For centuries, Hartstein Palace has sat at the center of the Borgolnian political scene. The building serves as the seat of the Imperial House of Rosenbaum-Priess, was the focal point of the democratic movement of the 21st century, and has since remained a symbol of Borgolnia's beloved and unique monarchy. Today, it serves another purpose, as the location for a global conference to formalize international principles and to, many hoped, lead to a new consensus on global peace.

The Palace sits beside the Noordsee, one of the many artificial lakes which characterise the affluent Blumarkt district of the national capital, Alvar. Beside the lakes, canals, embassies and former and current palaces, the Blumarkt can feel as though it is a tranquil escape from the lively, if assiduous, city of which it is part. A patch of greenery in the heart of a twenty-two million strong urban behemoth, encompassing Borgolnia's capital and largest city, along with other distinct urban cores. Though it is for that very reason that Hartstein was chosen as the home of the very first Council of Rulers, embodying everything the government hoped Borgolnia should, and could, be proud of.

Eduard Hoess II, the current Emperor of Borgolnia and Guard-Premier of the Electorate, stood in his dressing room a few hours before the conference was due to begin. Eduard was a tall and rather slender man, noticeably lacking in distinct features in his apperance other than for his wavy brown hair and the pair of round spectacles he wore; much to the dismay of the household staff, his insistence on wearing that particular pair of glasses was always based on the fact that they were a gift from his late father. He was wearing his Imperial Robes, which were coulured in a deep purple, over a simple shirt and slacks - Eduard was notable for his insistence on avoiding ceremonial dress as often as possible.

As he made the final touches to his robes, a member of the royal household staff entered the dressing room, bowing slightly as he reached the Emperor. "Your Imperial Majesty," He paused, before continuing, "The Guard-in-Council has stormed the doors of the palace and seeks your immediate attendence." The speech given by the member of the household staff was ceremonial, a nod to the events of the Quiet Revolution over half a century ago, and is a line which symbolizes the servitude of the Emperor to the elected Guard-in-Council as a ceremonial monarch. Nodding in acknowledgement, the Emperor followed the royal householder out of the dressing room and towards the entrance gallery of Hartstein Palace.

Stood in the center of the entrance gallery was the Guard-in-Council, Johann Hautzig, and the Grandmaster-General, Nils Fitkau. Together, the pair, in their roles, are what many nickname the true Emperors of Borgolnia, and are the two elected officials who head up the Borgolnian government and drive the country's domestic and foreign policy. Johann Hautzig, who would be leading the Borgolnian delegation at the conference, was a shorter man than the Emperor, with a face that had aged with his time in politics. But Johann exhibited a demeanour of confidence and ruthless efficiency, which was of course partly the reason why he was the most powerful man in the country.

The Emperor greeted the men with a "Hallo" and they responded in kind. Even after fourteen years on the throne, it was still striking for the Emperor to not recieve a bow as he approached; the Grandmaster-General and the Guard-in-Council are the only two people in Borgolnia who, by custom, are not expected to bow to members of the Imperial family. The trio, who are well acquainted through weekly governmental meetings, quickly descended into an exchange pleasantries, as they waited for the delegations of the other attendees to arrive at the palace.

Phw. Nels I wore a heavy black overcoat pinned with the Red Seal of the Monarchy and was engaged in conversation with the cab driver sitting to his front.

    Nels: From my perspective, it certainly is quite cold. I would think most who live here are quite used to it, however?

    Driver: True, true. I know a guy who just came in from Trietz-Eln, just like you, about a month ago. He always had on about a hundred kilos of clothes wrapped around him every time he went outside.
Nels looked from the driver to himself and back. He noticed the driver had been wearing a simple shirt and here he was, with a heavy coat and another two layers underneath. He laughed a lively laugh and said,

    Nels: We must be of one mind, then. I hear even the ducks bundle up before they head south in the winter.

    Driver: Ducks can go anywhere anytime, they don't need to wait for jacket temperatures to set in. Might be fun to see some ducks wearing scarves, though.

    Nels: You must be right. No visas, no passports, just a desire for a comfortable living.
Nels looked out the window at a nearby flock of ducks who stayed by the water, huddled together. Even among the cold and the departure of many of their comrades, the flock stuck together at their home. It was endearing to him.

He was about to continue the talk about ducks when the Driver announced that they had arrived at the palace and pulled over. Nels paid the cab fare and opened the door himself to step outside.

    Driver: Before you go, Your Maj-

    Nels: It's just Nels. Plain, simple Nels.

    Driver: Right. Nels. Why take a cab? Why not a private luxury car or something?

    Nels: You get business, I learn about you. A win-win, is it not?

    Driver: Thank you for your business. It was good to have you.

    Nels: I should thank you for driving me. I bid you farewell.

Nels stepped out of the cab and closed the door behind him. As the cab drove away, he proceeded into the entrance gallery where he saw the three men and took a bow, holding out his hand to shake.

    Nels: Good day, sirs. I am Nels of the house Elire, but you may call me Nels. How shall I address you?

Emelinà Montaux, the Chancellor of the Realm was escorted into her motorcade quickly amidst the blazing photography of reporters and news correspondents crowded outside the doors of the airport. Montaux was a woman of poise. Garnering a reputation of being respected both domestic and foreign, it was her chance to flex Lauretia's expanding influence into an increasingly connected world. As they drove further away from the busy districts and into Blumarkt, Montaux gazed out the window to see the stunning Hartstein Palace. The picturesque scenery brought Montaux back to her childhood when she grew up in the Casertan Valley. It was tranquil. Unlike the debates that are most likely soon to come. Before she lost herself within her old memories the driver interrupted softly,

"Madam Chancellor, we've arrived."

Two of Montaux's security details opened her door and followed closely behind as she walked up the steps to greet the Emperor and his Government. She greeted them with a kiss on each cheek saying 'Salve', the common Lauretian greeting. Montaux had learnt basic Borgolnian while in university and said to them,

"I look forward to working with you all today. I have no doubt this will be a very productive conference."

