OOC: The RP is open to anyone interested in what is going on. If you want to get involved but haven't been involved in an FKC RP in the past feel free to tgram me for an explanation of anything.

And so it came to pass that the Government of the Free Republic of Ilek-Vaad, the great and eternal adversary of the United Holy Realms of Dyelli Beybi fell into anarchy and ceased to function... at least for now. Ilek-Vaad and Dyelli Beybi shared a homeworld, which the Dyellians had named 'Daer' and for a long, long time, the two Nations had stood in opposition to one another, both despising the other but neither being prepared for what a war would cost them. The 'Red Crocodile' of Dyelli Beybi glared out across the Bay of Lunacy at the lands of the 'Grey Jaguar'. The two states had more in common than they had ever wanted to admit. Both were more-or-less democratic, both were heavily militarised and both had aspirations of drawing their flag over as much land, on Daer and across the stars as they possibly could (although neither would admit it).

There were diferences as well. Ilek-Vaad had been a centralised regime, Dyelli Beybi was about as decentralised as a State could get before all of its constituent parts declared independence. The Dyellians regarded the Vaadians as uncivilised, honourless barbarians. The Vaadians saw the Dyellians as treacherous, untrustworthy barbarians. The Dyellians saw themselves as the spiritual successors to the Federation of Klatch, once the great power of Daer, and had as many races and cultures as there were words in a dictionary. The Vaadians had never joined the Federation and had attempted to foster an 'enlightened' culture among the people they colonised.

As the Vaadian regime had slowly collapsed, sage commentators in Cyro, the capital of the UHR, had nodded knowingly. It was, they said, the inevitable result of the Vaadian centralised structure and attempt to breed a uniform culture. Meanwhile, the Generals prepared.

Between Ilek-Vaad and the UHR were a number of states that had, at one point, been Federation States. The Dyellians would have absorbed them years ago but the Vaadians had been ready to fight to keep the Dyellians out. Similarly the Dyellians had been ready to go to war if the Vaadians attempted to occupy former Federation territory. Without the Vaadians to keep them under control though, Dyellian expansion was inevitable...

The first place struck was the former state of Monte Ozarka. Monte Ozarka had collapsed into anarchy long ago and for a brief time had been occupied by troops from 'Vrak', a State which had eventually been absorbed into the UHR. There were quite a substantial number of Ozarkans who had moved into the UHR since the fall, entering as refugees fleeing the bandits and warlords that had taken that part of the world over. The Dyellians had taken them in, somewhat grudgingly, but had never seriously considered bringing order to the State. Until now.

Usually an invasion by Dyellian forces would have been anticipated by a Government declaration of some sort. This time they did things differently. As the sun rose over the Dyellian border, the bombing started. Communications structure was hit along with anything that looked remotely like a military base or vehicle. The operation was presided over by 'Archgenikos' Lukas Bagdonas, the man who had led the Dyellians to victory in Vrak. The attacks were followed up, immediately by four armies, nearly 2,000,000 troops in total who attacked the former Klatchian state from all directions, quickly smothering any local resistance they encountered. It was only later that day that the Tzarina appeared on National Television to announce that the Dyellians were intervening on behalf of the Monte Ozarkan government in exile and that Monte Ozarka would be seeking recognition as a State of the UHR. Meanwhile reports began to come in of Dyellian airstrikes and artillery salvos hitting civilians.

It was invasion and conquest in all but name.

Meanwhile, far to the South-West another Dyellian State (Fasta Benj) took the opportunity to land troops in the 'Squall Free State'. The Squall Republic had been an enemy of theirs long before the formation of the Federation and while there was now nothing left of the former Republic apart from ruins and the odd fishing village, it was of strategic importance in the control of the Squall Straight. The Dyellians had once controlled the Straight with a massive naval platform but the Vaadians had forced them to demolish it after the place had been used by Dyellian 'pirates' (who were almost certainly state sponsored). The place had lost its strategic advantage though... unless it was being used as a staging post to attack somewhere else. Somewhere like the Vaadian enclave of Alcona and Hubris.

Minister for External Affairs - Report on the Situation in Klatchia
The Vice-Minister for International Security (VMIS) reports that the United Holy Realms of Dyelli Beybi (UHRDB) has commenced a major military operation in Monte Ozarka, with a secondary military operation in the Squall Free State. Both operations are military conquests of the named territories. Current projections are that Monte Ozarka will be occupied within five to seven days, the Squall Free State within four to six; pacification of the territories is expected to take no more than three to five months, with comprehensive integration into the UHRDB within the next twelve. Reports are coming in of collateral damage in civilian areas.

These operations have been brought about by the ostensible collapse of the government of the Free Republic of Ilek-Vaad; the Vice-Minister for Extraregional Affairs (VMEA) has contacted the Embassy in Great Laasic. Ambassador Créyan reports that the Vaadian Government appears to be fully functional, but there is strong evidence for a mass fractal displacement. VMIS assets concur; they are unable to sight any familiar Klatchian landmarks from the Vaadian border, and satellite imagery does not place any Vaadian assets in Klatchia.

The Vice-Minister for the Imperial Defence (VMID) advises that military intelligence analysis predicts a 72% likelihood of the Squall Free State being used as a staging ground for military operations against the United Duchies of Alcona and Hubris within the coming month.

VMIS concurs with this analysis.

Premier’s Remarks
The matter is of direct interest to the Realm. How the Vaadians respond, if they respond, if they are capable of responding, is something we must be appraised of as soon as possible. The Embassies must be prepared to evacuate our citizens in the UHRDB if there is a hostile military response from the Vaadians. The Premier reminds the Cabinet that the UHRDB is an amicable nation, quite capable of self-defence, but nevertheless that Imperial recognition of the territorial changes would be considered extremely valuable.

The Premier also reminds the Cabinet that the collapse of Klatchia into anarchy cannot be tolerated.

The Premier is concerned by the news of civilian collateral damage.

-MEA to place the DAR on standby for humanitarian deployment to Klatchia
-VMIS to intensively monitor the situation
-VMIS and VMID to continue their analysis and regular reporting
-VMID to place the Second Fleet on alert and prepare for deployment to Klatchia

The message arrived just after lunch. As was the practice, Ambassador Claudia Black was simply informed she had an appointment with His Serene Majesty’s Government; the few times an Ambassador to the Realm had been actually issued with a summons it had been because the Serene Government was truly furious and was ready to unleash the Imperial Space Service. No, this was an appointment.

But this time it wasn’t at Catherine Court, here in Arn-Maciska, with the Vice-Minister.

No, this time it was to Saragova; an appointment with the Premier, the Lady Justina Valdir.

A hypercapable courier was already waiting at Akti XIV Aerospace Port to ferry the Ambassador to the Imperial Throneworld.

As it turned out the invasion of the 'Squall Free State' went a lot faster than had been expected by the VMIS. It took a lot less than seven days; It took seven hour, to be precise, though the Benjians had made no attempt to pacify the whole island. They had landed with three divisions - just under 150,000 troops and seized, with almost no resistance, the city of Rantorp and a small amount of surrounding countryside. Rantorp was significant in that it sat just to the West of the straight and had once been a deep sea harbour.

Much of the city was in ruins now, though it did still have a mayor and an electrical grid that serviced about half of the inhabited section of the city. The Benjians had landed paratroopers and air dropped light tanks on the outskirts. The local militia had put up some sporadic resistance. Eight Benjians had been killed and a tank knocked out, though the militia had never really slowed them down. When the fighting moved the the Civic plaza the mayor had given the order to surrender.

