When "the government" "breaks the law", it gets that power amended through a process called "judicial review".
The Judicial Branch is a part of the government. So properly stated, your sentence should be "when the employees and officials of the government break the law it gets that power amended through a process called judicial review."

International law exists only when it is in the USA's interests for it to exist. No other country can realistically punish us for any transgressions against it.
