ACKNOWLEDGING the contribution of Black Hawks to the global community.

KNOWING that this region creates unity amongst many nations and people.

ACKNOWLEDGING that despite their raiding they have helped to stabilize major regions and bring people together for a common goal.

KNOWING that many people have disagreed with them and caused unjust condemnation.

HEREBY commending the actions of The Black Hawks in strengthening the bonds of the global community.

Any region can be condemned or commended, as long as it exists at the time of either and the proposal doesn't break the rules.
Now for if a commendation would pass for a twice condemned region, probably not.

How, it has not been removed, and only one attempt first, not two. It is completely legal and is my opinion, I will remove it if you can prove it is illegal

Yeah, but the way you phrase it is everything. So you can say "Commends region X for their actions" for example, but not "Commending the actions of region X"

It's the region you are commending, not the actions. So that needs to be clear in the operative clause.
