When one becomes unfit to lead they are expected to pass on the title to what is typically the next generation. They are still allowed, and often encouraged, to act in an advisory role if they are still mentally fit but either lose their desire to lead or find themselves unfit to lead for various reasons.

In TS vetrinary medicine, a sentient turtle's exhbition of the symptoms of human mental diseases are dismissed as personality traits (nurture) over innate diseases (nature). A smaller, simpler brain makes turtles less vulnerable to mental disease in comparison to a human's vast, complex brain.

In short, General Long II does not have any mental condition.
