The Constitution of the Coalition of Nation States
We, the nations of Nation States, in order to create greater cooperation, establish a better order, and help all those who need helping, create the Coalition of Nation States, and hereby create this Constitution to establish our cooperative alliance
1. The government seats are as followed:
i. Supreme Commander: The one who keeps track of all CPF troops. Can make a call when CPF troops must go on the offensive
ii. Treasurer: The one who keeps track of all the money and helps make financial decisions
iii. Head of the Coalition of Nation States Joint Space Program (CoNSJSP): The Head of the CoNSJSP can make decisions on what the budget for the Space Program is spent on.
iv.Coalition Supreme Court (CSC): The three nations on the Supreme Court makes the final decision on war crimes committed by a member, can remove the Chairman (if he/she is already impeached), and can declare a move by the Council illegal
v. The Chairman has the right to appoint nations to the Cabinet, and the Council has the right to approve of the appointment and impeach a member of Cabinet
2. Elections
i. Members in the General Assembly may nominate up to 9 people onto the Council.
ii. If there is no one to challenge the Council, it is assumed that the nations on the Council have won the election
iii. A group of four known as the Big 4 have a permanent seat on the council
i. 2 candidates are chosen
ii. The one who gets the most votes becomes Chairman
a.Chairman of the Council: The “president” of the Coalition, he/she has the power to appoint the cabinet, declare an international emergency (or an inter-alliance emergency), and approve applications of nations that wish to join.
b. The Council: A group of nine nations that call the big decisions (ie. changes made to the Constitution), gets the final say on a conflict, can send the CPF to an area, or in the most extreme cases, declare a use of nuclear weapons (Article II, subsection ). The Council can impeach and remove the Chairman, are the ones who make the final call on an appointment, and can remove representatives if they feel like they are causing trouble or not doing their job.

1.First Amendment of the Coalition of Nation States - Posting Rights
Description:
The right of a nation to post whatever they like, whether in-character or not, shall not be infringed upon by the CoNS. Said nation will be able to post whatever they feel about anything (not including religion, personal issues, racial comments, or anything offensive to other member nations), and will not be interrupted by other member nations. This freedom of posting gives the nation the right to: Criticize the alliance, Post non-serious posts, respond or propose topics, and any other basic right pertained by the nation as an individual member of Nation States. The maximum post that said nation can post continuously at ANY given time, is three (3) posts. Any more than three (3) posts will be considered spam. However, in certain cases involving RPing (Role-Playing), then such cases can be overlooked, unless for a constant spamming of the same post or posts containing little change to that of the prior posts.

2.Second Amendment - Voting Rights
Description:
The right to vote for any legislation, amendment, or bill, will not be infringed by the Constitution. Any member nation of the CoNS will be able to vote as he/she pleases. However, nations may only vote One (1) time for any given legislation, amendment, or bill. This vote cannot be changed after a period of time has passed. The period of time that will pass before the voting process can end, is a minimum of two hours (120 minutes), and a maximum of twelve (12) hours (seven hundred-tweny (720) minutes). No votes shall be infleunced by any outside nation. If an outside nation is found to be infleuncing a member nation of the voting of a proposed issue, then said nation will be branded an enemy of the CoNS. The member nation that was being infleunced by said nation, will go before the Coalition Supreme Court (CSC) to face trial.
The minimum delegates required for the voting and debating process to begin, is Six (6) member delegates. If Six (6) delegates do not attend the voting and debating process, then the meeting shall be suspended until Six (6) delegates can be acquired. No nation can have more then one (1) delegate, except for a replacement or an emergency filler.
The number of votes required for a legislation, amendment, or bill to pass, is two-thirds (2/3) of the present delegates attending. If an issue does not acquire two-thirds (2/3) of the votes needed to pass, then that issue will be dismissed until another time. If an issue is dismissed, this does not mean the issue cannot be debated again, but will be dropped to the bottom of the Queue if pushed for re-debating. A minimum of five (5) nations is needed to pass said issue for re-debating. However, said issue can be re-debated only once (1).
