"Somebody takes a cop’s gun, you shoot him. That’s basic." - GCPD Internal Joke

IC: viewtopic.php?f=31&t=408750

Gotham Backstory
In 1635, Captain Jon Logerquist, founded Gotham City which later was taken by the British. During the American Revolutionary War, Gotham City was the site of a major battle between the American Patriots and British Loyalists, resulting in a British victory during the American Revolutionary War, and did not come under the reign of the Continental Army until the end of the war. During the early years of Gotham, the city was controlled by a total of three families that guided it's development throughout the centuries. These families being the Waynes, Cobblepots, and the Elliots who controlled most of the development of the city for centuries, only to be outpaced by the Waynes in the years after World War II. During these times, there were rumors of various dark occult meetings, rituals, and worship that have been said to have been occuring in Gotham since it's founding, yet nobody has been able to confirm such occult histories with many in Gotham believing that the city is just cursed to be evil. In addition to the dark rumors, various companies such as Wayne Enterprises, Stagg Enterprises, GothCorp, among other huge companies have unknowingly further divided the city by encouraging socio-economic downturn in some communities, and a vast disparity between the rich residents of Gotham and the poor, leading to tensions that have at times gotten to be very violent. In response to this growing frustration and downturn, various criminal organizations formed within the 1960's, and have control over a variety of small businesses, substantial portions of the Gotham City Police Department, infiltrated the city government, and encourages the corruption that has crippled the government to effectively govern, or do their lawful jobs. Today, in 1997, the Gotham City Police Department struggles to maintain law in order in a city where eight year olds regularly break into businesses to steal toys, and organized crime runs almost every city block.

Gotham City Police Department Backstory

The Gotham City Police Department is plagued with corruption from various influences in the city, and struggles daily to maintain even the appearance of fairness in law and order, with many cops accused of taking bribes, extortion, among other crimes that they are never charged for or simply bribe the judges to dismiss the charges against them. The United States Department of Justice has declared Gotham City to have the highest crime rate in the nation, with homicides and violent crime in the city nearly tripling it's closest competitor city, and Petty Crime being ten times higher then it's closest competitor city. The Gotham City Police Department has been investigated over thirty times by the Federal Bureau of Investigation, and a total of 200 officers have been arrested over a forty year period, yet this has lead to no significant reduction in the corruption of the GCPD. Many police departments around the United States have been found to transfer their worst officers to the Gotham City Police Department, rather then fire them in order to make their departments look better in the face of the public which the GCPD has been forced to accept. With the GCPD facing high crime rates unparalleled in the United States, a high corruption rate among it's officers due to organized crime influence, and a lack of public support from the State or Federal government, the Gotham City Police Department is mostly left to govern itself, which in the face of a rising crime wave has lead to more problems then solutions.

  • No Metagaming, Godmodding, etc.
  • No one liners, at least a paragraph.
  • Take disputes to a TG, not in the OOC.
  • Although this is Gotham, it will not have superheroes such as Batman, or Supervillians like Killer Kroc. We wish to encourage new small scale villains, that can play a large role. More then simply follow the Batman canon.
  • Be realistic with your character. Don't do something that's stupid. You're not going to be a White Knight of Gotham, and that's sorta the point of this RP.
  • Have fun, and be respectful. Ask questions if need be.

There are a few things in this RP that are noteworthy, and I will be taking you through them here. Please refer to the appropriate sections for information.

Gotham City Map
The map of Gotham City shall be found here. This will help layout the land, as well as allow better coordination between players. For information about landmarks, please refer to this link.

Police Headquarters
As you will most likely work for the Gotham City Police Department, you will be based at the Gotham City Police Headquarters building in Midtown, on West Flower Street which is present on the map. The only exception to this will be if you are apart of Major Crimes, to which you will be based in Upper West Hill, on Scott Boulevard. The Major Crimes Unit station is called the "2nd Precinct," with the Police Headquarters being the main policing building in all of Gotham. Due to lack of proper funding, only these two buildings exist for the police to operate from.

Criminal Roleplay
If you would like to roleplay as one of the crime families, gangs, or some private individual engaged in criminal activity, you will need to privately TG me in order for me to give you additional information on the character to ensure you understand the role and then fill out an application. This RP will mostly be centered on how the police manage such a chaotic city, with political pressure, and a rising crime wave.

