Under the economy tab on a country's page, there are four sections that make up the pie chart: state owned industry, private industry, black market, and government. What does government mean in this case, and how is it different from state owned industry?

Under the economy tab on a country's page, there are four sections that make up the pie chart: state owned industry, private industry, black market, and government. What does government mean in this case, and how is it different from state owned industry?

The government slice refers to government expenditure - essentially this chart. State owned industry isn't necessarily an expenditure, and if the government is putting money into it, that will be covered in the 'industry' slice of the government pie chart.
