Dear Ambassador,
We humbly request your attendance at an international summit to begin on December 13, 2015. The summit will take place on Westilla, Illa Isle, sovereign and secure Vancouvian territory in the Argean Sea. The conference shall be attended by nations in the northern part of our region. Although currently our geography links us together, we wish to expand our commonalities to other areas as well. We will be discussing possible economic, social, environmental, defensive, and humanitarian goals.
In addition to planned events, you will have more than enough free time to explore the sprawling beaches of Illa. We welcome you to our shores with open arms, and hope you enjoy the quiet tempo and relaxed spirit of one of Vancouvia's most secluded areas.

-Letter sent to the nations
Ian Wellworth and Charles Rochester together scanned the commotion of dozens of bodies moving to and fro, setting up chairs and tables and bouquets and silverware. Westilla had come alive with the promise of fresh, international visitors. Although firmly the poorest area of Vancouvia, Illa Isle was nevertheless equipped to take on the responsibility of hosting a conference. Its poverty was, in fact, the very reason the Vancouvian Congress had chosen the island as the locale. To shed light on the growing importance of a strong education, a steady job, and a bountiful harvest, Congress had decided that it would utilize Illa as a multi-decade experiment: to what extent could a state revolutionize for the better if it was given abundant funding in social services, education, and welfare?
Congress had motives other than just showcasing the start of a bold experiment, however. They wished to bring together nations which could mutually benefit each other. With the rising spread of communism in the region and the growing power of nations in the Mesder Sea, the Vancouvian Congress knew it was time to secure a firm foundation in greater regional affairs before it was too late. A great many things lay ahead to discuss, and as the first plane came into view, both Ian and Charles set their minds to the task.
Edit: The meeting will take place in a courtyard villa of Westilla. It has a sort of Caribbean-esque style, with spacious balconies and glamorous buildings assembled in a circle.