Important NPC's
  • Thomas Wayne - CEO of Wayne Enterprises (Generic Good Hearted Richman.)
  • Simon Stagg - CEO of Stagg Enterprises (Generic Neutral Richman.)
  • Ferris Boyle - CEO of GothCorp (Generic Evil Richman.)
  • Jefferson Mark - Mayor of Gotham, put into power by the Falcone Crime Family through voter fraud. Currently in his first year, but has already replaced the police commissioner, and called for an end to subsidies for the Gotham Poor, leading to social unrests and numerous riots.
  • Edward Tulley - Commissioner of the Gotham City Police Department, put into power by Mayor Jefferson Mark. Regularly attends events hosted by the Falcone Crime Family, and is known to be very light on Organized Crime as a whole, placing more enforcement on petty crimes.
  • Troy Bradshaw - Chief of Police of the Gotham City Police Department. Originally part of the Major Crimes Unit, made his way to Chief of Police after organizing the arrest of previous Mayor Blackshield on charges of conspiracy. Considered incorruptible, Bradshaw has been the target of multiple assassination attempts, with one such event leaving him paralyzed from the waist down. Considering retiring soon, but still takes an anti-corruption stance.

Ay, Waz. I'm here with my character, AKA the first case for people who app as the cops/detectives and such.

Name of Character: Thomas O'Riley, M.D. (the newspapers call him, as his identity is unknown, The Butcher of South Channel Island)
Picture of Character: Thomas.
Character Age: 35.
Character Height and Weight: 6'7" ; 210 lbs.
Division/Faction: No faction/non-cop.
Character Rank: N/A.
Character Backstory: Thomas O'Riley was born to a tragic family. An only child, his mother died when he was a toddler... because of his father. His father butchered her, right in front of the young boy. Thomas would spend the rest of his childhood bouncing from foster home to foster home, never staying with one family long enough because he was sometimes viewed as strange or weird by some families, and some families were almost abusive. Others still did not want him because he 'misbehaved'. All that changed in High School, where Thomas seemed to be top of his class in biology and medical studies.

Thomas impressed the Gotham Medical Institute with his prowess and intelligence when it came to his knowledge of medicine and biology, as well as how to dissect various organisms. Getting a scholarship to GMI, he eventually graduated as top of his class with a medical license; becoming one of the youngest doctors to perhaps ever grace the earth at age 26. Hired at one of Gotham City's major hospitals, Dr. O'Riley, or as he preferred to be called, Dr. Riley continued to practice medicine and treat people who were sick or suffering. Of course, one day, something happened - something happened to Thomas that would forever make him more different than before, more different than some asocial quirky doctor.

He killed someone. Not on purpose, mind you; it was an accident. He hit a homeless man with his car. Thomas would get out of his car to check on the homeless man, only to see the man was dead. And... suddenly, without explanation, Thomas felt... wonderful. Elation. Oh, how refreshing - how amazing this feeling felt. But then, Thomas was temporarily filled with dread; why did he feel this way? And more importantly, what should he do with the body? There were no witnesses. And it was night time. Thomas decided to move the body; first, though, he went back to his trunk. Pulling out his surgical kit, Thomas slowly cut the body; dissecting it. He got a bit... carried away, and now he could no longer move the body. Deciding to burn it rather than move it,
he took something with alcohol in it and dumped it throughout the body; setting it aflame. That did not feel as good as when he first killed the man, nor when he began dissecting the body.

Thomas went on the hunt after this; wanting to feel that feeling again. His car was clean, and there was nothing tying him to the dead, crispy body found elsewhere in the city. First, he mainly went after the homeless - people no one would care about. People no one would miss. He'd convince them to come with him into an empty warehouse he'd found, and then render them unconscious with a hammer. That always seemed to do it. Thomas took great pleasure in torturing the people he managed to capture; indiscriminate of race, sex, and to a degree age, as young or old, no homeless person would escape his eyes as a possible victim. He still did his job at day, but at night, he reserved some time for himself to kill. Always keeping the bodies in an ever growing pile in that abandoned warehouse. Eventually, the space was full. The corpses were beginning to smell and that smell would attract attention; and so, Thomas used air freshener, trashbags and a hacksaw. Eventually clearing out the warehouse to one day start again.