Other units had fanned out into the surrounding countryside, securing the old airport and quickly commencing repairs. Once it was clear nobody was going to fire on it from the shore, the Benjians also moved a survey ship into the harbour.

No statement was forthcoming from the Imperial or Benjian Government to indicate exactly what they were up to, although a political analyst with the Desagradavel Herald (based in Guyaland who had not, as of yet, involved themselves in any military operations) had suggested this might be because they didn't have a Provisional Government to install yet. Until one could be put together, it would be hard for the Benjians to justify their actions. The theory was widely taken up by other media outlets, although it was second page news compared to the war in Monte Ozarka where Vrakian forces (the war was being carried out by Vrak, the Djel Valley and Diocletian) had encountered unexpectedly heavy resistance...




Meanwhile in Arn-Maciska-upon-Midgard...

Claudia Black appeared at the Aerospace Port about five minutes before she was supposed to, which was fairly typical for her. She wore a simple but well tailored grey skirt-suit and wore her auburn hair tied back in a sensible pony tail. It was the same way she always dressed. Smart, professional, perhaps a little dull.

Following the abolishment of Gwlad Cloi she had enjoyed a brief celebrity status in Dyelli Beybi - As the only permanent overseas Ambassador she became a symbol of everything Dyelli Beybi could be if it tried to work with foreigners rather than shooting at them on sight. The phase hadn't lasted all that long, mostly because Black had consciously tried to avoid the limelight and had succeeded in keeping the media out of her private life.

UHRDB running into strong resistance in MO. Operational timeframe may exceed higher bound.

No wider reactions as yet. No Vaadian activity as yet.



RFSEM; Midgard (Sol System) to Causton (Tichel System)

Normally the transit time between Sol and Tichel could be measured in weeks; a couple of days to get far enough away from Earth to engage an in-system warp drive, a few hours to the edge of the system (away from the interference of the local star), then several more days in each hyperlane or node path (depending on what kind of interstellar drive was in use) down the Grand Trunk to Tichel, before the slow crawl across the system.

Imperial Federal Government priority hypercapable couriers, which were mostly engines with a tiny cabin attached, were different; the in-system warp kicked in at the minimum allowable distance from the atmosphere, and took them to system's edge within the hour. Emerging from warp, the very fabric of spacetime opened up like a flower in front of them; a wormhole. Passage through to each of two relay systems was measured in seconds, and was so well-timed that Black had barely a minute in each one before they were off again, and bare seconds in realspace at Tichel before they were inbound to the Throneworld.

The whole journey took around six hours; and then Claudia Black entered the history books as the very first extraregional ambassador to ever set foot on the Imperial Throneworld late in the local afternoon.

One imperial aerospace port looked much like any other; the one in Saragova was practically indistinguishable from the one back at Arn-Maciska, save for the signs indicating which port they were in, and an increased number of non-humans; Black didn't miss out on much by being whisked through it and directly into the political heart of Saragova.

Arn-Maciska was a cramped organic tangle over three thousand years old, and it showed; the much younger Saragova clearly had a significant element of planning in play. The rambling maze that was Kingsgrange Mansion back in Arn-Maciska was a nest of several connected buildings expected to host not only said bureaucracy, but also the First Minister's family residence. It was adequate for the Chief Minister of the Homeworld, but failed miserably for the head of government of an interstellar empire.

Nevertheless, Saragova's layout was clearly based on Arn-Maciska's. The First Ministry (a temporary name) sat at the west end of the great cross-shaped Imperial Mall, with the New Red Bailey fanning out behind it; clockwise around, the other three points were occupied by the Houses of Parliament to the north, the Court of Lords to the east, and the Palace to the south; the city's river separated the Palace from the other three.

Unfortunately, Black was not given any time to appreciate the architecture, as she was hurried into the First Ministry, and into the presence of the Premier.

Dr., the Lady, Justina Valdir, the Marchioness of Valdester, Premier of the Realm, was a steel-eyed, steel-haired woman with the unlined face of the rejuvenated. Once Elgiva deMaiska's Minister for External Affairs, she was very familiar to the Dyellians as the diplomat who had successfully steered the then-UIK through the fraught years of the Federation. It was telling that the one time her counsel was overruled was the one time the Covenant almost ended up at war in Klatchia when it didn't want to be. She was also the same person who had successfully started a belligerent Vrak - then at the height of its power - down and managed to talk the Vaadians out of war. deMaiska was retired, pursuing a doctorate in atmospheric engineering; her proteges and lieutenants were now running the government. Black, had, of course, been briefed on the correct form of address ("Your Ladyship" the first time, "Ma'am" after that - Valdir's personal preference) outside the office, at the same time as an orderly had asked what refreshments she would like.

"Excellency, welcome to Saragova," Valdir finished signing something as Black was ushered in - coming around her desk to offer a hand. "How was your flight?" she waited briefly for the answer before continuing; gesturing to one of the comfortable-looking couches before her desk, and occupying the other; already seated was Kevis Ucharvi, the Minister for External Affairs. An orderly had quietly entered bearing a tea tray - all three women were catered for; by the time the small talk and introductions were done with, the three were alone.

"The Federation is gone to dust, Vrak is a Dyellian nation, Alcona and Hubris unable to threaten a sick kitten, the Jaguar is... absent... the minor states of Klatchia a smoking ruin, and you're finally bringing them under your direct rule." Valdir said. "The SFS is yours, paving your pay to isolate and invade the United Duchies, and Monte Ozarka will not hold out much longer," her mouth quirked. "Frankly I had expected you to start this process much sooner."

Great Lassic, The Greater Free Republics

That The Free Republic had 'collapsed' would be a major surprise to everyone in the Free Republic who had apparently completely missed it. It was no secret that the Free Republic had been busy absorbing the Orcish Tribal Lands to the North and the Commonwealth Star Empire into the reorganized 'Greater Free Republics' and it had been going rather well. The Orc Tribal leaders had followed through and help (mostly) free elections and was in the process of petitioning Great Lassic for entry as the newest of the Free Republics joining Lassic, Coventry, The Border Republics, The Lumpen Republic , The Tolteca Republic and the Republic of Pyrrhus as the newly christened Northern Republic. The Commonwealth Star Empire had recently reached a power sharing agreement that saw the Varangian Guard and their System Lords join with the newly independent Thilite Warlords in the wake of The Autarch's death, the only uncertain party was the Navigator Guilds.

The news of the Dyellian 'incursions' were met with an inordinate amount of indifference. So indifferent was the Republic that journalists hadn't even bothered to ask any of the Republican Council about it any of the weekly press conferences and other events that the Council Members were confronted by the rabid press of the Free Republic. It was simply that the people of the Free Republic didn't care and the Republican Council had warned that would happen and they had done their duty in that respect. The Dyellians well-knew that actually crossing any of the Free Republic's red lines would not be viewed kindly.

The Retaliatory Guard did mark the Dyellian incursions as 'Of Interest' in dispatches but no military action was taken or seen to be needed.

The United Duchies, Thunderbay, The Whitehall

However in the headless United Duchies, there was alarm. There was no news as to whom the new Grand Duke would be, and no one knew exactly how the House of Vaad was choosing a new head or how soon it was going to be.

The only action that was being taken was a missive to the Tzarina from the Royal Envoy Ambassador Seder asking to clarify why the Teyrnasoedd Sanctaidd Cloi of Dyelli Beybi had crossed the border lines demarcated in the treaty between the Teyrnasoedd Sanctaidd Cloi of Dyelli Beybi and the United Duchies and that such a move in fact was a declaration of war..................