Borgolnia was a cold country. Colder than Ephyra by any standards. It would've been a terrible impression however, were the Khēlāghys of the Immortal Empire of Ephyra to simply send another in her stead to represent her. Whilst such actions were viable in her homeland, where the populace were familiar with her advisers and speakers, a meeting with foreign rulers could not be handed off to a second-in-command. Alyrya vie Sāhvīīshār sat in the dominant car of her motorcade, accompanied by her aides, in this foreign country. The landing at the airport not far from Alvar had been an intensive one. As ever, the media reporters and journalists had been flocking to the departure bay like vultures around a kill, each one desperate for mere photographs, whilst others pressed for words and direct attention. The Sovereign Honour Guard had no easy task in holding back the mob of camera-wielding lunatics as the Khēlāghys was shown to her car.

The road journey from the airport to the palace had grown steadily more pleasant over time, the close-packed buildings of industry, residence and leisure giving way to more open areas, the estate of Hartstein Palace. Such practice of distancing oneself from the bustle of everyday life was not uncommon in the empire back in Aephyran, but not so with her family. Long before her family came to rule, the Black Pyramid stood in the centre of Sydamae as a beacon of power. The sight of Hartstein Palace was a peculiar but not an unwelcome one to the Ephyral woman.

The motorcade came to a slow stop outside the front steps of the palace. Several Borgolnian officials were there to greet her. A quick glance at their faces, a faint shade of pink by the cold, told her that they'd been here for some time, greeting each arrival as they came. Sovereign Honour Guard had exited from the cars in front and behind her. Though the threat to her person was absolutely minimal, Alyrya did not pretend that her nation was loved by all. An attack upon the leader of such a nation, even if a failure, would give a boost in dedication to the groups already actively opposing her rule and the very existence of the empire. She exited the car. The immediate chill of the air gave her a shudder. It was surely colder for her than anyone else here just by looking at them. Alyrya had selected an insulated, black lashar for her journey. Winters in Ephyra were much milder however, thus the dress still left her arms and midriff open to the elements in typical Ephyral fashion. Fortunately, a long black cloak woven of feathers was clasped to the shoulders of her attire, and further insulted her from the cold. Her snow-white hair, the mark of her blood-purity, had been tied back and out of the way. At her behest, blue streaks had been dyed into it, the colour representing peace in Ephyra.

Alyrya took a sharp breath and exhaled, the expulsion turning to mist before her. She climbed the steps to the palace, escorted by her guard and her cloak trailing behind, small amounts of snow that had fallen earlier in the day collecting at the edges. At the summit, she strode into the entrance gallery. Multiple individuals awaited within, yet the three men in Borgolnian attire drew her attention. The Khēlāghys approached the Emperor, the Grandmaster-General and the Guard-in-Council. She had read up on their biographies, to better understand who they were, but the only way to know for sure was to speak to them. Coming to a halt before the trio, she gave a light bow towards the Emperor and his companions. "Your Majesty. Grandmaster-General. Guard-in-Council." She greeted in Borgolian, her Ephyral accent liquidising the words. "I am Khēlāghys Alyrya vie Sāhvīīshār of the Immortal Empire. I will be representing my empire before you all."

Emperor Nicholas II slowly made his way off one of the five large Hegan 11C aircraft used to transport the highest ranking officials in the Traudorian government. Walking with on the Emperor's left was Chief Foreign Minister Johnathon Stills, who had only been selected for the position four months ago after previous CFM, Paul Faulk, was appointed as Imperial Magistrate, the second in command of Traudor, and the de hire presiding officer of the Council of Magistrates. The Emperor climbed into his personal vehicle at the center of the fifteen car motorcade, and continued his conversation with CFM Stills. A few minutes passed and the a soldier from the Emperor's Regiment called from the front of the car "Your Majesty, we have arrived at the palace." As the guards opened the Emperor's door, he stepped out and made his way toward the opened doors of the palace. Once inside, Emperor Nicholas and CFM Stills were greeted by the Borgolnian officials and other rulers attending the conference.

The arrival of the delegates came not long after the Emperor arrived in the entrance gallery of Hartstein Palace. The gallery was a relatively understated room, more often than not made more notable by the individuals within it rather than the decoration adorning it's walls. Today was no exception, as the delegates from four of the most influential nations in the world arrived at the palace.

The Monarch of Trietz-Eln was the first to arrive, a man none of the three Borgolnian officials knew much about, other than that he was revered for his modesty. As he walked into the entrance gallery, greeted by a salute from the members of the Territorial Guard stationed on either side of the doorway, the Emperor let out a slight gasp; to his surprise he was dressed as modestly as the two politicians standing at his own side. Eduard lent out a hand in greeting, and responding to Nels question, he said "Hallo, it is certainly very nice to meet you. You may simply call me Eduard." This was incorrect - the correct address for the Borgolnian Emperor was to adress him as His Imperial Majesty - but to say that to such a modest monarch, Eduard thought, would appear incredibly crass.

He continued, guesturing to the Guard-in-Council "Let me introduce you to Johann Hautzig, he will be speaking for Borgolnia when the conference begins." Hautzig began to bow, before remembering Nels' modest nature and deciding to instead simply hold out a hand in greeting. "Pleasue to meet you." The four engaged in discussion before the arrival of the delegations from the other attending nations. Their arrival was met with much the same process; Eduard and Johann made note of the way in which each premeir presented themselves.

Emelinà Montaux, the Chancellor of Lauretia, brought sophistication and poise; Alyrya vie Sāhvīīshār, the Khēlāghys of Ephyra, exhumed an intimidating coldness yet was able to maintain a level of approachability; and Nicholas, the Emperor of Truador, gave a reassuring sense of friendliness, even if he was arguably the most influential individual present. After a period of gentle conversation, the delegations were led by members of the Royal Household staff, and by the Guard-in-Council, to the room where the conference would be taking place.

Johann made a special effort to engage with Alyrya of Ephyra and Nels of Trietz-Eln as they walked through the grand corridors of the palace. The Guard-in-Council is one of two political heads of government in Borgolnia, but is undeniably the most powerful, and an effort to engage with both nations would be welcomed by the rest of the government. Relations with Ephyra have been tense since the two nations rediscovered eachother centuries ago, while building a strong relationship with Trietz-Eln would be seen as a windfall if it could lead to an economic partnership.

Eduard, the Emperor, made certain to talk to Emelinà and Nicholas II while Johann was occupied in the early stages of his political maneuvering. Lauretia and Truador were already strong friends of Borgolnia, and any move which may be seen to be detrimental to those friendships would not be a positive step. Aside from that, Eduard had enjoyed the company of the pair in earlier meetings; the common features of the three nations made conversation incredibly fluid. Moments before the delegates reached the conference room, however, Eduard said his goodbyes and left - any attempt on his part to interfere with politics would be a national scandal.