Thomas dumped those bags along the edges of South Channel Island, near its docks; hoping they might be thrown away or into the water by dock workers. Unfortunately, that plan failed. The news took this story and went wild with it. Rumors circulated the city of the Butcher of South Channel Island. At least thirty victims, they said. Thomas laid low for the rest of that week, making sure to never be late for work and to return home when he usually did as far as his neighbors knew. Thomas felt the need again, soon after the week ended, though. He needed to kill again. Wanted to. So, very, badly. So, he decided, he'd dump his bodies elsewhere other than the South Channel Island. Of course, he continued to be known as the Butcher of South Channel Island according to the news, it's just they reported that he had been 'spooked' from dumping in the area.

The case got even more attention when Thomas chose his first somewhat higher risk victim. Thomas didn't even know the man's name, but the city did when he was found. He was reported to be a middle-ranking man of one of the Falcone family businesses. But Thomas knew that he was probably a member of more than just the front business. He wanted to see how people responded to the Butcher's change in attitudes; change in target. People seemed more scared than ever of the Butcher; even his coworkers told him to be careful driving or walking home. Thomas would have to stop himself from smiling a little each and every time. Thomas began hunting more higher risk victims; people with families. People with children. People who actually had people. Sure, there was still the occasional homeless man, but he began killing more people, although only twice a week at most, and he always dumped their bodies a few days later to clear out his warehouse. No one was the wiser, because no one even suspected the man... after all, how could a beloved and respected doctor be capable of such heinous acts?

Currently, ever since Thomas had his escalation, the GCPD has announced that "The Butcher of South Channel Island" is the current most wanted criminal in Gotham, and that the investigation into his murders would be top priority as the Butcher was still active. Thomas reveled in that; he was to be hunted as he hunted his victims, but the thing was, the police couldn't possibly know it was him. Nor did the crooks. Thomas was invisible as a suspect... for now, at least. There was no telling how long this would last. After all, Thomas knew, all he had to do was make one tiny mistake and the GCPD could find him... or maybe even Falcone instead. The latter was less appealing. But that wasn't going to stop the Butcher of South Channel Island.

Accepted. Very interesting character. Can't wait to have some GCPD action with him.

Thanks, Waz. It will be interesting. I think it'd be interesting for the GCPD to eventually figure out where his warehouse is due to vicinity of where the non-homeless victims were all last seen, and this helps them figure out that the people are being tortured / medically dissected first, and that leads them to investigate doctors.

And then they meet with Dr. Riley, eventually, since he works and lives not too far away, similar to some of his other coworkers. I wonder how well the Doctor will do under pressure and if he'll manage to keep hidden in plain sight.

Yea, I'll be apping later a RHD detective in the GCPD to handle a lot of cases. So, will be a very interesting story to go after.

Mhm. Also, for the roster, will there be a tagging system in the future? i.e. "Arrested" ; "KIA" ; "MIA" etc. as well as how they were killed and whatnot. It might also do to say 'Arkham Patient' as a separate tag for those arrested and sent to Arkham, to make the RP more dynamic so characters who app as say, Arkham Asylum guards (pretty sure Arkham's still open, not sure) have patients to work with.

I haven't actually thought of that, but I believe I might. It does seem like something that may come in handy. I'll even put some of the important NPC characters their too.

Sounds good. Just spitballing ideas that might make things more organized for you, you know? :p Anyways, yeah. This looks fun. Hope this gains more attention.

Question, being 1997, wouldn't it have more modern police cars like the B-body Chevrolet Caprice?

Name of Character: Bart Magan/Paul Dent/No-Face
Picture of Character: Image
Character Age: 28
Character Height and Weight: 6'6 ft, 180 lbs
Division/Faction: the Falcone crime family
Character Rank: Enforcer
Character Backstory: Bart Magan was just another petty criminal living in Gotham, working under the Falcone family as a fence and a con-man. However, he was threatened by one of the more-unscrupulous GCPD officers (working for the Maronis) into giving up information about his superiors. He was released from custody soon afterwards, but was justifiably afraid for his life. He needed money, and he needed to hide the distinctive facial scars that would allow the Falcones to hunt him down. Fortunately, an opportunity appeared to be rid of both - A Dr. Paul Dent was testing a pharmaceutical designed to remove scars, and was willing to pay potential guinea pigs a few hundred dollars for their services. Desperate for money and a way to hide, Bart signed up.