The United Duchies, Hull and Blood Harbour


In Hull, the Royal Navy readied and in Blood Harbour on the mainland the Royal Marines and provincial army likewise readied for action under the watchful eye of Lord Hull.

Almost forgot Port Olympus...............

Mayor Jormund Elvers was the person most alarmed by the Dyellian incursion and had called a meeting of the LandHerr defense forces, The Einherjar Commander, The Nachxa and and his 'Nephews' and the representatives of the Guilds. Also present is Ambassador-XD Olympus of the Commonwealth Star Empire. After a lengthy meeting it was decided that a statement would be released:

While the City of Port Olympus has no comment on the Expansion of The United Holy Realms of Dyelli Beybi, it is necessary that the following reminder be made.

Port Olympus is a Free Port and is and shall remain independently governed. Space Port Olympus in Lake Olympus is also sovereign territory of the Commonwealth Star Empire. Port Olympus currently maintains a common defense pact with the Commonwealth Star Empire and as such hosts a Fleet Control Group in synchronous orbit to Olympus as well as one hundred and fifty thousand Commonwealth Thilite Marines with their associated support, constructs and equipment.

"It was a very pleasant flight, your Ladyship." Black replied, exchanging pleasantries in her usual polite, somewhat self-effacing manner.

She made no attempt to move the conversation in any direction. When Valdir wanted it to go that way it would. Her job was to be polite and do her best to explain away any problems that Dyellian foreign policy caused. When Valdir did come around to the point Black looked slightly taken aback, although it was for only the briefest moment before her usual composure returned. In truth she had been anticipating a more negative response... "Bringing Vrak into the fold was a complex process." she said after a few moments pause, "The Vrakians are, rightfully, proud peoples, their population is massive and, at the point that we went in, their economy was backward and depressed. All of this meant that the integration of Vrak was a long, complex, expensive process. On top of that we were simultaneously trying to integrate two alien societies into the UHR - the Alitakians and the Barilecki who, to make things more interesting for Parliament, have spent the last few centuries trying to exterminate each other. And, of course, the Prenael kicked off and had that nasty little war over whether the planet should have a united government or not... In short, we didn't have the free resources to back up an intervention by one of the States if it went poorly and definitely didn't have the resources to bring their economy up to speed with the UHR."

The Tzarina was away, though Parliament was in session and apparently debating whether the 'Squall Free State' should be admitted to the UHR. They were going to say 'yes'. They had already approved the inclusion of the 'Ducal Union of Monte Ozarka' and had awarded them three seats. There were three actual, physical seats for them in Parliament... just nobody to sit in them yet. They were apparently planning a big 'Liberation Day' parade, although not in the capital of Cisny. Vrakian troops were bogged down in street-to-street fighting with separatists, on top of which Bagdonas had levelled most of the city with air strikes...

The answer was a rather dismissive 'no'. No, the Dyellians weren't declaring war and weren't looking for one.

Rather, it was explained that they were acting to restore Dyellian historical borders. The claim that the 'Squall Free State' constituted former Dyellian borders was based entirely off the fact that the deceased Tzar Richard IV had attached a beaver medallion to the Royal Coat of arms (the beaver had been the national animal of the Republic that had formerly inhabited the region) and claimed suzerainty. He was mostly motivated, it would seem, by a perverse desire to annoy the Government of the day and had never attempted to actually press his claim. It was only now that his daughter (or more accurately, the Government of Fasta Benj claiming to be acting on behalf of his daughter) had decided it would be appropriate to do so. It was a somewhat curious twist of fate considering it was the Bejians who had killed Tzar Richard - who had the dubious honour of being the only Monarch in history of the known universe to have been killed by a strafing run from a military jet while playing golf.

Sir Akaan was, as always, all pointed smiles when the Vaadian Ambassador arrived. By now it was clear that it wasn't any kind of animosity directed against her; this was simply what the man was like. If you didn't know better you'd suspect there was a predator perched in his family tree; he just didn't do friendly the way other people did.

"Excellency, thank you for coming so soon-" he stepped quickly through the formulaic opening stages of the meeting - he asked if she was well, assured her that he was well, he was pleased to say the Premier was in excellent health, would the Ambassador like some refreshments? Please, enjoy a comfortable chair; this time she was directed to one of the arm chairs set in front of a coffee table, rather than the more stiff-backed ones in front of his desk - he occupied the other.

Of course, everything was meant to signal something, and after so long in the Realm, the Ambassador would be very good at picking them up; an appointment instead of a summons meant her hosts weren't angry with her country. The host asking after the guest's health first was a courtesy indicating amicability if not friendship, while mentioning the Premier's health instead of that of the Minister for External Affairs indicated that he was acting on orders from her. Even his choice of attire for this meeting sent a signal; there, bright and shiny on the lapel of his jacket was the symbol of the Moon God of the Old Religion; a deity who was also God of Peace. And finally the choice of seating indicated a more collaborative, informal, discussion.

"Now, the reason we're meeting is because of our Non-Aggression Pact," Sir Akaan said the moment the orderly providing refreshments had withdrawn. "Under the provisions, we are required to inform you if we take actions that will affect our mutual interests; and in this case, it concerns your erstwhile neighbours in Cyro. They've finally decided they cannot tolerate the power vacuum in the minor states and failed nations of Klatchia any more, and are acting to remedy this situation, directly. The Imperial Federal Government intends to support them, materially and diplomatically, in this; those empty zones in Klatchia have been regarded as an unacceptable security vulnerability for far too long, and it has been our position for many years now that such a vulnerability is a threat to the interests of the Realm in Klatchia. That said, we expect your government may have legitimate security concerns; therefore, this meeting. I want to assure you that we presently have no desire to set up an Imperial Exarchy in Klatchia. Nor do we want to see an armed conflict between the two of you; that would be... inconvenient.

"So, if you do have concerns with our intentions, please let me know; we are also available to help smooth things over with Cyro - I mean, we would have preferred a joint conference to settle these matters before the fact, but we understand why the Dyellians acted the way they did; it was very curious. Last week, satellite imagery showed ruins and wilderness where Ilek-Vaad is now located - even though the Embassy in Great Laasic reported nothing out of the ordinary... well, unless you count that the internet ping times to their counterparts in Cyro suddenly increased. Very strange business. But anyway; back to my point. We want to reassure you that we are not taking action against you, offer our assistance in helping keep things peaceable with Cyro, and, of course, keep you fully informed of any actions we take that affect our mutual affairs."

Valdir's smile widened slightly at Black's surprise - she didn't miss a thing.

"Of course, of course," she replied. "But I would've thought you would have prepared the way by drawing those nations into your sphere of influence and assisting friendly regimes. But that's by the by. Right now, Sir Akaan is meeting with the Vaadian Ambassador to the Realm; while you were en route, there seems to have been a fractal event that returned Ilek-Vaad to its proper location, which changes the calculus in Klatchia somewhat. He is assuring Ambassador Itihecatl that the Realm is not engaging in hostile action against the GRF, offering our assistance to keep things peaceable between you two, and informing her that it is the present intention of His Serene Majesty's Government to support your government's security actions. And yes, I mean that in a very material sense."

Next to her, Ucharvi was nodding.

"The IFAF* is already preparing for deployment to Klatchia," she supplied. "We regard the security vulnerabilities in Klatchia created by those failed and weakened states to be an unacceptable threat to our interests. The only reason we have not acted directly ourselves is because we didn't to upset you or your counterparts in Great Laasic. It would be... discourteous to do that to our friends."