The day was still young, so, Johann hoped, the Council would be able to make significant progress before it broke in preparedness for a formal dinner later that day. As he entered the conference room, he was suddenly struk by how gaudy it was, before remembering that it was among the last rooms in the palace to be decorated. "I have to apologise for the state of this room; it's got to be decades old!" He blurted, before regaining a more serious posture and guesturing for the delegates to take their seats.

Johann poured himself a glass of water while the civil servants by his side organized his documents in preparation for the conference. The number of things which the delegates had met to discuss was relatively low, yet the gravity of them was enormous. What Johann was aiming for was nothing less than a conensus among the leaders on several major areas of diplomatic relations, although whether that was achievable remained to be seen. Offering a friendly smile to the Lauretian Chancellor, he began.

Ladies and Gentlemen, Your Majesties, Your Excellencies, he said, glancing at each of the delegations sat at the conference table, "As you are all aware, the areas that we have decided to discuss here today underpin some of the most fundamental aspects of the way in which our nations interact, and in the nature of peace in the world. Before we begin what I assume will be an incredibly... intense series of discussions, I would like to extend some genuine goodwill on my part that we can reach a consensus among us on those issues."

"The history of mankind is a history of conflict. For millenia, the peoples of this world, and i'd imagine at times our own peoples, have been at conflict with eachother, with increasing violence but sadly without increasing rarity. As I speak, we stand in the midst of an unprecedented era of peace, but we risk becoming complacent and unaware of the dangers which are posed by the twin perils of hostility and nationalism. Such complacency does not mean that this era of peace is set to last forever, far from it. And so, what I believe should be our first priority here today, is to reach an agreement which affirms our commitment to ensuring peace between nations, and setting out a way in which we can avoid having to resort to conflict among us in the future."

Johann ended his short prologue and provided an opportunity for other delegates to speak.

Conference Room

    Johann: I have to apologise for the state of this room; it's got to be decades old!

    Nels: I think, should the poor decorator have been here right now, he would be very distraught that his style would not be well received. No matter what one's preferences are, however, I do say that view out the window is simply timeless.
Nels made a friendly smile towards Johann before he found a chair in the middle and sat himself in it. While he didn't mind so much the patterning and design of the chair, he was nonetheless slightly disappointed that the chair lacked an armrest. The chair in his personal office, while not ornate in any way, was his favorite. He remembered his favorite chair as he sat- how he had discovered it at an estate sale he had begged his father take him to when he was young, how his father reluctantly obliged after he had convinced him to go instead of the butler, how comfortable it was when he first sat in it. He had sat in it, worn it out, and had it repaired for the many years it was in service...

For this moment, he bore a distant look in his eyes and furrowed his brow, but quickly remembering that there were more important things to be done, took out his pocket book and the Royal Pen.

With a flourish he began a new heading in an old-fashioned Trien cursive, the blood red ink shimmering for just a moment in the light before it dried, and underlined it. As Johann spoke his prologue, Nels carefully wrote a few words intermittently.

When Johann had finished speaking, Nels raised his hand briefly next to his head and waited a moment before speaking himself.

    Nels: I do agree with Mister Hautzig that peace is one of the most important tenets of our day. I have been sent here to do no less than to ensure the friendship between our nations, so I know it is within the interest of the Trien government to ensure peace between us all, and I believe it is the duty of all of us to keep our people safe through peace, no matter what we may think of each other. I say this not only because Trien Foreign Affairs wants me to say it, but because I believe each and every one of our peoples deserves peace. It is my heartfelt hope that you all agree with me.

Conference Room


The conference room wasn't as bad as the Guard-in-Council made it out to be. For some queer reason, Alyrya had been expecting something similar to the style of the High Council Sanctum located in the Black Pyramid. The interior style of the conference room was vastly different than the sanctum however. As she pulled out her chair she couldn't help feel slightly uncomfortable at the lack of armrests, observing similar behaviour in the monarch of Trietz-Eln. Instead of being able to rest her arms on the side, she found herself unsure as to where to lay her hands. As Johann Hautzig spoke, she changed position several times, but as his opening speech came to a close, she decided to rest her hands on her lap. She missed the Black Pyramid already.

It was then that Nels I of Trietz-Eln began to speak, outlining his belief in securing peace for all people. Alyrya maintained a passive look as the man spoke. The Khēlāghys knew little regarding the monarch of Trietz-Eln, but she knew enough, and the language Nels I used confirmed what she was aware of. It was odd to her, the idea that the man speaking held the same status as her as monarch of his own nation, yet held no official government power, working ceremonially to preserve cultural tradition. Whilst he still acted on behalf of his nation, it was only because he was allowed to. The way an heir ascended to the throne was also deeply strange to Alyrya. The funding of a successful public service with their own money. Whilst the action itself is ultimately beneficial to those residing there, she failed to see how it established anyone for leadership. In Ephyra, the firstborn child of the reigning monarch is instructed and given experience from the age they can walk and talk on how to rule effectively. She had learnt from her father and his advisers, though those lessons had been cut short by his death when she was twelve. She had learnt a great deal however, and instructed her own son in the same manner.

After Nels I concluded his short statement, Alyrya decided she should speak. She gave no gesture to draw attention, but simply began speaking. "It is no secret, nor matter of interpretation, that the Immortal Empire has arrived where it is through conquest. Less than a hundred years ago, my ancestors and my people's ancestors fought to reclaim their lands from the empire of Brutinea, with whom we now share wonderful relations. The First Empire brought itself to glory through colonisation, the Second Empire through conquest. Each of us are where we are now because of warfare. Our nations are what they are because that is how they were forged through battle. We find our strongest allies in times of hardship, and learn who our bitterest enemies are. War teaches lessons, but in peace, we must learn from them. I believe in peace for the Immortal Empire, and I believe in peace with all of you. We seek neither strife nor conflict with anyone seated here nor anyone they represent. Thousands of years ago, the Borgian people fled from Empyral controlled land and made north was we suffered in the Ruin. When we were reunited, the Borgians as part of Borgolnia, and us as our new empire, there were tensions, but no hardship. I seek to grow this relationship, and establish not just peace but friendship with those here. My interest lies with what will benefit my people and my empire, and I believe that interest is solidarity with all of you."

