I would say not insulting those who are trying to help you remains pretty basic, even without an understanding of GP

The problem is, the representative could've thought that Regional Officers give ALL powers, or something along the lines of that. Therefore, he could've felt that giving THOSE positions weren't good based on his limited knowledge of GP.

I must say it does speak well of you that you still decided to make an effort. And I admit Aimdar-Goomdar that yes, that could have been the case it it may be good to have gotten to talk to someone else. Still, if they decided to not put as much effort into Anarchy or move on I wouldn't really blame them. It is rather natural to be less enthusiastic about helping someone when after "we'd been talking (with frustrating patience) there for nearly an hour" they decide to insult you.

You guys are an often raided, ideological bent region without a founder. In other words, your current region is in grave danger of invasion even post liberation (if that even happens.) You can either start a new region and leave Anarchy to rot until Firehelm loses the delegacy or get bored, or a. liberate Anarchy (not an easy task), b. continue banning people, and c. refound. But considering Roavin is a pretty smart guy, he probably told you this. :)
