PREMISE:

Sitting at the divide of western and eastern cultures and the regions of Herspera and Aurus, the Third Republic of Atla and the Kingdom of New Phallia are the products of 18th Century colonialism by the Meridian (Caucasian) peoples. After a civil war in the late 18th Century the two countries split, and have since been bitter rivals with a strange codependency. Water from the Atlish Mountains in Atla flows down the Wein River into New Phallia enriching the soil and allowing the Phallian people produce lush crops. At the same time, the Wein river is the main thoroughfare for Atlish exports such as coal, iron, and rare earth minerals to the ocean beyond New Phallia. Both nation's economies are fiercely dependent on the stable flow of the Wein river.

After several decades of being slaved to high tariffs by their rivals in New Phallia, the Atlish government conceived the construction of the Dundee Lock, a massive gate in the Wein river allowing them to close the flow of water into New Phallia if exports were being held hostage by the Phallian's. The construction of the lock while controversial, accomplished the goal of forcing the New Phallian government to lower tariffs to a minimal level, and boosting the Atlish economy. Now as new leadership comes to term in New Phallia, they are willing to play a game of economic chicken with the Atlish to see whose economies would last longer if tariffs were to rise... and if the Atlish have the political nerve to close the Dundee Lock.


OOC: The idea of this RP is to start it out as a sort of economic war between Atla and New Phallia and then bring it to a short limited conflict over a border insurgency, the escalation of tariffs and closing the lock.

This is an open MT RP where you can support either side, diplomatically or militarily, though please keep realism in mind. We're open to discussing the specifics here on the OOC thread.

However, the OPs Murovanka and Achesia do reserve the right to final decisions and control forces in case a player goes inactive so as not to stall the RP.

Background information on participating nations/factions

My nation consists of two major area's, the Home Isles and the Colony's. The Colony's are technically no longer colony's, and are full fledged parts of the nation, but have been referred to for so long that that is what they are colloquially called. They are warm, tropical environments where the Isles grows rice, banana's, coffee and harvests the rain forests in the area. Great care is taken by the Colony's to keep the rain forests from being over logged, so that the natural diversity that they offer can be preserved, and so the resources that they provide can be used for as long as possible.

The Home Isles are where the Empire of the Twelve Isles originates from. They consist of 12 smaller islands, that all together add up to about the same land mass as the United Kingdom. The Home Isles are known for their pervasively rainy environment, virulent diseases and abundance of poisonous plants. The Home Isles main products are oil, coal and iron, as well as a large whaling fleet that hunts the beasts to use their meat. Whale meat is the most commonly eaten meat in the Isles, and as a result the whaling fleets are an incredibly lucrative business. Much like the colony's do with their rain forests, the Home Isles take great care to not over hunt the whales, as their extinction would cause massive problems in the Isles.

The harsh environment of the Home Isles has greatly influenced the culture of the Isles, which holds a strong belief in the occult. In the modern age, the religions of an older Isles have faded, but the cultural significance of witches, demons and spirits that haunt the oceans are still very important in the Isles. Many have tattoos of runes and magic circles, or wear talismans to ward off evil spirits and to make contact with the Stranger, who is believed to be the being that created magic and the world.

In terms of power, the Isles are along the same lines as Russia. The Isles has a total population of 105,840,000, and a total military of 216,800 active front line personnel, and the ability to call on 2,959,200 reserve personnel, all in all making about 3% of the entire population military. As former superpower, with a strong maritime background and a once massive naval fleet that is starting to get back on its leg's as the Isles begins to exert its power in the world again, the Isles is a formidable nation, though not without its weaknesses, most notably a navy that is significantly outdated and in dire need of modernization.

The Navy of the Isles consists of:
- 3 aircraft carriers, though two are outdated and are to be replaced by one larger, modern aircraft carrier within the next few years
- 12 nuclear submarines
- 13 traditional submarines, though like the aircraft carriers these are outdated and are to be replaced in the next few years
- 4 frigates, one of which is outdated
- 15 destroyers, 5 of which are outdated
- 71 corvettes, though 31 are outdated, and another 10 are dry docked indefinitely, leaving only 30 in common use
- 14 coastal defense craft.

Unlike the Navy, which although it is still formidable is in need of updating, the Army is far more modernized. However, due to the reliance on the navy to project power the Army is significantly smaller in terms of size and personnel.