The drug was a complete failure. Most of the test subjects developed cancers from the artificially-induced rapid cell division, and the remainder simply weren't affected. All except for Bart. The scar-removing drug seemed to have a paradoxical reaction of some sort with him, as instead of healing scars, it caused any wounds he gained to grow a thick, permanent layer of scar tissue within minutes. But there was a flaw - The drug didn't always differentiate between natural orifices and wounds, and over the weeks after the experiment Bart's entire face was slowly covered by a thick layer of scar tissue, leaving his entire face blank. The random nature of the drug's defects meant that his ears, pores, and private regions were left untouched, but his life as it previously had been was over, and Bart experienced a psychotic break.

Bart returned to the lab and murdered Dr. Dent, then destroyed all documents he could find mentioning his previous identity, most of which were at Dr. Dent's lab. He then secretly stole the identity of Paul Dent, adopting some of the late doctor's quirks, and referring to himself by that name. This allowed him to completely sever himself from his past and those hunting him. He should have been somewhat content, but he was being driven mad. Bart/Paul realized that between his two personas he ultimately had no identity whatsoever, and set out to create a new one through making himself remembered. As a penniless man with no records, a serious disability, and no experience in any legitimate field, he decided that returning to the services of the Falcone family under his new name was the best way for him to be immortalized. One of the first of the metahumans and "freaks" to join the ranks of a criminal family, he is currently a low-level enforcer with a few men under his command.

Also, a quick overview of his skills and powers

Abilities: Imperfect healing abilities, sealing cuts and wounds with thick scar tissue that prevents him from bleeding out and reducing the pain he feels. Highly developed sense of hearing, allowing him to navigate environments using it alone and making him better at picking up subtle sounds others would miss. Skilled street brawler, with some fragmentary knowledge of martial arts. Cunning, ruthless and knowledgeable regarding biology and medicine. Has a very good poker face.

Weaknesses: Is blind and mute, requiring hearing and touch to navigate and sign language and written notes to communicate. Cannot eat normally due to his lack of a mouth, and is reliant on https://en.wikipedia.org/wiki/Parenteral_nutrition Parenteral nutrition , facilitated with equipment stolen from Gotham General Hospital

Yes, but since this is Gotham the police are intentionally left with low-end equipment to do their jobs to make them less effective. This city is mostly controlled by private business interest with their own goals and organized crime, and neither of those entities would want the police to be too efficient in their duties. And with corruption in all branches of government, they ensure that the GCPD gets a lot of hand-me downs. Since the dodge diplomat ceased production in 1989, the GCPD has been hardstruck in efforts to fight for new equipment and vehicles. Just a sign of the corruption really. Maybe a mayor will rise up and help them get new vehicles, but until them they work with what they have.

Name of Character: Giovanni "Sad Song" Falcone
Picture of Character:
Image

Character Age: 42
Character Height and Weight: 5'6 ft, 150 pounds
Division/Faction: Falcone Crime Family
Character Rank: "Capo" or Captain
Character Backstory:
Giovanni loved the mob, and the mob loved him. He loved the lifestyle, the aesthetic, the codes, and most of all the money; at least at first. When he got made, money was all he cared about. He spent his whole life getting to this point, everything he sacrificed, the people he killed for scraps, everything seemed pointless after he made his first 100 Gs. He had a nice house, a car, a life, for once in his fucking life he was safe and secure, but none of it fucking mattered now. He stared silently at the ceiling fan many nights, wondering where he went wrong in his life. One morning his wife found him on the bathroom floor, pills scattered on the ceramic tiles, Giovanni doesn't remember what happened afterwards. Days blurred into weeks as he recovered, papers came and he signed them; bills, divorce, alimony, all signed with a barely legible script. He didn't know how long he sat in the hospital, eventually the doctors became aggressive, he needed to leave or go to another ward. So he consented to be moved to the other Ward. Clean shining white walls and floors, shock-proof glass, he wasn't allowed to have forks or knifes when he ate, it was miserable. His mother visited frequently at first, then irregularly, and she stopped coming after he turned 35.