Alyrya found that her hands were now firmly on the table and she didn't move them from that spot. A slow passion had crept into her voice as she spoke, and she inclined her head slightly to indicate she had finished.

Chancellor Montaux calmly waited to speak to the Conference Room and after Alyrya of Ephyral finished, Montaux rose from her seat. She glanced towards everyone and elegantly began.

"Honoured Delegates, I am pleased to be in the capacity to represent the Lauretian Realm today as we undoubtably create history and a continued path towards world peace. It is in my, and many of your opinions that the peaceful coexistence we of different cultures have comes directly from our shared principles of democracy and human rights."

Giving a quick glare to Ephyral's Empress she continued,

"While some regimes in this world stand as a barrier to the dignity and rights of men and women, it is the duty of civilized democracies to ensure every human being be given the liberties we hold inviolable. What I hope to achieve from this conference is not simply a self benefiting news headline or political points back home. I came here with the hope that together, we can commit our governments to set a new course of international cooperation. If there is any hope that we might continue to enjoy the splendours of our peace, both past and present, then I am steadfast in my belief we move to work closely together. I leave you with an ancient, but certainly still relevant Lauretian proverb: It is through your community, where you find your purpose."

With that, Montaux sat down and placed her clasped hands on the table.

Johann sat back as the other world leaders continued with the discussion. Johann was notable across the Borgolnian government, aside from the fact that he headed it, for his ideas of self-grandeur. It was a trait which created considerable tensions between himself and the more reserved Grandmaster-General, Nils Fitkau, who ordinarily would be representing Borgolnia in a meeting such as this. But, the party's poll ratings were faltering and if Johann could be seen to secure a positive deal from this meeting it would prove a windfall for public opinion.

He found himself nodding throughout the speech given by Nels, giving off a slight smile as he expressed that this was not only the view of the Trien government but his own; dealing with leaders who were acting against their beliefs but under orders was always exruciatingly difficult for Johann. But when Alyrya abruptly began to speak, he felt a wave of dread come over him. Johann himself was acting under orders from the Imperial Council - albeit a body headed, and orders designed, by him - to pursue a closer relationship with the Ephyral government to avert future confict. But he could not hide the look of fear that he now brandished as he waited for Alyrya to say something out of line, as the stereotype goes.

Thankfully, Johann thought, that moment did not arrive. Alyrya gave an honest, if brutally so, account of the history of human conflict and her desire to establish a working, constructive relationship with the developed north. It was far more than he had hoped for. Instead, it was Chancellor Montaux who delivered that anticipated feeling of dread for Johann. While a woman whith whom he disagreed with on vast swathes of domestic policy, the international positions of Johann and the Chancellor were incredibly similar.

Johann had spoken many times with members of the Imperial Council over the human rights atrocities in Ephyra, but Emelinà's purposeful quip about human dignity made him apprehensive and fear that Alyrya may reply with venegance and that it may escalate in such a way that continuing with the Council no longer became tenable. No matter how unlikely that may seem, Johann was a nervous man when dealing with foreign affairs, given that he has barely done so before, and so was unsure about how to deal with such matters. With a glance to the adviser sitting behind him, he took the brief pause after Emelinà's speech as a chance to speak.

"Thank you, Emelinà, that is a lovely proverb." He said with a genuine, if a little understated, smile. "I am glad we are all agreed on a need to move towards an era of peace among nations, especially among the five of us here today. A new direction for international co-operation, as you expressed Emelinà, is of course the ambition of the Electorate and of myself, and I believe we can begin the work on such a thing today."

He paused and took a sip from his glass of water, before looking at his notes and then continuing.

"My hope is that we will be able to leave this meeting with a written agreement affirming the right of nations and peoples to self-determination, the right to freedom from conflict, and a pledge from us, representing our governments, to prioritise the diplomatic course of resolving disputes over armed resposes in every instance." He paused, before continuing, "But we must be aware that we risk sewing the seeds for future conflict if we leave this conference with nothing but a general agreement on peace. Discussion between states is key to ensuring they continue to respect eachothers' sovereignty and understand eachothers' concerns. Perhaps we could consider making this quintet meeting occur on a regular basis?"




OOC: If you all did like the sound of this Council of Rulers thing happening regularly (say, every year), I wouldn't envisage it involving a full-blown RP each time, it could just be something we mention in news posts, and if there ever is anything to discuss we could agree to start a thread or something. After all, the League of Nations never really was active enough as it was. But i'd picture it being akin to the G8/7 or G20.

Shortly after Hautzig had finished speaking, Nels finished a word on his notes and thought for a moment in the following silence. He closed his eyes, with pen in hand, and ideas rushed to the fore of his mind. Soon those ideas began to settle down, and he took a drink of the water he had not noticed was there until Hautzig drank from the one in front of himself before speaking out once again.

    Nels: I believe it is prudent to schedule additional meetings between us, as creating an agreement, like restoring peace in a long war, is a process which takes time. While Mister Hautzig's enthusiasm in securing between us these noble affirmations is admirable, perhaps we are moving faster than agreement between all of us can keep up.
He looked briefly down at his pocket book to where he had written notes on Chancellor Montaux's speech before raising his head once more to resume speaking.

    I have no doubt that each of us are all dedicated in some way to the protection and happiness of our people, and it is for those goals that we seek between us peace and the recognition of our nations' self-determination. Even so, I do know that we have all arrived with our own unique views and our own unique customs. Those here gathered here today represent their nation, and in doing so we also represent those views and customs. Thus, I humbly ask of each of you this:
He looked at each of the people sitting at the conference table, at Montaux and Alyrya especially, as he spoke.

    What can we do to support each other in reaching these goals?

OOC:I'm going to interpret the two-day gap in posts as an awkward silence.

We could rotate hosts when if have new meetings; that might be fun. Still, whether we schedule additional meetings depends on what our characters agree on.

