Montroulez seeks to buy obsolete tanks

Objective/Purpose

The Arme Montroulez, desiring to enhance its defensive capabilities and deter foreign aggression against the peace loving people of the Principality of Montroulez, seeks the delivery of one thousand battle tanks for use as fortifications and live fire training devices.

Key Dates


This Request For Proposals is open for a period of five days (until 25 March 2017) after which time the proposals shall be evaluated. A procurement decision is expected no later than 27 March 2017.

Expectations


Key requirements of this proposal are as follows:
  1. The provision of 1,000 battle tanks to the Arme Montroulez
    1. These battle tanks are to be armed with a high velocity cannon of no less than 105mm and armored against a similar threat
    2. Battle tanks to be provided shall not have suffered battle damage or to have been substantially rebuilt due to circumstances other than normal wear and tear or upgrading
    3. As the large majority of these will be in fixed positions, provided battle tanks do not need to be in running condition but all elements of the fire control system must be in working and functional condition when provided.
    4. Accuracy of the battle tank main gun is to be no less than 0.5 mil at a distance of 1,000m and a first shot hit probability of 70% at that distance against a T-72 sized target while using APFSDS ammunition.
    5. Preference shall be given to tanks equipped with an autoloader system but it is not a requirement of this RFP.
  2. In addition to the battle tanks themselves:
    1. A quantity of 125 each of the following shell types shall be provided per tank: APFSDS, HE, HEAT (or HESH/HEP).
      1. In lieu of ammunition provision, sufficient machine tooling to outfit an appropriately sized factory for the domestic production of the ammunition shall be considered acceptable
  3. All technical drawings of the battle tank in in first angle blue prints such that spare parts may manufactured as necessary.

Delivery Timelines


  1. Delivery of technical drawings as part of the contract shall be no later than 30 days from acceptance of the proposal
  2. Delivery of the first battle tank within 6 months (180 days) from acceptance of the proposal
  3. Delivery of the entire delivery of tanks and other materiel shall be accomplished within no more than 2.5 years (900 days) from acceptance of the proposal.

Pricing

Proposals shall be submitted in NSD and are to be all-inclusive fixed price contracts, though a range of options is acceptable. While pricing in NSD, bidders may offer to receive payment in another means (such as raw materials), however this will be elected only at the sole discretion of the Arme Montroulez

On the 39th floor of the Capitol Spire, deep within the offices and cubicles serving Foreign Affairs, in a windowless nook adorned with half-read reports and half-eaten bagels, Fred Matthews sighed. Carly Bryce, his co-worker and friend, nodded in mock sympathy.

"Yep, you missed it," Carly said as she pat Fred on the back. "You were probably too busy checking out that new girl in the trade office, weren't you?"

"That's not the point," said Fred, exasperated as Carly laughed. "What the hell am I going to do? I was supposed to handle this, but it says right here: "open for a period of five days (until 25 March 2017) after which time the proposals shall be evaluated."

Carly shrugged. "Just send it in anyways, maybe they haven't gotten to that part yet," she said.

"What if they say something about us missing the deadline?" asked Fred nervously. "Then everyone will know I screwed it up!"

"You've already screwed it up," said Carly. "Just finish it up and send it in, you know how bureaucracies are, I'm sure it'll be fine. And if not, it's not like you made it worse."

Fred frowned, but could see his friend and frequent lunch-partner's logic. He nodded to himself, and began to look for the technical details he knew were on his desk.

"Atta' boy," said Carly cheerfully. "Go get 'em."

A few hours later, the overdue diplomatic transmission was finally sent.

Greetings,

The Federated Union of Democratic Colonies would like to propose the sale of 1,000 Centurion DC Mark IV tanks. These specific tanks were manufactured between 1970 and 1986, and were withdrawn from active service between the years of 2000 and 2001. Since withdrawal from service, they have been stored and maintained in the Democratic Colonies Army Materiel Reserve. They are in combat-ready condition, and are immediately mission-capable.

The Centurion is a well known design, with plans and schematics for the original variants readily available on the open market. The DC Mark IV is, like most Centurions, equipped with the Royal Ordnance L7 105 mm L/52 rifled gun. The DC Mark IV also features, however:
[*]Perim Electronics computerized fire-control system
[*]Perim Electronics all-weather day/night Forward Looking Infrared (FLIR) thermographic sensor suite and gunnery sight
[*]Marshal Anderson Optics and Lasers range-finding lasers integrated to commander's and gunner's sights
[*]Explosive reactive armour designed to maximize tank protection and survivability
[*]Redesigned commander's cupola for greater visibility and protection
[*]Morningstar Motors Series-MT V-12 diesel engine for more reliable power production
[*]Morningstar Motors Series-MT transmission for efficient, reliable turret movement, gun elevation and depression, and smooth target tracking
[*]MG3 7.62x51mm General Purpose Machine Guns mounted coaxially and at the commander's cupola

In addition, as per your request for proposals, each Centurion DC Mark IV tank will be accompanied by:
[*]125 rounds of APFSDS ammunition
[*]125 rounds of HE ammunition
[*]125 rounds of HESH ammunition (in lieu of HEAT)

The price that we propose is $400,000 per tank. Should this prove to be acceptable to you, all blueprints and technical information regarding the upgrades and modifications that the DC Mark IV has enjoyed will be made available to you immediately.

To whom this may concern,

On behalf of my Emperor, His Imperial Royal Majesty, Emperor JC, The Empire of Common Territories wishes to offer your government an arms contract that it may be interested in. As a nation with a healthy arms industry, TECT remains a bastion for military arms old and new. TECT still has a large inventory of Feurig 1A1 main battle tanks dating back to the 80's; of course these tanks have been well maintained in our storage facilities for emergency use and future applications - the latter of which basically means most A1 models in Commoner use have been upgraded to the A2 model. The TECT Government is always interested in conducting business with other countries looking for assistance or mutually beneficial relationships. Therefore, His Imperial Royal Majesty the Emperor has approved of the following deal: TECT will sell the requested one thousand Feurig 1A1 main battle tanks, one hundred and twenty-five rounds each (in one hundred and five millimeter caliber of course) of Chaos-1I2 (HEAT), Chaos-2K1 (APFSDS), and Chaos-3D3 (Anti-Personnel). The market value of all these items combined could reach over ten billion NSD. TECT is, however, willing to lower this price by discounting the cost of the tanks and shedding one billion NSD from the final price tag. Therefore, we request payment of $8,000,290,625 NSD in return for the items listed. The cost of shipping said items to your chosen destination will of course be handled by the TECT Government. If these conditions are to your nation's liking, or there is further negotiations to be had, please let us know as soon as possible. Once the deal is finalized we'll initiate our end of the deal by beginning deliveries immediately - it should take three or four months to complete the entire transfer of listed items. We expect either the full payment upfront or payment to come gradually in a payment plan agreed upon by both parties. Thank you.

The Arme Montroulez is pleased to accept the offer of the Federated Union of Democratic Colonies for the sale of one thousand (1,000) Centurion DC Mark IV tanks in response to contract proposal S13-05-21TQ. A sum equal to 10% of the total contract price (NSD$400,000,000) has been deposited in an escrow account with the Bank of Montroulez to be transferred upon the receipt of an appropriate destination account and confirmation of the reception of technical drawings; further installments shall be sent proportionally as tanks and equipment are received. At this time arrangements are being made for a small delegation of senior cavalry officers to travel to the Federated Union for liaison purposes and to handle any difficulties that may present themselves.
