On October 24th, 2012, I founded Kantrias.

When I first founded it, I had an idea for the region. A dream. I had plans, goals, objectives. I knew what I wanted the region to look like. But it wouldn’t have been anything without the people who came to the region, came onto the forums, applied for citizenship, and stayed. People who recruited right along with me, who ran for our Senate and wrote our laws, served in our Army and more. We all came to this region for our own reasons – fun, curiosity, ambition, whatever. We all had, implicit and explicit, our own ideas, hopes and dreams of what Kantrias would come to be… but together, we contributed to a single, shared vision that created something greater. We became more than a region, more than just a bunch of people posting on a forum.

We became, if you’ll forgive the sentimentality, a community. A home.

Like so many regions and communities in NationStates and online in general, Kantrias fell victim to inactivity - RL claimed some, new interests claimed others. As people left, the activity on the forums faded, and soon even the people still coming by found nothing to do... and so they stopped coming. And so, Kantrias died not with a bang but with a whimper. A sad state of affairs for a region that was once allied with a number of leading powers of the day, that was once a power worthy of respect in the Interregional community.

But Kantrias was never just a region, never just a forum. It was an idea. A shared vision. A community. The idea of the Kingdom of the Gavel and Sword, of the balance between passion and reason, the dual purposes of the state - order and protection, law and the army. The Shared Vision of a region that sought to host and foster a unique cultural identity, not bound to any single real life concept or country. The idea that something new could be created. And that is why I've brought Kantrias back. Why I and a few old hands have restarted the region. We've kept the core identities that have made us Kantrian, but as we began recruiting new nations and players, we also opened the door to new ideas. Rather than simply dusting off a past Constitution, we have begun a new Constitutional Convention, and already it has been an active debate on the future of our region. Kantrias will not belong to the Old Kantrians, but to all who call our community home.

In Kantrias, all citizens are nobles, - Lords, Viscounts, Marquesses (or the female-equivalent of those titles) from across the realm who have come to the Capital to govern the Kingdom with the King, who while still a powerful institution in the region, holds significantly less power than concieved of before. In time, distinguished service to the Realm will allow for higher titles, with greater prestige for the bearer. The Nobility Assembled are the ultimate sovreign, and even the abolition of the monarchy was an option in the Convention, and will be an option going forward for the region, should the electorate produce a Legislature able to pass and sustain such an Amendment.

The Constitutional Convention is still ongoing, though it is slowly winding down as we approach a final draft. Still, this is a chance to join the region as it begins its rise anew, to establish yourself early and make a claim to prominence. And even after that, there is the first election to come, where seats in our Legislature or for the Executive can be won by clever campaigns, wise policies and more.

I'm very happy about it myself. Like I said at the top, Kantrias was a home for me, a community I loved. In hindsight, leaving it and NS when I abdicated, is frankly, one of my biggest regrets. I mean, I have some bigger ones, but still.

But seeing Kantrias unfold once more in front of me is an amazing feeling.

Although Kantrias was, unfortunately, after my time, I heard and read stories from long ago about her glory, especially when she got raided. I can only imagine what Kantrias was like back then, and I wished that I was there at the time, all those years ago. Real-life obligations always pull people away from NS, but I am very glad Kantrias is rising again, and I hope that I myself can have time to participate in her reincarnation.

Minor bookkeeping correction, in my current reign I'm official titled as Cerian II, since Caldemar reigned between my abdication and then he abdicated the throne back to me when we decided to bring the region back. Just as if Caldemar becomes King again (though I don't forsee abdication again in the foreseeable future) he would officially be titled Caldemar II.

That said, I'm glad you heard good things about us. The old forums have been restored (ish) to their former state, so you could go to them: z13.invisionfree.com/Kantrias to look at a few basic things open to non-citizen accounts, if you wished. In time, I hope to use the new 'Quilorian Museum of Kantrian History' and especially our 'Jimothy Wright Gallery of Old Kantrias' to bring in relevant documents/posts/etc from the old forums for public consideration as well as use in writing historical documents. A few documents have already been retrieved, and more will in time.

That would have been Caldemar. But yes, CTE will be less likely, especially as long as I'm using it as my main nation again.

That said, both Cal and I have also set up some changes to how we manage the password of the founder - it is hidden in a secure 'break glass' location so that even if I or Caldemar are unavailable, certain other trusted individuals (such as my other son Roman Pearce) will have access to the Founder in case of emergency.

We were, even before the official declaration of death, basically dead at that point anyway, so I'm not sure I see the point. It's been over a year, and it serves Kantrias no purpose to have some sort of official grudge. Under the draft of our constitution being held for final consideration and edits, the Crown does not independently run foreign affairs (though its approval for treaties to go into law exists), and so far that isn't likely to change. So my mild annoyance is unlikely to ever become state policy anyway (and like I said, my annoyance is mild.)