Over the past few years, both Itihecatl and Black would have been given the distinct impression that the Imperial Federal Government regarded its relationship with the two Klatchian states as that of one who is friends with a pair of bickering siblings. Unwilling to take sides in the arguments, friendly to, and willing to help, both, and instantly, incredibly, hostile to anyone else who attacked either.

If Ambassador Itihecatl was put off by any of the kerfuffle or wording of any of the missives or anything about Sir Akaan or the situation she certainly did not show it. She is dressed as usual in an elegant, well tailored black sundress and blazer, she smiles pleasantly and answers the polite questions politely and takes a seat when offered as well as a cold drink. She listens politely and simply nods as Sir Akaan lays out his government's concerns regarding the Klatchia. She looks mildly surprised at pretty much all of it.

"Sir Akaan I thank you for contacting me and explaining your position. Unfortunately I have nothing to offer you in the way of assurances as to what my bosses in Great Lassic may or may nor do in regards to Dyelli Beybi. It is that Minister Nemaraan has not raised the issue with me and following his lead I don't know that it has any bearing on anything. However I do know that personally, and this is the stance of many in The Free Republic, Dyellian suzerainty is worse than a vacuum. It is only a matter of time before the land grabbing by the constituent parts of the Teyrnasoedd Sanctaidd Cloi, er The United Holy Realms , leads to internal border disputes and they start fighting each other over their spoils and another civil war erupts. I also think it's a rather stupendously dumb idea to support or aid The United Holy Realms in these endeavors."

She pauses to sip at her cool beverage, her smile not faltering before continuing almost off handedly "I'm sure that the Dyellian Ambassador would have loved to have been here but I am confidant that Miss Black is being ably welcomed by someone higher up the food chain?"

She then switches again "It's really of no concern to us unless the Dyellians cross any of the red-lines we laid out previously and if they do I am certain that Supreme Republican Commander Ring has a suitable plan in mind to chastise them sufficently."

"And I am certain that your government would support The Free Republic in defending it's borders and maritime interests as always?" she concludes with a disarmingly genuine smile.

Sir Akaan's face betrayed nothing but interest; while Itihecatl spoke, he'd leaned forward and clasped his hands, giving her his complete attention.

“To address your points in order,” he said when she was done, “if you could find out what your bosses in Great Laasic think, that would be appreciated.

“Regarding the question of Dyellian Suzerainty versus a vacuum, we disagree. We have seen this sort of vacuum before, and it never, ever, ends well for the indigenous nations; something is always better than nothing. The Margravine deMaiska once observed that if you leave it lying around, someone will pick it up. I think it is better the crocodile that you know, then, say, a Gholgothian devil that you don't. It's a minor miracle that nothing has yet happened - and frankly we were hoping that, left to your own devices, your two nations would have started to cooperate to eliminate such vacuums. Sadly, you are not the Bundesrepublik Teurenze, and they are not the Realm; clearly it won't happen on its own.”

It was a mild rebuke; if the Bundesrepublik and the Realm could pour out rivers of each other's blood, and manage to get over it and work together for their common good, the Klatchians could do it too. The old Covenant of the Nations of Macisikan had been as bad as the Dyellians when it came to infighting; the Teurenzians just as implacable as the Vaadians when it came to demanding reform of the other. And yet, they were now staunch allies. Thus, when the Dyellians spoke of Vaadian obstinacy or the Vaadians spoke of Dyellian chaos as reasons not to work together, the Macisikani just heard excuses.

“Your concerns are noted; but I would remind you we have helped the Dyellians, materially, before - in Talv. A conflict between the nations of the UHR, yes, but it has made it clear that when the central government truly wants something to happen, the constituent nations will bend their knees and see it done; and the effort and the outcome are things your nation should be able concede were commendable, even if you only do so in private.

“As per the Premier's public schedule, she is meeting Ambassador Black,” he gave her a flat look at this; no-one got points with him for referencing information that had been posted on the datanet. "That meeting is meant to result in actions. Our meeting was considered to be primarily informative; thus, me. Do you want to speak to her ladyship as well? It can be arranged.

“And as regards your final question, there is no formal arrangement, nor a precedent, to govern what is and is not appropriate action for us in assisting keeping the peace in Klatchia. That hairbrained scheme of the late Katerin Palir to stabilise Vrak nearly brought us to war with you. We will not unilaterally incur in Klatch again. If you want our help defending your borders and interests, we need you to ask us for it, and for there to be an arrangement to govern it. One that does not cause us to breach our other treaty obligations, which leads me to ask; would your government accept a trilateral conference, with the Dyellians, to negotiate a memorandum of understanding governing our conduct in Klatchia?”

OOC: just ICly reconciling nations moving regions or what have you. The NSUniverse must be a very weird place to live when you think about it.

"I had hoped we have made it fairly clear in the past that we have no issue with your intervention in neutral states." Black replied, "But, for the record, we have no issue with your intervention in neutral territories. Stability in Daer is beneficial to all parties, but particularly to the UHR as we border so many failed States. Further actions will be undertaken in the near future to rectify this problem and any assistance from the Federated Star Empire in the restoration of order to the regions would be warmly received by the UHR."

"I don't have full operational details, and no doubt they are in a state of flux at the moment, especially considering what you mentioned about a fractal event. Our commanders, however, will be more than willing to share this information with the IFAF. Perhaps a meeting between your people and Grand Sovakal Herzog of the Homeworld Armada would be appropriate?"

"I also harbour my doubts that you would welcome an Imperial exarchy in Klatchia," Valdir added dryly. "As regards the meeting with Grand Sovakal Herzog," she continued, "of course; this meeting is to soothe out the political side before our militaries discuss the operational particulars."

While she was speaking, Ucharvi had produced a tablet and was tapping away.

"Here is what I mean about a fractal event," she handed it to Black. "As you can see from those images, Ilek-Vaad is back where it belongs; fully functional and present in Klatchia. This could complicate matters somewhat."

Black looked... surprisingly unexcited by the reappearance of a Vaadian state, "Inconvenient." she conceded after a moment, "But not something that is going to alter the project to restore Klatch. We may need to reconsider one or two target locations but I do not see any necessity to drastically alter our plans. In some respects this could improve the political outlook - De Maan will feel compelled to deal with the Outremerians if the Vaadians kick off."

De Maan was a Wormsian Cardinal who had helped overthrow a Dictator in a minor Dyellian State (nearly bloodlessly). De Maan was generally well-liked... apart from the fact that he had abolished a tariff that was essential component in the UHR's participation in a larger alliance. The problem was in Dyelli Beybi so, of course, it was a lot more complicated than that, but a real external threat to the UHR would force de Maan's hand; he couldn't quibble too much about a minor tax when national security was at stake.

"We remain." she continued, "Willing to sit down at a table with the Vaadians, as we always have been. It is, of course, reliant on them acknowledging the existence of a Dyellian State. This is not an attempt to point score on my part. It is, however, very difficult to negotiate with people who insist on pretending the Government I represent does not exist."

"Now that I am aware of your concerns I will ask Minister Nemaraan to clarify our position regarding the actions of The United Holy Realms in the Klatchia. Are there any other concerns that you have?"

Ambassador Itihecatl's voice remained cheerful as did her disposition.

Other than providing material for political cartoonists.