Once a proposed legislation, amendment, or bill has passed, it will be put in queue for ratification. During this queue time, member nations can edit the proposed issue as needed, before reaching its final voting stage. Changes to said issue by any member nation, cannot be more then five (5) sentences worth of text. These changes must be marked by a color to indicate change in text, or a line crossing through text that will indicate said text to be taken out. However, if the changes are carried out by the author of the issue or debated topic on its original post, then the author is granted immunity from the max text a nation can edit. The author, from the point of ratification, cannot change the issue any further without the consent of another nation wanting to change or edit it. All changes and edits must be recorded.
When the proposed issue has reached its final voting process, the required number of votes to pass the finalized version is two-thirds (2/3) of the present attending delegates. The minimum required delegates for finalization of an amendment, legislation, or bill, is Six (6) delegates. As stated before, delegates may only have one (1) vote. A time limit will be set before the voting process ends. The period of time that shall pass before voting ends, is a minimum of one (1) hour (sixty (60) minutes), and a maximum of ten (10) hours (six hundred (600) minutes). This time period shall begin on the nearest thirty (30) minute marker on a clock. Meaning, that at exactly thirty (30) minutes in an hour (e.g 2:30, 3:30, etc.), or an exact hour (e.g 2:00, 3:00, etc.), voting shall begin.
If the voting shall rarely come to a tie, then a tiebreaker nation will be asked to vote on the depending issue. To prevent double voting, said nation will not be able to vote on any issue unless a tie. This tiebreaker nation shall be voted on by the members of the CoNS.

3. Third Amendment - CoNS Olympics
Description:
The willingness of any nation to partake in a global unification of sports, will not be hindered upon by the Constitution. During times of an alliance gathering of sport festivities, all battles and wars currently being fought by any member nation of the Alliance, will be ceased until after the global partaking of sports is over. A member nation may choose whether or not he may participate in this time of peace and sporting. Said nation can continue any warring or battles if chosen not to partake in this event. However, any nation choosing to participate, must cease all warring until after the events are over.
A nation participating in these events, will send one (1) athlete per 5 million of a nation's population. These athletes must not be using any type of performance-enhancing drugs (e.g steroids). They are also required to be screened, checked for any drug substance by medical personel, and partake in preliminary events in which they will be chosen to advance to the main events. The qualifications of the athletes are as followed:
1. He/She must be above or equal to the age of sixteen (16)
2. He/She must be apart of only one (1) national team
3. He/She must not be using performance-enhancing drugs
4. He/She must abide by the rules and regulations of the CoNS Olympic committee.
5. He/She must not make racial/religious/rude comments to other participating athletes.
6. Only athletes from a member nation of CoNS may participate
There shall be two (2), and only two (2) type of Olympics. These Olympics are the CoNS Summer Olympics, and the CoNS Winter Olympics. These Olympics will begin in different times of a period of years. They shall NEVER begin on the same year. The type of sporting events that will be held in these Olympics, will be decided by the CoNS Olympic Committee.
The CoNS Summer Olympics will be held every eight (8) NS years (about eight real-life weeks). These Summer Olympics will officially begin as the Olympic symbol is lighted by a torch-bearer selected from the hosting nation.
The CoNS Winter Olympics will be held every four (4) NS years (about four real-life weeks). These Winter Olympics will officially begin as the Olympic symbol is lighted by a torch-bearer selected from the hosting nation.
All rules and regulations regarding the CoNS Summer and Winter Olympics will be decided on by the CoNS Olympic Committee. This Committee will be formed of representatives and staff from various member nations. This Committee will decide the set number of staff, its budget, and how the Olympics are ran. However, the Committee will always have a Chairman to lead it. This Chairman will be voted on, by the member nations partaking in these sporting events.
The five positions in the Committee that are the most important, are the "Big Five" Committee members. These "Big Five" members, shall be given the positions of:
Chairman of Committee (overall representative of committee)
Secretary of Affairs (manages all internal Olympic matters such as events, locations, etc)
Judge of Moderation (judges fairly the results of each competition, final authority regarding fairness of competitions)
Olympic Press Secretary (controls all outgoing media such as press conferences, international broadcasting, etc)
Security Chief (maintains all security matters within the Olympics such as protection of athletes, major attending figures, etc)
However, nations are also encouraged to select a delegate to represent their nation in the General Olympic Committee, which anyone is free to join. This General Committee will voice their opinions on issues regarding of the Olympics, and nothing more.