The Army consists of:
- 388 tanks
- 4,600 AFV's (Armored Fighting Vehicles)
- 73 SPG's (Self Propelled Guns)
- 102 Towed Artillery
- 30 MLRS's (Multiple Launch Rocket Systems)

The air force is the smallest branch of the military, though like the army is considerably modernized. In the Air Force there is a total of 299 aircraft total.

In total, the Air Force consists of:
- 83 fighter jets
- 44 fighter bombers
- 22 spy planes
- 11 fighter drones
- 11 spy drones
- 60 troop transports
- 68 bombers


Phallia has a population of 46 million. Conscription is a definite given its situation and it has a ~350,000 man standing army which is, while not cutting-edge, well equipped and battle hardened after the war with Chen. Its people are a (rl analogue) german-french-native chinese mix. Constitutional monarchy where some minority groups aren't represented in parliament. A service-based economy reliant on trade, upper middle income. Likes free market. Pantheistic religion though society is more focused on making money than obeying the priests.

Phallia is driven by an interest in developing its mining industry in the Shentong/Dongshan areas as well as securing those from Sainese insurgents. Due to regular troubles a quasi-ethnic cleansing policy with heavy suppression of the Sainese ethnic monirity has been decided on. The agricultural industry, also important to the Phallian economy is under threat as water diversion projects mean less water flowing down the Wein to irrigate Phallian farms as well as a depletion of fish stocks as their habitat is damaged.

While Twelve Isles would be most powerful as Achesia and my mains (Murovanka) are staying out maybe a direct invasion wuold be unfeasible, though a blockade would hurt Phallia badly.

Phallia is looking for military alliances which would help secure them from invasion of their neighbours; it is welcoming to foreign mining companies looking to exploit the resources of the mountainous inner araes.

The Third Republic of Atla, commonly known as Atla is a libertarian republic situated on the borderlands between the regions of Herspera and Aurus. It includes the land situated between the Shentong and Atlish mountains common known as the Wein River Valley. It is a humbly sized landlocked nation nation bordered to the east by the Kingdom of New Phallia, the south by Great Chen, and to the northwest by Dzhungestan.

Atla's government is a constitutional republic with an executive branch lead by the President who acts as head of state and government, a tricameral legislature, and a high judicial court. The Atlish government capital is Austrundus which is situated to the north west of the country along the Wein River. Austrundus is also the largest city in Atla, with a urban population of 3.2 million. The country is broken into five provinces which each have their own governments that have unique policies and laws that reflect the will of their populations. The central government of Atla has minimal say in the administration of these five provinces which fiercely guard their provincial rights against the looming power of a taboo central government.

Coal, Iron, and Rare Earth Minerals are the chief exports of Atla and make up the majority of the economic income of the nation. Iron and coal are mined primarily in the Atlish mountains to the northwest and the Shentong Mountains in the east of the country. Rare Earth Minerals are sporadically found in the northern part of the country. These resources after being mined are then refined throughout Atla and exported to the world markets. The largest means of export is the Wein river which is the closest access tot he ocean for the land locked nation of Atla.

Formed after the Atlish Revolution of 1890, Atla is a country centered around the culture and heritage of the Atlish people. The Atlish get their name from the mountains to the north, a common slang term for Phallian workers being sent to the mines in the north of the old Phallian Kingdom. Several revolts lead up the independence movement of Atla, but the largest catalyst is the Dundee Massacre in which Royal Phallian troops burned and slaughtered the entire village of Dundee during its own revolt. Three years after the massacre at Dundee, Atla found itself an independent country and the people created unto themselves a republic to secure their rights as free men. The Atlish people are highly libertarian and view the government as only a tool of the people to prevent fraud and abuse. Due to this, laws regulating anything within Atla are rare, and often communities are left to deal their own justice. The Atlish people fear large over oppressive government, viewing it and tyrannical and dangerous to the life and liberty of all people. Since the revolution of 1890 the people of Atla have overthrown the government twice and created a new constitution with new checks and balances against an over growing central power.

Atla is a developed country with infrastructure and markets on par with first world nations such as those in Meridia, but in more rural areas the infrastructure is less tended to and under the purview of the communities that they reside in. Being as there is little regulation from the government, communities and even provincial governments will hire private sector firms to upgrade and build regional infrastructure.

Within the economic center of Austrundus hundreds if not thousands of multinational companies have headquartered themselves to avoid frequent taxation from other states, and instead enjoy the low tax burden that the Atlish government places on corporation. Banks have sprung up in this haven of little oversight and began a trend by organizations and persons from across the globe of opening an "Atlish Bank Account".

