In that case, I would suggest that the next move could be investing in scientific research, mainly in the study of germs. If we understand microbes, we could make bioweapons of unimaginable power. Afterall, we need some means of defending this region, and the best type of weapon is one you can't see.

1. mayor general Guderian and General Rommel ask me to upgrade the anti-armor tank for avoiding retalation when apply Blitzkrieg tactic in training camp.

Maybe we could get someone from outside the region to roleplay an NPC. Afterall, competition leads to conflict, and conflict would make this roleplay more fun.

While the letter instructs him to be no more than the government's mouthpiece, the government has in reality not given him any instruction as to what he may or may not say, so Mahito feels bound not to say anything until someone approaches him, whereupon he can express some personal feelings, but nothing that would be binding upon his government. After all, the chief minister is not someone he can afford to anger.