“I do have one other concern,” Valdir said. “Now, far be it for me to substantiate those idiotic remarks of Sir Alec Connover claiming some form of imperialism in Daer on our part – honestly, if I could wave a magic wand and divest us of the extraregional territories right now, I would do so. But the fact remains that surface basing is likely to become an issue. You have no issue with our intervening in the neutral states; what about a permanent or semi-permanent presence? To make it clear; I am not keen on an Imperial Exarchy in Daer. But things can’t be avoided just because leaders aren’t keen on them; the leader of every nation that perished at the hands of Automagfreek wasn’t keen on dying.” Ucharvi snorted at that.

“Now, of course, any such presence would be carefully negotiated with you,” Valdir continued. “I foresee only a few military installations, strategically located to support our deployments, established as needed, and then wound back to the minimum necessary to help stabilise and secure the region. I hope that’s all it will be; understand that the idea of an Exarchy in Klatch is viewed undesirably at the highest levels,” she inclined her head towards the distant bulk of the Palace.

"I can't see that being an issue." Black replied, "I can honestly say that most Dyellian States would welcome an Imperial military presence in Daer... And I cannot truthfully see any major opposition to an Exarchy either, although, as you say, it is not a desired outcome for the Star Empire. There are parts of Klatch which we believe would not be compatible with Dyellian political structures. We do not believe the Karmanyakans would form a reasonable State and while we have some interest in establishing an Imperial mandate to control the former Karmanyakan territories on the East bank of Lake Pond..."

That was what everyone but the Dyellians had called 'Lake Olympus', "... we do not believe that the Karmanyakans are likely to make good Dyellian citizens. Their Government and media outlets were outspoken critics of the liberalisation of the Dyellian economy and the role of the ECC within the State. They are unlikely to accepted the imposition of a Dyellian style distributed economy. I believe it was, at one stage described as an ECC plot... or something to that effect."

" I will inform Minister Nemaraan of your desire for a trilateral conference although expecting any such participation by The Free Republic would be wishful thinking at best. It would be also wise not to assume anything, for the time being. I think that if you speak with your Ambassadors that you know that Minister Nemaraan will make the Free Republics positions and expectations very clear with or without a conference."

Ambassador Itihecatl states quite matter of factly. "Is that all Sir Akaan?"

Even without a Grand Duke the United Duchies was not standing still, Dyelli Beybi had broken it's agreement with the United Duchies by going beyond it's agreed borders and Chnancellor Bothwell's government is in the process of pouring troops and equipment into Blood Harbor. The 4th Mechanized Artillery, the 10th, 11th and 16th Guard had deployed along with the Hull and York Divisions of Royal Marines were joining the recently re-deployed Blackernai Companion of the House of Vaad. All told nearly 250,000 troops were deploying into the United Duchies mainland possessions on the coast.

The full Landherr were called up and being bolstered by the Mercenary and Security Guild forces. The Einherjar of the Lord Mayor Elvers are re-armed and can seen patrolling Parliament Hill, particularly the twelve foot tall Einherjar Deathrow, decked out in his chobham tank armour brigandine coat and 30mm autocanon.

Space Station Olympus is equally busy as newly promoted System Lord Algiers transfers her Thilite Marines from Fleet Control Group-F to Port Olympus, bolstering the city's forces by 50,000.

It would also become apparent to anyone with the technology that a further three Commonwealth Fleet Control Groups have appeared at the edge of the Sol System along with six Akarion Bokrug Carrier Groups and all are headed to Sol Prime, what you or I may quaintly call Earth. It may be fairly clear that despite the death of The Autarch the Commonwealth is not going to allow it's investment in the Klatch to fail.

As we said earlier, Sir Akaan has informed the Vaadians of our intent, as per our obligations under our non-aggression pact – that we have no hostile aim towards them. Our annexing a considerable amount of territory right on their doorstep would make him, in their eyes, a liar. Before we even approach that territory we would need to inform and consult them on the matter. And that’s assuming they would find us more palatable than you; the liberalisation of your economy made them unhappy? We’ve always had the free market present to some extent, although the secular nature of the Realm means none of the faiths is an issue at least. Though there is the option of them being an independent Realm in personal union with one of our nations. That creates an obligation, and legal grounds, to support their territorial integrity, but lets them do as they will as long as they do not become militarily aggressive. But the Karmanyaka question is probably best resolved at a larger conference at a later date…”

“Port Olympus,” Valdir murmured.

“Of course,” Ucharvi continued. “At present, the free city is competently self-governed; we would prefer that their independence be retained, and their present neutrality be respected. We intend to re-open our diplomatic representation there, given that commercial interest in the city has begun expanding; to that end, we'd prefer they remain outside of the scope of military operations. Is that acceptable to the UHR?”

“Nevertheless,” Sir Akaan said, “the invitation to you both to come here and come to an agreement that we can all live with, even if we are not all pleased, stands. It is up to you what you do with it,” he might as well have been commenting on the weather.

“Of course it would not be wise to make assumptions," he continued in the same bland tones. “But I will send a letter on behalf of my superiors to Minister Nemaraan as a follow-up to this meeting, and Ambassador Creyan is available for consultation. We have faithfully adhered to the letter and spirit of our treaty, by informing you of what actions we would take that would likely affect your interests before we took them, and invited your consultation,” he smiled slightly. “Thank you for coming Ambassador; that is all.”

When she was gone, he pulled the Moon God's sigil from his lapel and contemplated it. He had always found Itihecatl to be odd; Imperial Ambassadors served a dual purpose. Of course they were there to effectively represent the interests of the Imperial Federal Government, but they were also supposed to know how said government would act or react in given situations, and, when asked, advise their host governments accordingly (within reason of course). It was why they were returned to the Realm reasonably often - so they could meet with Ministers and Senators and other members of the Dail and keep their fingers on the pulse of the body politic.

Earlier she had said she didn't know what Great Laasic would do because the Minister hadn't said anything; in an Imperial Ambassador that meant one of three things. The first was that the situation was so novel or unexpected that Saragova would genuinely be at a loss initially; the other two were deception or incompetence. He never knew which one applied to the Vaadian; her bosses were rarely at a loss, but she didn't seem to be either stupid or malicious. She was a puzzle.

Standing, he crossed to one of the desks, and opened a drawer, placing the pin down among its fellows; his fingers stayed to another symbol, all blue and white - the Law-Keeper. We did our part, Ambassador, he thought. We kept to the treaty; we kept our side of the bargain. Will you keep yours, I wonder?

Meanwhile, down the hall, the Secretary of Relations was reading a puzzling report from the external security services; apparently the people in Port Olympus were convinced they were going to be attacked by the Realm. He put the report down and sighed, bemused. Of all the nations of Klatchia, only the Dyellians (and the Vrakians), had learned to talk to his Government before panicking. He wondered if they enjoyed it.

To Minister Nemeraan, greetings and salutations;

Unfolding Security Situation in Klatchia
I am writing to you pursuant to our obligations to your nation under Article 3 of our Non-Aggression Pact. His Serene Majesty's Imperial Federal Government (the Serene Government) has harboured concerns for a number of years now relating to the precarious security situation in Klatchia from the failed states of the former Federation.

We have recently been informed by Her Imperial Majesty’s Government of the United Holy Realms of Dyelli Beybi (UHRDB) that Her Imperial Majesty’s Government has commenced a series of police actions intended to remedy this situation, and to stabilise those regions. This has the potential to result in a number of minor military exchanges that could affect Vaadian interests, and some incidents are directly affecting the interests of the Realm in Klatchia. The Serene Government is disposed at present to support the Dyellian-initiated security programme.