Had KGB or someone else successfully refounded Kantrias, I'd be far more upset, but a tag here and there? *shrug*

Statement from the Throne: On Prior Foreign Relations

During our inactivity, both before and after the Regency of Roman Pearce, several of Kantrias's allies ended their treaties with the Kingdom of the Gavel and the Sword. This is unsurprising and wholly understandable. By the time those treaties (such as with Europeia and The LKE) were repealed, Kantrias had long since ceased to be capable of upholding its end of the treaty's obligations. It is the Crown's understanding that of all the treaties previously signed by it, the only one that remains legally in force with any of our former treaty partners is the treaty with Albion. If any other treaties we signed remained legally in force, please inform us.

It is incumbent upon Kantrias's honor as a region that we honor our treaties as long as both parties consent to them. As such, as long as Albion wills it and as long as the coming new legislature of Kantrias retains it in force, the Treaty of Mercia is still binding upon us. As it stands, with the Royal Kantrian Army yet to be reformed and our government currently provsional (Royal Decree 001 provisionally invests all legal, executive and judicial power in the Crown until and only until the new Constitution is ratified), and we would hold no ill will to Albion if they decide it useful to their interests to withdraw from the Treaty and reserve any renegotiation until such time as Kantrias would be able to fully uphold its obligations.

Furthermore, Kantrias would like to extend thanks to The Land of Kings and Emperors, Europeia and Albion for the defense of our region during the attack by Asgard and The Kingdom of Great Britain in October 2015. Additional thanks are extended to Osiris for their attempt in late 2016 to secure the region in honor of our past friendships.

Finally, the Crown would like to make it clear that the Kingdom holds no official ill will or negative feeling towards Asgard or KGB for their attempted invasion.

Following a vote in favor of 20-2, the Constiutional Convention has approved the final draft of our new governing constitution, formally called 'The Statutes of Nobleslaw'.

The new document, divides executive power between the Monarch, who serves a Head of State, commander in chief of all Kantrian armed forces, as well as possessing an overridable veto on law, and the Lord Chancellor, Head of Government and manager of all other executive functions. Legislative Authority is invested in the elected Council of Nobles, and the Judiciary will be made up of justices nominated by the King and approved by the Council.

A full draft, including the protected rights and freedoms, is included below. Standing for election to the first session of the Council as well as elction for the first Lord Chancellor shall open tommorrow.

The Statutes of Nobleslaw

We, the Nobility Assembled of Kantrias, in order to provide for the Good Governance, Order and Security of the Realm, do, by our Collective Will and Assent, provide this document to serve as the Governing Constitution of Kantrias.

Article I – The King

Section I – Powers

1. The King shall be able name nobles to the royal family and organize it as he sees fit. From amongst the royal family, the King may appoint an Heir Apparent. The King may delegate the powers in Article I, Section I to members of the royal family or nobles as he sees fit.
2. The founder account and root administrator account will rest with the King. As root administrator, the King may appoint administrators as needed.
3. As King and head of state, the King shall be in command of the armed force, take part in negotiate of foreign treaties alongside that of the Lord Chancellor.
4. The King shall have the power to grant nobility and oversee the nobility application process.
5. The King may declare war with permission of the Council of Nobles.
6. The King shall be allowed to voice his opinion in the Council of Nobles, but not take part in votes regarding legislation. The King has the authority to veto any legislation passed by the Council of Nobles, unless an overridden by a supermajority.
7. The King shall be entitled access and speaking privelages in all closed spaces created by the Lord Chancellor

Section II - Limitations

1. The King May Not: Run for or become a Councilor; Become a Justice; Run for or become the Lord Chancellor

Section III - Succession

1. The King, may name any noble of Kantrias as the Heir Apparent of Kantrias.
2. The King may declare a regency in which the Heir Apparent will assume all powers granted to the King in Article I, Section I. If there is no Heir Apparent, then the King may delegate powers in Article I, Section I to a noble of Kantrias.
3. If the King is inactive for 14 days by not logging into the forums or posting, then a regency will be declared with the Heir Apparent assuming all powers in Article I, Section I. If the King is inactive for more than 60 days, then the king will be declared dead and the Heir Apparent will become King.
4. If there is no appointed Heir Apparent, and the King has been inactive following the requirements listed in Article I, Section III, clause iii then the Lord Chancellor will assume powers in Article I, Section I until the Council of Nobles decides the terms of succession.