Montaux's speech had been aimed purely to agitate Alyrya, the Khēlāghys knew, yet her comments proved she understood little of what Ephyra was. Democracy had once been attempted, but that had let only to political pandering and populism, corrupted by lies and deceit for the sake of gain. In a pure Ephyral monarchy, there was no need to appeal to the lowest denominator, no need to publicly harass political rivals to make it seem like you were the better option. Democracy disgusted her, how terribly inconvenient it was seen as a good thing in such undeveloped countries as the one the Chancellor hailed from. And as for human rights... a declaration of right to what it wanted and achievable, nothing more. Saying you have a right to do something weighs nothing more than simply doing it.

She returned Montaux's glare with a knowing smile as these thoughts passed through her mind and kept her eyes upon the other woman until she finished her speech. Johann Hautzig took up the discussion from there, suggesting that this Council meet yearly to advance relations between all nations involved. Nels I of Trietz-Eln agreed with him, and as he spoke, Alyrya contemplated the results of an agreement between these nations. When he came to asking his question, of how to support self-determination of all member-nations present, she did not fail to notice his eyes laying mainly on herself and Montaux. She decided to voice herself once more.

"You are right in your statement that there are a multitude of cultures and customs present here today, it is a shame that some here take no time to study the inner machinations of those they preach against." She flicked her eyes to the Chancellor before returning to speaking broadly. "Self-determination, the allowance of us all to act according to the will of our interiors, without interference from outsiders. I reaffirm my support of this notion, but in terms of support to reaching this goal I must disagree. The achievement of self-determination is a simple one, but the support would be the opposition of outsider nations to attempt to influence any of our decisions as independent nations. We are strong nations, and we need not prop ourselves up upon each other, but merely defend each other from the interests of more self-righteous nations and leaders." She took a moment before resuming. "The Immortal Empire is willing to recognise each of you to self-determination, we shall not pressure nor interfere. We shall not judge by our own standards and expect the return in kind. This is the support I offer. Are you all willing to do the same?"

She let the words hang as she took a drink from her own water. This would prove interesting for her if nothing else; the question of whether or not these leaders would attempt to match or surpass the bar set by herself, ruler of a nation that was unpopular for most, and completely hated by some. Their opinions meant little however, but their actions would speak volumes.

Chancellor Montaux could easily sense the Ephryal's snip back at her, but she was all very well content with it. If there was one thing that Montaux's rise to power could be remembered as, was that she was not afraid to make enemies. She rose again and spoke.

"While I respect the Khēlāghys' view that self determination is an important notion to remember, we must act boldly as a global community. That means that self determination can no longer be the status quo of international relations. In response to the important question of what we can do to support each other, the answer to me seems quite simple. We should together, organize a ratifying treaty that will abide all of us to commit to the principles of international law and human rights. By directly establishing a guiding principle that holds all of our governments to account, I believe firmly that we as people of different religions, ethnicities, and languages can work together for better future."

Montaux sat down and patiently awaited a response to her proposal.

The tension in the room could be cut with a knife. Khēlāghys Alyrya and the Chancellor had locked horns repeatedly throughout the meeting, which was hardly surpsising given Ephyra and Lauretia embodied everything the other isn't. To say it had come as a surprise to Johann would be a lie, but such altercations still made him fear that misspeaking could cost him the developing relationship with Ephyra and Borgolnia's longstanding friendship with successive Lauretian governments.

Johann was a proud, if egotistical, man, but even he could understand the concerns raised by Nels that his full proposals may have been premature. That said, his general support for the principles and aims he raised was a welcome addition, and one that he repaid with a friendly smile in his direction as he raised his point. The question Nels asked as he finished speaking was an interesting one; it was not unfair to say that Johann had barely thought beyond the headline plans into the detail of his suggestions, but now was certainly the time to do so.

As the Khēlāghys spoke, Johann found himself in a state of shocked disbelief; what she was suggesting was a position that successive Borgolnian governments have been wishing to pursue but felt may not be reciprocated by the Ephyral regime. An agreement that would force states to respect the self-determination of other states, and to avoid interference in their affairs, would be hugely beneficial to Borgolnia. Its' defence budget was bloated partly to secure the country against a threat, however imagined, from objectively hostile nations such as Ephyra.

Before he could heap praise on the Khēlāghys' proposal, Chancellor Montaux responded in a typically stoic fashion, presenting a different vision for the world, based on the values of human rights, democracy and liberal institutionalism. Ultimately, despite the lure of the Ephyral proposals, the Chancellor's vision was based on the very same principles that Johann held dear, and which the modern Borgolnian state was founded on.

After a moment of thought, he spoke. "It seems here as though there is a divide which we need to overcome. A commitment between the five of us to respect the sovereignty of each of us, and to respect the right to self-determination of all of our citizens would be a welcome step towards developing a bettter and more peaceful world." He paused, before looking at Montaux and continuing, "But the Chancellor is right when she reminds us that there are some lines which we should not be willing to ignore for selfish gain. It has always been, and remains, the view of the Borgolnian government that fundamental human rights should be respected by any state, and respected across the world."

"Clearly," he said, with a glance to the Khēlāghys, "these values are not yet universal. And I would not wish to jeopardize any agreement we may be able to reach which secures a state of peace between us because of my desire to uphold these fundamental rights. Human Rights are useless if all those who are meant to be protected by them perish in a brutal war."

Johann remained conflicted about what stance he should take. He had three options to choose between; what position he wanted to take, what position he should take, and what position he had to take. In the end, he went for the latter. "Perhaps an agreement on human rights could take the form of a second treaty, alongside a separate one which protects the self-determination of nations, that we can use as a global standard to which we expect nations to hold themselves to. It would not be a universal treaty, and perhaps not all of us here would be willing to ratify it, but we" He said, glancing to the Chancellor, "could use it as a standard to hold ourselves to, and apply to our actions when dealing with other states. My faith in fundamental human rights is unending, and I truly believe that if there is a charter of rights which the oppressed peoples of the world can hope for, they will take action to secure it themselves."

Johann took a sip of water as he finished speaking. He realized he'd never felt more like a politician as he spoke; such a spineless attempt at compromise was about as stereotypical as he could get. Johann wished he could take a stand, on the side of human rights and the democratic process, but to do so would threaten the opportunity for a less tense relationship with the southern enemy - as Ephyra was often jokingly called.

Perhaps not all of us here would be willing to ratify it? What have we come here for, then? Nels thought. It seems the question he posed did not steer anything into the direction he had hoped. Alyrya remained unwilling to work with others, Montaux took it as another opportunity to throw another thinly-veiled accusation, and Johann's compromise would throw solidarity down the drain.

