This RP is the first RP in a series of RPs designed to set up a galaxy full of engaging politics. Future RPs will deal with the Galactic Government that is established in this RP. That RP will have filler RPs that deal with war, trade, and all other aspects of an interstellar nation. The map of the galaxy will be set up in a future RP.

WELCOME DELEGATES:
Your interstellar nation has been invited to come together in a special convention to up a united galactic government! This Convention will help unite the galaxy into single political entity that will act on behalf of the Milky Way as a whole. We need this in order to maintain peace between nations and ensure the rights of all citizens of the Milky Way, all delegates will have one vote and will all have a say in this new Galactic Government for the new Milky Way Federation. This Convention will take place in two weeks in the city of New Salt Lake City on then planet Taxion in the Alpha Centari System in the United Earth Republics. The Rules for conduct for the Convention will be given when the Convention starts (When the IC is up)

The Arks don't actually have a capital world, or any world for that matter. They're a confederation of vessels called "Arks" that house anywhere from 10,000-50,000 people each. Typically, the ship with the longest serving Chancellor is considered the capital, and the longest serving Chancellor is the Head of State. The Head of Government is the second-longest serving Chancellor. For more on the nation's history, structure, and government, see below.
In the Vega System, there were four human colonies. These colonies developed and grew to great sizes, often competing with each other over space-born resources and over trade routes. This eventually led to war, when all four colonies were destroyed. 12 space stations survived, and rather than kill each other they united and become a new nation. Recognizing that they couldn't sustain a self-sufficient society without trade and interaction, they brought their stations together and constructed a massive interstellar drive to form the first Ark. Eventually, as their population grew, they were forced to build another Ark, then another, and so forth.
As they grew, so did planet-dwellers fears when the fleet of Arks would arrive. Recognizing the potential danger, the fleet broke apart, the vessels relying on a complex communication network to communicate and support each other. Today, there are ~400 Arks in existence. They typically travel in groups of 1-3 unless a faction begins to attack them, when they will form a fleet of 10-15 to deal with the threat.
In an Ark, the populace is split into five departments-- Advanced Technology, Security, Facilities Management, Engineering, and Astrogation. The head of each department is known as a Councilor, and the longest serving Councilor is the Chancellor (or captain) of the Ark. In a group of Arks, the longest serving Chancellor is considered the leader. If a Chancellor receives direction from a ranking Chancellor, even if they're not in the fleet, they are expected to follow that direction unless exigent circumstances prevent them from doing so.
They primarily rely on trade, often transporting goods and people to and from various colonies. A way for colonies to become noteworthy is to have an Ark visit regularly, which in turn leads to generally profitable trade routes for the Arks. Popular trade routes are frequented by Arks, and some exist because of the Arks. Because of this, the Confederation has been involved in multiple resource, trade, and independence wars, often war profiteering yet also providing transport for refugees. They are considered a rival by most merchant guilds and corporations, yet a boon to most governments economies.
Each Ark is heavily armed and armored for obvious reasons. The behemoths are typically armed with 10-20 Turbolasers and a varying number of autoturrets. The newest vessels have Ablative armor and Phasing shields, while the older vessels rely heavily on Capital armor and Deflector shields. Due to their size, armament, and armor, they usually aren't attacked by pirates or other groups. Most people wouldn't want to fight thousands of people on their home turf if the Ark was boarded, and most would have reservations about destroying the vessel and killing thousands. Due to this, no Ark has ever been destroyed or successfully boarded, although a few have been retired.