A woman came to him, and she spoke, "I'm here to help you." Nothing he hadn't heard before, but it was something about the way she said it.
Something clicked in Giovanni that day. He got better, with her help, she coached him through every day, and he began to speak again. Giovanni recovered and began to walk and eat with utensils, conversation became easy, and purpose was found in living day to day. Eventually Giovanni left the hospital, and the woman left his side, he made it back into the life and his reputation of spending years of his life in a mental ward earned him the nickname of "Sad Song".

After returning to his Uncle's good graces, Giovanni reclaimed his position of being Made and took to the life with a new drive and purpose, he wanted to succeed, and succeed he did. Giovanni became Capo of Sandy Hook and with that the Stadium and dockyard became his favorite playthings. Giovanni's new purpose in life was clear to him, he lived that attempt on his life because he was a Savior, a Savior of man; and he lived being institutionalized because he was strong. Even if the darkness inside of his mind returned he could still push through, because he now had a purpose.

Physical Traits:
Steady Hands: Giovanni has used his hands to take the lives of other humans, and is not squeamish at the thought of killing another.
Melanin Deficient: Giovanni has whitened hair. Probably because of a melanin deficiency.

Mental Traits:
Melancholic: Giovanni is prone to bouts of depression, and is generally very somber.
Head-Shrink: Giovanni attends therapy twice every week and has been diagnosed repeatedly with a "Savior Complex".
Discord: Turkducken#3718

Name of Character: Richard Parker
Picture of Character: Image
Character Age: 45
Character Height and Weight: 6ft, 155lbs.
Division/Faction: Robbery-Homicide Division
Character Rank: Detective
Character Backstory: Richard Parker was born in Los Angeles, California in 1952 to a single working mother and no father. Throughout his childhood, he was exposed to racism, sexism, and other forms of discrimination that took quite a toll on the boy during his youthful years. During this time, the Los Angeles Police Department, thought to be one of the most corrupt departments in the United States was undergoing major anti-corruption reform during Parkers childhood. The Chief of Police, William H. Parker had begun to make the Los Angeles Police Department more accountible to administrative oversight rather then political officials, and began a process of increased standardization among the force to make it more in line with the style of policing common in military procedures and protocol. Although Parker was not apart of the LAPD during his early years, he heard stories about the horrors of Chief Davis and the police hit squads that gunned down criminals in the street with no trial and locked people in mental institutions which appalled young Parker. When Parker was sixteen, he would begin taking part in various protests against police brutality, and had gotten on board with Civil Rights activists who had been scoring major defeats to various unethical practices in all parts of the country. Parker however, was never much into the politics of anything and mainly attended these rallies and marches to show what he believed was the basis of human humility an understanding, rather then a concentrated political effort.

At age 18, Parker would join the United States Army and would deploy to Vietnam in the year 1970. During the Vietnam War, Parker served as an infantryman with the 21st Infantry Regiment, 3rd Battalion which was the last infantry unit to leave Vietnam in 1972. Parker would leave the service in 1978, gaining valuable experience in both fighting and the effects of politicization of conflicts, which he believes is exactly why problems don't get solved leading to an inherent distrust of politicians to this day after Richard Nixon's handling of the war and the collapse of the State of Vietnam. After leaving military service, Parker would return to Los Angeles and apply to join the Los Angeles Police Department, succeeding in 1979. Although he continued to face discrimination due to his race, he genuinely believed in the cause of protecting and serving, and although it wasn't peachy, enjoyed being a police officer. In 1987, he would take the detectives exam to become a detective assigned to the Robbery Special Section of the Robbery-Homicide division. During his years working as a detective, he would see the inner and outer corruption of the LAPD and the City of Los Angeles, that began to take a toll on him. Cases went unsolved, reports were ignored, and cops were cleared of corruption charges. In 1991, things hit a breaking point. Rodney King, a black taxi driver was beaten by LAPD officers, with little provocation by the suspect. After judicial proceedings, the officers were found to noy be guilty which plunged the city of Los Angeles into one of the worst riots it's ever seen. Businesses burned, stores were looted, until eventually the National Guard had to personally come into the city to restore order.

