ORFL has thousands of employees, most of whom live off-site and are part of civilian life, but all of whom are strictly bound to secrecy about what goes on within the laboratory.

The government claims that it is is a place for 'peaceful scientific cooperation' with allied nations. And indeed, the government has gone public with some of the projects to come out of Oak Ridge, which include such innocuous sounding things as effective storage cells for wind turbines and new vegetable strains suitable for cold climates. But there are some conspiracy theorists who have made claims ranging from that the government is conducting horrific experiments on live humans to rumors that there is a secret nuclear weapon program. The government, of course, denies all such claims.

High above our airspace, military starships and mining vessels have reportedly had bizarre encounters with strange winged craft of unknown origin. Many witnesses of this event have been silenced. The only footage that hasn't been confiscated was filmed on a 1961-model potato, which was too low-quality to be counted as credible evidence by the public.

Besides that, literally anything the government doesn't publicly say they're doing is a mystery.

In 1955, The Government passed the Rubbish Assortment and Treatment Act, in what seemed like a simple plan to reduce pollution. However, many people became suspicious when the government began to construct the new Waste Treatment Plants, which were supposedly for public use, they were constructed primarily in sparsely populated and difficult to access areas, and seemed to hold a significant military presence.

Further adding to the mystery is that a man named Pancho Ngoumete claims to have once attempted to enter the landfills in 1962 to drop off discarded furniture, but was told to come back another day without explanation, despite the fact that it was supposed to be open that day and time. His story goes on to say that on his way back, he encountered an armored convoy armed to the teeth beyond anything he knew the National Army possessed, and that two soldiers stopped his car and, in a dialect of Spanish that Pancho claimed to not be the Chopicano dialect, ordered him to exit his truck and turn around for almost 10 minutes until the entire convoy had passed. He also claims that these soldiers spoke to each other in a language that wasn't Spanish at all. Five others reported similar experiences between 1958 and 1975, and at least a dozen people were reported missing in a 10 km radius of the plants during that time frame

Chopicanupa was in America's camp in the cold war, and many conspiracy theorists claim that the true purpose of the treatment plants were to house well-stocked U.S weapons caches, perhaps even including nuclear and experimental weapons.



Another mystery regarding the Cold War is the "Blackbird" broadcast picked up on radios on December 29th, 1948, in which, through static, people on the edge of a local music station's range heard the following: "Company ...ite 22..ravo...gent code name "Blackbird"...communication and may have gone ro...firmation code 2 Fox..ive Lima Tang..5..ray Golf. How cop..ver" The broadcast seems to suggest that a CIA operative went rogue in Chopicanupa, and that the CIA may have a Black Site in the Country.
