[Proposed] Wunderwaffe Accord

A resolution to allow member nations to possess Wunderwaffe
Proposed by: Kiaserschlact

Description: The World Assembly,

Acknowledging that nations may possess Wunderwaffe,

Noting with approval that nations are and have developed Wunderwaffe to defend their sovereignty,

Fully aware that Wunderwaffe can lead to massive casualties in combat and may potentially have environmental impacts beyond repair,

For the purposes of this protocol "Wunderwaffe" shall be defined as:

* "Wonder Weapons" : any weapon used in defensive and or offensive action with the intention to cause severe casualties and injury that surpass conventional standards and technology of its time,

The General Assembly hereby declares:

1. The development and use of Wunderwaffe is unrestricted for the use of carrying out military offensives and national security of a nation,

2. The use of a Wunderwaffe for the purpose of killing or harming civilians in any way, even during a military offensive is prohibited,

3. Members of the World Assembly are authorized to conduct Wunderwaffe development and use, within the boundaries of current and future World Assembly legislation,

4. Member nations may trade and sell developed Wunderwaffe with one another, however, the trading and selling of Wunderwaffe to and between non-member nations is prohibited,

5. All member nations who develop Wunderwaffe shall take necessary precautions to prevent the Wunderwaffe from being placed in the hands of those who wish to violate the provisions of this act,

6. Member nations shall decide whether or not to allow private industries and corporations to be permitted to develop Wunderwaffe or only allow state-controlled facilities to develop Wunderwaffe,

7. The World Assembly Scientific Program (WASP) shall be tasked with the following mandate:

A. To establish a database of developing, developed, and Wunderwaffe in use by member nations and to share the information with any member nations who request it,

B. Offer assistance in member nations on how to properly catalog and document their Wunderwaffe,

C. To prevent the repetitive development of similar Wunderwaffe by member nations.

There already exists legislation regarding Superweapons, and, how about we don't use terms ripped directly from Nazi Military Propaganda, yeah?

"Considering the vagueness of the term "wonderweapon" (I refuse to use that absurd term in the title), this can be interpreted as broadly as to encompass all nonconventional weapons, such as nuclear and chemical weapons, or narrowly to include nonconventional, yet-unregulated weapons. The former interpretation makes this illegal, so I am not inclined to make that presumption. The latter is legal, in that regard, but in either construction, clauses 1 and 2 interfere with extant restrictions on the use of military hardware, specifically their use against surrendering noncombatants, civilian property, and other protected targets that do not fit the description of "civilian". As such, this violates the Contradiction rules, and is illegal."

The Riser delegate shakes its head as it puts down its copy of the draft. "... This one is not comfortable at all with the proposal. This one finds the concept of a database where any member nation can access and, presumably, acquire plans to build these weapons to be... disturbing. This one also finds the definition of these weapons to be entirely too vague, considering the different technological advances of different nations. And this one finds the term used to name these weapons to be arbitrary and, should the proposing delegate insist on using a unconventional term, this one would insist that the proposing author use 'nyhollo yht louhl'mhyoun ith'aund' instead. For it makes just as much sense to the international community, and is likely less offensive."

The Riser delegate stands at just over six and a half feet tall and bears a vaguely humanoid shape. All other features are obscured by layers upon layers of elaborate robes and veils in varying patterns and weaves of silver, the hands are covered with meticulously wrapped strips of cloth so that only the tips of short nails are exposed, and even the voice is ambiguous. Stuck to that, there is a large blue Post-it note with elegant handwriting that reads "Do not bother to try and pronounce this one's title. This one is simply the Riser delegate.".

I did have an idea about making a catapult that literally fires cats. Because - if you think about it - being hit in the face by an angry cat that has just been shot through the air against its will would probably pretty fricking terrifying!

OOC: 'Wunderwaffe' is singular. It literally means 'wonder weapon'. The plural is 'Wunderwaffen'. This means that the proposal is littered with awkward phrasing and/or grammatical errors.
Also why use Nazi propaganda terminology in any case, especially if you don't have any command of the German language at all?
