[DRAFT] Epidemic Issue Chain

Had to put this on the shelf due to IRL stuff, but have time to begin working on it again. Due to the large number of problems pointed out in the original post, I'm not going to be working directly off of it, but will still reference it as a rough guide for some parts. Right now I just have the first issue in the chain, and after each is a little thing with where I'm thinking of taking each option. The original post is spoilered at the bottom.

Current questions:
1. Is there any way to reference the same person in multiple issues in the chain, like if I want to bring back the doctor from option 2 to talk about progress made on a cure?
2. Is there any special formatting for "The Story So Far" like what international incident has?

Issue A
[title] Epidemic Endemic in @@NAME@@

[description]Two weeks ago, a new disease was noted in a hospital in @@CAPITAL@@. Every day more and more people were confirmed to have this new disease until last night when @@RANDOMNAME@@ died due to this new disease. As a result of the growing number of infected across the nation, the outbreak of the new virus Hyacinthum has been declared a full epidemic.

[option]”This is a hostile enemy running loose within our own borders!” Yells military advisor George Baton. “We all know the best way to deal with an enemy is a complete shutdown of their ability to mobilize. If we shut down all transportation within our borders and enforce mandatory lockdown on all non-essential personnel, the disease will quickly run its course, and it will die out before you can say @@MOTTO@@”.
[effect]citizens are locked in their homes in a state of fear as the Hyacinthum virus tears through its victims.

[option]”What kind of solution is that? This is a viral outbreak, not a hostile invasion!” decries Doctor @@RANDOMNAME@@, who has taken the lead on dealing with the epidemic. “We need to treat this like we would any other disease, quarantine and cure!” Release a public statement encouraging the sick to come to the hospital where we will keep them in the quarantine unit while we research a cure and vaccine for this disease”.
[effect]quarantine wards are overflowing with patients as doctors scramble to develop a new cure.

(either issue with doctors getting sick while trying to make cure, or sick people not going to hospital out of fear of environment leading to further spread of virus)

[effect]newly infected citizens are given last rites at home instead of being taken to the hospital

(obviously leads to issue of very rapid disease spread, with possible fighting against government due to lack of trust or secret labs)

[title]Protesting Patients Burning Down the Town
[validity]Chose option 1 in issue A

[the story so far]Recently, a new disease has appeared in @@NAME@@. After spreading for several weeks the disease was ruled a lethal epidemic. To stop the spread of this disease, you have ordered a national quarantine, with shutdown of all transportation and all non essential buildings shut down.

[description]After a week of quarantine, many of the infected have died off, bringing the disease to a manageable level. The weeklong quarantine has lead to many areas of the nation having a lack of resources, and looting and rioting are becoming common in densely populated areas. You have rallied your remaining advisors to look for solutions.

[option]”We warned you fighting would lead to suffering!” You look to see saint @@RANDOMNAME@@ standing near the edge of your office, clutching a wooden V to his chest. “You fought against the will of God and now the people are suffering for its leaders sins! But it is not too late to repent! Go out among the people, distribute food and supplies, help your suffering neighbors. The holy V will remove the plague when she is satisfied that we have learned our lessons. Let us come together now”.
[effect]the people have stopped rioting, but a second wave of sickness is sweeping the cities.

[option]”Don’t listen to that religious gobledigook, this just shows that we need to crack down harder!” George Baton yells from behind you. “Infection rates are the lowest they’ve been since this whole mess started, letting up now would just lead to a resurgence of the disease. I’ve got my men ready to move out, riot police, crowd control, you name it we got it. The next few days will be tough, but we’ll be sure to get this enemy stamped out once and for all”.
[effect]Armed battles between grocery shoppers and police has become common on milk runs.

[option]”Um, excuse me”. You look to see renowned scientist Louis Passive pushing up his glasses while clutching a stack of paper. “While you have barred government scientists from researching a cure, my colleagues and I have been working on researching the disease in our private laboratory. Clearly government management has lead to further pain, and you aren’t going to make things any better. Turn over management of the outbreak to my company, we will take care of the sick, and the profits from billing them will make it easy to get a cure up and running. And then charge for it”.
[effect]the government appears to have abandoned victims of an epidemic, who are charged an arm and a leg for a cure that has yet to appear.