Actions of the Realm Going Forward
The Serene Government will undertake the following actions:
  • We will advise the Government in Great Laasic of our intents as per our non-aggression pact (this letter, and the meeting with your Ambassador constitutes that advice);
  • We invite your government to consult with us, and with the Dyellian Government, relating to the above issues so that a comprehensive security strategy for Klatchia, including relating to participation of the Greater Free Republic in the security progamme and the conduct of the Realm, can be agreed upon by all three parties;
  • We intend to materially support the Deyllian Government in their execution of the Klatchian security programme, which may extend to the execution of police actions necessary to stabilise the affected regions;
  • We intend to respect the sovereignty and territorial integrity of the Free City of Port Olympus (FCPO), and to assist the local authority to ensure their sovereignty and territorial integrity remains unimpeached;
  • We will to continue to respect the sovereignty and territorial integrity of the Greater Free Republic of Ilek-Vaad during our engagement with the security programme, and will do our utmost to ensure that the UHRDB does likewise;
  • We will, at all times, remain cognisant of our treaty obligations towards the Greater Free Republic;
  • We intend to re-establish diplomatic relations with the FCPO at the Ambassadorial level;
  • We will refer the matter of the United Duchies Alcona and Hubris (UDAH), presently lacking any person in the role of head of state – a post that cannot constitutionally or lawfully remain unfilled – to a Committee of the Dáil to consider what options are best utilised;
  • Until that committee issues its report, we intend no action with regards to the UDAH;
  • We may be required by necessity to establish installations in Klatchia to provide logistical support to our aforementioned police actions, and to better facilitate our support of the security programme;
  • We intend to keep such installations to the minimum extend and for the minimum duration required by operational necessity;
  • Pursuant to the Extraregional Territorial Acquisitions Act, we will refrain from acquiring a permanent territorial interest in Klatchia without Parliamentary approval contained in an Act of the Dáil;
  • In the event that such interest is likely to be acquired, during the Select Committee stage of the relevant bill, your government will be consulted, and invited to provide a submission to the Select Committee, as this would constitute a new action requiring consultation as per our pact of non-aggression;

Next Steps
We invite you, by return correspondence, to advise us of any concerns you may have, or of any assistance we can provide in facilitating cooperation between your forces and those of the UDAH relating to the execution of the security programme.

It is the hope of the Serene Government that the Greater Free Republic will assist the UHRDB and the Realm in the execution and maintenance of the security programme.

Allow me to again reassure you that these actions are not directed against the Greater Free Republic, nor to the detriment of its interests, but with the aim of ensuring the security and continuing stability of all of Klatchia.

The extension of material support to the security programme is intended to commence shortly.

OOC: so it turns out I accidentally removed all reference to the Embassy in A&H; according to the Stranger's Valentine, I never closed the Embassy, but when I set up my factbooks and embassy thread a couple years ago I deleted all the nations that had gone extinct, which included A&H. Oops. It's still there, just not on the factbook page. Port Olympus was closed by the Confederacy.

Also I've learned I need to write out a timeline for my own narrative consistency.

Minister Nemaraan looks over the missive from the The Covenant, is that what they were still calling it?, and is deeply puzzled. He thought that previously the admonition that adventures involving the Klatch and foreign powers no matter how well intentioned they were would end in grief, and here was The Federated Star Empire moving back into that same position. He sighs.

It is with much confusion that I received your last advisory missive. I am sure that that both Dyelli Beybi and the Imperial Federal Government are well aware of the line of demarcation as presented to various Klatchian representatives:

And are as aware now as we outlined then that crossing the line of demarcation will result in the offending state being immediately relaxed to the care of the Supreme Republican Commander and whatever necessary action he sees fit. We will also point out that the Western border of Karmanyaka represents the far west border of the line of demarcation.

I am also certain that whatever Dyellian Government is now in power that they are well aware of the terms for a Klatchia wide non-agression and co-operation pact that former First Republican Alec Connover delivered to the Dyellians and others in Thunderbay and that the pact presented there was the final offer of The Free Republic to normalize ties with our Klatchian neighbors. That still remains a fact. Without this signed agreement there is no framework to any talks that may take place between the The United Holy Realms of Dyelli Beybi and the Free Republic of Ilek-Vaad.

If the The United Holy Realms of Dyelli Beybi wishes to deliver to me a treaty in that framework I will gladly welcome their Ambassador in Great Lassic and discuss with them any Klatchian matters they deem pressing along with your representatives. There is no just cause for the Free Republic to make any further concessions or to meet, yet again, with a transitory Dyellian Government that has no intention of signing or living up to any agreement. Endless negotiations are a waste of the People's time and treasure.

As for the Federated Star Empire the Ministry of Defense and the Retaliatory Guard remain available for consultation and I have advised Minister of Defense Codreaneau of your planned adventure. If you have any concerns that your actions will be offending to the Free Republic her office is the best to contact with the details of any deployments and their likelihood of endangering our current pact.

On a personal note, I am sorry that you did not trust our Ambassador to deliver your statements on these matters to me and felt compelled to send an official missive. I have called candidates for Ambassador Itihecatl's replacement into my office for vetting tomorrow and have issued orders that Ambassador Itihecatl return to Great Lassic. I hope that the next Vaadian Ambassador engenders enough trust that you and your superiors will be confident in their ability to deliver your concerns to me.

Good to his word Ambassador Itihecatl received word from Minister Nemaraan that she had been recalled to Great Lassic immediately for reassignment and that her assistant Mr. Morith Versu would be acting Ambassador until her replacement was empowered by the Republican Council.

I looked back and saw there was no embassy in Port Olympus after your consolidating of embassies, and the Alconans don't trust you, the Lord Vaad did, and he is dead, so no one there would bother......................I also have no idea why the image won't embed.

"Ah... Port Olympus." Black pursed her lips as she considered that particular issue, "As you are, no doubt aware, the Governments of the Djel Valley, Witch's Isle, Fasta Benj, Diocletian, Veiland and Guyaland - the traditional six Homeworld States have never had any particular interest in Port Olympus. the integration of Monte Ozarka will mean that the Axe Canal can be dredged and made navigable to larger civilian shipping than the upper reaches of the Benj, which will mean that their potential to interrupt traffic to Veiland will be vastly diminished. When the Ozarkan and Squall administrations are able to send representatives to Parliament I would suspect they will have a similar view on the matter."

"There is one State, however, who holds a differing view - Vrak. Vrak has, even prior to its integration into the UHR structure, understood Port Olympus as a part of their territory. With the collapse of the Federation the territory should have been returned to Vrak rather than continuing to self-govern. As such, Her Imperial Majesty is supportive of her brother Monarch, His Majesty, King Vrak XVIII, in his claim to the territory. There are, however, no plans to turn this into a diplomatic incident. The claim will be maintained but there is no will in Parliament to push the matter."

Black continued, switching the topic, "I believe the Karmanyakans did not feel we were going far enough and there are still a number of oddities in the Dyellian system from the perspective of market liberals such as the strength of the credit unions and industrial cooperatives. They also disliked the fact that religious authorities were involved in the reform process." Black gave a very slight shrug, "Dyelli Beybi is a spiritual place."

“Well,” this was Ucharvi again. “We did recognise them as a sovereign state, and said any recognition on our part of Vrakian suzerainty would be contingent on their accepting it. But seeing as neither of us intends to alter the status quo on that front, we might as well let them proceed as they have done. Port Olympus has never been regarded as a security risk the way, say, the former North Germania is.”

At Black’s mention of Karmanyaka again Ucharvi nodded.

“Yes, you see, here is the problem; we don’t even begin to know enough, and…” she trailed off; Valdir was holding up a hand.