A member nation wanting to host any of these stated Olympics, must submit a registration form. This registration form will be reviewed by the Committee, to determine if said nation is an eligible participant of hosting the stated type of Olympics. Once a member nation's application has been accepted and passed, the Committee will then debate over the next host of the Olympics. This debating MUST be one (1) NS year (about one (1) week in real-life), prior to the next Olympics. The Committee will debate and vote as a majority (about two-thirds (2/3) of the Committee) to drop nations that would like to host the next Olympics, until only three (3) nations are left. Once there are only three (3) nations left, the Committee members will then vote once (1) on a member nation that they would like to host the Olympics. These nations must pass with three-fifths (3/5 (60%)) of the member votes, to be selected to host the Olympics.
From this amendment, we, the Coalition of Nation States, hereby establish the CoNS Olympic Committee, to oversee the establishment and regulations of the Olympics.
From this amendment, we, the Coalition of Nation States, also hereby establish the CoNS Summer and Winter Olympics!

4 .Fourth Amendment - Active Members and Sunday Meetings
Description:
All members of the Coalition of Nation States should follow rules and regulations stated in the Constitution, and participate in debates and meetings in an active manner. Member nations of the CoNS are required to be active, and post accordingly on to any of the CoNS related forum topics. If nations do not post in an according manner for the period of one (1) real-life week, then that nation will be found to be inactive, and will be warned by the CoNS to become active by posting on a CoNS related forum. After a period of two (2) real-life weeks, after a nation has received a warning or a multiple of warnings, if said nation is still inactive, then the nation shall be ejected from the CoNS. This ejection will cause the loss of all CoNS privileges and support.
A post by a member nation on to a CoNS related forum, cannot be a simple one-worded phrase. That nation must participate in the related topic, to make it so that said nation is not inactive. However, if a member nation is fully active, then a one-worded phrase is acceptable, if meant to answer, reply, or relate to a topic.
A member nation who is busy and will not be on for a long period of time, must notify a Council of Nine member. The Council of Nine member will then preserve the nation's position in the CoNS. This privilege, however, only implies to those nations who have been fully active in the CoNS. A non-active member will not receive the same privileges as stated in this amendment.
A meeting shall be established every Sunday of the week, to view those who are active or not. This meeting shall be semi-mandatory, for those who have religious attendings,or an important matter that needs to be done. The meeting that is established on Sunday, shall also be a meeting to pass new bills, amendments, or legislations, because of the members which are attending.
This amendment hereby establishes Sunday Active Check-In Meetings.

Fifth Amendment - Ethnic Discrimination
Description:
Any form of discrimination by race is hereby banned and condemned by this Constitution. No ethnic group, man, woman, or child, shall be discriminated upon by his or her race, or beliefs. This Constitution shall support the fact that people of all races are equal. Any member nation found approving actions of hate against a certain race(s), shall be condemend by the CoNS, and brought to trial before the CSC. The acts of hate performed by any nation, whether members of the CoNS or not, that will be condemned by the CoNS are as followed:
1.) Racial Slavery
2.) Racial Segregation
3.) Racial Remarks
4.) Racial Hate
5.) Ethnic Cleansing
No member nation of the CoNS shall keep, acquire, or support the slavery of any ethnic group. However, slavery in a nation in general, be it man, woman, or child, will not be addressed in this amendment. Though it is condemned by many nations, slavery in a nation is that nation's right alone to decide rather legal or illegal. However, any slavery based on ethnic group will not be tolerated. Any support for such actions will be condemned by the CoNS. Measures will be taken to free any ethnic group oppressed by any nation, regardless of membership or not. This Constitution hereby bans and condemns Racial Slavery.
