The Association of Luso-Hispanic Nations is a international organization composed by lusophone and hispanic countries in the Western Isles. Its main objectives are the approximation of countries with Iberian ancestry, politically and culturally and to incentive the mutual cooperation and development among its members.

IC Congress. Background:

The Congress is composed by one representative of each member state of the organization, fully or associates. They resides in Fortaleza, Dragão do Mar, meets seven days per week in the Congressional Building and leads the action of the ALHN.

Are main roles of the Congress to:
Create and plan new programs for the ALHN and ensure the efficiency of the existing ones.
Organize and/or participate of occasional reunions of organs of the ALHN.
Monitor and inform the execution and action of decisions and recommendations voted by organs of the ALHN.

Resolutions of the Congress go to action with consent of the majority of its members.

[Dragao do Mar]

Marcos Caruzo was designed the representative of Dragão do Mar. He was a former diplomat, graduated in foreign relations, and selected by the high offices of the Prime Minister Leonardo. Caruzo is a man of average height, with a partially tanned white skin and a long, thick brown hair.

In a car of the government, he arrived in front of the Congressional Building, that wasn't so distant from his house. He entered the building in modern architectural style without guards, and went directly to the Congressional Chamber.

Standing alone in the middle of the room with closed eyes, he decided to call someone of his staff. "Contact them and tell that we are ready" said Caruzo while tying his hair and slowly breathe in deeply. He took his seat.

[San Jimenez]

The representative to the Congress was named Thomas Kine. He wore the national sash of the country and a black suit. He had brown eyes and hair with dimples showing each time he smiled. He had a tanned brown skin and was only 27 years old. He had served two terms in the Confederative Branch and was a close friend of the foreign ambassador.

Before boarding the plane to Dragao do Mar, President Canone stopped him and granted him a quick briefing on his role in the Association. After, he boarded the plane. As the plane arrived, he clutched his suitcase and traveled to the Congressional Building. He entered the building and was directed to go to the Congressional Chamber. Upon entering, he saw the representative from Dragao do Mar. "Greetings sir," Kine said as he shook his hand. "Pleasure to meet you, I'm Thomas Kine in the representation of San Jimenez."

When the Thomas entered the room, Marcos, with a enthusiastic look, got up to the handshake.

"I'm glad to meet you, Mr. Kine, and in receiving you in Fortaleza" he said " My name is Marcos Caruzo, but you can normally call me Marcos. This is being an wonderful experience for me, to work representing Dragão do Mar in a international organization with such potential, and for you? We must certainly grasp this opportunity to approximate our countries by further conversations and the reaching of pacts of mutual initiative"

[Michigonia]

Catalina DeBruin walked briskly through the door her assistant held open for her. She was eager to begin her new assignment from the Ministry of Foreign Affairs, which she viewed as perhaps the last rung on the career ladder to the Federal Cabinet itself. Or a dead end. At 54, with her jet-black hair almost half grayed, her decades of foreign service work led her here, to being named Michigonia's Representative to the ALHN. She was glad to be in Fortaleza, one of her favorite cities, and the birthplace of her maternal grandfather.

Entering the Congressional Chamber, she saw representatives Caruzo and Kines, and went to greet them. She already knew Marcos Caruzo through her work, but had to introduce herself to the young Thomas Kines.

[Corindia]

Adán Zavala entered the hall and smiled at his fellow delegates. After making the rounds of the chamber, shaking hands and receiving introductions, he settled into his seat. It was good to be back in the game, he had not held a formal diplomatic position in the Corindi Department of Diplomacy since Corindia joined the League as a full member, leaving behind its previous observer status.

[Mirigli]

Thiago Cahdrin was grateful for his appointment to the Luso-Hispanic Association. His country was eager to enter international politics and to have other countries with common backgrounds, even if Mirigli was an associate. His brother, a member of the Sovereign's cabinet, had clinched the position for him. He had graduated from a foreign university, like most Portuguese citizens of Mirigli did. Before the revolution, he provided economic support to the Sovereign and worked as a stockbroker. He had advised his brother and other cabinet members economically for the present administration. Cahdrin was tall in comparison to the Hua at five-foot-ten and tan, with thick, curly black hair. His family had helped keep the Portuguese in some semblance of power in the Sovereign's government.

