Bastiat didn't even claim to be a libertarian. I'm not sure that Proudhon ever referred to himself as such but he at least had close ties to the first that did in regards to a set of political positions. It's odd that between a liberal and an anarchist you treat the liberal as the libertarian.

Bastiat was a liberal, in the French sense. But I doubt he'd either fit well with modern French neoliberals like Macron or social liberals like Rawls.

Both Proudhon and Bastiat are small l-libertarians though, I think Bastiat is far closer to the modern Anglo definition, which is why I used him as the example of a historic Libertarian. But the definitions don't match correctly, in the same way we can't really consider the Democrats and Republicans of the late 1800s the same party as they are today.