No member nation shall oppress its citizens of different ethnic groups, by dividing said ethnic group from other members of society. Such actions will not be tolerated by the CoNS. All members of society are, respectively, equal. No person should be forced to live their lives as a seperate minority from the rest of society. This Constitution hereby bans and condemns Racial Segregation.
A person's right to free speech shall not be infringed by this Constitution. However, racial remarks directed at a single (or multiple) ethnic group, shall be looked down upon by members of the CoNS and non-member nations. These racial remarks may include racial superiority over another, obscene comments of a racial group, or any racial opinions of one's ethnic group. This Constitution hereby bans and condemns any and all Racial Remarks made by any nation, regardless of membership or not.
One's hatred of a race shall not be brought up in any CoNS topic. Nor shall it be brought up in any Nation States topics. If a member nation is found to hate an ethnic group, and openly states that he/she hates said ethnic group, then said member nation will be banned and ejected from the CoNS. No trial will be given to said nation. Racial hate is obscene and widely looked down upon. No mention of hatred for a race shall be seen or heard on any CoNS, and Nation States topic. This Constitution hereby bans and condemns Racial Hate.
Ethnic Cleansing in a nation will be viewed upon by this Constitution and the CoNS, as inhumane and evil. No member nation shall perform a mass genocide of any ethnic group. Such acts of evil will be highly condemned, and if performed by any nation, the CoNS will immediately declare war on said nation, regardless of membership or not. Mass torture and re-location of any ethnic group is also condemned by this Constitution. Any nation found causing any type of physical, mental or emotional stress and trauma due to ethnic reasons shall be regarded as an enemy of the CoNS. This Constitution hereby condemns and bans all Ethnic Cleansing.
Commiting a felony and being convicted with due evidence forfeits the protection of this alliance and all labour rights are stricken from the individual.
This Constitutional Amendment shall provide the people of all races the rights and security that are given to all human beings. The CoNS and this Constitution hereby bans all Racial Discrimination!

Sixth Amendment - Establishment of the CoNS Region
Description:
The rights of any nation to move and live in a region of their choosing shall not be infringed by this Constitution. No member nation shall be required to move to a region if they are not willing or able to. The right to choose and make decisions is reserved solely to the member nation. No other nation can make that decision for said member nation, unless if in direct violation of any CoNS ideals or principles.
A member nation having no to little participation in their current region and is seeking a better region for active participation, may decide to move to the region created by this Amendment. This region will be password locked at all times to prevent the spamming of or hostile take-over by any nation(s). The region will accept all member nations of the CoNS who would like to establish their presence in the international community. There shall be no limit to how many nations that this region can hold, but at a certain point, the current Chairman of the CoNS may decide to create a second region for better participation of all CoNS members. However, such actions must be approved by a majority of the current members of the CoNS.
When a new sub-region is created, a member nation will be chosen to govern the region. This nation will be under the juristiction of the Council of Nine, and must follow their regulations and procedures. To prevent any member nation from becoming too powerful in using puppets to control said regions, no member nation can govern more then one (1) newly created sub-region at a time. This member nation that will govern said region shall be voted upon by the Council of Nine. However, the original region created by this Constitution shall ultimately be under the juristiction of the Council of Nine, and shall hold all power between all sub-regions created.
Member nations seeking entrance to the region (and sub-regions) created by this amendment must follow all rules and regulations set by this Constitution. These rules are stated in the Constitution of the CoNS. If a member nation breaks any rules defined by this Constitution, then said nation shall stand trial before the Coalition Supreme Court to face judgement. Any repeated breaking of these rules shall ultimately result in the ejection/banning of said nation.
The region(s) established by this amendment shall be an "oasis" to all member nations seeking involvement and participation in the international community. No member nation shall be denied of entry to said region(s), except for member nations violating the rules defined be the Constitution.
Member nations inhabiting the estabished region shall not be required to change any of their nation's information. These informations can be currency, passports, and etc. A member nation can willingly open its borders for travel to other member nations of the CoNS or outside nations. This is not required to inhabit the established region, and is a choice made by said nation. However, to traverse between any nations in the newly established region, will require passports from the nation of origin.