Nels set down his pen to put his head into his hands, but when his face had nearly reached his hands he realized that it would not be appropriate. Instead he tried to play it off as simply rubbing his eyes. He sat internally alarmed as Johann continued his rhetoric. It seemed to him that Johann simply wanted papers signed for the sake of signing paper, and not to consolidate friendship as he had hoped when the meeting started.

When Johann finished, Nels stood. He didn't often stand to speak at meetings, but somehow he felt that this was the time to stand. It was not for logic, and not for reason that he had stood. He had just stood.

    Nels:
    We meet today for solidarity between our nations. For there to be solidarity there must be consensus. We wish to create something we can all agree on, and something we can all commit to. If one party cannot agree to the terms we create, then that is not consensus, and consequently, we cease to have solidarity.

    Perhaps I had not been clear when I asked how we can support each other. Between us all is a common set of shared principles. When we meet together, we must work together to uphold those common principles and ideals. We may talk to explore each others' unique ideals and the ways we use to achieve them, but the ultimate goal of our meeting is not to create rivalry from the differences between us, but to consolidate our ways. In such a manner, we all support each other in achieving the common goals we wish to achieve instead of trying to thrust our own goals onto others and alienating them when they do not accept.

    If we fragment our agreements, it is a sign that there is no solidarity, and it only outlines the disparities between what we agree to. Let us not come to this.

Nels sat himself down upon his chair once again and picked up his pen. He awaited response.

Alyrya's mood went from content to irritated as she listened to Chancellor Montaux speak. Her intent to establish this so-called 'international law' and enforce 'human rights' was nothing less than an attempt to ensure Ephyra was kicked out of any deal. She remained silent however, and gauged the reaction of Johann Hautzig. He spoke slowly and with careful consideration, indicating he was considering his options. She approved of the idea of two separate treaties, one to recognise self-determination and another for human rights. Nels I however appeared opposed to the idea, stating that he would rather see solidarity.

Alyrya remained seated as she chose to speak. She slid the water away from her and did a sweep of the room with her purple eyes. "Solidarity is a delightful prospect, but throughout history, it is the things that seem the most elegant and well formed that turn out to be the impossible dreams. I entirely support the proposal of Mr. Hautzig. Two seperate treaties do not break each other. I assume we are allowed to have disagreements yes? The Chancellor Montaux and I clearly have some very different ideals, yet the proposal of a single treaty forcing each nation to abide by this 'international law', at once wholly supports her view whilst outright neglecting the views and interests of the Immortal Empire, whilst also rendering the treaty of self-determination hypocritical. We cannot rule ourselves if we are forced to abide by an idealists conception of what the world should be like. Ephyra has always focused on what the world is like." She took a moment before continuing. "I am willing to sign a treaty that ensures we will acknowledge each other as independent and sovereign nations, and will also be willing to defend those of you threatened by outsiders who seek to challenge that sovereignty. I will not however sign the empire over to a fantastical idea of what everyone 'deserves' rather than what they've earned. I will not betray the thousands of years of cultural development the empire has grown off of through self-improvement, dedication and determination to appease those of you who are weak-willed enough to think that you deserve to be handed anything." The Khēlāghys' voice had not risen in volume but had definitely increased in intensity. She took a quick drink before concluding.

"I will recognise your independence. I will defend you from those who threaten it. I will not insult the memory and legacy of those in my empire who earned and fought for what they had by implying that the lowest born deserve the same as the greatest." She brushed aside a strand of hair that had fallen over her eye. The Immortal Empire was a nation of resolve. She could not afford to abandon hers.

Alyrya's outburst was unnerving for Johann, to say the least. In the silence that followed, Johann sat and considered his options. Ultimately, the darwinistic nature of the Ephyral culture was one with which Johann, and the nation he represented, had profound disagreements with. Really, he sat and wished that he'd taken a position closer to that taken by the Chancellor; it would certainly have better reflected his views. But his desire to walk away from this conference with a deal - any deal - ultimately outweighed these desires.

"Nels raises some very good points." He said, with a smile in his direction, "Maybe we should take a step back, and consider the common values and ideals which unite the five of us, rather than those that divide us. Between us, we share a common commitment to the principles of self determination, a respect for the sovereignity of states, and I'd hope, a determination to govern in the best interests of our people and the wider world. We must never forget that."

He paused, before continuing, "But, I do not share his conviction that we necessarily look weak if we do not project unity. Unity is, of course, important, and if this Council could be unified over such an issue as human rights I would be incredibly supportive. But I believe that, if we were to produce two separate treaties, we would not be projecting disunity, but instead recognizing the cultural differences that divide us, and not letting those prevent us from making real progress in securing peace."

He glanced at the Khēlāghys, before adding, "I would not see a lack of Ephyral ratification of a potential human rights treaty as an acceptance by the ratifiers of the human rights conditions in Ephyra. Whether or not the Khēlāghys agrees to sign such a treaty would not alter the Borgolnian position on the human rights abuses which regularly take place in that nation, and to which I am of course entirely opposed. However, if this Council does adopt another treaty, agreeing to respect the self-determination and independence of other states, I would expect this opposition to take a less hostile form. We could criticize Ephyra as allies criticize allies, rather than as enemies criticize enemies; usually through conflict."

"It is my view that we should not allow an agreement which has the potential to secure peace between us, the five great powers in this world, to be derailed by disagreements over human rights. After all," He said, with a glance to the Chancellor, "It is easier to exact change and exert influence over friendly nations, rather than over enemies."

The Chancellor, while displeased with the Ephyral resistance to what she saw as a perfectly reasonable idea for the modern times, rose to address the proposition made by Johann.

"The Guard-in-Council does raise a very rational perspective. I would rather leave here achieving something to continue our lasting peace rather than nothing at all, if there are some areas we disagree on. Perhaps we should begin drafting a tentative agreement that would call on each nation to respect each other's sovereignties, along with other provisions to establish an international peace alliance. Let it be known however that the Lauretian Government and People of whom it represents will continue to hold other nations to account that do not respect the rights and dignity of humans. But, that can be done in a way in which armed conflict can be avoided, and that too is our main priority which we can agree to."

