I think the point of saying "lawful content" is that every nation has a different definition of what "lawful content" is and this proposal is leaving it up to the nations to decide what is suitable for their nations. I much prefer this approach than having The WA telling me what they consider to be lawful and unlawful.

"I agree with the ambassador from Calladan. In addition, there are some types of content which are protected by World Assembly law, so governments cannot prohibit that content. I have addressed the definition of Internet before. Finally, this improves Social Justice by reducing income inequality, as I have stated before. I assure you, Ambassador King, I do know what I am doing."