This, on top of Parkers mother dying of a heart attack lead Parker to resign the Los Angeles Police Department in 1993 and move as far east as he could. It was at this time, that Parker had reached Gotham City. Not long after he arrived, he witnesses the immense amounts of prostitution, petty theft, and harassment that was unheard of in most of America, not even for it's major cities. However, he did nothing to stop it, preferring to gather himself into an apartment a start a new life. He got a job as a security guard for a bank, taking over the night shifts for over a year. At the beginning of 1994, this all changed. As he was performing his nightly rounds, an explosion from the vault was heard which caused him to rush to the scene. Although the vault door was closed, he could see the visible damage of the walls alongside it, knowing that something was deeply wrong. He immediately sounded the alarms, and rushed out the front door to head to the back to try and catch the bank robbers, only to witness their van driving off from the site of a massive hole that extended into the vault. When the Gotham City Police arrived, he explained everything to them, yet due to not having a description of the van nor any footage of the incident, the police claimed there wasn't anything they could've done and that the bank was at fault for not having more of a security system to prevent incidents such as this.

This statement angered Parker, and for the remainder of the night all he could think about was the sheer incompetence of the police force to even do their job of actually investigating the crime scene. It was this anger, that drove Parker to quit his security job and apply for the Gotham City Police Department. He was assigned to standard patrol, where he got to see the city in the same manner in which he saw it when he first arrived to Gotham. A corrupt cesspool of criminality, that needed to be eradicated. Over his nearly three years of working in patrol, he eventually again became a detective this time with the Gotham City Police Department, assigned to Robbery-Homicide. This time, he hopes to make a true difference in his city, unlike what happened in Los Angeles.

Name of Character: Kareema "Karen" Howard
Picture of Character: Image
Character Age: 37
Character Height and Weight: 179 cm, 65 kg
Division/Faction: Major Crimes Unit
Character Rank: Detective
Character Backstory:

Born in Dhaka, Bangladesh of the sole daughter between an American businessman who owned business in Bangladesh, and his Bengalis secretary. Both grew up without parents, though in her father's case he was adopted while her mother forced to fend herself on streets until she was adopted as well, and grew up differently. Her father grew up in normal childhood, while her mother was adopted only to be became a member of gang. Of course, she grew up fine because of her father has businesses in Bangladesh, a textile one. However, the 1971 Bangladesh genocide forced them to returned back to USA, specifically New Jersey, and her father lost much of its wealth, though he managed to built a small textile company. In time, she experienced racism because of her different ethnicity as well.

She grew up to be a fine young woman, with her father soon gained investments to built off more factory, though he never indicated where did the money came from. Her mother had died of illness, she took it quite well, though. She wasn't quite familiar with what happened in America, but she took off on protests on civil rights, nevertheless, at least until she graduated from high school. She didn't quite found comfort in her house anymore as her father began to be embroiled in crime business, making his factories as money laundering fronts. She decided to enlisted into the US Army on 1978, on the age of 18, and subsequently found another layers of racism, sexism. She took it quite well, perhaps because of her rough childhood of different ancestry. She was soon involved in the Lebanese Civil War from 1980 until 1986, when she took a military discharge and returned home, as per her father's request.

There, she found the harsh truth.

The investment came from crime family, which didn't surprised her. And it was from her father's friend, an Irish-American investor with links to crime family. But when he heard upon her enlistment into the military, he decided to pulled some...strings with his connections. It turned out the business of his father didn't go well, and to top of that, he attempted an embezzlement of his friend's funds, cost his friend a lot of money. In return for his father's safety, she was to be an "inside woman" of a police department, despite the corruption within it. The Irish family was Sullivan, subordinate of Falcone. She was sent for a college's Bachelor Degree in Criminology and subsequently entered application for GCPD on 1990 and moved there. Despite the cold situation between the two, she still loved her father.

She was first shocked upon the corruption cesspool in Gotham, and appalled by the looks of it, and the corruption within GCPD itself, but she found herself powerless to do anything about it, and instead followed the flows of the river instead, to find her future. Four years into service, and she found a promotion to MCU, regarded as the cesspool of corruption, the most corrupted. Politicians, companies, even gangs. She soon built a reputation as a tough and pragmatist detective, as well as her considerable incorruptible, despite her incurring dangers to her father because of that. As she found herself into 7 years of service, Sullivan and Falcone became less of friends and more of rivals, and with her possible promotion as Sergeant (which is partly influenced with her connections to Sullivan, and to a lesser extent, Falcone), she will be embroiled into the internal affairs of crime, corruption, and politics much more deeper...