Being of Aldetoan heritage, Fortaleza had probably been inhabited by some of his ancestors. The thought captivated him as the car drove through the city.

He arrived in a taxi with a sole bodyguard and his assistant. Asking his guard to remain outside, he entered the building. After being led to the Congressional Chamber, he strode forward to greet the other delegates.

"It's grateful that i welcome you lady and gentlemen, Catalina DeBruin, Adán Zavala, and Thiago Cahdrin, in our Chamber."

Caruzo pulls four stacks of paper from under his table and gives one to each representative.

"Going direct to the point, i ask to you delegates to read and sign our treaty."

[Mirigli]

Thiago signed the treaty after reading it thoroughly.

[San Jimenez]

Kine observed the treaty thoroughly and signed it. He smiled and said: "I am proud to be able to sign this treaty for San Jimenez to enable an everlasting bond between our divine cultures!"

[Dragao do Mar]

"Bem-vindo, and, bienvenido to the organization" said Caruzo opening his arms in a greetings sign. "I know that our program of student exchange is already complete, and, as the vacation period will end in the of August in Dragão do Mar, we will receive the first foreign students in the beginning of the next month. You can say the same of your nations?"

[Corindia]

After signing the treaty, Zavala spoke up.
"Yes, we intend for the first batch of exchange students to begin their studies in the coming semester."

[Mirigli]

"Of course. Mirigli is excited to begin this program. However, we may have to delay bringing in new foreign exchange students until the spring semester in order to facilitate changes that will better welcome them."

[San Jimenez]

"Yes indeed, San Jimenez will enroll the students in late August at the beginning of the semester."

[Michigonia]

DeBruin signed the treaty as a flashbulb went off next to her for a Michigonian news outlet.

"Michigonia's universities will be ready for students by the end of the month."

[Dragao do Mar]

Marcos Caruzo grabs his own stack of paper, signing it.

"With all the attending representatives of members states giving the vote of commitment to the development of our organization, i declare the Association of Luso-Hispanic Nations officially established. May this institution prove to be a useful and efficient tool of cooperation between nations with similar backgrounds in many points."

He got up to a handshake with each delegate.

[Areguelista]

Sebastián Pareja had been designated Areguelista's representative to the Association of Luso-Hispanic Nations. As Secretary of State under former President Muñoz's administration, he was well suited to the job of Representative to the ALHN.

Upon arriving at the Congressional Building in Fortaleza, he was directed to the Congressional Chamber, where he greeted the other delegates. He read the ALHN's treaty thoroughly and signed it, after which he proclaimed, "Areguelista's universities will be ready for exchange students to begin their studies next month."

[Dragao do Mar]

"What a good news, Mr. Pareja. I must say that it's a pleasure to welcome you to the our Chamber and Areguelista to the Association. Now we can say that the ALHN is finally complete with your presence." Said Caruzo.

Now turning to the other representatives, he said:

"What would you think of having a summit of heads of government in a member state of the ALHN? I imagine that at any moment we should organize a state conference as it would provide better understanding and good opportunity to create more ties between our countries."

[Mirigli]

"That would be most beneficial. It would promote the connection between all the nations involved in the ALHN."

[Corindia]

"What a good news, Mr. Pareja. I must say that it's a pleasure to welcome you to the our Chamber and Areguelista to the Association. Now we can say that the ALHN is finally complete with your presence." Said Caruzo.

Now turning to the other representatives, he said:

"What would you think of having a summit of heads of government in a member state of the ALHN? I imagine that at any moment we should organize a state conference as it would provide better understanding and good opportunity to create more ties between our countries."

"I can imagine this would be helpful"

[San Jimenez]

I believe that would allow for our nations to grow in friendliness and culture. San Jimenez would be interested in that.

[Dragao do Mar]

"Wonderful. I imagine that we can later negotiate the date. About the location, which member states would be willing to host it?"

[Mirigli]

I would be willing to host it, but as an associate member that may be inappropriate.

[Dragao do Mar]

"I must agree with you."

[San Jimenez]

"San Jimenez would be willing to host in Gran Teran. Gran Teran seats the Jimenean government so I believe that would be significant for the association to have a presence in the national capital."