Alyrya had taken the moment after her speech to take a breather. Her inner passions were enflared again however when terminology was used to paint the empire as somehow criminal, referring to so-called 'human rights abuses'. She failed to see how Ephyra could abuse something that doesn't exist, nor why foreign nations should have any say in the empire's affairs when the sole reason they were gathered is to prevent that very thing from happening. The Khēlāghys kept cool this time however. Whilst Johann continued to act in apparent opposition to the empire, he outlined the proposal that would not require Ephyra's ratification of a 'human rights' treaty. Like him, she disagreed with Nels. Unity is not always the best course if the differences that divide nations are ignored for the sake of it. Unity for the sake of unity is a disaster. It cannot be planned. Alyrya remained willing to sign a treaty that would reassure other nations that her empire had no interests in meddling in their affairs, imposing their will upon them or anything of the sort. To say she was sceptical of the return being granted was an understatement.

As Johann was speaking, she found her gaze locked on Montaux. If nothing else, this conference had highlighted a potential rival on the political theatre. Montaux opposed everything her empire was and stood for, and repeatedly attempted to take the moral high ground in this meeting. The way the Ephyral woman saw it, she had just as much capability of accusing the Lauretian government of pandering to subhuman filth as the Lauretian did attacking her nation for being strong. If the treaty was signed, Ephyra would take extra care ensuring that Lauretia held to it where Ephyral interests were concerned. Borgolnia to a lesser extent might have to be observed as well. Johann's statement that Borgolnia remain opposed to activities within Ephyra was in direct contrast with the Guard-in-Council's own proposal. All in all however, she did rather that her potential enemies challenge her on a diplomatic theatre than a military one. She was confident Ephyra could defend itself, but her gift was with words, and as long as she spoke for Ephyra she would speak plainly and sharply.

After hearing Johann's outline, and Montaux's response, she took her chance to voice herself again. "The Lauretian Chancellor's solidarity with her beliefs and values is... admirable." She began, and took a drink before continuing. "I would not back down from challenges raised on the diplomatic stage, in fact I would welcome it. I have no need to justify the empire's actions to anyone at this table or beyond, but if explaining them and defending my empire becomes a necessity then I will do so. It is my view however that if Chancellor Montaux feels she may provoke and attack other nations for not holding to her values then we should all reserve the ability to do the same. Yet I am not. I do not attack Lauretia for not using slavery. I do not attack Lauretia for its invalidation of work in favour of benefits. She is free to target my empire for not holding to her values, but if she truly believes that course is a logical and sane one then it may be a waste of time to refute her." Letting that sit for a moment, she adjusted the lashar bottom on her waist before resuming. "If you wish to make a second treaty ratifying your human rights amongst yourselves and your supposed 'international law', then Ephyra will not stop you. As we will not ratify this treaty however, we expect not to be held in violation of it. As I've stated already, we defend our self-determination. It is my view that such a secondary treaty voids the first one, but as the empire will only be signing the initial document it is of no urgent concern to myself nor the other representatives of the empire which treaties you sign, as long as they do not act directly against the empire or hold us in violation of agreements we did not sign."

Taking a final drink, she concluded. "Ultimately, the reason we all journeyed here was to establish common cause with one another as the five dominant powers of this world and hope for some solidarity. Discourse between the north and the south however does not seem remediable. The cultures that have developed far to the north are evidently in contrast to those from the south where Ephyra holds influence. It may be in time that one side folds, or it may not. You have found common cause in your human rights, a treaty signed to simply confirm what you already believe. I will not impede your signing of something that does not concern the empire. What the empire is willing and remains hopeful for is the aforementioned treaty affirming our independence, sovereignty and self-deterministic affairs. I am aware that in the past your nations may have feared potential aggression from Ephyra. Let this treaty sweep those fears aside. Many of you hold us to be amoral and potentially dangerous. I will not deny this, but know that we hold our vows and pledges solemn and honour them." She swept hair from her face. "The treaty of self-determination will be signed in the name of the empire and in sight of the gods. And no Ephyral shall break it."

The arguing of humans and what they may or may not be entitled to had begun to irritate her. She would not leave the empire open to the suggestion that she'd deliberately halted all possibility of a treaty. The offer was open, and none could deny it was made. If no accord could be reached, the empire was not at fault. She observed that her drink had emptied as quickly as her patience. Back in Ephyra, a slave would have re-filled it. Alas, no such luxury was afforded here. Alyrya simply laid her hands in her lap again and waited for the reaction of those seated at the table.

Johann felt an incredible sense of releif after Chancellor Montaux and Alyrya finished their exchange. That the council had managed to reach an agreement of sorts was, in all honesty, more than he had hoped for before the meeting began; those hopes had, he had to admit to himself, been further dashed as the meeting drew on. Coughing slightly, Johann reached for one of the documents that he had in front of him.

"It seems we are in agreement then. I suppose it is time that we should consider the content of such a treaty that would garuantee state sovereignty and self-determination?" He said, glancing around the room at each of the delegates present. The civil servant sat next to Johann began to hand out copies of the treaty that Johann was proposing to the delegates. "I, and senior staff at the Office for Exernal Affairs, have been working on this proposal for some time. But of course, in the spirit of this meeting, we expect and look forward to alterations that can be made to ensure that we are united in a belief that this treaty is sufficient for its purpose."

(1) The parties to this treaty agree, without reservation, to reaffirm their faith in the principles of state sovereignty and the right of all peoples to self-determination within their own national territory.

