, the King of Eutriston had arrived he is disembarking the plane at Coventry international. He should be here in roughly 25 minutes.

"Very well, best we begin moving to the area from now to prevent tardiness."

The Prime Minister and his Wife was then escorted to the west lawn of the Palatine Manor.

Coventry International Gateway Airport

At the CIGA, Director of the Protocol Department Mr. Gregory Mair was present at the red carpet laid out by the tarmac for the visiting Monarch along with the Permanent Secretary in the Foreign Ministry Mrs. Likalia Cassia to welcome and greet the King.

As the door to plane opened and the king appeared had the cameras started to go off. The king descended smiling and waving to those present. As he made his way on the red carpet, Mr. Mair extended his hands to the king to greet him while introducing him to the other delegations present on the tarmac.

"Welcome to Covonant your Majesty. We hope you will enjoy your visit and that it will be a success." Expressed Mr. Maid.

After the king had greeted those on the tarmac he was escorted to his vehicle to begin the motorcade procession to the Palatine Manor.

[Eutriston]

With a slight tilt, the Bull turned into the Palatine Manor. William looked at the building with a keen interest on its simplicity in style. A clear example of the Greek revival, the manor maintained a stateliness without extreme complication to its facades and walls. Good presentation without too much to it. The simplicity didn't detract from the place, rather it stated it's own unique presence. William had again found himself in some far off land of thought. But it did not last, as the Bull came to a stop. Whereas the jet door had its opening up to the tender, only William could open the door now. It was up to him. He looked out the car and saw Gais and what he presumed to be Mrs. Gais, and then back down at the door handle.

"Whenever you're ready Will," he said talking to himself, calling himself a monicker that only he hadn't been called in years, and on his own command for that matter. But he figured it was time to stop with the introspection. He opened the door with a thud, and all his thoughts left his mind. It was time to think about what was at hand now.

"Hello Mr. Gais! I'd rate my stay here as five stars, but then again it's been about twenty minutes," William said laughingly.

Prime Minister Crassus Gais and his wife Mrs. Gais after being announced made their place at the end of the red carpet awaiting the arrival of the Eutriston Archream. The car was seen coming around to the west lawn as the car made its way to the red carpet the Song for the Arrival of Foreign Heads of State and Government as the flag of Eutriston was broken out. The car came to a complete stop at the feet of the Prime Minister and his wife at which the Archream William James of Eutriston had opened the door beating the Praetorian Guard to it.

"Ladies and Gentlemen, The Archream of Eutriston, William James" announced the announcer.

"Welcome Mr. James it is an honour to have you here in Covonant. I assure you the Palatine Manor is a comfortable home but for you a more comfortable residence awaits you at the Presidential Palace. Come shall we move over to the podium to commence the ceremony to celebrate your arrival" Pm Gais implied.

[Eutriston]

"I would be more than happy to, shall you have the microphone first, or shall I?"

[Covonant]

"By protocol I speak first after which you will have the privilege of the final word" informed Pm Gais as they make their way to the podium.

At this time both countries anthem were to be played followed by a review of the Cold Steam Guard and Revolutionary Guards by both the Prime Minister and the Archream.

"Ladies and Gentlemen, please be of standing for the national anthem of the Parliamentary Monarchy of Eutriston. " announced the announcer sheet which the Coldstream Guard Band began to play the anthem of Eutriston.

A 21 gun salute was performed while the Eutriston anthem was being played.

Following the playing of both countries anthem the head of the Coldstream Guards came forward to invite both men to review the troops.

"Sir the Coldstream guards and the Revolutionary guards have been gained in full regalia ready for your inspection sir."

On that invite both men made their way off the podium to review the troops while the Coldstream guard band played military music. Following the review of the troops both men made their way back up the podium to give their opening remarks.

"Ladies and Gentlemen the Prime Minister Mr. Gais.

"Good morning. I want to thank you all for attending this morning's state visit ceremony to welcome the Archream of Eutriston Mr. William James. Covonant and Eutriston have been to counties isolated from each other throughout our histories noting this is the first time a representative from the country is coming here to visit. This visit is not only historic but also integral as we continue to dispel the beliefs that this administration plans to destroy Covonant's reputation and be less diplomatic. This visit shows that we will continue to carry the traditions of our country and lead with diplomacy while making new allies as well. I look forward to a productive visit from the Eutriston representative and hope this visit forges new friendship and ally for Covonant. Thank you.

As the Pm finished his speech he stepped back and indicated to the Eutriston Archream that it was his turn to deliver his opening remarks.

[Eutriston]

Stepping towards the podium, William cleared his throat, took a quick glimpse at the opening line of his written speech in futility, knowing he would soon be completely off script per usual, and then fixated his glance on the crowd.