This Constitution hearby establishes the Coalition of Nation States Region.

Meaning, that at exactly thirty (30) minutes in an hour (e.g 2:30, 3:30, etc.), or an exact hour (e.g 2:00, 3:00, etc.), voting shall begin.
If the voting shall rarely come to a tie, then a tiebreaker nation will be asked to vote on the depending issue. To prevent double voting, said nation will not be able to vote on any issue unless a tie. This tiebreaker nation shall be voted on by the members of the CoNS.

3. Third Amendment - CoNS Olympics
Description:
The willingness of any nation to partake in a global unification of sports, will not be hindered upon by the Constitution. During times of an alliance gathering of sport festivities, all battles and wars currently being fought by any member nation of the Alliance, will be ceased until after the global partaking of sports is over. A member nation may choose whether or not he may participate in this time of peace and sporting. Said nation can continue any warring or battles if chosen not to partake in this event. However, any nation choosing to participate, must cease all warring until after the events are over.
A nation participating in these events, will send one (1) athlete per 5 million of a nation's population. These athletes must not be using any type of performance-enhancing drugs (e.g steroids). They are also required to be screened, checked for any drug substance by medical personel, and partake in preliminary events in which they will be chosen to advance to the main events. The qualifications of the athletes are as followed:
1. He/She must be above or equal to the age of sixteen (16)
2. He/She must be apart of only one (1) national team
3. He/She must not be using performance-enhancing drugs
4. He/She must abide by the rules and regulations of the CoNS Olympic committee.
5. He/She must not make racial/religious/rude comments to other participating athletes.
6. Only athletes from a member nation of CoNS may participate
There shall be two (2), and only two (2) type of Olympics. These Olympics are the CoNS Summer Olympics, and the CoNS Winter Olympics. These Olympics will begin in different times of a period of years. They shall NEVER begin on the same year. The type of sporting events that will be held in these Olympics, will be decided by the CoNS Olympic Committee.
The CoNS Summer Olympics will be held every eight (8) NS years (about eight real-life weeks). These Summer Olympics will officially begin as the Olympic symbol is lighted by a torch-bearer selected from the hosting nation.
The CoNS Winter Olympics will be held every four (4) NS years (about four real-life weeks). These Winter Olympics will officially begin as the Olympic symbol is lighted by a torch-bearer selected from the hosting nation.
All rules and regulations regarding the CoNS Summer and Winter Olympics will be decided on by the CoNS Olympic Committee. This Committee will be formed of representatives and staff from various member nations. This Committee will decide the set number of staff, its budget, and how the Olympics are ran. However, the Committee will always have a Chairman to lead it. This Chairman will be voted on, by the member nations partaking in these sporting events.
The five positions in the Committee that are the most important, are the "Big Five" Committee members. These "Big Five" members, shall be given the positions of:
Chairman of Committee (overall representative of committee)
Secretary of Affairs (manages all internal Olympic matters such as events, locations, etc)
Judge of Moderation (judges fairly the results of each competition, final authority regarding fairness of competitions)
Olympic Press Secretary (controls all outgoing media such as press conferences, international broadcasting, etc)
Security Chief (maintains all security matters within the Olympics such as protection of athletes, major attending figures, etc)
However, nations are also encouraged to select a delegate to represent their nation in the General Olympic Committee, which anyone is free to join. This General Committee will voice their opinions on issues regarding of the Olympics, and nothing more.
A member nation wanting to host any of these stated Olympics, must submit a registration form. This registration form will be reviewed by the Committee, to determine if said nation is an eligible participant of hosting the stated type of Olympics. Once a member nation's application has been accepted and passed, the Committee will then debate over the next host of the Olympics. This debating MUST be one (1) NS year (about one (1) week in real-life), prior to the next Olympics. The Committee will debate and vote as a majority (about two-thirds (2/3) of the Committee) to drop nations that would like to host the next Olympics, until only three (3) nations are left. Once there are only three (3) nations left, the Committee members will then vote once (1) on a member nation that they would like to host the Olympics. These nations must pass with three-fifths (3/5 (60%)) of the member votes, to be selected to host the Olympics.
