Why can regions not start wars?

Well, they technically can but it would be 100% diplomatic. Blocking citizens from the other region from joining this region, ceasing all diplomatic discussions, and screwing with each other's military operations. The reason why people don't call this "war" is because there isn't (nor will there ever be) a real "war" function.

If you want war join cybernations they have the war aspect. Of course it's abused and you hardly ever get ahead in that game as a result. Can't just be left alone to grow your nation in that game, not like here