The SLA has its origins in various Sainese (chinese speaking native groups) militias created in the 1850s due to the first Phallian incursions into the Shentong; however they maintained their independence and existed as a quasi-state (if unrecognized) up to the 1910 when Phallia invaded to secure its mining rights and created the Shentong Autonomous Region.

In 1953 the first uprising resisting against Phallian measures to 'Phallianize' the Sainese minority was quickly put down by Phallia. In response to continued terrorist bombings Phallia began encouraging settlers into the Shentong Autonomous Region. Villages suspected of supporting insurgents were shelled and inhabitants cleared out, replaced with ethnic Phallian settlers. While the insurgents were defeated they reappeared in the form of the Shentong Liberation Army with foreign assistance, determined to continue the fight for independence.


Chen has a population of ~450 million, army of ~2 million total but poor and badly equipped, a peasant army- think China in WW2. Absolute monarchy, quasi-dictatorship with few civil rights, isolationist and cut off from the world; economically backward and stagnant.

What we discussed:

Atlish trade from the east and south mainly goes through Phallia; as a landlocked country it faces significant challenges, and since its independence war from Phallia in the 19th Century they haven't had great relations.

That turned worse in the Chen-Phallian War when Atla assisted Chen and successfully attacked Phallian-held Shentong mountains. Phallia retaliated with a trade war; tariffs and economic sanctions which hurt Atla badly.

In turn Atla used its position in the Shentong to support Sainese (an ethnic minority in Phallian Shentong) insurgencts against Phallia, as well as starting massive projects on the Wein- water diversion to supply water-poor areas, a hydroelectric dam for electricity. Further downstream, Phallian farmers are raising hell as the river behaves erratically, is polluted and refuses to flood the plains and fertilise Phallian fields.




I'm playing as Phallia; Phallia, faced with enemies in Great Chen and Atla needs allies. The Shentong area also has valuable precious metals to be mined.

Support for Phallia could come in the form of direct military support as part of an alliance or a foreign mining company (Phallia is pretty free market oriented) deploying PMCs to defend mining operations from insurgent attacks.

I don't think I see Atla and Chen being best of friends, because if it is a China analog like you said then it has a big government which Atla would not like. Also the hydro electric damn can shut the river down completely and dry our your agricultural areas, whihc is a tool we would use maybe at the beginning of this rp in response to tariffs.

Perhaps if someone comes to be on my side it is because their trade with Atla's rare earth minerals gets cut off or more expensive due to the tariffs?

I like the rare earth minerals- uranium and such perhaps.

Is there an example of how a dam completely shuts down a big river of a large period of time? I mean once you 'close' it, where would the water go- do you mean it gets diverted to some reservoir, but even so the river can only possibly have its flow significantly reduced (which is threatening enough). Either way they take a while to build so we should fix a date when you started it.

Effects for Phallia is reduced drinking water, agriculture, loss of fish stocks (got that from the Chinese Three Gorges Dam). Catastrophic environmental impact, changed weather patterns makes produces farming droughts in Phallia.

We can go with significantly reduced then, that makes sense.

And for rare earth minerals I was thinking Atla would be one of the largest sources of alkaline in the region.

It's open to all, but keep in mind we're dealing with realistic pop caps here, Phallia is at 48 million people and Atla maybe half that, so limit deployments accordingly. Chen is larger but dirt-poor, I'll get some background info up soon of the nations involved.

I'm thinking Atla would be say 35 Mil, just since its at a nice river basin and such.

What do you plan to do?: The Twelve Isles enter the conflict to try and mediate the growing conflict between Atla and New Phalia, and if violence breaks out plans to step in as a peacekeeping force.

Many diplomats had been coming the the Arabian Empire. It seemed that their fast and largely successful rise as a major power in the Middle East had caught the eyes of many other nations. So far there had already been two sent to broker treaty's and trade deals with the Empress, and now a third had arrived. He had come largely unexpected, but messages had still been sent to the Empress informing her of what was happening.

When Muhhammad Abasidi arrived at the Royal Palace, there had been a lot of commotion. The Empress was still on campaign, and the servants and dignitary's were all scrambling around to try and rectify the rather embarrassing situation that both sides had been put in. Eventually though, they had organized a group of soldiers to bring the Persian across the desert, and to the outskirts of Baghdad, to where the War Camp had been set up in order to capture the city. They had been the only major enemy in Mesopotamia, and it was hoped for that they would act as a trading hub between the Maratha and Persian empires with the Arabians.