“I have a vague memory that they’re a Vaadian vassal,” the Premier said. “If that’s the case, wouldn’t it be easier to just let them continue as such? Our concern, after all, is the strengthening of Daer, Klatchia, whatever we call it, against foreign incursions. So far you’ve been lucky; it’s just us. We’re nice. What if tomorrow the Scandinvans wake up and decide that Klatchians would make great slaves? All those failed states – they’d be dug in within a week, you’ll never get them out, and you’ll have to pour out rivers of blood just to hold what you have. Ask ViZion what happened when one of that lot spied weakness. We have a significant commercial interest in that not happening. Not to mention over a billion of our citizens – over a billion voters – in Vrakiska Province who still look on Great Klatchia as the Old Country. And what if they secured your technology? They would be in a position to actually attack the Realm then,” she sighed. “Any Klatchian who helps to keep Klatchia divided and weak the way it is now is a self-defeating fool; if they’re a government official, they’re a treasonous fool in need of a short drop and a sudden stop.”

While she’d been talking, Ucharvi had been staring intently at her phone; Sir Akaan had clicked “forward”.

“Ilek-Vaad hasn’t got any intention of helping,” she surmised, handing it to Valdir. “Just another declaration about staying to the west of their precious red line – which they have looped around Karmanyaka. So I suppose that settles that question; it’s their problem.”

“Their unlawful red line,” Valdir said, “last time I checked, it was entirely a unilateral claim of theirs to extend it all the way to the south pole – one not recognised or accepted, even by the late Prince Vaad when he ruled the United Duchies. Whatever; our operations won’t take us near it. Let’s leave Karmanyaka to them.

Sir Akaan was as deeply puzzled as his Vaadian counterpart.

Vattyen did a double-take at the map. The southern tail of the line was, he checked the scale a third time, yes, it over was ten thousand kilometres away from the Vaadian coast. At that point, he stopped reading and plunged into the archives and records, cross-referencing against the International Relations Register. Messages from Ambassadors and Ministers and the Convenor, treaty instruments and so on… no. Nothing. At no point had the Realm ever been party to a treaty or agreement that turned those international waters into Vaadian territory, it wasn’t in the Macisikan/Ilek-Vaad Non-Aggression Pact, and at no point had had the Realm ever been under any lawful obligation to observe the line of demarcation that far from the Vaadian shore. A letter from Rubenstein had, at one point, said the Realm would observe it, but only as a courtesy, stressing that the then-Covenant did not regard the exclusivity to be lawful. At the same time, the then-Minister, Peter Sokaska, had told the Vrakians, when they tried to claim that sort of jurisdiction, to shove it; but his statement had included everyone in Klatchia. Including the Vaadians.

Still, given where it was… no. It was far away from any intended theatre of operations; if Imperial assets crossed it, then things had gone so badly wrong that it would hardly matter.

And are as aware now as we outlined then that crossing the line of demarcation will result in the offending state being immediately relaxed to the care of the Supreme Republican Commander and whatever necessary action he sees fit. A line that was, frankly, unlawful; in Sir Akaan’s eyes, the Vaadians were ceding the high ground to their Dyellian counterparts, who at least went through the motions of claiming to respect the niceties.

Karmanyaka he regarded as a side issue; it frankly had been a vassal of Great Laasic since before Federation. The truth was that the only action the Realm intended to take there was to double check that Ilek-Vaad was still looking after it – they were obviously still guaranteeing Karmanyakian independence. All he needed now was for Saragova to confirm his understanding.

I am also certain that whatever Dyellian Government is now in power that they are well aware of the terms for a Klatchia wide non-agression and co-operation pact …. …what pan-Klatch pact? The last time anyone in the Realm had heard, the negotiations for that had stalled. Nothing final had been actually agreed, and certainly nothing final had promulgated – a quick check of the Imperial Archives revealed that nothing had ever been sent to his government to be ratified. Intelligence had several drafts that were being negotiated, but, again, nothing finalised.

At this moment, the Vice-Minister realised that, strictly speaking, by not letting him know that this pan-Klatchian agreement existed and had a material effect on how Klatchian powers operated, technically the Greater Free Republic was in breach of their treaty with the Realm. Perhaps best not mention that, he mused. Valdir would reach the same conclusion the moment she read the statement herself; if no-one said anything vocally, they could pretend it hadn’t happened. Yes, best to overlook that, for the sake of peace, though it’s rather rich of them to accuse others of a transgression they’ve committed. He kept reading.

As for the Federated Star Empire the Ministry of Defense and the Retaliatory Guard remain available for consultation and I have advised Minister of Defense Codreaneau of your planned adventure. If you have any concerns that your actions will be offending to the Free Republic her office is the best to contact with the details of any deployments and their likelihood of endangering our current pact.


So noted. Not that it would be likely, unless the Vaadians were going to be truly foolish and try to claim the space above the atmosphere as well; orbital mechanics always rendered such claims foolish, unless the whole planet was held.

Sending a message to the other government to confirm what was discussed was standard practice, wasn’t it? It certainly had been for as long as he’d been in the Serene Government. You meet, you chat, and then each government sends a letter to the other to confirm “this is what we understood to be discussed, and a statement of our official position in writing for you to refer back to later”. And even if that wasn’t the case, it wasn’t Itihecalt’s job to deliver his concerns to Nemeraan; if it was anyone’s, it was the Baron, the Ambassador, Edoud Creyan, representative of the Court of Light to Great Laasic. Maybe they just did things differently over there. That said, the Vaadians were going to go through ambassadors rather quickly if this was how they reacted; he made a mental note to let the next one know what might happen.

I would like to add that Ambassador Itihecatl has executed her office with a great deal of skill and professionalism; it is not that we did not trust her to relay our concerns to you, but merely that it is considered best practice in the Realm to follow up such one on one meetings with a letter to the sending government. I do hope that this will not adversely impact upon her Excellency’s career prospects.

Ask ViZion what happened when one of that lot spied weakness. We have a significant commercial interest in that not happening. Not to mention over a billion of our citizens – over a billion voters – in Vrakiska Province who still look on Great Klatchia as the Old Country. And what if they secured your technology? They would be in a position to actually attack the Realm then,” she sighed. “Any Klatchian who helps to keep Klatchia divided and weak the way it is now is a self-defeating fool; if they’re a government official, they’re a treasonous fool in need of a short drop and a sudden stop.”

While she’d been talking, Ucharvi had been staring intently at her phone; Sir Akaan had clicked “forward”.

“Ilek-Vaad hasn’t got any intention of helping,” she surmised, handing it to Valdir. “Just another declaration about staying to the west of their precious red line – which they have looped around Karmanyaka. So I suppose that settles that question; it’s their problem.”

“Their unlawful red line,” Valdir said, “last time I checked, it was entirely a unilateral claim of theirs to extend it all the way to the south pole – one not recognised or accepted, even by the late Prince Vaad when he ruled the United Duchies. Whatever; our operations won’t take us near it. Let’s leave Karmanyaka to them.


"We have never acknowledged the legality of the Vaadian line which is in clear contravention of established international maritime law - for reference they have declared that any civilian vessel belonging to a Dyellian state will be fired upon if it crosses their line. That being said, all UHR States have a total trade embargo on Ilek-Vaad so really there is no reason for Dyellian shipping to go out there - our shipping lanes hug the coast of Diocletian. They can steam up and down the empty ocean beating their chests and burning fuel, the only problem it causes us is it makes it slightly harder to set accurate fishing quotas." Clearly the declaration irked the Dyellians, who had not made any reciprocal declaration, but not enough for them to try to do anything about it.