From this amendment, we, the Coalition of Nation States, hereby establish the CoNS Olympic Committee, to oversee the establishment and regulations of the Olympics.
From this amendment, we, the Coalition of Nation States, also hereby establish the CoNS Summer and Winter Olympics!

4 .Fourth Amendment - Active Members and Sunday Meetings
Description:
All members of the Coalition of Nation States should follow rules and regulations stated in the Constitution, and participate in debates and meetings in an active manner. Member nations of the CoNS are required to be active, and post accordingly on to any of the CoNS related forum topics. If nations do not post in an according manner for the period of one (1) real-life week, then that nation will be found to be inactive, and will be warned by the CoNS to become active by posting on a CoNS related forum. After a period of two (2) real-life weeks, after a nation has received a warning or a multiple of warnings, if said nation is still inactive, then the nation shall be ejected from the CoNS. This ejection will cause the loss of all CoNS privileges and support.
A post by a member nation on to a CoNS related forum, cannot be a simple one-worded phrase. That nation must participate in the related topic, to make it so that said nation is not inactive. However, if a member nation is fully active, then a one-worded phrase is acceptable, if meant to answer, reply, or relate to a topic.
A member nation who is busy and will not be on for a long period of time, must notify a Council of Nine member. The Council of Nine member will then preserve the nation's position in the CoNS. This privilege, however, only implies to those nations who have been fully active in the CoNS. A non-active member will not receive the same privileges as stated in this amendment.
A meeting shall be established every Sunday of the week, to view those who are active or not. This meeting shall be semi-mandatory, for those who have religious attendings,or an important matter that needs to be done. The meeting that is established on Sunday, shall also be a meeting to pass new bills, amendments, or legislations, because of the members which are attending.
This amendment hereby establishes Sunday Active Check-In Meetings.

Fifth Amendment - Ethnic Discrimination
Description:
Any form of discrimination by race is hereby banned and condemned by this Constitution. No ethnic group, man, woman, or child, shall be discriminated upon by his or her race, or beliefs. This Constitution shall support the fact that people of all races are equal. Any member nation found approving actions of hate against a certain race(s), shall be condemend by the CoNS, and brought to trial before the CSC. The acts of hate performed by any nation, whether members of the CoNS or not, that will be condemned by the CoNS are as followed:
1.) Racial Slavery
2.) Racial Segregation
3.) Racial Remarks
4.) Racial Hate
5.) Ethnic Cleansing
No member nation of the CoNS shall keep, acquire, or support the slavery of any ethnic group. However, slavery in a nation in general, be it man, woman, or child, will not be addressed in this amendment. Though it is condemned by many nations, slavery in a nation is that nation's right alone to decide rather legal or illegal. However, any slavery based on ethnic group will not be tolerated. Any support for such actions will be condemned by the CoNS. Measures will be taken to free any ethnic group oppressed by any nation, regardless of membership or not. This Constitution hereby bans and condemns Racial Slavery.
No member nation shall oppress its citizens of different ethnic groups, by dividing said ethnic group from other members of society. Such actions will not be tolerated by the CoNS. All members of society are, respectively, equal. No person should be forced to live their lives as a seperate minority from the rest of society. This Constitution hereby bans and condemns Racial Segregation.
A person's right to free speech shall not be infringed by this Constitution. However, racial remarks directed at a single (or multiple) ethnic group, shall be looked down upon by members of the CoNS and non-member nations. These racial remarks may include racial superiority over another, obscene comments of a racial group, or any racial opinions of one's ethnic group. This Constitution hereby bans and condemns any and all Racial Remarks made by any nation, regardless of membership or not.
One's hatred of a race shall not be brought up in any CoNS topic. Nor shall it be brought up in any Nation States topics. If a member nation is found to hate an ethnic group, and openly states that he/she hates said ethnic group, then said member nation will be banned and ejected from the CoNS. No trial will be given to said nation. Racial hate is obscene and widely looked down upon. No mention of hatred for a race shall be seen or heard on any CoNS, and Nation States topic. This Constitution hereby bans and condemns Racial Hate.