Zella met with Muhhammad Abasidi at the edge of the camp. The Balkan dignitary was also coming, and she hoped to kill two birds with one stone by waiting at the edge of the camp. It would hopefully be quicker that way. They were to attack Baghdad that evening, after giving them the whole day to sit and stare at the joint Arabian and Nordic army. She sat on her horse, flanked on either side by guards in deep red Keffiyeh's. She had changed out of the more formal clothing she had worn for the Pre - Battle feast, and back into what she had been wearing before. She once again looked much more like a mercenary than an empress, but she didnt care. If the Persians wanted to give up an alliance solely because she didnt look like an Empress, that was there loss.

Looks good, how do you plan on assisting Atla? We haven't got that much mapped out but there would be nearby nations that would allow you to overfly 'help' to landlocked Atla.

Apropos attempted colonisation, I had in mind that there would be a 'Canton Republic' which was a former colony, taken from Chen (I will draw it in the map). Maybe you first had a colonial outpost in Canton, still had a heavy presence in Canton after decolonisation, but got angry when Phallia de-facto took over control of the country following the Chen-Phallia war.

I'll add more info to clarify what I mean.

Many diplomats had been coming the the Arabian Empire. It seemed that their fast and largely successful rise as a major power in the Middle East had caught the eyes of many other nations. So far there had already been two sent to broker treaty's and trade deals with the Empress, and now a third had arrived. He had come largely unexpected, but messages had still been sent to the Empress informing her of what was happening.

When Muhhammad Abasidi arrived at the Royal Palace, there had been a lot of commotion. The Empress was still on campaign, and the servants and dignitary's were all scrambling around to try and rectify the rather embarrassing situation that both sides had been put in. Eventually though, they had organized a group of soldiers to bring the Persian across the desert, and to the outskirts of Baghdad, to where the War Camp had been set up in order to capture the city. They had been the only major enemy in Mesopotamia, and it was hoped for that they would act as a trading hub between the Maratha and Persian empires with the Arabians.

Zella met with Muhhammad Abasidi at the edge of the camp. The Balkan dignitary was also coming, and she hoped to kill two birds with one stone by waiting at the edge of the camp. It would hopefully be quicker that way. They were to attack Baghdad that evening, after giving them the whole day to sit and stare at the joint Arabian and Nordic army. She sat on her horse, flanked on either side by guards in deep red Keffiyeh's. She had changed out of the more formal clothing she had worn for the Pre - Battle feast, and back into what she had been wearing before. She once again looked much more like a mercenary than an empress, but she didnt care. If the Persians wanted to give up an alliance solely because she didnt look like an Empress, that was there loss.


I think possibly if intervention were to come that it would come after blows were already struck and would primarily to stop the conflict from continuing.

Primarily service, I suppose, banking services and such for the ports on the coast, followed by precious metal mining and agriculture. I'd say a higher middle income country.

Thats what Im planning on.

Im planning to try and act as a go between for the two nations, much like the United States is for Israel and Palestine, but if war was to break out between Atla and New Phalia I would send in my soldiers to keep the peace.

Could you possible post like a summery of the finer points of your nation? And its relevant stats?

I updated the map in the OP to reflect a few new changes. A NPC Shentong is added in the mountains and Canton (I believe Muro's puppet or another NPC) is added as well.

Thanks, looks great. I'll work on editing the map further (location names, cities and such). Originally I thought the entire mountain range would be called Shentong but I'm fine with splitting it into three distinct areas perhaps? Shentong (God's Suffering), Guishan (Ghost Mountains) and Baoshan (treasure mts) is some names I have in mind. Baoshan would be on the border between Phallia and Chen though.

Well the Shentong on the map is an actual country, i figured there could be a state of ethnic natives there in the mountains, kinda like nepal.

How did it become an actual country? I said it was the mountain range, if it's an actual country then another dynamic added. Maybe that's the point, they want to become a country but Phallia explicitly doesn't want that, creating sort of an Israel-Palestine situation. I got over zealous making maps thats how they became a country xD I can remove it if you dont like the idea, but I figured somehow they could play in as a small group that maybe does not like either side since they feel the mountains are their land my right. I feel like if we wanted they could be pretty passive in the conflict as well.

Anyways I can take it out if you want, totally up to you.