This is the thread where I will be drafting out an issue chain similar to how the 'international incidents' chain works
So far I don't have any full issues written out, but have made an outline of fourteen issues where a government responds to a massive lethal pandemic outbreak. On Monday I plan to finish up and post some actual issue material, but for the time being I was hoping the community could look over the outline and give feedback on possible flaws or give suggestions as to ways I could branch out instead of reusing several issues in the chain (I did avoid loops but several things lead to one point)
Here are the fourteen issues with brief result descriptions and what issue they lead to. I also hope to have each issue have 3 or 4 options on each so suggestions on extra options would be great.

One: pandemic outbreak
Accept as punishment of god (2)
Kill all infected (3)
Quarantine while working towards cure/ vaccine (4)

Two: great resistance
Ignore everyone, do nothing about plague (7)
Fight those secretly working on cure (5)
Start funding the underground lab (6)

Three: the infected band together into fortified towns
Let them die out on their own (8)
Send in soldiers to quarantine towns (9)
Launch full military assault against towns (10)

Four: people are not happy with quarantine, want to see family
Do a visitors day where they can see infected family on other side of glass (11)
Don’t let families in at all (12)

Five: scientists fighting back with biological weapons
Blame them for plague in the first place to turn populace on them (13)
Begin helping the lab (6)
Blow up the lab (7)

Six: worried people think government is unreliable, goes back on self
Keep working on cure (end)
Solve by pretending you were just doing it to infiltrate, kill scientists (end)

Seven:you and few surviving officials in underground bunker, need to find way to survive

Use "epidemic", not "pandemic".

A pandemic (from Greek "pan" meaning "all") is a global epidemic that affects the whole world or an extremely large region rather than just one nation. Not all nations will be getting this chain at the same time.

Now, the Halloween zombie apocalypse, that's a proper use of the word "pandemic".




In terms of organization, any attempt to represent a branching tree as a linear sequence of issues is going to require some compromise, but I think it would be overall easier to read if you sorted them as a depth-first traversal (list all of one story path, then all of another story path), rather than a breadth-first traversal (list all responses to the first issue, then all responses to the second issue, etc.). I also suggest keeping things going forward by sorting the issues so options always take you to a later issue number than where you started, even when branches merge.

Not a huge issue, mind you, but it'd make things easier to follow, and it's how An International Incident was organized.

Perhaps you can separate the focus between a quarantine (slows down the spread of the disease, but doesn't make any direct progress to actually stopping it) or accepting that the disease is going to spread and just trying to find a cure before it's too late, or a contrast between searching for a cure versus keeping the infected as comfortable as possible in the last weeks of their lives (which could replace/supplement the "accept as punishment of God" option... you have to accept your fate, but that doesn't mean you need to suffer), though it does make sense that a nation would simply do both... Anyone have better ideas?

What, here I suddenly have nukes, but when the infected are banding into fortified towns I can't kill them without sending in my infantry to get infected?

Fortified towns are pretty vulnerable to modern air power, really. It's guerilla forces mingling with the ordinary populace that militaries have trouble with. Guerilla forces mingling with the ordinary populace are also an excellent way to spread disease...

This seems like a bit too much of a "correct option". One choice instantly ends the epidemic with no further complications, the other two lead to something absurdly bad?

For that matter, your whole quarantine/research path focusses too much on the quarantine, and not enough on how to develop the actual cure or what to do with it once you have it.

I think you should arrange the chain so that - assuming players do not dismiss anything - every "terminal" issue either entails a cure explicitly having been found and distributed, or the disease explicitly spreading unchecked. Don't end the chain while you're still fighting the disease.

I 100% agree with this. I only designed "A Sickening Dilemma' the way I did because the nation had rejected vaccines, but most nations are going to embrace modern science and you do not want the first link of a chain to be that unbalanced. I think the thing to explore is how strict a quarantine you want while researching a cure. Do you only quarantine the sick? Do you shut down all forms of transport and ban everyone non-essential from going to work? Do you kill the infected once they start showing any symptoms?