(2) The integrity and sovereignty of states, recognized and endorsed by the wider internaional community of states, shall be respected by the parties to this treaty.
    (a) The right of states to enact law, enforce justice, regulate economic activity, and otherwise act and operate within their recognized sovereign territory shall not be restricted by the parties.
    (b) The sovereign territory of a state shall be held to encompass the recognized territory of the state, its territorial waters, its exclusive economic zone, and any territories held by the state in an extraterritorial manner, subject to the particular agreement which may have been enacted over such extraterritorial zones.
    (c) Actions taken by a state in international territory or in areas in which there is no, or it is unclear as to who is, the governing state, shall be subject to the general rules and principles of international law.
    (d) The parties shall reserve their right to criticise or condemn states for actions they may take within their sovereign territory. Such responses should not be established with the ambition of overthrowing the subject state.
    (e) Subsections (a) to (d) shall not infringe on the right of states to self defence. The parties shall reserve their right to take pre-emptive offensive action against a state which has acted in an attempt to attack another state, even where such action was taken within the sovereign territory of said state.
    (f) The parties shall take any action necessary, pursuant to Section (5) of this treaty, to ensure that the sovereignty and integrity of all states is protected.
(3) All states that have been recognized as such by the international community of states, shall be treated as equal in diplomatic relations and under international law. The parties agree to uphold this principle when engaging with other states.
    (a) The right of states to form diplomatic arrangements with other states which may lead to closer and more co-operative relations shall not be affected. The parties merely agree to ensure that the independence and sovereignty of all states is upheld equally, regardless of the relative power and size of the states.
(4) The right of all peoples to self-determenation within their own national territories shall be respected and upheld by the parties to this treaty. The execution of self-determination shall be a fundamental principle of the relationships between states.
    (a) All nations of people have a right to exercise self-determination within their own national territory, or, in the internationally recognized national territory of said nation.
    (b) Decisions taken by nations and states with respect to this principle shall be respected by the parties to this treaty.
(5) The parties to this treaty shall renounce the use of conflict as an immediate means for resolving international disputes. Where the diplomatic means of resolving a dispute is no longer avaliable, the parties shall reserve their right to use offensive force.
    (a) Where a dispute between a party and another state arises, the party shall first seek, with expediency, to resolve the dispute through diplomatic means.
    (b) A genuine attempt shall be made by the party to reach a diplomatic solution to any dispute, so long as such a solution does not place the party, or the other state, in a compromising or otherwise unsatisfactory position.
    (c) If the party no longer feels that the diplomatic means of resolving the dispute is avaliable, or if it feels action may need to be taken in self-defence pursuant to Section (2)(e) of this treaty, the party shall reserve the right to use offensive military force to resolve the dispute.
    (d) Special considerations shall be applied to disputes between two or more parties to this treaty. Offensive military action shall not be taken by parties to this treaty against another party unless all other means of dispute resolution have been exhausted.





OOC: Sorry it's a tad short, but as Johann said, it's sort of a work in progress. It's by no means a finished product, so if any of you have any suggestions or alterations you'd like to make (or even an entirely different treaty you'd like to propose, if you want :P) feel free to do so! :)

Chancellor Montaux and the Lauretian Delegation reviewed the Treaty and afterwords, Montaux rose to address the room. She hoped that everyone could agree to this treaty, and would be able to return to Lauretia with decisive results.

"There is no doubt that we all hold our differences, forged within our respective cultures and politics. However, I firmly believe that this treaty acts in a way that will transcend our quarrels with each other, holding the sacrosanct notion of self-determination to an unquestionable standard. The Delegation of the Exalted Realm, through assent by Her Noble Majesty's Privy Council of State, Lauretia fully supports the ascension of this treaty to international law."

The Khēlāghys waited until Johann had finished speaking before opening the document. She kept a passive face as she read through the treaty's agreements, lest she convey some kind of reaction others could seize upon. Fortunately, the art of blank facial expressions had been mastered rather expertly during her early years as sovereign. She'd learnt quickly it was best to keep your truest motivations hidden from everyone. However, as it stood there was nothing in the treaty she had any real opposition to. Subsection D of Article 2 would permit those sat at this table to criticise Ephyra for its actions, and Alyrya had an innate feeling Montaux was most pleased with that resolution. The Ephyral empress held no fear of that however, she had crushed a rebellion during her first two years on the throne, she would have little trouble in swatting away criticisms.

Article 3 seemed less applicable to Ephyra, as the empire's diplomatic relations with primary allies had long been established, though the guarantee that nothing would stop the empire obtaining more associates was always welcome. She kept scanning through the document. Article 4 was fine. Finally at Article 5. Alyrya began to dread that a clause had been added that might adversely affect her empire, but as she read the final subsections, she breathed a small sigh of relief. The empire had not used offensive force to crush a major external enemy in over fifty years. Internal enemies were an entirely different matter, and as they were not a state, Article 5 did not apply to them.

She had just finished reading through the document when Montaux spoke and delivered her short speech of acceptance. Alyrya allowed herself a smile and closed the document. Deciding the moment called for her to finally rise as well, she edged her chair back and stood, straightening the bottom half of her lashar upon her waist as she did so, having been seated as long as she had. She began to speak, as ever in the Ephyral, liquid-like accent. "This treaty, devised by Guard-in-Council Johann Hautzig, meets with my approval and therefore the approval of the High Council in Sydamae. Her Excellency the Chancellor Montaux and I appear to have found something to agree upon at last. Should it become necessary to re-convene and discuss this treaty further, or to delegate upon other matters, the Immortal Empire will be willing to do so. For now however, in the spirit of co-operation, I am willing to sign this recognition of sovereign self-determination."

Nels bowed his head down briefly and took from the man passing treaties out with two hands. When he had looked at his copy, he scrutinized it carefully, reading line by line its contents. He had reached the end, and when he had done so, raised up his head and spoke.

    Nels: I do approve of the provisions presented in this agreement, and I believe we are well on our way to ratifying it. When that time comes, I shall ask of you for use of a fax machine and a telephone, for I will need to the approval of my government to sign per procurationem. Before that, however...

He smiled wryly and held up his copy of the treaty outward in front of him, pointing at Section (5)(c).

    Nels: ...I must point out that Section (5)(c) refers to a Section (1)(e) that does not exist, and that I should hope that this typo be fixed.

He set his copy down on the table and picked up his pen again.

Johann smiled wryly at the positive reception from Montaux, Alyrya, and Nels to the treaty he had proposed. Awkwardly he laughed, with a glare at the aide sitting to his side, as Nels raised the issue of the mistake in the treaty. "Ah, yes, thank you for pointing that out. That should refer to section (2)(e)," He said, "I'll make sure to take it up with the public servants," he added, with a smile.

Pausing to take a sip of water, he continued, "I believe we are all in agreement. But, before we draw this meeting to a close, I would like to thank all of you for the positive steps I feel we have taken here today. Once we can collectively ratify this treaty, It is my hope that we will begin to see a more peaceful, co-operative and prosperous world. Our decision here today to respect the sovereignty of states, the self-determination of peoples and to act, initially at least, in a spirit of diplomacy when confronted by conflict in the world, I hope we can all agree, will lead to a wholly better world."

Standing up, Johann smiled at the leaders and guestured towards the door, "Shall we?"
