I live in the Forest region and care almost solely about the environment. But when I converted to metric, my auto industry went up from 0! What can I do to recover from this crisis?
You can interpret the stats any way you want. Maybe the government is just testing out some electric cars to get a sense for how long a kilometer is, etc.
If you really want to get it back down to 0, check the pages for your issues on NSIndex. It lists the effects of each choice on your stats. It really helps me, and it'll probably help you too.

Never fear! I can confirm cars are still banned in Dr Planet. You have a positive auto manufacturing industry, but the cars could easily be made in Dr Planet and exported elsewhere.