That's why I suggested pushing through until an actual cure is developed (and distributed to everyone who needs it, which could itself be a problem if things have gotten bad enough), rather than cutting the narrative short after some comparatively minor complication is addressed.

This.

Having "kill all infected" as an option, but not exploring different approaches that a sensible nation might take is just ruining this whole thing for me. It reads more like an issue about Z-day than anything to do with a realistic disease outbreak. I don't think "kill all infected" should be there at all, but if it is going to be there, it should be part of a longer list.

If you need more ideas for sensible options, you could make it a viral infection causing the disease and have an option about researching a vaccine. A vaccine option isn't necessarily better than the ideas Trotterdam suggested, just another possibility that I thought I'd throw out there.

After a long unwanted hiatus I am getting serious with the issue chain idea. The OP now contains a full starting issue, and I'm going to be reworking a LOT of what I had originally planned.

Starting issue with discussion of where to go from each one:

I did it that way so that players without a national religion are not blocked off from an entire section of the issue chain. If I have it be national religion then there's the discussion of "well what if I don't have a national religion?" Figured that was the easiest solution.

So, the thing is here, most nations answer issues in what could be reasonably be considered a sane way. The best issues have people wondering what the sane way is, and arguing over which way should be correct.

That's why the default approach tends to be:

1) Let's do thing for reasonable reasons.
2) No, that's not reasonable, here's the alternative.
3) CRAAAAZY THIRD WAAAAAY!

It varies, but that's the archetypal structure, and you'll generally get about 10-20% dismiss, 40% or so each for 1 and 2, and 10% for the crazy third way.

So let's look at your first issue:

One: pandemic outbreak
Accept as punishment of god (2)
Kill all infected (3)
Quarantine while working towards cure/ vaccine (4)

What you have there is:

1) CRAZEEE
2) MORE CRAZEEEE!
3) sane.

Chains get less dismissals, because no-one wants to miss the show, so this one might be more like 10% 10% 80%.

That's not good structuring.

Try and revisit the whole thing and make sure that at each point in the chain, there's at least two equally appealing choices.

When doing this, don't forget the path chosen to get to that point, as people will tend to maintain the same style as they step through a chain. As an exemplem, look The Leader's Kinder, basically an issue for fascist nations. The option spread there would be unreasonably authoritarian for an issue with no validity criteria, but the self-selected population is more spread out across the options.

First place to start is Issue 1. Let's have some broad choice at this stage, as at this stage the population is unsorted, and so you want to cover the bases. Four options minimum, with three of them reasonable ones please.

As a broader point, I note you're a published author, but only the once. I think agreeing to editing a chain is such a major time commitment for an editor that we're going to want you to be a more proven quality first. For sure keep working on this, but certainly don't go near submitting it till you hit 5 or so published issues please.

The "core structure" I am leaving there cause I plan to take ideas from it, but I am not working directly off of it. The first issue options are essential "make the sick comfortable in their final days" "show down nation to prevent spread of disease" "quarantine infected in hospitals until a cure is found" which were all listed as good ideas before I made the full draft of the first issue. To me that seems like reasonable, unreasonable, reasonable. not necessarily same order as normal, but 2:1. I'll try to come up with a fourth option that sounds reasonable though, thanks for the advice.

If I may make a suggestion, perhaps re-work the "shut down everything" option in the first issue to be a secret initiative rather than open genocide against infected? This could be made to sound more sane, under the guise of "we mustn't panic the populace, our security services can handle this perfectly discreetly" and be followed up by a second issue where the choice is between going public and getting on track towards quarantine and cure, going genocidal, etcetera. This can also be used to make the cure option seem slightly less "correct" by making mentions of panic, economic backlash, etcetera.

This also has a real life precedent; during the SARS outbreak, the PRC worked for some time to suppress the number of infected it reported to the World Health Organization to avoid causing possible damage to trade. Which, needless to say, only made things far worse when word did come out.
