Why would a low level of general enthusiasm result in distrust towards the proposal?

I have trouble understanding the point you're trying to make here, Eut.

Because no one wanted this to begin with. That's a major thing you guys just took for granted. So now, despite this being am open forum, we are forced to vote again on a constitution that we didn't really want changed to begin with.

Also, the current map. Is that constitutionally controlled thing or no? In terms of the rules guiding it's replacement, I mean.

The current constitution contains some lines on map replacement, yes.

Because if people don't participate or don't change the constitution, they will feel like they aren't represented in it and therefore they distrust it. Their own fault, of course, but as the last vote proved, arguing against people tends to alienate them.

In other news, I disagree with the notion the founder should decide if it ties twice. It should be a joint vote of the secretaries, in my opinion.

While more democratic, it opens a door for abuse: secretaries could demand favors from president-elects in exchange for their vote. The founder has nothing to demand from president-elects besides them doing their job well.

True. Except, you know, this is a game. So if we are really so complex at the end of this cutting down of government that certain secretaries might enjoy favoritism for their vote, then we have a problem.

However, a tie is unlikely to occur. Hell, I'll change my vote just to avoid a tie if one seems likely. I think most people would too as no election has been so contentious.

I don't think we've ever had an election ending in a tie, let alone two for the same office. Still, since it was suggested, might as well add the line. I see no harm in it.

I was suggesting that if we were in a situation that a government so simple as this one had been so complicated by corruption and pork barrels, then this Constitution would have failed already.