Black gave a short laugh at the comments about Karmanyaka, "I only raised them as an example of a State we are not interested in assisting and pointed out our often less-than-cordial history. If the Vaadians can keep the State peaceful, and more importantly, keep the coast of Lake Pond and North banks of the Axe canal peaceful then we have no reason to intervene."

"I am glad you agree that stability is Klatch is important." Black added, "We have no intention of extending the borders of any individual Dyellian State, but there we have no intention of allowing Klatchian citizens to either be left to the mercy or warlords and criminal groups or to be annexed by a hostile power. I understand that we will need to tread carefully to avoid major diplomatic incidents but I am confident that we can do that. The Teyrnasoedd, now the UHR, has proven to be a robust form of Government that has prevented minor cultural groups from becoming disengaged from the political process. The Second Civil War is a thing of the past."

After much debate among academics it had been decided that the period after the assassination of Richard IV, through to General Ming's occupation of Cyro and the signing into existence of the Teyrnasoedd was really one long conflict interspersed with periods of peace. First there had been the Succession Crisis and war with Fasta Benj which the Djel Valley had won (at considerable cost). The Second Republic had been formed and occupied 'East Benjia'. Then there had been the Soult Coup and the destruction of the Republic, the revolt in Veiland and war with the Var, then the 'Second Restoration' and finally the 'Crisis of Arbitrary Government' in which Ming had occupied the capital and forced devolution on Cyro at gunpoint. Broadly speaking, all the wars and conflicts had been around whether there should be a Tzar and how much power they should have. Eventually the Dyellians had settled on 'yes' and 'not all that much'.


Meanwhile in Cyro...

The Dyellians had more-or-less ignored Port Olympus and Alcona and Hubris, although the continued presence of Benjian troops in the Squall Free State was probably not helping the diplomatic situation... the Straight had always been something of a sore-point, although there was no indication that they were attempting to close it.

A brief missive from Chancellor Goring, the Head of the Imperial Government, was sent out, it was general reading for everyone but special copies were delivered by courier to Ambassador Seder and to Mayor Elvers in Port Olympus, just in case they missed it;

In recent weeks the men and women of the militaries of the Glorious Kingdom of Vrak, United Kingdom of the Djel Valley, Free State of Diocletian and Principality of Fasta Benj have provided military assistance to our sisters and brothers in the Squall Free State and Ducal Union of Monte Ozarka. The requests of these States for membership of the UHR has been warmly received by the Parliament of the Realms.

The Southern bank of the Axe Canal is now firmly under the control of elements of the Vrakian army acting in support of the Ozarkan government. Ozarkan troops are currently undergoing training in the use of Dyellian equipment and once this is complete, a phased withdrawal of all Djellian, Diocletian and Vrakian soldiers will be commenced. Similarly, Squallish units are being trained by Fasta Benj who is currently taking responsibility for the continued security of the Squall Straight.

Dyelli Beybi wishes to announced that the return of stability to these two critical regions means that all hazards to international shipping have been eliminated and normal commerce in Klatch can be resumed. The Axe Canal and Squall Straight are, in accordance with the principles of Mare Liberum, open to all traffic. The Axe Canal has been closed for many years and we ask that any shipping body wishing to make use of it make contact with the Ozarkan Ministry of Canal Maintenance. Some sections of the Canal are in need of dredging and may not be currently navigable to deep draft vessels.

Despite her light tone, she wasn’t joking; if even one Macisikani ship east of the line was set upon by pirates, the Vaadians would be told to deal with it, before the Realm did so for them. The subject wasn't something like a tourist who wandered into a bad part of town. They were talking conduct and safety on the high seas, and it ranged from simple search and rescue all the way to piracy suppression. Saragova's attitude was simple; since you’ve claimed it, anything that goes wrong in it is entirely your responsibility, or your fault. And you will be held accountable.

Of course, even combined we cannot alleviate all such situations, but the good people of Klatch-upon-Daer are within our capabilities to do so. And here, if you need one, is the moral argument for this process. Surveillance indicates that the states closest to you, and closest to the Vaadian border, retain the most internal order, and the highest populations. The further out you go, the less order you find; the UHR and the GRF form the two primary loci of organisation – there is a secondary one in the United Duchies of Alcona and Hubris, centred on Thunderbay, but that has… a less pronounced effect. The fact of the matter is that life in the collapsed nations is nasty, brutish, and short. As I said; the moral argument. One might, with this information, draw unkind conclusions about the sort of people who, even when invited, and even though they have the capacity, choose not to help,” again, that slight, rather prim smile. “But, as the Premier indicated, simple, brutal, rational self-interest compels us to not leave such opportunities lying around for hostile powers to pick up.”

“And we are very pleased that stability has been restored to Dyelli Beybi,” Valdir said. “I believe the experience in Talv shows that our two nations are more than capable of military cooperation in the pursuit of common goals. Tell me Ambassador, would you agree that our working with you to accomplish the death of slavery in the Teyrnasoedd was a worthy prelude to the restoration of order and civilisation across anarchic Daer?”

Minister Nemaraan looked over the missive from Sir Akaan and clicked it closed. It was the expected response and it looked as though the Federated Star Empire was prepared to let sleeping dogs lay in the Eastern Klatch. He didn't even bother to Forward it on to the First Republican. Truth be told the Free Republic had in the past few years completely pivoted away from the Klatch. There isn't a single Vaadian embassy anywhere in the Klatch, zero citizens of the Free Republic visit any Klatchian States and trade from the West was so close to zero that the Squall Straits could suddenly become the Himalayan mountains and the Free Republic would barely record a blip in the Ministry of Economics. The Klatch was a blank, non-entity West of Karmanyaka. A place that you could put 'Here,there be dragons.' on the map and nobody would even shrug. The only concern was the Federated Star Empires romantic notions of Dyellian chivalry charging to the rescue of the Klatch and how absurdly misguided that was, but they had been warned and no one on the Republican Council wanted to pick a fight with the Federated Star Empire, again, just to save them a headache.

The only issue in the Klatchia was Karmanyaka, but that was an odd case. Just like Dyelli Beybi, the Scandivan States and Kelanis, Karmanyaka had hosted a Foreign Guard Army, and unlike those other states it had never disbanded and even fought in Karmanyaka's civil war. Even with the political collapse of Karmayaka's government the Foreign Guard was unaffected, it is funded, supplied and directly under the command of the Retaliatory Guard. With no government it was the de-facto power in charge. Karmanayakans that were adversely affected could simply travel to the Free Republic, since no visas or work permits are required the lack of the Karmanyakan government was no hindrance. In the Vaadian mind it was only a matter of time until Karmanyaka petitioned to enter the Free Republic.

The Free Republic has insulated itself from the Klatch, and has other more pressing issues in the mind of the Republican Council.

OOC: Mac, I don't see your Minister of defense listed in your factbook, is it still Earl Sokaska?

OOC; "War is merely the continuation of policy by other means." - I don't have a Minister of Defence anymore; the lion's share of that area was subsumed the Ministry for External Affairs, which deals with all matters, well, external. Baroness Kevis Ucharvi is the Minister in question, and Earl Amefen deRakarna is her Deputy. She has got a Vice-Minister for the Imperial Defence (Lord Nesethe Tredyen), but his role is to be her principle assistant in that policy area (more importantly; she hasn't approved any deployment plans so as far as he's concerned, this isn't his show yet).

BTW, the grand strategy article you'll find in my dispatches - I thought it was better placed there. I'm not entirely happy with it, and it may have some minor revisions and additions made.
