Ban on Abortion

The World Assembly,
BELIEVING abortions to be immoral,
HEREBY BANS all abortions in member states, subject to prior unrepealed legislation.
Fairburn: There are two issues to consider here. Firstly, is this contradictory? Despite the protests of certain Ambassadors, both On Abortion and Reproductive Freedoms legalise abortion, so would a proposal banning abortion in all member states still be a contradiction even if such a ban were subject to those two resolutions?
More importantly, does this proposal actually do anything? Yes, the language fits the 'Strong' strength and in the event that the two aforementioned resolutions are repealed, it clearly has a tangible effect on member states' laws. However, at present, due to On Abortion and Reproductive Freedoms effectively neutering this proposal, could it be said that this proposal does absolutely nothing?
