Knowing that some cartoons contain many rude and inappropriate subjects including oversexualization, alcohol abuse, and over the top violence (including realistic gore and flesh damage).

knowing that many of these shows air on channels that also host kids shows during daylight hours in which many children are watching.

Appalled at the things some cartoons can lead some children to say and do.

Knowing that some cartoons frequently contains adult content and other things that are inappropriate for younger people.

acknowledging that most cartoons are not pornographic or disturbing.

noticing that some cartoons may mislead children into believing it is appropriate.

Hereby restricting adult themed cartoons from airing before the hours of 8pm-5am.|

Can anyone suggest edits or formatting fixes before I submit it, as well as confirming it's legality.

So far many people do not believe it will pass, but I am sure there are ways to improve it to atleast reach the table. Right now I would like to know if it is legal and some ways to make it more convincing

I'm not exactly sure about that, since anime is an art style more than anything. Not all animes come from japan and not all Japanese cartoons are animes.
That said this is still a horrible proposal. While some animes may involve child sexualization, this is not all of them and is more of a cultural thing than a inherent problem with the art style.