Ethnic Cleansing in a nation will be viewed upon by this Constitution and the CoNS, as inhumane and evil. No member nation shall perform a mass genocide of any ethnic group. Such acts of evil will be highly condemned, and if performed by any nation, the CoNS will immediately declare war on said nation, regardless of membership or not. Mass torture and re-location of any ethnic group is also condemned by this Constitution. Any nation found causing any type of physical, mental or emotional stress and trauma due to ethnic reasons shall be regarded as an enemy of the CoNS. This Constitution hereby condemns and bans all Ethnic Cleansing.
Commiting a felony and being convicted with due evidence forfeits the protection of this alliance and all labour rights are stricken from the individual.
This Constitutional Amendment shall provide the people of all races the rights and security that are given to all human beings. The CoNS and this Constitution hereby bans all Racial Discrimination!

Sixth Amendment - Establishment of the CoNS Region
Description:
The rights of any nation to move and live in a region of their choosing shall not be infringed by this Constitution. No member nation shall be required to move to a region if they are not willing or able to. The right to choose and make decisions is reserved solely to the member nation. No other nation can make that decision for said member nation, unless if in direct violation of any CoNS ideals or principles.
A member nation having no to little participation in their current region and is seeking a better region for active participation, may decide to move to the region created by this Amendment. This region will be password locked at all times to prevent the spamming of or hostile take-over by any nation(s). The region will accept all member nations of the CoNS who would like to establish their presence in the international community. There shall be no limit to how many nations that this region can hold, but at a certain point, the current Chairman of the CoNS may decide to create a second region for better participation of all CoNS members. However, such actions must be approved by a majority of the current members of the CoNS.
When a new sub-region is created, a member nation will be chosen to govern the region. This nation will be under the juristiction of the Council of Nine, and must follow their regulations and procedures. To prevent any member nation from becoming too powerful in using puppets to control said regions, no member nation can govern more then one (1) newly created sub-region at a time. This member nation that will govern said region shall be voted upon by the Council of Nine. However, the original region created by this Constitution shall ultimately be under the juristiction of the Council of Nine, and shall hold all power between all sub-regions created.
Member nations seeking entrance to the region (and sub-regions) created by this amendment must follow all rules and regulations set by this Constitution. These rules are stated in the Constitution of the CoNS. If a member nation breaks any rules defined by this Constitution, then said nation shall stand trial before the Coalition Supreme Court to face judgement. Any repeated breaking of these rules shall ultimately result in the ejection/banning of said nation.
The region(s) established by this amendment shall be an "oasis" to all member nations seeking involvement and participation in the international community. No member nation shall be denied of entry to said region(s), except for member nations violating the rules defined be the Constitution.
Member nations inhabiting the estabished region shall not be required to change any of their nation's information. These informations can be currency, passports, and etc. A member nation can willingly open its borders for travel to other member nations of the CoNS or outside nations. This is not required to inhabit the established region, and is a choice made by said nation. However, to traverse between any nations in the newly established region, will require passports from the nation of origin.
This Constitution hearby establishes the Coalition of Nation States Region.

The First Treaty of the Coalition of Nation States - Peaceful Alliances' Cooperative Treaty
Description:
The PACT serves to improve inter-alliance relations between the Coalition of Nation States and the Vladivostok Alliance. Liberties and constitutions from both parties shall not be infringed upon by any alliance member from said entities.
No acts of violence and conflict shall be inflicted upon members of any aforementioned alliance. Failure to comply will result in immediate discussion regarding ejection from said alliance, as well as the possible result of standing trial before a justice system for the act of treason.
In times of conflict, factions are expected to assist entities in need, regardless of their alliance membership.
The PACT Minister serves as the primary connection between the aforementioned factions. The candidate has the power to begin, develop and promote inter-alliance programs, as well as the ability to pause or terminate non-beneficial programs. Requirements for candidacy include membership in both alliances, high amount of international diplomatic experience. The PACT Minister may only be chosen by agreement from both alliances, and can also be removed from power at the legitimate request of either Council.
