Welcome one and all to the Thirty-Third Edition of the World Cup of Hockey. Who among you will be able to rise to the challenge and win the title, who will have the pleasure of hosting the tournament, can someone dislodge the Valanora-Elejamie duopoly? For any of us to find out, first we need to gather up some participants and bidders. If you intend to bid, please do so in this thread by May 3rd at 2300 CDT, as the intent is to start the tournament approx two weeks from today.

To be considered valid, host bids must contain (at a minimum) details relating to scorination and the format being used. It is not recommended for you to make a WCoH bid unless you have at least some experience in hosting.

Puppet signups are allowed and must be declared as such, with a limit of 2 signups per user.

The Free Republics bid for World Cup of Hockey XXXIII

The Federation Government of the Free Republics presents the following bid for the consideration of the World Cup of Hockey Federation:

About the Free Republics

The Free Republics are a vast federation of Republics, spanning 3 continents, that pride themselves on being, from their perspective, the freest nation in the multiverse. In most of the Free Republics, you are free to do almost anything, so long as you have the money to pay your own way. Laws do very greatly between Republics, so be sure to read up on the local laws before entering a Republic. Republics are forbidden from restricting a number of basic freedoms, such as the absolute freedom of speech, the right to carry open or concealed firearms in public and the right to due process. Laws do exist against crimes such as theft and murder and there are laws against non-consensual assault, but one should keep in mind that the Free Republics defines consent in a broad manner. The Free Republics has faced political turmoil in recent years, with two administrations coming to power that ignored the federation's Constitution and violated many fundamental rights but under the leadership of Consul Nicholls and Consul Bolton, most of those laws have been repealed and the Free Republics is in the process of returning to normalcy.

In the past, the Republicans have fielded teams in 2 editions of the WCoH, including WCoH XXXII, which performed respectably but failed to reach the playoffs.

The user behind the Free Republics has hosted or co-hosted almost every major tournament in NS Sports including the World Cup, BoF, CoH, 3 WBCs, 2 World Bowls, an IBC, WCoH 23, the X Winter Olympics, other multi-sport events, a CR and a CE as well as many other tournaments over the years.

Format/Tiebreakers

The opening round of the World Cup of Hockey will utilize the Casaran System, which permits the use of any even number of teams for the final field. The Casaran Round will last 8 days and rematches during the Casaran Round will not be allowed. Regardless of the final numbers, the top 16 nations will advance to the Playoffs, which will be held under true double elimination rules. Challonge will be used to assist me in scheduling the playoffs. Any nations tied on points with the nation in 16th place, after the final Casaran day, will be guaranteed at least a play-in match. The Casaran Scheduler program will be utilized to assist with scheduling and avoid any unnecessary scheduling delays.

Ties in the standings will be broken using the regular Casaran tiebreakers: Points (2 for a win, 1 for a draw), Strength of Victory (points of teams you've drawn with + [points of teams you've beaten * 3]), Strength of Schedule (points of all opponents), Goal Difference, Rank + RP Bonus, Random Chance (meaning Casaran Scheduler will literally generate a random boolean value and use that to break the tie). Seeding for the double elimination playoffs will be done based upon the final Casaran standings.

Once the standings are tabulated, Casaran Scheduler will produce brackets. If an even number of teams have the same number of points, then they will all be entered into the same bracket and paired with the top seeded team facing the lowest seeded team, the 2nd highest seeded team facing the second lowest seeded team and so on. In the case of an odd number of teams with the same number of points, the lowest seeded team will be paired with the top seeded team that has fewer points, effectively converting the bracket into an bracket with an even number of teams. After all teams are paired automatically by Casaran Scheduler, the program will analyze the schedule it just produced, checking for rematches. Any such rematches will be flagged (with a * on both sides) so that I can make manual adjustments and Casaran Scheduler will print out a list of every team's past opponents so that I can quickly identify permissible swaps and make them.

Scorination & RP Bonus

Xkoranate will be used, with the SQIS for Ice Hockey scorinator that I created after WCoH 23, which has been used for several WCoHs since then. Xkoranate style modifiers will be used. RP bonus will be purely cumulative. I will not be revealing the bonus scale, though it will be relatively generous and fair to all styles of RP. In the (hopefully unlikely) event that the Free Republics advance to the playoffs, third party scorination would be requested. In the extremely improbably event that I enter a numbers puppet and said numbers puppet advances to the playoffs, I would request third party scorination for that numbers puppet's playoff matches too.
