It retreated after being warned that fire would be opened, but further investigation found it was capable of carrying nuclear weapons. The moment this was released, people stormed your office to give you solutions.

Suggestions? I'm tempted to add a third option, but I feel two extremes work best here-opinions on that?

I've been trying not to include any stats, and leave it up to IEs, as I asked around and it seems to work better that way (but this hsould indeed do that).

Ok, so we have the diplo option that ends horribly. Then add in an insult option. Finally the option that turns into WWIII mode?

I've been trying not to include any stats, and leave it up to IEs, as I asked around and it seems to work better that way (but this hsould indeed do that).

Perhaps option 1 could lower defense ratings, and your niceness/compassion ratings as well?

If all your options are insane people will just dismiss the issue. I rather like the idea of sending a legion of planes in response just to make a point though.

I'm slightly confused by your context here. Are you calling my current options all insane, or his suggestion? I don't mind if you find hem so, I just need to understand this better.

Well the second option isn't insane, It's just unpalatable to most nations. Currently the options are extreme pacifism, secrecy to the point of ridiculousness or going to war or almost anything. Having an option to take a more measured approach would give many nations at least something to consider before hitting dismiss.
