Well rather than some SOAR cell or heck even SHOCK, the Merrit Liberation Front did make more sense actually.
Lovsk would remind Merritians of a similar fate and you know enemy mine once they figure that Atnaians are involved.

I asked him about it - he said he would love to support any movement which would oppose anti-communist nations such as Ostehaar, no matter if that movement is communist or not (and, of course, his proxies would try to spread communism as well). I don't want the issue of spreading communism to be a major factor in the story - it is mostly just a war waged by the extremist factions of the local oppressed population against the occupying powers. I want to leave regional concepts such as communism out of it for now, other than SOAR (who are already involved to some extent).
So this Workers Party may be involved, not not significantly and not in a way which would "rob" the struggle away from the nationalistic Lovskians.