Article II – The Lord Chancellor

1. The King shall declare an election period of 96 hours, where any noble of Kantrias may stand and declare their candidacy for Lord Chancellor. The voting period shall last 48 hours, after which the candidate with the most votes become Lord Chancellor. In the event of a tie, the King will extend the voting period for 12 hours
2. The Lord Chancellor will have a term of 90 days, and will be removed from office either by a vote of no confidence by the Council of Nobles, recalled by public referendum or being inactive for 14 consecutive days.
3. The Lord Chancellor will oversee matters of state that are not delegated to the King, and shall appoint ministers to assist with matters of state. Any minister appointed by the Lord Chancellor will need to be approved by the Council of Nobles with a simple-majority.
4. The Lord Chancellor must appoint a Deputy Lord Chancellor within 7 days of taking office, which the Deputy Lord Chancellor must be approved by the Council of Nobles with a simple- majority. In the case of the removal of the Lord Chancellor described in Article II, clause ii, the Deputy Lord Chancellor shall become acting Lord Chancellor for the remainder of the 90-day term.

Article III – The Council of Nobles

1. The King shall declare an election period of 96 hours, where any noble of Kantrias may stand and declare their candidacy for the Council of Nobles. The voting period shall last 48 hours, where the candidates with the most votes will be appointed to the Council of Nobles. In the event of a tie for the last seat, the King will call a by-election between the candidates that are tied, which the voting period will last 24 hours.
2. The number of seats to be filled in the election will be equal to the number of nobles running divided by 3, rounded down, plus two seats; nobles will be able to cast a number of votes equal to the number of seats to be filled, voting for no candidate more than once.
3. Members to the Council of Nobles shall be referred to as Councilors.
4. The term for Councilors shall last for 60 days from the last of elections for Council of Nobles called by the King.
5. The Council of Nobles is responsible for crafting its own standing orders governing their internal operatons.
6. The Council of Nobles will discuss matters regarding the appointment of Deputy Lord Chancellor, ministers appointed by Lord Chancellor and Judicial appointments requiring only a simple-majority to pass the matter. The Council of Nobles may recall any Officer of State by a super-majority.
7. The Council of Nobles shall be vested with all legislative powers of passing amendments to the Constitution requiring a super-majority vote, passing and amending laws of Kantrias requiring a simple-majority. In the event of veto of a law by the King, the Council of Nobles may pass a vote to override the veto with a super-majority.
8. If the King chooses to veto a constitutional amendment, then the amendment shall be put to a vote of the nobles, with a voting period lasing 48 hours. Two-Thirds of total votes cast by nobles has to be in favor for the Constitutional Amendment to take affect.

Article IV – The Judiciary

1. The Judiciary shall consist of 3 members appointed by the King, who shall be approved by the Council of Nobles. The term length of any member appointed to the Judiciary shall last for 150 days.
2. The Judiciary shall set their own Standing Orders on how the Judiciary will operate, court procedures and the process of selecting a Chief Justice.
3. The Judiciary will hear all cases regarding interpretation of legislation passed by the Council of Nobles, matters of guilt in criminal matter and all other instances delegated to the Judiciary by legislation. The cases heard by the Judiciary will only require one sitting member of the Judiciary, who render judgement. A judgement may then be appealed to the Judiciary, which in such cases will be reviewed by all members of the Judiciary who shall render their own judgement, which will be final.

Article V - Charter of Rights and Freedoms

Section I – Application and Limitations

1. These rights and freedoms apply to all nobles equally and may not be infringed upon other than in the areas listed within this section
2. The ability of the administrators to uphold the terms and services agreement of Zetaboards supersedes all rights and freedoms
3. Nobles may be detained in the event they are charged with a high crime or terrorism
   (a) Detainment is defined as being masked such that one can only see and post in the court area
   (b) This detainment may be challenged by an appeal to the court

Section II - Freedoms

1. Freedom of the press

   (a) This does not protect hate speech or harassment of others

   (a)This freedom can be waived by a court approved warrant for the purpose of obtaining evidence of unlawful activity

   (a)No citizen shall be persecuted for action carried out before the passing of a law making it illegal
   (b)Punishment before a fair trial shall be deemed unjust punishment, expecting in cases of terrorism
9. Freedom from double jeopardy
10. Freedom from discrimination
    (a) No noble may be discriminated against due to their gender, religion, ethnic origin, sexual orientation, gender identity or nation of origin.

Article VI - Notes

1. Any and all gendered pronoun or title shall be considered neutral in terms of reading of the Constitution and legislation passed by the Council of Nobles.
2. A simple-majority in the Council of Nobles is defined as half of the members of the Council of Nobles plus one.
3. A super-majority in the Council of Nobles is defined as two-thirds of the members of the Council of Nobles.
