Their treatment by the local populace, on the other hand, is a whole another matter and depends strongly on how much abuse inflicted upon ghetto-dwellers the local authorities are willing to tolerate. In principle, yes, though what constitutes private property in Sidh eyes is strongly open to debate. Formally, a Sidh doesn't own anything, even his body legally being state property. Real estate is invariably owned by the state, a citizen merely gaining the right of exclusive use to it, which passes back to the state upon his death. This right cannot be bought or sold to another citizen without the state acting as intermediary.

Not only they can, they are in fact expected to. While most Sidhae do not own any weapons out of a simple lack of pressing need, every Sidh is required by law to master at least basic military skills, including the use of firearms. Those Sidhae who do own weapons may keep whatever they can get their hands on - in theory, even strategic fusion bombs and space battlecruisers. Obviously, it is still forbidden to use them in a place or manner that may endanger bystanders or public property, and such advanced weapons are well beyond the means of most citizens in any case.

No. Since Sidh bodies are manufactured in state-run progenitories, each Sidh represents a considerable investment by the state, and the state is obviously interested in protecting that investment from preventable damage. In practice, Sidhae seeking such forbidden pleasures may indulge them in the human ghettos away from the prying eyes of the authorities, and the authorities in turn will look the other way as long as these "pleasures" are not brought from the ghetto into the Sidh quarters and do not interfere with a citizen's functionality in proper society.
There are some exceptions to the narcotics ban, drugs that straddle the border of legality by being tailored to a specific purpose and not technically being intoxicating.
