For reasons related to the Civil War, a slightly excessive percentage of America's military bases are located in the Southern US, so they would inherit a lot of military hardware. Now are nukes a factor in this? Because that seems like it would very quickly bring an end to the whole thing. Of course everyone thinks that North Dakota has a ton of nukes, but by no means do they have them all, and - if anything - their reputation means that they're just going to get preemptively nuked that much harder. There are a few other states that have similar silo arsenals, but I'm not sure how to divvy up the weapons belonging to US Naval and Air Forces. For simplicity's sake, let's just say that every Ohio-class submarine goes to the State they're named after.
In which case, based on this map, I'm going to say Oregon.