"First of all, I would like to thank the hospitality of the Gais family in my visit, and by extension the entire nation of Covonant. The welcome I have recieved has been nothing short of heartwarming," William paused as the pleasantries were out of the way, "Similarly, what I feel for this visit is nothing short of optimism. If the simple fact I am here speaks volumes, the upcoming meeting can be nothing but paramount. Covonant has proved an entire region wrong. In a sea of violence and war, Covonant chose diplomacy, and it has only strengthened them. I've not quite seen anything like it in my rather short lifetime in the larger scheme of things. Speaking of that, I can only hope that this meeting today preserves a lasting commitment to the betterment of both our nations, and cooperation to collectively improve each other as humans, not nationals. Again, thank you for your hospitality, and thank you for your time."

William stepped away from the podium, and looked at Gais, in an obvious gesture of his readiness to proceed to the meeting.

[Covonant]

With the speech of the Eutriston Archream finished, Prime Minister Gais motioned after him to follow him to the exit off the podium. This signal the end the addressee visit ceremony. Mrs. Gais came forward and followed the two men through the slag door leading into the foyer of the west wing. The other important guest followed them as well. While walking towards the glass door both men and Mrs. Gais turned to wave to the audience one last time.

Inside the foyer it was the time for the visiting dignitary to meet key individuals in the country. This time however the visit was at a interesting time.

"At this time I would normally introduce you to my Foreign Minister and Defense Minister but they are both not in the country at the moment. However I would like to introduce the President of The Union of Covonant Mr. Seneca Gaius."

Mr. Gaius was noble figure who was serving as Covonant's President since 2014.

"Mr. James it is a pleasure to meet you on this historic visit. How have you found the state welcome ceremony to be this far? "

[Eutriston]

Before speaking William first shamed the man's hand, then spoke, "It's undoubtedly been a pleasure, Mr. Gaius. Most excellent is the best way I can think. You serve your country with nobility, it's a pleasure to meet you."

[Covonant]

The President was pleased that the Eutriston Archream was enjoying his visit thus far.

"Wonderful Mr. James and I am sure you would enjoy my residence, the Presidential Palace"

Prime Minister Gais listening in interjected at this point.

"Oh yes I forgot to mention that you will be hosted at the Presidential Palace for Jame duration of your visit Mr. James and tomorrow we start the important business of your visit in bilateral talks here at the Palatine Manor. "

A Praetorian Guard came over to inform the Archream of Eutriston that the motorcade was ready to carry him to the Presidential Palace. On that note the gentlemen shook hands as they bid farewell.

It was the day for the Archream of Eutriston and Prime Minister Gais to hold bilateral talks. The room which the talks were to take place was in the Cabinet Room of the Palatine Manor. In attendance were the permanent secretaries of both the Ministry of Defense and the Ministry of Foreign Affairs, along with the Minister of Finance and Commerce and the Minister of International Trade and International Development. The room was also filled with media houses from both Covonant and Eutriston.
The Prime Minister made his way to the Cabinet Room as he awaited the arrival of Mr. James from the Presidential Palace.

[Eutriston]

William was again in the car, waking from a night of rest which had oddly been quite refreshing. He would think that a stressful situation like this would have lead to restlessness, but than he began to wonder, was he really stressed at all? Pulling up to the manor, that was the question on William's mind. He heard that media would be attending the meeting, so he would have to curtail himself appropriately. Opening the door, this time with less hesitation than the last, William walked to the door of the manor, flanked on either side by guards, and then he arrived upon the door. Adjusting his tie one last time, giving a quick look at his hair, and then rolling his shoulders, he assumed he was ready. The guard opened the door, revealing inside the many different diplomatic heads of Covonant, along with a flock of journalists, among them ENN. Gais was who he recognized though, who looked to be standing in wait for him.

"Hello, Mr. Gais!" William said with uncharacteristic happiness.

[Covonant]

"Mr. James, it is a pleasure having you here again" Prime Minister Gais expressed as he shook the hand of the Eutriston Archream.

"Please have a seat by me. I would first like to introduce a few persons of interest at this meeting. From my left we have Mrs. Likalia Cassia, permanent secretary in the Foreign Ministry and Mrs. Cynthia Griers, permanent secretary in the Defense Ministry. They will be representing the Defense and Foreign Ministers who are overseas on official business. We also have the Minister of Finance and Commerce, Cassius Trojus and the Minister of International Trade and International Development, Gaius Bato. As you can see Mr. James with the respective ministries present my agglomeration looks to increase and extend not only diplomatic relations with Eutriston but also investment made in both countries and a new role as regional partners" the Prime Minister expressed while looking directly at the media houses present.

[Eutriston]

"Of course, that is the reason I have come here after all," William said as he sat down, "Do you have any specific things in mind? I myself believe that the diplomatic side of things should be addressed firstly."

[Covonant]

"I would allow that to be addressed first" the PM stated

"As we all know, Covonant and Eutriston have been isolated and distant from each other for centuries and my government in our attempts to prove countries who see me as the leader to isolate Covonant wrong. My government looks to improve and engage in new relations with like minded states and countries we believe can Asus Covonant in our efforts to bringing peace to the region. This should be a win for the government to forging new relations that previous governments have failed to do as they placed more attention on interventionist policies that worked against the people of Covonant or focused on policies dictated by foreigners. I propose in the first instance, the establishing of embassies in both countries to ensure our governments can have easy communication. I would also propose the beginning of travel programmes to both countries to strengthens this and relations between our people, and in the continuous stage to see easy travel and less restrictions for Eutristons to Covonant. Mr. James did you have any proposals"

[Eutriston]

"Among Eutriston's primary concerns with the nation of Covonant is the mending of any possible wounds created by our opposition in the Jahe Crisis, as that would create a rather large wrinkle that would be a bane to iron out throughout our diplomatic talks. Furthermore, I am in agreeance with you regarding the improvement of diplomatic relations, but the travel program could not include any clause of preference of bookings or trips to Covonant as that would violate some economic rules in my nation regarding the free market, however I can promote the nation of Covonant to my people for what it is; a place to be enjoyed, and I hope the feeling is mutual. I also would seek for increased trade reliance, if that involves a deal to be forged here I would like to see your requirements."

[Covonant]

The Permanent Secretary in the Foreign Ministry interjected.

"Could you enlighten us on Eutriston's stance on Jahe Davmwoem and also elaborate more on how proposed freedom of movement could affect your countries economy"

[Eutriston]

"Eutriston is a strong supporter of the new government in Jahe. I don't believe there is much more to say, as that is where the buck ends as to Eutristinian thoughts on Jahe and its people. Of course we love the nation, but that is all. Covonantian intervention in the nation has piqued our interest, but not in any way negatively. It is no longer a warzone, so there is not much controversy involving this or that anymore. And on the subject of travel, I would think the logical consequence of more visitors would be a boost to the hospitality industry and transportation, but all I was getting at earlier was that as a government I cannot systematically show preference as that violates several free market laws in my nation. I am totally for a travel program though, but that would mean on the Eutristinian end would be the easing of travel restrictions and other bottlenecks that may decrease the flow of Covonantians to Eutriston and vice versa. An overall easier trip I guess would be a generalization. I would love to get onto the subject of trade now though, as our nations have yet to standardize anything."

[Covonant]

"Well that it's good to hear" exclaimed the Pm

"As it relates to trade, Covonant is a part of a economic bloc known as the Cooperative Union which recently passed a law that would see the union dictate trade with third country states ie. non member states. The law however cannot be implemented until the seeing up of a trade board and Covonant's ambassador to the CU delays the process so for now we can deliberate on a trade policy but it may in the next future change. Covonant can provide free trade agreement with Eutriston with the assurance that those products and services will only be traded with Covonant so as to not cause to much alarm with the CU. What Covonant for sure will be looking to do is provide investments to Eutriston while call and support Eutriston investment in Covonant. In Covonant my administration is looking for major investments to take place in Jueverna as well as see how best we can gain from Eutriston expertise in areas Covonant may lack in.

[Eutriston]

"I am totally for an increase of trade between our nations, but total free trade may hurt Eutristinian workers in the long run. What if we were to set the tax rate at two percent in both our nations and eventually ease into lesser and lesser amounts. That way no head long rush is made from the beginning and both our countries workers are protected from unemployment. The two percent number would really be a standardization just to begin with."

[Covonant]

The Finance Minister then interjected at this point.

"With respect to you Mr. James and your country's policies, Covonant will explore trade at2% tariffs which is relatively small noting however in the CU we trade at 0% tariff. I must ask about you views on investments and areas of specialties your country performs best in.

[Eutriston]

"Eutriston has a booming energy and manufacturing industry, the latter particularly based in vehicles. We have several premier tourist destinations, if any of these interest Covonant I shall await response. On the other hand, Eutriston would probably look for investment into our ongoing clean energy initiative, which would mostly involve investment into several clean energy farms and producers."

[Covonant]

"I believe Covonant can assist in the areas of clean energy as this administration is looking to give maximum support to clean energy initiatives as we wish to not have the nuclear meltdown occurrence of last December. I believe as we progress in or relations we will find more key areas to invest in and expand our relations" express the trade and development Minister.

At this time the Prime Minister turned to the cameras and spoke.

"I would like to thank the Archream of Eustrition, for his attendance at this bilateral meeting. We are both looking for our nations to increase relations through the establishing of diplomatic missions, extensive trade agreements and a commitment of both countries providing investment opportunities in both states. These are early days negotiating but as we progress we shall make good on the agreements we have made today. Thank you "

The Prime Minister then stood which saw everyone standing. The Archrean then stood as he and the Prime Minister were escorted outside the Cabinet Room. As the walked down the corridors of the Palatine Manor, the Pm informed Mr. James of the state banquet to be held later that night at the Presidential Palace.

"Mr. James, I an sure you are aware that your visit to Covonant is coming closer to an end. Tonight the Union will host a banquet in your honour as we celebrate your historic visit to Covonant. I am sure you would like to return to the Presidential Palace to get ready for your final event in Covonant."
